The article examines the specifics of managerial competencies, the classification of competencies based on a behavioral approach, visual interpretation of the competency model, reforms aimed at developing the managerial competencies of civil servants and managerial personnel in Uzbekistan. Also, a universal model of professional competencies is considered, which identifies five groups of competencies: personal, social, technical, organizational and administrative. The clusters of competencies are arranged in a specific order

<p>Landslide activity is an important information for landslide hazard assessment. However, an information gap regarding up to date landslide activity is often present. Advanced differential interferometric SAR processing techniques (A-DInSAR), e.g. Persistent Scatterer Interferometry (PSI) and Small Baseline Subset (SBAS) are able to measure surface displacements with high precision, large spatial coverage and high spatial sampling density. Although the huge amount of measurement points is clearly an improvement, the practical usage is mainly based on visual interpretation. This is time-consuming, subjective and error prone due to e.g. outliers. The motivation of this work is to increase the automatization with respect to the information extraction regarding landslide activity.</p><p>This study focuses on the spatial density of multiple PSI/SBAS results and a post-processing workflow to semi-automatically detect active landslides. The proposed detection of active landslides is based on the detection of Active Deformation Areas (ADA) and a subsequent classification of the time series. The detection of ADA consists of a filtering of the A-DInSAR data, a velocity threshold and a spatial clustering algorithm (Barra et al., 2017). The classification of the A-DInSAR time series uses a conditional sequence of statistical tests to classify the time series into a-priori defined deformation patterns (Berti et al., 2013). Field investigations and thematic data verify the plausibility of the results. Subsequently the classification results are combined to provide a layer consisting of ADA including information regarding the deformation pattern through time.</p>

The purpose of the article is to substantiate the possibility of forming professional competencies of project management among state and municipal employees in the system of additional education through their participation in project activities. The introduction of the proposed project management technologies allows officials at all levels to develop new professional competencies that would allow them to create a unique product in conditions of limited resources. The methodological basis of the study was a systematic approach, within which we used structural and functional analysis, general scientific methods: comparison, description, explanation, abstraction. In addition, we used included observation when the authors of the article performed the functions of moderators of project groups. As a result, the expediency of project training of state and municipal employees within the framework of the system of additional education was substantiated, where the reporting form of mastering the course material is the presentation of one's own real project, demonstrating the possession of project team members with professional competencies in the field of project planning. management.

Image-sharpening process integrates lower spatial resolution multispectral bands with higher spatial resolution panchromatic band to produce multispectral bands with finer spatial detail called pan-sharpened image. Although the pan-sharpened image can greatly assist the process of information extraction using visual interpretation, the benefit and setback of using pan-sharpened image on the accuracy of digital classification for mapping remain unclear. This research aimed at 1) highlighting the issue of using pan-sharpened image to perform benthic habitats mapping and 2) comparing the accuracy of benthic habitats mapping using original and pan-sharpened bands. In this study, Quickbird image was used and Kemujan Island was selected as the study area. Two levels of hierarchical classification scheme of benthic habitats were constructed based on the composition of in situ benthic habitats. PC Spectral sharpening method was applied on Quickbird image. Image radiometric corrections, PCA transformation, and image classifications were performed on both original and pan-sharpened image. The results showed that the accuracy of benthic habitats classification of pan-sharpened image (maximum overall accuracy 64.28% and 73.30% for per-pixel and OBIA, respectively) was lower than the original image (73.46% and 73.10%, respectively). The main setback of using pan-sharpened image is the inability to correct the sunglint, hence adversely affects the process of water column correction, PCA transformation and image classification. This is mainly because sunglint do not only affect object’s spectral response but also the texture of the object. Nevertheless, the pan-sharpened image can still be used to map benthic habitats using visual interpretation and digital image processing. Pan-sharpened image will deliver better classification accuracy and visual appearance especially when the sunglint is low.

The objective of our investigation was to verify a questionnaire’s suitability in identifying managerial competencies concerning managers’ personality characteristics. Methods: For the content validity of the questionnaire assessment of managerial competencies (AMC23), we investigated its coherence with the appraisal of the management style methodology, i.e., managerial grid (MG), with correlation analysis. The existence of statistically significant relationships between the assessment of managerial competencies and managers’ personality characteristics was determined using Pearson’s correlation coefficient concerning the BIG-5 model. Results: In total, 573 managers participated in this study. Our examination concludes that motivational competencies correlated positively with the compromise and cooperative style; performance competencies with the competitive and cooperative style; and social competencies with the cooperative, adaptive, and compromise style. Not least, target competencies positively correlated with the competitive and cooperative style. Further, neuroticism negatively correlated with social managerial competence, extraversion, and openness to experience, which positively correlated with motivational and target competence. Friendliness was positively associated with social competence, and diligentness positively correlated with motivational, performance, and target competence. Conclusion: We determined significant correlations between managerial competencies (AMC23) and managerial style (MG). Our findings might have implications for further investigation and the development of more comprehensive instruments to assess managerial competencies in connection with managers’ personalities. We point out the need for further research to verify, improve, and constitute a model that further elucidates and explains managerial competencies.

