The article discusses the existing problems of the functioning of industrial enterprises of the Republic of Uzbekistan in connection with the emergence of risk and uncertainty in the context of radical macroeconomic restructuring as a result of economic liberalization. The analysis carried out by the author revealed a number of significant systemic problems of the sustainable development of industrial enterprises in the national economy in conditions of risk.

Along with machinery manufacturing, agriculture and port economy in the Republic of Crimea (RC) there is widely represented the sphere of services, which makes up more than 60 % of the Gross Regional Product and includes developed recreational activities. The Crimean Region (without Sevastopol) according to the number of the objects of placement occupies the second place, and according to the number of the placed tourists occupies the fifth place in the country. Last year Crimea was visited by more than 5,5mln tourists, exceeded the their number in 2015 for 21,6 %, what can be compared with the best indices of the Ukrainian period (2012 and 2013), though the potential of the touristic and recreational sphere (TRS), despite the losses of the recent decades, remains unused. The analysis of the economic state of Crimea has defined the existing problems of the region and under the conditions of realizing the Federal Targeted Program and Special Economic Zone shows that the existing system of the recreational economy and health resort services of Crimea are able to become the point of growth and driving force of the sustainable regional development. The unique opportunities of the progressive and qualitative development of the new subject of the Russian Federation based on the TRS priority made it possible to build the of sustainable development management system of the of the Republic of Crimea, and to work out its own model of the region development management. These models can be represented as the factors of restructurizing and creating administrative, economic and social connections and provide an opportunity to form the subsystem of management of the sustainable development of the Republic of Crimea based on the cluster integration of tourism and new relations of management. The article underlines that the creating cluster must be based on working out the concept of forming and functioning of the tourist and recreational cluster, which must be based on the wellgrounded infrastructure and technological network of creating the final product, and on the organizational community of the participants' interests and opportunities for maneuvering the available resources. Such approach increases the interest of municipalities, population, and region in the cluster integration, activates the mani-festation of the synergetic and cumulative effect, and also leads to forming the effect of multiplier in the region development.

The article shows that Azerbaijan belongs to modern countries with a high rate of economic development, therefore, at the current stage of evolutionary development as a state, it has embarked on the path of a new level of improvement. This shows how in recent years the economic situation in the republic has contributed to significant economic growth, an increase in the level of both the social welfare of the state and the modernization of the socio-economic infrastructure of the republic as a whole, resulting in a diversified structure of the economy. The article reveals an assessment of the current state of industrial enterprises in Azerbaijan, as well as an analysis of the directions and trends of their development. The assessment of the current state was carried out by studying resolutions, orders, acts, strategies for long-term economic development and other documents with the help of which it is possible to assess the quantitative composition of industrial enterprises. The determination of trends in the development of industrial enterprises was carried out using the analysis of the "Main directions of the Strategic Roadmap for the National economy and the main sectors of the economy", approved by the decree of the President of the Republic of Azerbaijan Ilham Aliyev on December 6, 2016. The analysis carried out in the article made it possible to determine the priority directions of sustainable development of industrial enterprises, more precisely: improvement of production; scientific, technical and innovative development; implementation of programs specified in the concept of the "Strategic Roadmap for the development of the national economy", etc. The main priority of industrial enterprises is innovative development, which includes all of the above, and NTR is presented here as a certain "layer", a means of realizing prospects. Based on the above, a logical chain of the main directions of development of industrial enterprises is constructed and their justification is given. The article reveals the investment activity of the country's economy, as well as analyzes the level of foreign investment. At the end of the article, the key directions of the formation of the innovative economy of the country are indicated, the priorities of industrial development and conclusions regarding them are indicated. The article examines the objectively existing in modern conditions of economic agents' activity the need to introduce and apply approaches based on the use of quality management methods in internal corporate management. The authors noted that one of the global trends of the XXI century. Is the structural transformation of the world economy associated with the active development and implementation of information and telecommunication (digital) technologies in the real economic processes of both society and business. The authors assess the approach widespread in Russia based on quality management methods in the formation of control systems for the activities of economic agents of the national economy in the context of digital transformation in order to ensure their sustainable development; the analysis of the formation of promising directions for the development of communities, declared by UNESCO, in conditions of instability, complexity and uncertainty was carried out; the toolkit for digitalization of quality management of the education system is considered, in particular, the use of project-based learning to improve the quality of knowledge obtained and assess the impact on the sustainable development of universities, the education sector in general and economic agents of the national economy, taking into account digitalization and global risks. The authors see further areas of research in modeling risks and assessing their impact on ensuring sustainable development of economic agents, socio-economic processes of the national economy and society as a whole by quality management methods in the context of digitalization of the economy.

