The article is devoted to the development of indicators of the quality of economic growth. The authors associate the primary practical purpose of the system of indicators of the quality of economic growth with improving information and scientific and methodological support for the process of developing and implementing decisions of the state’s economic policy. We considered methodological aspects of compiling a system of indicators of the quality of economic growth, described problems in this area, and proposed approaches to their solution. Further, we gave estimates of factors that determine the dynamics of economic growth. We have provided a special place to the discussion of controversial issues in the field of assessing the quality of economic growth, including the problem of reconciling the idea of inclusive development and endogenous growth model of the Russian economy. It also includes approaches to the innovative factor in development outcomes that reflect the regional dimension in the system of quality indicators of economic development. The authors present and justify their views on several controversial issues, continuing the discussion of this topic that began in the framework of the Efimov Readings II (2019).

The presented study determines the prerequisites for accelerating economic growth and improving the quality of socio-economic development by modernizing approaches to the regulation of the labor market and reproduction of labor potential.Aim. The study aims to identify problems in ensuring economic growth in Russia by the workforce and to propose approaches to solving these problems.Tasks. The authors characterize the current rate and prospects of changes in economic growth in Russia; describe the problems of ensuring economic growth from the perspective of a factorial approach (through the example of the labor factor); analyze the causes of labor market imbalance and inefficient provision of workforce for the economy; propose recommendations on improving the process of ensuring economic growth by the workforce at the current stage of development of the Russian economy.Methods. This study applies methods of institutional, structural, and statistical analysis to the processes of economic growth and socio-economic development. A factorial approach to the description of economic growth is used during the analysis of this phenomenon. Its rate is determined by the quantity and quality of (resource) production factors. The labor factor is thoroughly analyzed. The problems of ensuring economic growth in Russia by the workforce are examined from the perspective of the systems approach using methodological techniques of variant and situation analysis.Results. The study substantiates the opinion that the modern Russian economy has stalled in a state of near-zero growth, mostly due to the low efficiency of the implemented socio-economic policy. It is therefore necessary to increase the rate of economic growth. The authors use the factorial approach (through the example of the labor factor) to examine the sufficiency of resourcing of economic growth with production factors. It is shown that, in light of the recent pension reform, workforce in modern Russia is sufficient and even superfluous. The key qualitative problems in the operation of the labor market are comprehensively analyzed, including the structural and quantitative discrepancy between specialist training in the educational system and labor requirements; overeducation of the population (people perform work that requires lower qualification than their actual level of education and/or professional training). This study shows the specificity of these problems and provides recommendations on solving them, which requires revising approaches to the development and implementation of the state economic policy.Conclusions. Russia has the resource capabilities (in terms of workforce) to intensify economic growth and make a breakthrough in socio-economic development. Analysis of the existing problems in this field shows that these issues can be solved. However, this requires a focused, systematic effort spearheaded by the government, which is impossible without improving the implemented state economic policy.

With the exhaustion of extensive factors, the quality of economic growth becomes the most important criterion and a condition for the consistent furthering economic development and social progress in Russia. The diversity and multidimensional nature of the quality of growth implies the need to consider it from different perspectives: both as a result of a target development directions and as a prerequisite for current and future progress. At the same time, individual characteristics, included in the expanded concept of quality of growth as an essential element of sustainable development, are competitive, for example, inclusive development and growth dynamics. This study addresses characteristics of the quality of economic growth, mainly from its macroeconomic perspective: stability, efficiency, flexibility, progressiveness, social orientation, reducing differentiation. The author analyzed those characteristic-based indicators, and factors aimed at achieving those socio-economic goals. It is considered how these characteristics evolved at individual stages of economic development. Based on statistical calculations, it is concluded that there has been a slowdown in the quality of growth since the 2009 crisis, in contrast to the previous decade. The author indicates the factors of economic growth and improvement of its quality in the medium term, as well as the possibility of combining the requirements of inclusive growth and accelerating economic development.

Kazakhstan’s economic policy in 1996-2007, its character and the degree of responsibility, the correlation between economic development and balance of current accounts are considered in the article. Special attention is paid to the analysis of their macroeconomic efficiency. It is concluded that in conditions of high rates of economic growth in Kazahkstan in 2000-2007 the net profits of foreign investors are 10-11% of GDP every year. The tendency of negative balance of current accounts in favor of foreign investors is also analyzed.

The paper is devoted to improving managerial tools to ensure the effective implementation of technological breakthrough in the Russian economy. Solving the tasks of socio-economic development of the country, improving the quality of life of the population, ensuring its geopolitical position is impossible without accelerated economic growth. To ensure it, a technological breakthrough is needed in the Russian economy. In order to create appropriate conditions, new management mechanisms are needed in high-tech corporations. The methodological base of the study is based on the provisions of the theory of corporate governance, system, factor, functional and statistical analysis. The paper analyzes the experience of organizations of accelerated technological development and concludes on the effective structure of the managerial apparatus, which coordinates and monitors the activities of corporations. The main directions of state policy to ensure economic growth are identified, a factor analysis of its effectiveness and mechanisms for the formation of the conditions for the implementation of technological breakthrough are carried out. The domestic scientific potential of providing a technological breakthrough in the Russian economy is shown, the effectiveness of mechanisms for converting scientific achievements into breakthrough technologies is considered. The analysis results carried out in the work indicate the absence of a system of concentration of scientific potential for the creation of high-tech innovations. The structure of the scientific and technical platform for generating knowledge and its transformation into competitive technologies in priority sectors of the real sector of the economy is proposed, its organizational form is determined. The work results can be used in solving strategic problems of modernization of high-tech manufacturing industries.

