Rapid development of modern areas of biomedical science contributes to the increase of the implementation rate, of innovative products and services in medicine, in particular, clinical oncology. The purpose of the article is the comparative analysis of the experience of R&D results commercialization in biomedical sector of the developed countries and Ukraine. The study uses methods of structural and logical analysis and comparative content analysis. Commercialization fits the inventor interests in using intellectual property, provides its implementation, and reveals commercial advantages to continue scientific and innovative activity. Society is interested in successful commercialization and technology transfer in biomedical field that increase competitiveness level of health system. Such activity stimulates scientists to develop innovative products. In foreign countries, legal and organizational mechanisms have been created that stimulate of investment activities for conducting research in the biomedical science at universities and scientific institutions. The development of links in the field of commercialization of R&D results has become a priority of the innovation policy of many countries, and public-private partnerships are an effective tool for its implementation, as evidenced by the rising of national budgets, legislative initiatives and the development of new programs. The analysis of the foreign experience of technology transfer of medical and biological R&D results allows to highlight several points: the financial support of research institutes and universities is considered as an important function of the state; public financing of projects in the field of medicine and biology is carried out within a quite long period of time (often not less than10 years), and the purchase of equipment is not a central item of expenditures; assessment of the productivity of researchers is complemented by evaluating the performance of the departments responsible for research management and funding; quantitative indicators of research unit results are supplemented by expert assessments of the quality of research, effectiveness and safety of medical developments based on new knowledge and achievements of scientific and technological progress. Conclusion. In Ukraine, despite certain difficulties in recent years, the high scientific potential in the field of biomedical sciences provides an increase of the number of high-tech innovative scientific and technological developments. Taking into account the low innovative activity of scientific institutions and universities, commercialization requires a systematic state approach, the development of strategies, specific mechanisms, methods and forms

Innovative processes are the foundation of the current method of management and a means of providing competitive advantages to individual enterprises (firms), industries, regions, countries. Strengthening the innovative orientation of the socio-economic formation of Ukraine seems to be a strategic task of the national financial policy, guidelines for the creation of a competitive state economy. A significant basis for the development of Ukraine’s competitive advantages in the international arena is the innovative activity of industrial production entities. The formation of innovative activities of current enterprises insists on the development of a fresh mechanism of interaction between producers and customers on the basis of coordination of their interests. Creators of innovative ideas and producers of innovative products (services) are obliged to anticipate the need for new goods, to encourage customers to use new technologies and new products in their activities. Therefore, the innovative activity of the enterprise as soon as possible must be used to use an effective tool – innovation management, which involves the use of tools, methods, technologies of management throughout the formation of innovation policy of the enterprise. The current circumstances of highly competitive markets necessitate the renewal and modernization of production technologies, development and production of new competitive products, the application of new approaches to management and organization of production, which can only guarantee investments aimed at innovation. Thus, the object of scientific research in the area of management of innovation investment processes is to identify more flexible opportunities for mobilization of financial resources and improve the mechanism of their direction to innovative development. Since the creation of innovation policy of the enterprise must focus on the market and the consumer, market research should be conducted, which should be preceded by a thorough study of the innovative product.

A comparative analysis of innovation activity in the Russian Federation and EU countries is carried out. The comparison revealed that modern innovation policy should be aimed not only at increasing labor productivity, but also at solving social problems related to ensuring food security, environmental protection and improving the quality of life of the population. Maintaining a balance between the demand for digital technology and the supply of high-tech products on the market is a basic element in the transition to a new stage of scientific and technological structure. Factors that negatively affect the development and implementation of technological, organizational and marketing innovations are identified. It is shown that the synchronization of the chain of implementation of all newly created or improved technologies ensuring the continuity of the innovation cycle requires the combined efforts of all subjects of innovation. The level of diffusion of innovative activity in federal districts of the Russian Federation is estimated. It is concluded that there is a significant differentiation of regional and sectoral intensity of innovative development. It is substantiated that in order to reduce regional differentiation when introducing advanced practices into the production process, one should take into account the type of innovative activity. According to the attractiveness for investment, digital economy instruments are divided into three categories that characterize one or another stage of their life cycle: maturity, sustainable growth, and a breakthrough trend. It was revealed that the further massive penetration of technological innovations into all links of the production chain should clearly follow the global trends of production digitalization, where the key factor for the success of innovation-oriented companies is the search for the most promising investment projects at the stage of filing a patent application. Based on the analysis, recommendations were developed to stimulate innovative susceptibility in the regions of Russia.

