The author argues that during the post-soviet period Russia did not suffer several discrete crises, as it is usually reflected in scientific publications, but has been remaining in the state of a permanent crisis. This approach predetermines a cardinal assessment of the results of systemic transformations in the country in a single time space, which is the basis for reliability in characterization and assessment of the author’s achievement of the goal and objectives of the study, i.e. determination of the role of relations between the center and the regions as the focus of systemic transformations and explanation of approaches to their improvement. In the paper, the characteristics and comparisons of two models “regions – center” and “center – regions” take place. The first and second models vary in the priorities of political and economic roles of the regions and the center in the strategies of post-Soviet development in the first and in the following two decades, respectively. It was stated that due to insufficient development of the culture of democracy, the first version of the strategy is fraught with a real threat of centrifugal aspirations of the regions, the loss of territorial integrity of the country. The development according to the second option led to restoration of the institution of centralization of political and economic management in the worst version in comparison with the Soviet era and the reset of the original systemic ideological plot of development of a new social pattern according to the principles of political and economic democratization. This situation has led to the loss by the regions of the opportunity for self-development, lagging behind in the social and economic development of Russia and to a predetermined stagnation and degradation. In the conclusion, the results are presented and approaches to the elimination of the negative aspects of the model of relations “center – region” are given, based on the transformation of relations between the center and the regions to a qualitatively different level involving the coordination of interests on a market basis.

Проблема определения социальных функций различных институтов является одной из важнейших для понимания их роли и пути дальнейшего развития. Данная дискуссия отнюдь не носит чисто теоретический характер, наоборот, вопрос о социальном функционале музея является одним из ключевых для их дальнейшего развития. Некоторые исследователи честно признают, что непонимание социальных функций ведет к резкому снижению эффективности работы музеев. В статье анализируются функции музея как социокультурного института на основе такого историко-антропологического источника как анекдот. Эта проблематика, несмотря на свою принципиальную важность, редко анализировалось в антропологическом ключе. Кроме того, взаимосвязь музея и смеховой культуры практически не пользуется вниманием исследователей, хотя данная тема явно имеет большой потенциал. В качестве основного источника для работы был взят массив современных российских анекдотов, к которому для компаративного анализа привлекался массив советских анекдотов. В общей сложности исследовалось более 500 текстов. По итогам исследования можно сделать вывод, что социальные функции музея не ограничиваются традиционными для музеологии вариантами: сохранение наследия, образование и коммуникация. Музей в фольклорных текстах обладает гораздо более широким кругом социальных функций от инструмента символического потребления и валоризации объектов искусства, до пространства эротической игры. Анализ анекдотов, связанных с музеем, показывает, что, несмотря на не самую высокую популярность этого института, в массовой культуре и сознании, в смеховой культуре четко фиксируются его ключевые функции и проблемы. Это еще раз подтверждает важность анализа фольклорных текстов для оценки роли музея в сообществах любого уровня. Данный материал может быть использован для решения самых различных задач музейного менеджмента от оценки эффективности социокультурной деятельности музея до проведения маркетинговых кампаний. The determination of social functions of institute is one of the most difficult issues in social anthropology. This discussion isn’t absolutely theoretical; on the contrary, the issue of the social functionality of the museum is one of the key issues for their further development. Some researchers honestly admit that a lack of understanding of social functions leads to a sharp decline in the effectiveness of museums. The article analyzes the functions of the museum as a sociocultural institution on the basis of such a historical and anthropological source as anecdote. This issue, despite its fundamental importance, has rarely been analyzed in an anthropological vein. In addition, the interconnection between the museum and the culture of laughter has received little attention from researchers, although this topic clearly has great potential. For this research we used block of contemporary Russian anecdotes and the anecdotes of the soviet period (1917–1991) for comparative analysis. Totally more than 500 texts were analyzed. The analysis of the anecdotes associated with the museum shows that, despite the low popularity of this institution, in mass culture and consciousness, in the culture of laughter, its key functions and problems are clearly recorded. This once again confirms the importance of analyzing folklore texts for assessing the role of the museum in communities of any level. This material can be used to solve a variety of problems of museum management, from assessing the effectiveness of the socio-cultural activities of the museum to marketing campaigns.

The subject of this research is the specifics, forms and functions of interaction in social media groups between the representatives of ethnic communities. The goal consists in determination of the role of social networks in adaptation of ethnocultural communities of St. Petersburg. The research is based on the polling technique for acquisition of information on the cognitive, emotional, and behavioral state of a person. The survey was conducted via distribution of questionnaires among the representatives of ethnic groups. The article also employs the method of systematic scientific observation over the social media groups, topic raised therein, as well as reading and analysis of the comments. The scientific novelty of this work consists in outlining of the nature, trends and development prospects of cross-cultural communications as the channel for ethnocultural interaction.  The main conclusions, which touch upon users from various ethnic communities who do not have enough experience in organization of activity of social media groups, demonstrate that it causes the loss of the sense of security, accumulation of prejudices and escalation of interethnic conflicts, as well as preference of the with restricted access, which contributes to lock down of the group and impedes adaptation in the accepting society. Stabilization of situation can be achieved by improvement of the quality of content posted in the social media, as well as level of their administration.

