ABSTRACTInnovation has advanced fast not only in the private sector, but also in the public sector. One of public sector innovations in the field of licensing services in DKI Jakarta Provincial Government is Building Licensing Innovation 3.0 carried out by the Investment Agency and One Stop Integrated Services - DKI Jakarta Provincial Government. The objective of the 3.0 innovation is to speed up the process of completing a building permit (IMB), from 42 working days to 2-3 hours. This study used qualitative research approach with a descriptive research design to provide a clearer and deeper picture of a symptom or phenomenon occured. The data were obtained using observation, interviews, and literature studies with reference to the concept of public service innovation by Windrum (2008). The results indicated that the innovation of building permit services 3.0 in DKI Jakarta Provincial Government is a series of other forms of public sector innovation, although according to the process it does not run simultaneously and the forms of these innovations influence other forms of public sector innovation. ABSTRAKInovasi telah berkembang begitu luas bukan hanya terjadi di sektor swasta, namun juga digunakan di sektor publik. Salah satu contoh inovasi sektor publik di bidang pelayanan perizinan di Pemerintah Provinsi (Provinsi) DKI Jakarta yakni Inovasi Perizinan Bangunan Gedung 3.0 yang dilakukan oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu - Pemerintah Provinsi DKI Jakarta. Tujuan inovasi 3.0 tersebut untuk mempercepat proses penyelesaian Izin Mendirikan Bangunan (IMB) yang selama ini dikeluhkan oleh masyarakat karena awalnya dalam menerbitkan IMB memerlukan waktu 42 hari kerja, namun saat ini hanya diperlukan waktu 2-3 jam saja. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif untuk memberikan suatu gambaran yang lebih jelas dan mendalam mengenai suatu gejala atau fenomena yang terjadi. Sumber data penelitian ini menggunakan data primer dan sekunder yakni observasi, wawancara dan studi literatur dengan merujuk pada konsep inovasi pelayanan publik yang dikemukakan oleh (Windrum, 2008). Hasil studi ini menunjukkan bahwa inovasi izin perizinan pelayanan gedung 3.0 di Pemerintah Provinsi DKI Jakarta merupakan sekumpulan rangkaian dari bentuk-bentuk inovasi sektor publik lainnya walaupun menurut prosesnya tidak berjalan secara simultan dan bentuk dari inovasi ini saling mempengaruhi bentuk inovasi sektor publik lainnya.

Bureaucratic services tend not to improve their performance and carry out reforms. Service users are often faced with so many problems when they are dealing with bureaucracy. The purpose of this study is to describe the reform of the Public Service Bureaucracy in terms of coordination in One Stop Services (KPTSP) in Takalar Regency. In this study, a qualitative approach was used. The type of research used in this research is descriptive research type. The results showed that hierarchical mechanisms in the form of a structured flow of coordination and power need each other to establish cooperation within organizational units. The market mechanism shows that the change in the bureaucracy from services to revenue to provide income for the region through the collection of fees. Licensing and providing incentives can improve the performance of One-Stop Services, Takalar District has a network mechanism that is interrelated and needs each other, this can be seen from the requirements given by the Service Agency One-Stop Integrated Takalar Regency that asks for recommendations from related Regional Work Units (SKPD).

PurposeThe present research aims to examine the effect of workplace spirituality (WPS) and employee well-being (EWB) on public service motivation (PSM) in the public institutions. Workplace spirituality and EWB are two concepts related to the optimal level of human performance, while the motivation of academic staff is a vital concern in higher education institutions (HEIs), particularly in the public sector. In this competitive age, it is a challenge to improve the motivation of academic staff due to limited resources in developing countries. This study examines the association between WPS and PSM through the lens of EWB in the context of HEIs.Design/methodology/approachThis study opted for a quantitative research method by using a stratified sampling technique. A structured questionnaire was used to collect data from the academic staff of renowned public sector universities located in Lahore, Pakistan. Hypothesized relationships were tested using structural equation modeling through AMOS: 22.FindingsThe results supported the established conceptual model that WPS is positively associated with PSM through the mediating role of EWB.Research limitations/implicationsThe research approach chosen may lack generalizability of the results because the data were collected from a specific population. Moreover, self-report measures were used, which may have led to common method bias which is also another drawback of the study.Practical implicationsThis study is a pioneer in conceptualizing and testing a model that links WPS, EWB and PSM in the context of HEIs. The implications regarding enhancing the culture of spirituality in the workplace, EWB and PSM are elaborated in the specific context of academic staff, attempting to fill a gap in the extant literature.Originality/valueThis study accomplishes a recognized need to study how PSM can be improved by facilitating EWB and WPS.

