TQM concept is known as a significant driver of performance of large-scale companies. This study points out two perspectives namely direct and indirect influence associated with TQM. Specifically, it delves into the innovation and spiritual capital in improving the performance of Intako. Path analysis was carried out to shed lights on the correlation among the aforementioned aspects. There were 98 samples involved in the study. The research results confirm the influence of innovation and spiritual capital on TQM. Likewise, the same results are evident on the influence of innovation, spiritual capital, and TQM on company performance. This research aims to describe the management of public information through the official website to improvethe accountability of regional budget management. The public information governance through the website is the government's effort to utilize technology gives public easy access to information, especially in terms of accountability in managing regional budgets. This is based on the instruction of Minister of Home Affairs No. 188.52 / 1797 / SJ on " Transparency in Regional Budget Management ".It instructs that the Regional Government is obliged to publish budget plans, work plans, budget allocations, budget realization and the report documents to the official website of the Regional Government's official website on "Transparency in Regional Budget Management "content menu. However, the empirical fact shows that the information disclosure of Regional Government in Jemberis low. Based on Penambulu’s research (2014), Jember ranks on information disclosure is 35th of 38 Regencies / Cities in East Java. This background madethe researcher to research further related to public information disclosure, especially accountability of regional budget management website based in Jember. This research use a qualitative approach with descriptive research. The research design is case studies. Data collection techniques are primary data (observation and semi-structured interviews) and secondary data (documentation). The technique of selecting informants is purposive sampling and snowball sampling. The validity testing is by extending participation, perseverance, and triangulation. Data analysis uses data reduction, data analysis, and conclusion. The results showed that the public information governance has not been optimal. There is no “Transparency in Regional Budget Management “menu on the Jemberofficial website, the low commitment of regional leaders to implement e-government, the low ability of human resources to manage information technology. Therefore, information governance through the website has not been able to increase accountability of budget management in Jember. This can be seen from: a) the website does not contain information that public needed regarding budget management in detail; b) Jember Information Commission has not yet been formed; c) The sanctions from the East Java Information Commission are only reprimands and warning letters; d) Joint accountability has not been coordinated well and the lack of authority due to the legality status of assisting public information officers(only assignment letter not decree) ; e) There is a tendency for the JemberGovernment to maintain the status quo. Innovation in local government is mandatory to provide certainty of services in the public sector. Success in public sector innovation cannot be separated from innovative leadership which is a determining factor in organizational progress. (Sudaryono, 2014). This is in line with the many innovations that were rolled out in Banyuwangi Regency, East Java. Since 2010, Banyuwangi Regency has developed quite rapidly, marked by many innovations under the leadership of Regent Abdullah Azwar Anas, better known as Regent Anas. One of the most prominent innovations is innovation in popularizing the tourism sector in Banyuwangi Regency and the public service sector. Public service innovations that are able to provide convenience for the community one of them, the use of digital technology in the administration of public administration. The success of making various public sector innovations, in 2018, Banyuwangi District received an award as the Innovative District in the Innovative Government Award (IGA) from the Ministry of Internal Affairs of the Republic of Indonesia (Ministry of Internal Affairs). Rastra is one of the social aids organized by Indonesian government to help the poor reduce their burden on the household. However, in 2017 the government amended this polic, called Non-cash food Assistance (BPNT). This new policy was operative based on 5 benchmarks of the alteration in attitudes and the behavior of the public and members of the bureaucracy, the alteration in leadership style, the efficiency of using sources, and the reduction of legalistic approaches. This research was commenced in November 2018 and aimed to analyze the transformation of Rastra Policy into BPNT, especially in Kalisat village, Jember district. The author revealed that this change had aimed to manage the stock of rice and the price because the government shared the aids once a month. The research data was taken from Kalisat village administration office which received the Rastra and each e-Warung organized by BPNT. The present study employed quantitative method. The author argued that, as the endeavour for poverty reduction, this policy needed improvement related to the target, the timing, the quality of the aids, and e-Warung readiness. AbstractThis research focuses on exploring the marketing and supply chain integration strategy at PT Semen Indonesia (Persero) Tbk. Holding Company. The status of the state-owned enterprise (SOE) cement industry has dominated the cement market share in Indonesia after the holding strategy, but the data shows that the market share of Semen Indonesia sales has continued to decline. Another problem is that the accumulated cost of revenue has increased sharply, especially since the income growth is not significant, so that gross income has decreased. This research presents integration activities that occur at the corporate and functional level in the marketing and supply chain directorates. The case study method is used in this research to track the integration of marketing and supply chains as an effort to improve the company's sales performance. Data was collected through in-depth interviews in the Marketing Research & Analysis section of PT Semen Indonesia (Persero) Tbk and secondary data in the form of company annual reports. The results of this study indicate that PT Semen Indonesia (Persero) Tbk integrates marketing and its supply chain through a strategy of unifying the two functions in one directorate. The marketing and supply chain functions at each Operating holding have been revoked, all of them directly managed by the Holding Company. The supply chain is centrally integrated in the form of transportation, distribution and procurement functions. In the marketing aspect, the Holding Company integrates the marketing planning and marketing control and marketing functions as well as the sales function.
