Innovative processes are the foundation of the current method of management and a means of providing competitive advantages to individual enterprises (firms), industries, regions, countries. Strengthening the innovative orientation of the socio-economic formation of Ukraine seems to be a strategic task of the national financial policy, guidelines for the creation of a competitive state economy. A significant basis for the development of Ukraine’s competitive advantages in the international arena is the innovative activity of industrial production entities. The formation of innovative activities of current enterprises insists on the development of a fresh mechanism of interaction between producers and customers on the basis of coordination of their interests. Creators of innovative ideas and producers of innovative products (services) are obliged to anticipate the need for new goods, to encourage customers to use new technologies and new products in their activities. Therefore, the innovative activity of the enterprise as soon as possible must be used to use an effective tool – innovation management, which involves the use of tools, methods, technologies of management throughout the formation of innovation policy of the enterprise. The current circumstances of highly competitive markets necessitate the renewal and modernization of production technologies, development and production of new competitive products, the application of new approaches to management and organization of production, which can only guarantee investments aimed at innovation. Thus, the object of scientific research in the area of management of innovation investment processes is to identify more flexible opportunities for mobilization of financial resources and improve the mechanism of their direction to innovative development. Since the creation of innovation policy of the enterprise must focus on the market and the consumer, market research should be conducted, which should be preceded by a thorough study of the innovative product.

In the XXI century, the key to rapid socio-economic development is to have an effective innovation policy, aimed at introducing high "disruptive" technologies, new ways to organise and manage work, advanced inventions, and the means to progress scientific and technical achievements.The formation of an innovative economy in Kazakhstan is a complexity of economic, social, and political issues. An effective use of research findings and developments in the real economy is most important in terms of Kazakhstan’s successful competitiveness, assurance for high economic growth, improved quality of life, and to help realize other innovative priorities. In these circumstances, innovation management and development is becoming more relevant as the basis for developing Kazakh companies, by way of a defined set of relevant technical, operational, organizational, marketing, and financial operations.The purpose of this study is to identify characteristics and practical recommendations for the development and further improvement of management mechanisms relating to the innovative activity of enterprises in Kazakhstan. The study used a systematic approach of comparison, scientific abstraction, data collection, analysis and synthesis, applied expertise, and statistical methods. The core value of the work was to support the feasibility of a system for Kazakh enterprises to promote innovative activity and the development of high technologies.

Rapid development of modern areas of biomedical science contributes to the increase of the implementation rate, of innovative products and services in medicine, in particular, clinical oncology. The purpose of the article is the comparative analysis of the experience of R&D results commercialization in biomedical sector of the developed countries and Ukraine. The study uses methods of structural and logical analysis and comparative content analysis. Commercialization fits the inventor interests in using intellectual property, provides its implementation, and reveals commercial advantages to continue scientific and innovative activity. Society is interested in successful commercialization and technology transfer in biomedical field that increase competitiveness level of health system. Such activity stimulates scientists to develop innovative products. In foreign countries, legal and organizational mechanisms have been created that stimulate of investment activities for conducting research in the biomedical science at universities and scientific institutions. The development of links in the field of commercialization of R&D results has become a priority of the innovation policy of many countries, and public-private partnerships are an effective tool for its implementation, as evidenced by the rising of national budgets, legislative initiatives and the development of new programs. The analysis of the foreign experience of technology transfer of medical and biological R&D results allows to highlight several points: the financial support of research institutes and universities is considered as an important function of the state; public financing of projects in the field of medicine and biology is carried out within a quite long period of time (often not less than10 years), and the purchase of equipment is not a central item of expenditures; assessment of the productivity of researchers is complemented by evaluating the performance of the departments responsible for research management and funding; quantitative indicators of research unit results are supplemented by expert assessments of the quality of research, effectiveness and safety of medical developments based on new knowledge and achievements of scientific and technological progress. Conclusion. In Ukraine, despite certain difficulties in recent years, the high scientific potential in the field of biomedical sciences provides an increase of the number of high-tech innovative scientific and technological developments. Taking into account the low innovative activity of scientific institutions and universities, commercialization requires a systematic state approach, the development of strategies, specific mechanisms, methods and forms