Measuring the quality of public services in the Building Permit in the one-stop services office of Bone Regency, using indicators of the ability of the apparatus, system services and influential factor in the service of Building permit. The data was collected through interviews, observation and documentation, as a way to know the description of the organizational structure, education and training, ability to work completion on schedule, the convenience in obtaining services, clarity of information, security and protection services to consumers in the Office of One-Stop Services (KPTSA) of Bone Regency. The factors that affect the public service of Building Permit (IMB), among others; timeliness, ease of filing, the accuracy of service, the cost of service. Factor is a barometer of the consumer or the use of the service, so whether or not the services provided by the government back to the things mentioned above. In the public service should further develop the quality of human resources and democratization, leadership model must shift from power to the approach of expertise (from macho to maestro) and democratic in spirit, close to the subordinates and apply humanistic model of bureaucracy is putting a human in its proportions.Mengukur kualitas pelayanan publik dalam Izin Bangunan di kantor pelayanan satu atap Kabupaten Bone, dengan menggunakan indikator kemampuan aparatur, sistem layanan dan faktor yang berpengaruh dalam pelayanan Membangun izin. Data dikumpulkan melalui wawancara, observasi dan dokumentasi, sebagai cara untuk mengetahui gambaran struktur organisasi, pendidikan dan pelatihan, kemampuan untuk bekerja selesai sesuai jadwal, kenyamanan dalam memperoleh pelayanan, kejelasan layanan informasi, keamanan dan perlindungan kepada konsumen di Kantor Pelayanan Satu Atap (KPTSA) Kabupaten Bone. Faktor- faktor yang mempengaruhi pelayanan publik Izin Mendirikan Bangunan (IMB), antara lain; ketepatan waktu, kemudahan pengajuan, akurasi pelayanan, biaya pelayanan. Faktor adalah barometer konsumen atau penggunaan layanan, sehingga apakah layanan yang diberikan oleh pemerintah kembali ke hal-hal tersebut di atas. Dalam layanan publik lebih lanjut harus mengembangkan kualitas sumber daya manusia dan demokratisasi, model kepemimpinan harus bergeser dari kekuasaan ke pendekatan keahlian (dari macho untuk maestro) dan berjiwa demokratis, dekat dengan bawahan dan menerapkan model birokrasi humanistik adalah meletakkan manusia dalam proporsinya.

Innovation in local government is mandatory to provide certainty of services in the public sector. Success in public sector innovation cannot be separated from innovative leadership which is a determining factor in organizational progress. (Sudaryono, 2014). This is in line with the many innovations that were rolled out in Banyuwangi Regency, East Java. Since 2010, Banyuwangi Regency has developed quite rapidly, marked by many innovations under the leadership of Regent Abdullah Azwar Anas, better known as Regent Anas. One of the most prominent innovations is innovation in popularizing the tourism sector in Banyuwangi Regency and the public service sector. Public service innovations that are able to provide convenience for the community one of them, the use of digital technology in the administration of public administration. The success of making various public sector innovations, in 2018, Banyuwangi District received an award as the Innovative District in the Innovative Government Award (IGA) from the Ministry of Internal Affairs of the Republic of Indonesia (Ministry of Internal Affairs). The innovation of public services provided by the Investment and One Stop Service Office provides many benefits for people who use the services and services of the relevant agencies. This innovation also helps a lot in terms of issuing building permits which are one of the most needed public services by the community, where in its implementation requires accuracy and speed in managing and issuing building permits so that buildings used for business get legal. The purpose of the launch of SIPPADU has been stated in the Regulation of the Regent of Sidoarjo Number 8 of 2017 concerning the Application of Information Technology in Integrated Services. The type of research used is descriptive research with a qualitative approach. The focus in this research is how public service innovations in overcoming delays in the issuance of IMB files through the Integrated Licensing Service Information System program by the Investment Office and One Stop Integrated Service of Sidoarjo Regency which includes forms of innovation, processes and cycles of innovation as well as the diffusion of innovations at the Investment Office. and One Stop Services in Sidoarjo Regency. Based on the results of the research above, it can be concluded that technology-based innovations made by the Office of Investment and One Stop Integrated Services, namely the SIPPADU application, have helped the operation of licensing services at the agency. the service is to upgrade this SIPPADU innovation in the future so that things don't happen such as unstable networks, applications or websites that can't be accessed because the server is down. As well as providing more direction to existing Human Resources to understand more about SIPPADU. Suggestions for the public is to add more information about the SIPPADU application which can be accessed through the website of the Sidoarjo Regency Investment and One Stop Integrated Service website.

