The article shows that Azerbaijan belongs to modern countries with a high rate of economic development, therefore, at the current stage of evolutionary development as a state, it has embarked on the path of a new level of improvement. This shows how in recent years the economic situation in the republic has contributed to significant economic growth, an increase in the level of both the social welfare of the state and the modernization of the socio-economic infrastructure of the republic as a whole, resulting in a diversified structure of the economy. The article reveals an assessment of the current state of industrial enterprises in Azerbaijan, as well as an analysis of the directions and trends of their development. The assessment of the current state was carried out by studying resolutions, orders, acts, strategies for long-term economic development and other documents with the help of which it is possible to assess the quantitative composition of industrial enterprises. The determination of trends in the development of industrial enterprises was carried out using the analysis of the "Main directions of the Strategic Roadmap for the National economy and the main sectors of the economy", approved by the decree of the President of the Republic of Azerbaijan Ilham Aliyev on December 6, 2016. The analysis carried out in the article made it possible to determine the priority directions of sustainable development of industrial enterprises, more precisely: improvement of production; scientific, technical and innovative development; implementation of programs specified in the concept of the "Strategic Roadmap for the development of the national economy", etc. The main priority of industrial enterprises is innovative development, which includes all of the above, and NTR is presented here as a certain "layer", a means of realizing prospects. Based on the above, a logical chain of the main directions of development of industrial enterprises is constructed and their justification is given. The article reveals the investment activity of the country's economy, as well as analyzes the level of foreign investment. At the end of the article, the key directions of the formation of the innovative economy of the country are indicated, the priorities of industrial development and conclusions regarding them are indicated. The Article is dedicated to research of the ways to achieve Russia’s strategic goals in the sphere of industrial development under the conditions when import substitution has become one of the main governmental policy trends over the recent years. It is shown that the industrial policy should be underpinned by the project management in order to ensure sustainable development of the key sector of the national economy. Systematized are priority methods of long-term support of industrial enterprises aimed at enhancing the competitiveness of domestic products.

Industrial enterprises in modern conditions of economic activity are the primary link of the economy. This determines the priority of industrial development in the context of ensuring sustainable economic growth in Ukraine. Currently, the Ukrainian industry is in a state of crisis, the emergence of which is largely due to the global economic crisis, the military confrontation in the East of the country and the loss of control over part of the territory of Donbass, the COVID -19 pandemic. The presence of these factors hindering economic development is due to the external environment for the Ukrainian industry, to which, for objective reasons, it is only possible to adapt. In the current situation, it is advisable to pay attention to the possibility of realizing the internal economic potential of industrial enterprises. The article examines the current state of the economic potential of the Ukrainian industry in terms of such basic components as: material resources (basic production facilities), human resources and financial resources (in the context of ensuring the introduction of innovations). According to the results of the analysis, it was found that the condition of the main production facilities of most industrial enterprises is unsatisfactory due to their significant deterioration. At the same time, the reduction in the volume of capital investments in tangible assets, which has been observed in recent years, hinders the processes of technical re-equipment and modernization of domestic industrial production. In addition, industrial enterprises in Ukraine have been losing their labor potential for a long time, which is a very negative trend from the point of view of ensuring economic development, since it carries the threat of a significant shortage of qualified labor in the future. Most domestic industrial enterprises lack their own financial resources to introduce innovations, which determines their low innovation activity and limits the possibilities of ensuring economic development. In order to summarize the results of the study, the value of the integral index of the economic potential of industry in 2011-2020 was determined, which confirmed the revealed trend regarding the reduction of the economic potential of Ukrainian industrial enterprises. Overcoming this problem requires the implementation of measures aimed at ensuring the economic development of Ukraine's industry at the state level.