Assessment of the performance of civil servants (PNS) is still considered less objective and subjective tended to by some, so we need a solution to improve the objectivity of assessment. The target of employee work (SKP) is one solution to improve objectivity in the assessment of civil servants. Backpropagation is one of the methods in neural networks which is implemented in the information systems of SKP for used classification of data performance. Observation and literature became the method of data collection in this study. Web-based information systems of skp are facilitated for employees in the preparation of assessments. For the full implementation of strategic goals of public administration, as well as a worthy representation of the interests of the state at the international level, civil servants must have high foreign-language professional competencies. Practical issues of educational and training programs in the field of development of these competencies are carefully studied by the author. The current state of the level of language training of future civil service students (undergraduates, graduates and postgraduates) at the Institute for Social Sciences at the Russian Presidential Academy of National Economy and Public Administration is analyzed. The analysis includes the definition and formulation of tasks, goals, curriculum technologies, qualification requirements of future civil servants, ways of improving the quality of their knowledge of foreign languages and improving the methodological support of foreign-language teaching, and the creation of textbooks and teaching aids to solve the above-mentioned problem, etc. The research methods include theoretical research, analytical research methods, methodology of empirical research and methods of comparative research. The conclusions are based on the results of the analysis. Ways of improving programs for better development of civil servants’ foreign-language professional competencies are outlined. Some recommendations for teachers and education managers are presented.

Writing this journal aims to analyze the credit agreement of the bank between the bank as a creditor with the Civil Servants as the debtor who uses a photocopy of the Decree of the Appointment of Civil Servants who are legalized as collateral. This journal is prepared using empirical juridical research method and the approach used is case approach and concept approach. Based on the results of this study it is known that the Bank piahk dare to receive a copy of the Decree of the Appointment of Civil Servants who are legalized as collateral in the credit agreement using the juridical basis of credit analysis 5c which is the basic principle of bank credit analysis based on the Law of the Republic of Indonesia Number 10 of 1998 on Amendment to Act Number 7 of 1992 Concerning Banking. Photocopy of a legalized appointment letter of civil servants belonging to movable and intangible objects that can be used as collateral based on the classification of legal guarantees because it has economic value in the form of slip of gajih civil servants. Trust to the debtor is the foundation of the bank providing credit funds. Penulisan jurnal ini bertujuan untuk menganalisis perjanjian kredit bank antara pihak bank selaku kreditor dengan pihak Pegawai Negeri Sipil selaku debitor yang menggunakan fotokopi Surat Keputusan Pengangkatan Pegawai Negeri Sipil yang dilegalisasi sebagai agunan. Jurnal ini disusun dengan menggunakan metode penelitian yuridis empiris dan pendekatan yang digunakan adalah pendekatan kasus dan pendekatan konsep. Berdasarkan hasil penelitian ini diketahui bahwa piahk Bank berani menerima fotokopi Surat Keputusan Pengangkatan Pegawai Negeri Sipil yang dilegalisasi sebagai agunan dalam perjanjian kredit dengan menggunakan dasar yuridis yaitu analisis kredit 5c yang merupakan prinsip dasar analisis kredit bank berdasarkan Undang-Undang Republik Indonesia Nomor 10 tahun 1998 tentang Perubahan Atas Undang-Undang Nomor 7 tahun 1992 Tentang Perbankan. Fotokopi Surat Keputusan Pengangkatan Pegawai Negeri Sipil yang dilegalisasi termasuk ke dalam benda bergerak dan tidak berwujud yang dapat dijadikan agunan berdasarkan klasifikasi hukum jaminan karena memiliki nilai ekonomis berupa petikan slip gajih pegawai negeri sipil. Kepercayaan kepada debitor merupakan dasar pihak bank memberikan dana kredit.

The countries involved in the Bologna Process constitute the National Qualifications Framework for higher education in their own countries. National Qualifications Framework is a system in which the nationally and internationally recognised and associated competencies are structured in a specific order. In Turkey, ‘National Qualifications Framework for Higher Education in Turkey’ is constituted for increased transparency, recognition and mobility in higher education. The aim of this study is to research, regulate and improve the computer and instruction technologies education program competencies constituted within the National Qualifications Framework for Higher Education in Turkey in seven universities. The seven universities selected for the purpose of this study are selected to represent each region of Turkey. Regarding the competencies of the selected universities, it is seen that there is a general confusion about the writing of competencies and the writing of goals. Another mistake regarding the competencies is the false classification of competencies. In addition, there is no common attitude related to the writing of competencies. Therefore, in this study, a draft backbone regarding the writing of competencies in computer and instruction technologies education is tried to be created.Keywords: Bologna Process, Bologna information system, Turkish higher education competencies framework, computer and instruction technologies program competencies.

At OMERACT 8 in May 2006 in Malta, the International Classification of Functioning, Disability and Health (ICF) was introduced as a universal model and a universal classification to describe human functioning. The potential usefulness of the ICF for the OMERACT process was highlighted and reported in a position paper following the OMERACT 8 meeting. Since then representatives of several OMERACT working groups with an interest in the ICF joined an OMERACT-ICF reference group. Most members had experience with the ICF and worked further to integrate the ICF into OMERACT. We describe the main roles of the ICF in the OMERACT process and the challenges when practice confronts theory.