The public administration literature and adjacent fields have devoted increasing attention to living labs as environments and structures enabling the co-creation of public sector innovation. However, living labs remain a somewhat elusive concept and phenomenon, and there is a lack of understanding of its versatile nature. To gain a deeper understanding of the multiple dimensions of living labs, this article provides a review assessing how the environments, methods and outcomes of living labs are addressed in the extant research literature. The findings are drawn together in a model synthesizing how living labs link to public sector innovation, followed by an outline of knowledge gaps and future research avenues.

Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.

Purpose The purpose of this paper is to identify the influence exerted by a quality management system (QMS) under ISO 9001: 2015 on the quality of public services organizations in Mexico. Design/methodology/approach The methodological design was quantitative, explanatory, observational and transversal, for which a sample of 461 public servants from the state of Guanajuato, Mexico was obtained. To test the hypotheses, a structural equation model (SEM) was developed through the statistical software Amos v.21. For the analysis of the data, software SPSS v.21 was used. Regarding the goodness and adjustment indices of the SEM (χ2 = 720.09, df = 320, CFI = 0.933, TLI = 0.926 and RMSEA = 0.05) which, therefore, proved to be acceptable. Findings According to the results obtained through the SEM model, the QMS under ISO 9001: 2015 is positively and significantly influenced tangible aspects (β1 = 0.79, p < 0.01), reliability (β2 = 0.90, p < 0.01), related to response quality (β3 = 0.93, p < 0.01), guarantees (β4 = 0.91, p < 0.01) and empathy (β5 = 0.88, p < 0.01) of the quality related to public services in Mexico. The study’s key contribution is that it discovered that implementing a QMS in accordance with the ISO 9001: 2015 standard has an impact on the quality of public services, with the most influential quality of response. Similarly, the assurance and dependability of service quality turned out to be important in providing public service quality. Research limitations/implications In this paper, the QMS was only evaluated as a variable that intervenes in the process of obtaining quality in public service under the ISO 9001 standard in its 2015 version. In this regard, the results’ trustworthiness is limited to the extent that the findings may be generalized in the state of Guanajuato, Mexico’s public service. As a result, the scientific community is left primarily focused on service quality to promote new future research. Practical implications The ISO 9001: 2015 standard’s QMS is one of the tools for success in both the commercial and government sectors. However, there are practical limitations, which focus on the time during which managers exercise their vision in the public sector: first, the dynamics that managers play in public policy; second, the length of time they have served in public office; and third, the interest of directors of public institutions to improve the quality of service provided by the government. Other practical consequences concern organizational culture and identity, public servant commitment, senior management or secretaries of government, as well as work and training. Originality/value The findings of this paper are important and valuable because they foster knowledge generation in the public sector through the ISO 9000 quality area. A model that permits the adoption and implementation of a QMS based on the ISO 9001: 2015 standard in public organizations that seek to provide quality in their services offered to the user is also presented to the literature. Similarly, the paper is important because there is currently insufficient research focusing on the variables examined in the context of public service in Mexico.