The article identifies the problems of state regulation of innovation in construction and substantiates the main directions of improving its efficiency. The Bloomberg Innovation Index was used to assess the general state of innovation in Ukraine. Dynamic analysis of Ukraine's position in the ranking of the Bloomberg Innovation Index as a whole and by individual sub-indices of 2018–2020 revealed such problems as the reduction of production of high-tech goods, labor productivity, intensity of research and development. The study of innovation management was performed using a situational approach. It is established that the state regulation of innovation is mainly based on the methods of indirect influence. It is emphasized that in the conditions of economic crisis it is expedient to prefer methods of direct state regulation. The analysis revealed a range of problems related to forecasting and programming of innovation development, organization and coordination of relevant bodies in the implementation of innovation policy, regulation, financial and investment support for innovation, insufficient stimulation of demand for innovative products, unsatisfactory state of protection of intellectual property rights. The problems of state management of innovation activity are specified. The imbalance of the branch, national and regional programs of innovative development coordinating was revealed. Problems and directions of development of infrastructure of innovative activity are defined. Perspective directions of technological renewal of construction are defined, in particular development of resource-saving, energy-efficient technologies, introduction of Building Information Modeling technologies. The organization of public and private mortgage funds is offered, which will allow to receive financial resources at a low interest rate. It is established that the underdevelopment of the financial market of Ukraine most slows down the solution of problems of financing innovative activities in construction through the attraction of credit, venture capital, state budget funds for innovative development of the construction sector.

The successful implementation of the Strategy for the development of the sphere of innovation activity for the period up to 2030 involves taking into account the peculiarities of the organization of management of the creation, protection of intellectual property rights objects (IPRO) and technology transfer. Therefore, the article is aimed at studying these aspects in scientific institutions and developing effective proposals in this context. The article considers the importance of the role of objects of intellectual property rights in the activities of scientific institutions and the need for full functioning in these institutions of the units for technology transfer, innovation activity and intellectual property. The authors examine the problems that hinder the development of such units in scientific institutions and institutions of higher education. Based on the research of the experience of the aforementioned units in both domestic and foreign scientific institutions, it is recommended to introduce and develop in Ukraine mechanisms of the State support for innovation activities, technology transfer, commercialization of research results, intellectual property objects taking into account the experience of the EU Member States, technologically developed countries, directed towards developing innovations in business; combining business and scientific institutions, higher education institutions for research and development for transfer of technologies in the interests of enterprises; support of high-tech industries; development of innovative activities at the regional level. Important issues, in particular, are the development of model agreements for research and development with various options for the distribution of intellectual property rights between scientific organizations and national or foreign counterparties, which would take into account the international practice of concluding such agreements; development of provisions defining the peculiarities of creation and use of intellectual property objects by employees of the NAS of Ukraine who work in foreign projects and scientific institutions, as well as foreign specialists conducting research and development in institutions of the NAS of Ukraine. The nuances of management of the creation, protection of objects of intellectual property rights and technology transfer in scientific institutions related to the innovative attractiveness of enterprises are planned to be highlighted in further scientific research.

В статье рассмотрено современное состояние инновационной деятельности в республике, проведён анализ проблем, сдерживающих его развитие, представлено авторское видение их решения. Авторы исследуют показатели эффективности научно-исследовательской деятельности в Казахстане, результативность исследований и разработок на территории РК. Выделены основные факторы, сдерживающие развитие инновационных процессов в РК. Отмечены изменения в инновационной деятельности компаний, а также сокращение доли инновационной продукции в ВВП и степень инновационной активности в производственном секторе. Сформулированы выводы и рекомендации для совершенствования оценки эффективности инновационной деятельности, дан прогноз влияния затрат на выпуск инновационной продукции. Авторами статьи отмечается, что, установленная низкая эффективность инновационной политики обусловлена комплексом проблем, среди которых выделили: отсутствие инновационной инфраструктуры, ограниченность финансовых и человеческих ресурсов; недостаточный уровень проработки методических и методологических разработок в данной области, низкий уровень вовлеченности результатов научно-технической деятельности и многие другие. Проведен анализ долиинновационной продукции в ВВП, динамикивнутренних затрат на НИОКР и количество организаций, осуществляющих НИОКР, показана зависимость влияниязатрат на инновации на выпуск инновационной продукции в РК. Предложена система мер по совершенствованию инновационной деятельности в Казахстане, в том числе необходимость в подготовкенаучных и инженерных кадров, менеджеров инновационного бизнеса на системной основе, увеличение финансирования и привлечение иностранного капитала и бизнеса с целью активизации конкуренции. The article examines the current state of innovation in the republic, analyzes the problems hindering its development, presents the author's vision of their solution. The authors investigate the indicators of the effectiveness of research activities in Kazakhstan, the effectiveness of research and development in the territory of the Republic of Kazakhstan. The main factors hindering the development of innovative processes in the Republic of Kazakhstan are highlighted. Changes in the innovative activity of companies, as well as a decrease in the share of innovative products in GDP and the degree of innovative activity in the manufacturing sector are noted. Conclusions and recommendations are formulated for improving the assessment of the effectiveness of innovative activities, a forecast of the impact of costs on the production of innovative products is given. The authors of the article note that the established low efficiency of innovation policy is due to a complex of problems, among which they highlighted: lack of innovation infrastructure, limited financial and human resources; insufficient level of elaboration of methodological and methodological developments in this area, low level of involvement of the results of scientific and technical activities, and many others. The analysis of the share of innovative products in GDP, the dynamics of internal costs for R&D and the number of organizations engaged in R&D, shows the dependence of the influence of costs on innovation on the production of innovative products in the Republic of Kazakhstan. A system of measures to improve innovation in Kazakhstan is proposed, including the need for training scientific and engineering personnel, managers of innovative business on a systematic basis, increasing funding and attracting foreign capital and business in order to intensify competition.