The sustainable development of the northern Shaanxi area has been severely restricted by the increasingly serious issue of the environmental pollution and ecological destruction in the energy and chemical industry base there. This paper, based on the thorough analysis to the investigation data about the environmental status and the existing problems of energy and chemical industry base in northern Shaanxi, construct evaluation index system of the base sustainable development. The paper evaluated comprehensively the level of sustainable development in energy and chemical industry base in Northern Shaanxi based on statistical data in past years. It reveals the contradiction and the plight of economic, resource and environment in the process of current base, and shows the urgent problems which must be solved in the future.


The purpose of the article is to consider the theoretical foundations, applied aspects, concepts and goals of sustainable development, as well as the study of factors and threats to the sustainable development of Pridnestrovie. Main material. The authors conducted a brief analysis of the main stages of introducing the conceptual apparatus used to assess the degree of world stability as a whole, regions and countries. Various approaches to defining the essence of sustainable development are considered. The author gives an extended interpretation of the "sustainable development" concept, which assumes that it is determined not only by environmental and economic aspects, but also has political, military, informational and other components. Groups and particular examples of indicators that characterize the degree of sustainable development are given. A list of factors that directly or indirectly affect the sustainability of countries and regions has been compiled and analyzed. Hierarchical levels of research on sustainable development issues are highlighted. Emphasis is placed on the study of the features of ensuring sustainable development of regions. Didactic aspects of studying the problems and mechanisms of ensuring sustainable development in educational institutions of different hierarchical levels are also considered. The applied aspects reflected in the article include assessment and analysis of a number of indicators reflecting development sustainability of the Transnistrian region of post-Soviet Moldova. Retrospective, modern and long-term threats to the sustainable development of the Transnistrian region are identified. Conclusions and further research. Some tools (measures) to ensure long-term sustainable development in the context of globalization and high turbulence of the international environment are proposed. Tools aimed at increasing the sustainability of the territorial units’ development of Pridnestrovie, the following are proposed: - diversification and growth of industrialization of economic systems; - preferential support for the development of high-tech material and energy-saving industries; - differentiation minimization of financial and property stratification of the population; - implementation of environmental standards and environmental management (ISO 14000) in industrial enterprises.

Information for the sustainable development in Macedonia is insufficient. It is important to meet human needs and the needs of its environment for the sustainable development but raising awareness is the necessary assumption. The sustainable development has multidisciplinary nature, a concept that includes the economy, ecology, ethics, sociology, law and policy and links the well-being of present and future generations with the capacity and limitations of biosphere in a way to make the life more sustainable. The aim of this paper is to examine all these aspects and impact on raising awareness of the need for the sustainable development. Through various forms of the surveys in public sector, the primary and secondary school, the faculty, in health care and factories, offer people the ability to move in wide initiatives for the sustainable development. Based on the results of the survey, which was conducted in the municipality of Gostivar in the Republic of Macedonia, using statistical analysis, appropriate conclusions and proposals were performed. The anthropogenic impact on urban rivers is very significant. Industrial enterprises, municipal, and agricultural organizations discharge wastewater directly into the rivers. In the samples of the studied water, certain properties were found. The water in the river is cloudy, brown in color, and in some places has a sharp smell. Extraneous impurities and foam were detected in water. Moreover, various chemicals were found, which are not characteristic to natural waters. The analyzed water is highly polluted as shown by the following chemical indicators, which reported results higher than the Maximum Allowable Concentration: Fe concentration is 24 times higher than standard, Cu is 5 times higher, Mn is 6 times higher, Al is 366 times higher, Hg is 3 times higher, Zn is 4 times higher, NO2 is 2.5 times higher, hydrocarbon pollution is 2.8 times higher, NH4 is 1.9 times higher. Therefore, it is necessary to immediately develop effective methods for monitoring the state of the watercourse, both economic and energetic. The article, on the basis of domestic and foreign experience, the problems of possible limitations in the short term, natural resources, as well as the possibility of increasing the effectiveness of the solution of global problems of natural resources and sustainable development of society by improving innovation, creating natural-like technology, the convergence of technological innovation, organizational transformation and designing new business models. The examples of the development of innovative technologies, the creation of technical equipment and their practical use in the interaction of universities and industrial enterprises are considered. The possibilities of increasing synergies through the use of business incubators, science and technology parks, technology clusters as well as partnerships between universities and industrial enterprises are considered. The foreign experience and successful domestic experience of innovative activity of the regions confirming the prospects of creating innovative territories of priority development using the integration of scientific, educational and industrialentrepreneurial activities of various forms of organization and support of innovative activities are presented. The analysis of the competencies and characteristics of an engineer-entrepreneur necessary for successful work in the modern conditions of an innovative economy is carried out, as well as recommendations for the successful formation of the required competencies and characteristics.
