The modern imperatives of the social and economic development of our country brought to the forefront the determination of the conceptual approaches to the long- and medium-term national development programs. The paper contributes to solving the problem with the focus to elaborate the system of mechanisms of the institutional provision of the state policy to stimulate the innovations of industrial enterprises. Its objective is to form a complex system of financial, organizational and administrative mechanisms of innovation stimulation in industrial enterprises. System, functional, statistic and factor analysis methods were applied for this purpose. Among the results achieved with the given methods there is a conception of the system of institutional provision of the innovative activity concentration of innovation activity of industrial enterprises and the formation of the terms to advance the development of the high- and medium- tech manUfacturing sectors. A perspective area of the further work based on the conception elaborated is to solve the innovations development problems using the complex of the means initiated by the authors to stimulate innovation activity of the enterprises and organizations.

Collusive bidding has been an insidious issue in the construction industry. Bidders initiate collusive networks of various sizes to win market shares. The popularity of collusive bidding networks affects market fairness and erodes the interests of market players. Although considerable research efforts were made to diagnose collusive bidding networks, there remains a gap in knowledge regarding the relationships bid riggers use to engage in the networks. Therefore, this study used the social network method, where two hundred sixteen collusion cases were collected from China to test these relationships. The results show that collusive bidding networks were characterized by sparseness, a small scale, a high concentration, and strong randomness. Three types of collusive bidding networks were also detected: contractual, spontaneous, and shadow. Furthermore, these collusive bidding networks had discrepancies regarding participants’ identities, forms of collusive bids, and the determination of bid winners. It was found that the proposed social network model of deliberating bid riggers’ relationships lays a solid foundation for the detection of collusive bidding in the construction sector.

The efficient sales policy of the machine building innovatively active enterprises is connected with its rational process financing. Optimal determination of innovative production distribution expenses is top-priority element to increase economic subject’s activity profitability and to increase its competitive positions at the market. Thus, planning of costs for innovatively active machine building enterprises sales has to be based on economic and rationally adaptive mathematic tools to industrial enterprises activity specific. Practical implementation of the mentioned task is possible owing to economic and mathematic model to plan costs for innovatively active enterprises production, which preconditions urgency of the given research. Besides the tools investigation is also urgent and it allows to foresee future expenses amounts for sales, demand for production and profit of the innovatively active industrial enterprise, behavior in future depending on market situation. The article deals with scientific and methodic approach to optimize distribution expenses of the innovatively active industrial enterprises in Ukraine. Economic and mathematic modeling methods allowed to formalize models to plan distribution expenses of innovatively active enterprise, demand and profits, that is prerequisite to form prognostications by proper directions. Practical implementation of the suggested scientific and methodic approach on the example of machine building enterprise in Ukraine results in confirmation of models correspondence and establishment of inefficiency to distinguish expenses. It gives evidence about necessity to optimize expenses of enterprise and to introduce active managerial decisions concerning its activity profitability growth

The article substantiates and presents the directions for automating the data necessary for conducting operational monitoring and control over the implementation of strategic planning documents. The urgency of work caused by the need to optimize the process of forming and reporting on the implementation of strategic planning documents at the federal level using the capabilities of the State Automated System “Management”. The transfer of functions for the generation and provision of reporting data through an automated platform is included in the activities for the digitization of the economy, which is an urgent and modern priority for national development. A special attention in the article given to the development of approaches to monitoring the implementation of the Strategy for the Social and Economic Development of the Russian Federation, currently under development, with a view to visualizing its results with the help of info graphic tools.

Introduction. Introduction. Innovation is an integral factor of social and economic development, which accompanied mankind from the beginning of civilization. Over the past decade, you can observe a significant increase in expenditures for innovation activity and growing interest in the topic of innovation, since technological changes and innovations are often perceived as an influential process that opens opportunities for the benefits of society, as well as social security. Particular attention is paid to the commercialization of innovation, since they are a fundamental condition for the development of both micro-and macroeconomic aspects in the context of their impact on the creation of competitive advantages and economic development. Moreover, the commercialization of innovation is, apparently, the most important challenge faced by all companies. innovations go beyond science or technology; this is what can create value through the commercialization process. The theme of commercialization of innovation apparently paid increased attention Recently, but this subject of research is quite fragmented and distributed between various fields of research and disciplines. As a result, it is necessary to investigate, arrange and aggregate various theoretical and empirical conclusions, the purpose of the article is to determine theoretical principles of commercialization of the results of innovation activity in order to formulate the relevant mechanism. Method (methodology). The study used a number of general scientific and specially scientific methods: analysis and synthesis to find out the essence of the mechanism of commercialization of the results of innovation activity; systematization – determination of the main levels of the mechanism of commercialization; Gnoseology – outlining the main contradictions for understanding commercialization. The results. The main purpose of the article is to form a model of the mechanism of commercialization of the results of innovation activity. The existing connection between phenomena is taken into account: commercialization of innovation and internationalization. A conceptual approach to the formation of a mechanism for commercialization of innovation results depending on management levels is proposed. The toolkit for implementing the proposed mechanism is determined.

AbstractSocial Return on Investment (SROI) metrics are a new tool available to nonprofit and social enterprise organizations to demonstrate the effectiveness and efficiency of their programs. After a short overview of three dominant methods for calculating the SROI, a case examining the implementation of an SROI study at a nationally recognized Boston-based nonprofit operating workforce development programs is presented to illuminate the methodological dilemmas across the arc of an SROI study. The case analysis centers on four key decision points in the implementation of the SROI study: identification of stakeholders, development of a method for estimating social value creation, determination of the time horizons, and selection of the discount rates. Next, to highlight the challenges in making comparisons across organizations, the second source of data is presented—a set of Yale SOM MBA student assignments conducting an SROI on a written case study found in the literature on workforce development. The student project results showcase how even when conducting SROI assessments on the same focal organization, the SROI calculation can vary widely depending on the outcome of the four decision points delineated above. The paper consequently offers two levels of analysis. First, it provides a detailed methodological overview of the reigning approaches to conducting an SROI. Second, it provides an assessment of the challenges to using SROI as a performance metric at this stage of the field’s development. Implications for use of the SROI are discussed from both the perspective of funders and the perspective of nonprofit organizations.