В статье рассмотрено современное состояние инновационной деятельности в республике, проведён анализ проблем, сдерживающих его развитие, представлено авторское видение их решения. Авторы исследуют показатели эффективности научно-исследовательской деятельности в Казахстане, результативность исследований и разработок на территории РК. Выделены основные факторы, сдерживающие развитие инновационных процессов в РК. Отмечены изменения в инновационной деятельности компаний, а также сокращение доли инновационной продукции в ВВП и степень инновационной активности в производственном секторе. Сформулированы выводы и рекомендации для совершенствования оценки эффективности инновационной деятельности, дан прогноз влияния затрат на выпуск инновационной продукции. Авторами статьи отмечается, что, установленная низкая эффективность инновационной политики обусловлена комплексом проблем, среди которых выделили: отсутствие инновационной инфраструктуры, ограниченность финансовых и человеческих ресурсов; недостаточный уровень проработки методических и методологических разработок в данной области, низкий уровень вовлеченности результатов научно-технической деятельности и многие другие. Проведен анализ долиинновационной продукции в ВВП, динамикивнутренних затрат на НИОКР и количество организаций, осуществляющих НИОКР, показана зависимость влияниязатрат на инновации на выпуск инновационной продукции в РК. Предложена система мер по совершенствованию инновационной деятельности в Казахстане, в том числе необходимость в подготовкенаучных и инженерных кадров, менеджеров инновационного бизнеса на системной основе, увеличение финансирования и привлечение иностранного капитала и бизнеса с целью активизации конкуренции. The article examines the current state of innovation in the republic, analyzes the problems hindering its development, presents the author's vision of their solution. The authors investigate the indicators of the effectiveness of research activities in Kazakhstan, the effectiveness of research and development in the territory of the Republic of Kazakhstan. The main factors hindering the development of innovative processes in the Republic of Kazakhstan are highlighted. Changes in the innovative activity of companies, as well as a decrease in the share of innovative products in GDP and the degree of innovative activity in the manufacturing sector are noted. Conclusions and recommendations are formulated for improving the assessment of the effectiveness of innovative activities, a forecast of the impact of costs on the production of innovative products is given. The authors of the article note that the established low efficiency of innovation policy is due to a complex of problems, among which they highlighted: lack of innovation infrastructure, limited financial and human resources; insufficient level of elaboration of methodological and methodological developments in this area, low level of involvement of the results of scientific and technical activities, and many others. The analysis of the share of innovative products in GDP, the dynamics of internal costs for R&D and the number of organizations engaged in R&D, shows the dependence of the influence of costs on innovation on the production of innovative products in the Republic of Kazakhstan. A system of measures to improve innovation in Kazakhstan is proposed, including the need for training scientific and engineering personnel, managers of innovative business on a systematic basis, increasing funding and attracting foreign capital and business in order to intensify competition.

The European Union is gradually losing competitive advantage against the biggest rivals on a global scale, due to the difficulty of creating new technologies and their application in the economy. This process is related to the withdrawal from industrial policy, which has its source in focusing the European integration on neoliberal common market, open to outside competitors. Moreover, the main trajectory of development of the EU was the expansion of the common market, achieved by successive rounds of enlargement of the Community, rather than building competitive advantages on a global scale. Added to this are the problems of the EU innovation policy related to the troubles in the coordination of national policies, bureaucratic obstacles, as well as the deficit of offsetting the differences of innovative economy in the whole Community.

Topicality. The market of fruit and berry products plays an important role in ensuring the food security of the state and its regions, has prospects for integration into the world market by introducing new technologies of growing products, choosing optimal irrigation systems, taking into account the peculiarities of organization of processing and storage of products, improving its quality in order to reach foreign markets. Aim and tasks. The purpose of the article is to study the current trends in the market development of fruit and berry products of Ukraine, determine the boundaries of the market, its main subjects, competitive advantages and logistical problems of development. Research results. The main parameters of the market of fruit and berry products of Ukraine are analyzed in the article, the main tendencies and logistical problems of development are revealed. In the course of the research the tendency of growth of production in individual sectors of the market, yield and demand for fruit and berry products was established. The author identifies the main logistical problems that hinder the reproductive development of the SNF market, which include: lack of storage facilities in the region, underdevelopment of storage units and sales of products of individual farms, low role of the state, lack of wholesale markets for agricultural products and others. Solving these problems will contribute to the logistical development and expanded reproduction of resources in the sectors of this market. Conclusion. The study substantiates the author's definition of the category "Logistics development of the SNF market", analyzes the main tendencies and logistical problems of development, proposes the basic measures of logistic development of the market, in particular: the creation of cooperatives of sales or processing, the construction of fruit stores in the region, the creation of wholesale markets, the establishment of wholesale markets, connection of individual manufacturers with wholesalers and provide them with a range of marketing services.