The presented study examines the comparative characteristics of industrial revolution targets, national goals, and strategic objectives for the development of the Russian economy; proposes methods for measuring and evaluating technological development; describes its impact on economic growth and shows the performance of enterprises.Aim. The study aims to determine the specific features of formation of economic and social development targets and the potential of new technologies, including breakthrough technologies, for shaping the technological development of the Russian economy; to propose methods for measuring and evaluating technological development and its impact on the growth and development of the national economy that would improve the quality of economic and managerial decision-making.Tasks. The authors clarify the interpretation of the concept of breakthrough technologies; identify distinctive features in the formation of industrial revolution targets and priority targets for the development of the Russian economy; substantiate methodological approaches to identifying parameters and indicators, methods for measuring and evaluating the level of technological development, its impact on the results of changes in economic growth and development of the national economy and its economic entities.Methods. The authors use the methods of scientific research, theoretical and comparative analysis, synthesis, generalization, general theory of economic growth, and elements of the economic efficiency theory.Results. The interpretation of breakthrough technologies as dominant new technologies that can ensure accelerated progressive development of the economy and minimize damage to the natural environment is clarified. The distinctive features of formation of industrial revolution targets and their relationship with the targets for the development of the Russian economy are identified. Evaluative features are substantiated; indicators for measuring and evaluating the transformation of the technological development of enterprises engaged in different activities and indicators for measuring and evaluating the impact of new technologies, including breakthrough technologies, on economic growth and development are proposed. The influence of the recommended measurement and evaluation methods on improving the quality of management decisions is shown.Conclusions. The study substantiates the need to improve methods for assessing the actual achieved (projected, planned) level of technological development as a necessary prerequisite for its qualitative analysis, evaluation, control, and monitoring required to make sound economic and managerial decisions. The proposed methods for measuring and evaluating technological development, measuring and evaluating the impact of new technologies, including breakthrough technologies, on the quality of economic growth, efficiency and competitiveness of the national economy (region, industry, activity, enterprises) improve the quality of managerial decision-making in achieving national goals for the development of the national economy.

Technique for assessment of economic development sustainability of Russia’s regions is provided. Methodologically the technique is based on diagnosing the loss of sustainability in economic growth and assessing the degree of instability. The authors propose to assess the degree of sustainability by such measure, as variance in the economy’s growth rate, while the risks of instable growth — by an index, reflecting relative variance in economic growth rates. Economic growth sustainability and dynamics for several RF administrative territories are assessed, including Belgorod oblast, Bryansk oblast, Volgograd oblast, Pskov oblast, the cities of Moscow and St. Petersburg, the Republic of Dagestan and Krasnodar krai. The estimates are based on statistics for the 2000—2011 years period. As is found out, different territories has different periods of sustainable and unsustainable development as well as different degrees of economic growth instability. In terms of economic development Belgorod oblast, the city of St. Petersburg, Krasnodar krai and the Republic of Dagestan are stable as compared to the growth of the overall Russian economy. Such territories, as Bryansk oblast, Volgograd oblast, Pskov oblast and the city of Moscow show instability of economic development as compared to the Russian economy as a whole. As correlation and regression analysis shows, indices of economic development instability significantly affect investments in the regional economy. Based on a small sample of administrative territories the authors show that instability of economic development is responsible for 40 per cent reduction in investments. Thus the conclusion is made that economic development instability is a rather significant factor of the territory’s investment climate.

The concept of sustainable development has begun to be developed, namely in line with current needs and without endangering future generations. In addition to focusing on environmental issues, this concept covers economic development, environmental protection and social development. However, this concept still tends to focus on short- term economic development. With the limitation of the State Revenue and Expenditure Budget (APBN) and the resources we have, it is not surprising that policymakers prefer shortcuts. As a result, the quality of economic growth has deteriorated. One of the efforts to harmonize the needs of economic growth and conservation of natural resources is the concept of a Green Economy. This article discusses how to calculate economic development as seen from the amount of Gross Domestic Product (GDP) from a Green Economy perspective. Batu City, as a tourism city that relies on natural conditions and its environment, needs to analyze its economic development from a Green Economy perspective in order to be sustainable. This article aimed to analyze the depletion of natural resources of the sub-sector “Provision of Accommodation and Food – Beverage” which supports tourism in Batu City. The quality of the institutional environment is considered a crucial determinant of economic growth. Low quality of the formal institutional environment can slow down economic development via various mechanisms described in the literature. The present paper will analyse formal institutional factors leading to the structure of employment that Murphy, Shleifer and Vishny (The Quarterly Journal of Economics, 1991) found to be associated with lower rate of economic growth. They assumed that a high proportion of lawyers in the country may be associated with slower economic development. Thus, the aim of the paper is to examine some of the parameters of institutional environment that can lead to such a distribution. Results show that quality of law measured by the World Bank (Doing Business database) and the Corruption Perception Index obtained from Transparency International may have some explanatory abilities regarding the structure of employment.

Sustainable economic development is one of the most important mission of economic policy. More analysis demonstrate that the key factor is the investment of human capital, which means a correlation between economic growth and quality of education. In this study we overview, how human capital and educational development effect to the economic growth, and how is it possible to quantify the results. We also get to know how the degree of development influenced by the quality of education.