Научная новизна - представлена методика и результаты анализа и оценки роли социального компонента как фактора обеспечения эффективного воспроизводства человеческого капитала и инновационного развития территории, выявлены проблемные зоны в системе его развития в современном экономическом пространстве. The aim of the study is to establish the influence of the social component in the system of reproduction and development of human capital. To ensure the assessment of the social factor, the author analyzes the existing methodological tools and a system of indicators that allows assessing the degree of influence of the existing social space on the development of human capital and innovation activity of a particular territory. Scientific novelty consists in the analysis and evaluation of the role of the social component as a factor in ensuring the effective reproduction of human capital and innovative development of the territory, identifying problem areas in the system of its development in the modern economic space. The results of the study can be used for the development and justification of regional socio-economic development programs.

Urgency of the research. In modern conditions of management it is important for enterprises to form of the necessary amount of intellectual capital. Target setting. Most domestic enterprises do not pay enough attention to this issue. That is why it is very important to determine the directions of its growth. Actual scientific researches and issues analysis. The issue of intellectual capital management, its influence on innovation activity has been considered in the works of L. Antonyuk, S. V. Zakharinko, A. Kendiukhov, G. R. Natroshvili, V. Tsipurindy, L. Fedulova. The issues of crowdsourcing were considered in the works of Paul Whitla, Howe J., Maistrenko O. V., Khymych I. Uninvestigated parts of general matters defining. The issue of evaluating the intellectual component of energy saving policy, in particular, with the help of the apparatus of hybrid neural networks, remains poorly developed. The research objective. It is important to assess the factors influencing the intellectual capital of industrial enterprises, to determine the possibility of increasing the efficiency of using intellectual capital with the help of crowdsourcing. The statement of basic materials. The components of intellectual capital have been investigated. The indexes of knowledge economy of Ukraine and developed countries have analyzed. The essence of crowdsourcing and its components have been defined; the modern examples of its application in the world and in Ukraine have been researched. It has been determined that this tool is used mainly in the social sphere in Ukraine. The importance of its use in raising the intellectual component of innovation activity of domestic enterprises has been substantiated. Conclusions. It has been established that active involvement of students in the activity of the enterprise can be very promising for domestic enterprises. Recommendations for industrial enterprises to increase attention to crowdsourcing as an important source of intellectual capital growth were developed.

Vocational Technical Education (VTE) systems play a crucial role in the social and economic development of a nation. Vocational and technical education a multifaceted, multi-disciplinary and pragmatic field of study, is aimed at equipping the individuals with requisite vocational and technical education literacy skills, which will enhance their relevance and functionality in the society. As a result, it plays a vital and indispensable role in the development of society. This paper, therefore, examines the concept of the development of vocational and technical education in Nigeria, its significance and role with regards to the Economic and Technology development in Nigeria, the concept of Vocational-Technical Education and Training (VTET), VTE and National Development. Other issues discussed are VTET for self-reliance and National Development, the administration of VTE in Nigeria, the challenges ahead as well as possible and suggestions for moving VTE forward with enhanced effectiveness for the benefit of the nation and incoming generations.

The author argues that during the post-soviet period Russia did not suffer several discrete crises, as it is usually reflected in scientific publications, but has been remaining in the state of a permanent crisis. This approach predetermines a cardinal assessment of the results of systemic transformations in the country in a single time space, which is the basis for reliability in characterization and assessment of the author’s achievement of the goal and objectives of the study, i.e. determination of the role of relations between the center and the regions as the focus of systemic transformations and explanation of approaches to their improvement. In the paper, the characteristics and comparisons of two models “regions – center” and “center – regions” take place. The first and second models vary in the priorities of political and economic roles of the regions and the center in the strategies of post-Soviet development in the first and in the following two decades, respectively. It was stated that due to insufficient development of the culture of democracy, the first version of the strategy is fraught with a real threat of centrifugal aspirations of the regions, the loss of territorial integrity of the country. The development according to the second option led to restoration of the institution of centralization of political and economic management in the worst version in comparison with the Soviet era and the reset of the original systemic ideological plot of development of a new social pattern according to the principles of political and economic democratization. This situation has led to the loss by the regions of the opportunity for self-development, lagging behind in the social and economic development of Russia and to a predetermined stagnation and degradation. In the conclusion, the results are presented and approaches to the elimination of the negative aspects of the model of relations “center – region” are given, based on the transformation of relations between the center and the regions to a qualitatively different level involving the coordination of interests on a market basis.

The article generates the main results of the first stage of decentralization reform in Ukraine during the period from 2014 to 2018. The aim of the article is to analyze the process of decentralization in Ukraine, highlight the revenues and expenditures of local budgets and justify the need to create a development strategy for Amalgamated Territorial Communities (ATC). Considering the given indicators it is proved that the goal of ensuring financial autonomy and transparency of local authorities can be considered to be achieved. The interrelation of expansion of powers for local authorities and obtaining budgetary independence and increase of motivation to increase profitability is analysed. The development strategy for the Amalgamated Territorial Communities (ATC) is assessed. Proposals for increasing the capacity of the second stage of the reform are provided. The findings are useful for practitioners and researchers to gain knowledge on the practical issues and challenges of decentralization reform in Ukraine.