The article discusses the concepts of "potential" and "economic potential", analyzes their interpretation by different scientists, and gives reasons for the importance of its awareness by countries for which it determines their specialization. The economic potential of high-tech production in Ukraine is analyzed by such indicators as the part of enterprises that inculcate innovations (products and/or technological processes), the part of the amount of the realized innovative products (commodities, services) in the general volume of the realized products (commodities, services) of industrial enterprises, the costs of innovative activity, export of high-tech products, the amount of workers per a million habitants of country, that are engaged in developments and researches, and middle and high-tech industry (including building) in the percent of value-added of production of Ukraine. The article consideres the place of Ukraine in the Global Innovation Index. Comparative description of Ukraine, Poland, and Vietnam is fulfilled according to the indexes of exports of high-tech products (in billion USD) and amount of workers per a million habitants of the country that is engaged in developments and scientific researches. The paper analyzes how the share of high-tech products affects the development of the economy and competitiveness of the country. It shows the costs of scientific and technical research and development of Ukraine as compared with the United States, Germany and Japan. It also considers the importance of investment activity in Ukraine for the development of the country's economic potential. The article indicates the problems that hinder the development of technological and scientific potentials of Ukraine. Recommendations are given on the possibilities of increasing the economic potential of high-tech national production in order to increase Ukraine's competitiveness in the world market.

Introduction. The actuality of scientific research is confirmed by the fact that innovative activity is one of the key factors for straightening national competitiveness under the conditions of globalization. It is thanks to innovations that the business entity has the ability to develop its market positions, improve its economic efficiency and in turn create a bigger added value. At the same time, it is important to commercialize the results of the innovation activity are as much as possible, which aims at offering new high-tech products and services for the market. The effectiveness of its successful implementation enables innovation’s introduction on the market, as well as the achievement of its sustainable competitive advantages. That is why the problem of commercialization of innovative products should be seen by society, government, private business, scientists, because the solution of this problem lays in the competitiveness of goods and effects human life standards. The purpose of the work is to highlight the problems that arise during the innovative products’ commercialization and to offer solutions to them. Results. Based on the review and synthesis of literary sources, as well as the study of empirical data from domestic enterprises the key problems of high-tech products commercialization were identified, they include the following: the danger of premature diffusion of high-tech products, which is uncontrollable by the commercialization subjects; inaccuracy during the assessment of demand for high-tech products and forecasting their sales volume; the adequate choice strategy complexity and development of tactics for the promotion of high-tech products in the market; the lack of reasonable pricing approaches for high-tech products. Conclusion. The article presents the key problems of innovative products’ commercialization and their solutions. The main directions for solving these problems were developed. In order to ensure both process of innovative products’ commercialization and innovative activity in general we propose number of recommendations in order to form an extensive information base for employees of the management subsystem and business analysts.

The article discusses the main aspects of innovative development in the context of the growing coronavirus pandemic. The author analyzed the indicators of the industrial sector of the economy, found out the insufficient use of production resources and industrial potential. Among the factors considered, the number of employed in industry is highlighted, and the forecast values ​​up to 2023 are calculated. It has been established that the country's industry is developing mainly in an extensive way, while in industrially developed countries, economic growth is ensured by the introduction of innovative technologies. It has been determined that in order to improve the innovative activity of high-tech enterprises, it is necessary to use a wide arsenal of various management methods, to form a model for the commercialization of innovations from the development stage to bringing innovative products to the market. The impact of digitalization on the transformation of basic industries, ensuring the competitiveness of the national economy and an accelerated transition to an innovative model is assessed.

The article deals with the conditions for the formation and implementation of innovation policy in the agro-industrial complex of Russia, including in the food industry. Against the background of the growth of positive dynamics of domestic research and development expenditures in the Russian Federation, the share of high-tech products in the Russian agro-industrial complex in 2018 is only 7.1% of the total volume. The share of food industry enterprises engaged in innovative activities increased from 11.6% to 14.2% in 2010-2018, while the cost of innovative products increased 2.3 times. The most important factor in the activity of innovative activities of enterprises is state support. Innovation policy in the agro-industrial complex is designed to promote the development of the food industry and the growth of its national and global competitiveness.