The priority direction of solving complex socio-economic problems in the countryside (demographic crisis, high unemployment rate, migratory outflow of population, imperfect social infrastructure, low motivation of labor, etc.) is to increase investment appeal and draw significant investment resources on the basis of inclusion. According to this, the topic is timely accurate and relevant. The purpose of the article is to analyze the current state and trends of investment activity in rural areas, to develop and substantiate strategic directions of growth of investment appeal of rural economy on the basis of inclusion. The methodological basis of the study comprises dialectical and systematic research approaches of the fundamental provisions of economic science in relation to the socio-economic development of rural areas. With the help of the economic-statistical method (such methods as - statistical observation, comparison, tabular, graphical) the present state of investment activity in rural areas is investigated. Strategic guidelines for sustainable rural development in the context of inclusiveness are substantiated according to the analysis and synthesis methods. Abstract-logical method, in particular methods of induction and deduction, analogy and comparison, operationalization of concepts used to systematize research results, theoretical generalization and formulation of conclusions and proposals. The article reveals peculiarities, significance and functions of investment activity in rural areas. An estimation of the current state and trends of investment activity development under the conditions of the rural economic space is done. Overview of scientific and theoretical bases for the interpretation of the concept of "inclusive development" was conducted. The strategic directions of sustainable development of our state in the context of inclusion are outlined on the basis of the developed draft Strategy for Sustainable Development of Ukraine for the period up to 2030. The purpose of the article is to substantiate the innovation and investment principles of green tourism in rural areas in the context of decentralization with a combination of production systems in order to explore opportunities and provide proposals for further functioning of the national economy. Methodology research is to use a set of methods: economic-statistical, monographic, system, economic- mathematical, abstract-logical and others. The scientific novelty of the obtained results is the introduction of innovative, economically feasible and research meth- ods with regard to sustainable development of green tourism in rural areas in decentralization, which are associated with the adaptation of theories, principles and rules of great importance for sustainable rural development of green tourism in the context of global transformations. Conclusions. The modern principles of effective functioning of green tourism in rural areas in the conditions of decen- tralization at a combination of production systems are substantiated. The tools of the general research methodology with regard to sustainable development of green tourism in rural areas in the context of decentralization are proposed. Adaptation of a system of theories, principles and rules that are essential for the formation of sustainable rural development are related. The article reflects the significance and peculiarities of the functioning of the entrepreneurial structure of the pharmaceutical industry, which are closely connected with the health system and play one of the key roles in the national economy of any state, influencing the future of the nation. In this article, the author examines the reasons for social stratification of the country’s regions and singles out the difficult socio-economic situation of the majority of single-industry municipalities in Russia as one of the main ones. The aim of the study is to analyze the efficiency of use of human resources in the country as a whole, as well as the current state of single-industry towns and create a step-by-step plan for their modernization and restructuring as a necessary vector for sustainable economic development. The article emphasizes the need to integrate efforts on the part of the state, society and business in solving social problems in certain territories. The study was carried out using the following methods: observation, modeling, method of scientific abstraction, analysis and synthesis. The study result was development of a universal step-by-step plan for development of single-industry municipalities, substantiation of the possibility of its application as one of the factors for the effective use of human resources in a particular territory.

In market conditions, one of the main regulators of economic development is the financial mechanism, a key element of which is the fiscal mechanism for regulating the national economy investment development. Currently, the methods of the fiscal mechanism are not used effectively enough in Ukrainian practice, as evidenced by the low investment attractiveness of the economy and weak investment activity of economic entities. Therefore, the definition of the essence and components of methods of the fiscal mechanism is currently among the important financial and economic issues, the scientific substantiation of which largely depends on the economy investment development. The article is devoted to the study of theoretical approaches to the functioning of the methods of the financial mechanism and on this basis to determine the content and composition of the methods of the fiscal mechanism. It was determined that there are various approaches to understanding the essence of financial methods (as means, forms, methods, rules) and three conceptual approaches to the interpretation of the methods of financial mechanism: management (considers the methods of financial mechanism as processes in which implementation of financial policy); organizational (treats the methods of the financial mechanism as a means of organizing financial relations, which are formed in the process of implementing financial policy); complex (characterizes the methods of the financial mechanism as a process of organizing financial relations to achieve the objectives of financial policy). As a result of research of theoretical bases of functioning of financial methods the essence of methods of the fiscal mechanism of regulation of national economy investment development was substantiated. The main methods of the fiscal mechanism were identified, including planning, organization and control. The basic requirements to functioning of methods of the fiscal mechanism of regulation of the national economy investment development were considered.

Macroeconomic dynamics is in the focus of attention of the scientific community due to the fact that it characterizes the key trends in the development of the national economy. The basic indicator in the system of national accounts is the gross domestic product (GDP), which in general form is the aggregate value of all goods and services produced within the national economy. GDP is widely used in the analysis of economic growth trends. Economic growth, creating conditions for it – the most important goal of economic development, both within the framework of ensuring the economic security of the entire national economy and at the level of an individual enterprise. Nowadays, economic development is characterized by an accelerated rate of scientific and technological progress: new technologies and approaches are being created that have higher efficiency. From a microeconomic point of view, the main factors of production are labor, capital and information. Fixed capital investments (buildings, structures, machinery and equipment) are a key instrument for renewing fixed assets. Investment activity is the process of renewing the capital of an enterprise as a result of modernizing its technical and technological base, which ensures its economic security. Investments, along with government spending, are key drivers of economic growth. As a result, we can confidently assert the high importance of investment activities, both throughout the country and at the level of individual economic entities, as well as their economic independence. The paper shows the ways to intensify economic growth and intensify investment activities in order to ensure the economic security of the Russian Federation.