The article considers the system of criteria for evaluating innovation activity in the system of public management of socio-economic processes. It is offered to use not exact values of this or that characteristic, and their indistinct analogues for the description of processes in social systems. It is determined that new knowledge and innovations determine the pace of scientific and technological progress, the viability of enterprises and the competitiveness of economies. This necessitates the search for strategies to stimulate innovation activity in the field of public administration, focused on the formation of a comprehensive system of motivations, the creation of a modern organizational and economic model of activity, the introduction of monitoring and evaluation technologies. At the same time, there is a lack of a systematic approach to the assessment of innovation activity in the public administration system, which is accompanied by an increase in the risks of innovation and negatively affect the introduction of new technologies. In this regard, the problem of selection and implementation of an effective system for monitoring and rating construction is relevant. Existing in theory and practice approaches to innovation management and assessment of the level of its development do not contain clear, unambiguously interpreted criteria for choosing a strategy, as well as tools and methods to stimulate innovation. In addition, insufficient attention is paid to the organizational aspects of the implementation of innovation strategies. The list of the main characteristics for classification of innovative activity and construction of rating monitoring is resulted. Each of the subsystems is characterized by its fuzzy index. Thus, a combination of indexes describing various aspects of system operation is a universal code that can be used to classify and rank. The principles of analysis of quantitative indicators are also used as a methodological basis in the formation of the methodology for assessing innovation activity. Indicators should be used in the development of further strategies and the introduction of rating technologies to monitor the use of modern management techniques, the use of managerial innovations, digitalization of public administration, etc.

It has been substantiated that personnel is the driving force of innovative development of enterprises. The interrelation of the components of the formation of innovativeness of the company’s personnel, such as innovative potential, the innovative activity of employees, and the effectiveness of their innovative activity was demonstrated. A comprehensive approach to assessing the innovativeness of the company’s personnel, which consists of six stages describing the procedure of such evaluation, was proposed. It was proved that it is appropriate to evaluate the innovativeness of the company’s personnel in the areas of innovative activity of employees and the effectiveness of their innovative activities. The systems of partial, integrated, and general indicators of innovativeness of the company’s personnel and criteria for assessing its level were proposed. A system of indicators of innovative activity of personnel based on qualimetric assessment of their innovative potential was offered. The procedure for assessing the level of innovative activity of employees was improved by introducing a partial indicator of personnel’s desire to carry out innovative activities. A system of indicators for assessing the effectiveness of innovative activities of personnel, including two groups, was proposed. The first group of partial indicators characterizes the effectiveness of innovative activity of the company’s personnel, the second group focuses on the effectiveness of commercialization of innovative products. To determine the level of innovativeness of the company’s personnel, a matrix that combines assessment of the levels of innovative activity and effectiveness of innovative activities of employees was proposed. The results of the study make it possible to determine the level of innovativeness of personnel, to develop an effective strategy for the creation and commercialization of innovative products of an enterprise.

The article has analyzed the "cluster" category, the expected positive effects of the creation and development of clusters in the agri-food sphere of the Southern region have been grounded and the European clustering experience has been considered. The concept of a cluster as a unique organizational and economic formation has been investigated. The advantages of clustering in the agri-food sphere of the region for increasing its competitiveness in foreign markets have been analyzed. It has been shown, that cluster initiatives in the agri-food sphere of the regions are a popular platform for cooperation between countries. It was noted, that the regions in which the clusters function are becoming leaders in the economies of certain countries. It has been concluded, that the effectiveness of interaction in a cluster is determined by the optimality of the combination of interests of all major groups of participants. The development of clusters will be more effective if they are implemented on the basis of the principle of "reasonable specialization", that is, taking into account the unique competitive advantages of the region. In addition, success will depend on the ability to adapt to the environment.

AbstractMost companies today take an inherently adversarial approach to buying and selling in industrial markets, thereby missing out on opportunities for joint value creation with customers and suppliers. Sales as well as procurement are too obsessed with price and not enough with value. In this paper we present a set of principles that put joint value creation at the centre of the relationship with customers and suppliers. With respect to customers, the value quantification capability is the most important competency of the sales function, i.e. the ability to translate a firm’s competitive advantages into one quantified, monetary value reflecting both qualitative as well as quantitative customer benefits. With respect to suppliers, we call for the creation of new metrics, such as total value of ownership, reflecting innovation, management capabilities, sustainability, and other elements beyond quality, price, and delivery. With value quantification capabilities (sales) and total value of ownership models (procurement) the key element of relationship with both customers and suppliers is value first, then price.

The article considers the experience, features and problematic aspects of the creation and results of the functioning of the subjects of the innovation infrastructure of Belarus: science and technology parks, industrial parks, technology transfer centers, etc. The article substantiates the urgency of creating scientific, technological and industrial parks in the regions, including on the basis of higher educational institutions. The article shows that to ensure the functioning of the market of scientific, technical and innovative products, an appropriate infrastructure is required. The development of infrastructure in the fields of science, technology and innovation is highlighted as one of the main directions of the state innovation policy of the Republic of Belarus. In general, the development of innovation infrastructure is considered as a factor that contributes to more efficient use of the natural and socio-economic potential of the country, the introduction of innovations and the creation of new jobs in the Republic of Belarus