The article considers the Kumyk satirical-humorous prose of the last thirty years on the example of the work of its prominent representatives A. Mamaev and G. Konakbiev, highlights its individual trends, content, artistic features. It is noted that in it, with the leading role of small genres, we can see the activation of a short story of an anecdotal form, the weakening of the social component against the background of increased writers’ attention to private phenomena, an appeal to traditional moral values, active operation by such comic means as playing words, transitions from the author's position to the position of characters, dynamic plots, spectacular finals, etc.

<p>The town of Gukovo is an average city of the Rostov Region with a population of about 65 thousand people. Its industry is connected with coal mining. When the local coal mines were closed in the post-Soviet period, many people lost their jobs and began to seek employment in other regions. Today the local residents work mainly in the social sphere, trade and agriculture. They associate the prospects for the development of the urban industrial and social infrastructure with the creation of the priority social and economic development area (PSEDA) “Gukovo”. At present, the enterprises of PSEDA have already begun operating: they are mostly oriented to<br />engineering, manufacturing of reinforced concrete structures, carbonaceous materials, sunflower oil, and textile products. The goal of the study is to highlight the current social and economic problems of the municipal entity “Gukovo City” – PSEDA “Gukovo”, represented through the prism of the opinions of its residents. This study has been suggested by the huge importance of labor migration for the social and economic development of the South Caucasian post-Soviet space. Confronted with an unprecedented outflow of their citizens and acutely aware of the problems associated with migration of able-bodied population to other countries, Russia among them, these countries have arrived at a conclusion that their migration policies need reforms. The article analyzes the trends of labor migration from the South Caucasian countries to Russia and other equally popular destinations. The migration trends up to and including Russia’s regions with the maximum numbers of labor migrants from the Southern Caucasus and the structure of their employment by industry are also analyzed. The paper contains statistics on the amounts of remittances sent by labor migrants from Russia to their homelands and assesses their impact on the economies of corresponding states. The cultural and economic contacts between the diasporas and the countries of their origin suggested a comparative analysis of their emergence and development. We have identified the typical industries preferred by representatives of each of the South Caucasian states in Russia, and the documents required of migrants to be employed in Russia. Conclusions related to the specifics of influence and the role of the diasporas in the structure of their employment are contained in the final part of our article along with the identified patterns and trends of these processes. Today, the situation on the market is unbalanced when it comes to job availability and the positions of members of these diasporas. The situation will remain the same as long as diasporas preserve their influence and the migration flows, their proportions. We have identified the most attractive regions in terms of job availability, the spread of migrants from the Southern Caucasus across the regions of the Russian Federation and the rivalry between Azeris, Armenians, and Georgians for jobs in various employment spheres.

Television channels for children contain many cartoons and programs. These productions reach the viewers via both the television and the channel's official website. TRT Çocuk, broadcasting for children as a government television channel, presents many locally produced animated cartoons to the viewers. A product of the modern and digital technology, these locally produced cartoons carry importance in terms of transfer of social values. This study focuses on locally produced animation cartoons that have an important potential especially in the transfer of national and moral values. Determination of values conveyed via cartoons that bear importance in the transformation of television into an educational tool allows the media and child relationships to become visible. This work aims to examine the relationship between media and values by defining the concept of “value.” After creating a corporate frame, the study brings to light the social values conveyed in locally produced cartoons aired on TRT Çocuk television channel via qualitative analysis method.

Currently, there is a change in the role of education in the direction of forming a vector of continuing education, cultivation of self-development skills, self-organization in order to improve the professional competences of management. The article examines the need to reorganize the existing education system at enterprises and formation of new technologies of development of professional competences of managerial staff. It is proved that the main objective of the competence approach in vocational education is the formation of a competent managerial specialist with appropriate competence sets needed for successful achievement of an organization's strategic goals. The acmeological aspects of professional competence of managerial staff with the use of basic acmeology categories are discussed in details. The process of development and application of archeological technologies at domestic enterprises is proposed. The theoretical and methodological basis of the research was: the principles of system, integrity, unity and mutual determination of the external and internal. As theoretical methods, theoretical-methodological and retrospective analysis, generalization and interpretation of scientific data were used.

This article deals with the Economics of Climate Change (ECC). This research area emerged in the mid-1970s and has grown exponentially since the mid-2000s. This paper is based on Richard Whitley’s characterisation of the general economic field as a ‘partitioned bureaucracy’, which makes a distinction between the centre and peripheral areas. We use bibliometric data to highlight the structure of the ECC and measure to what extent Whitley’s category helps to understand this field better. To complete these quantitative data we use qualitative data, collected via survey and interviews, and we analyse scientific publications. With the help of this combination of data, we are able to provide some explanation of the structuration of the ECC, as well as the role of interdisciplinarity and links with the political field in this process. We also provide insights about the rise of climate change and global warming in the social hierarchy of objects in economics.

AbstractIn the current context of a growing internationalization of scientific exchanges, the issue of the language of scientific publications – settled in the natural sciences since the 1980s – has now become a central issue for the Social Sciences. Our paper discusses this topical issue through a detailed analysis of the linguistic strategies adopted by two major French social science journals, Population and Revue française de sociologie (RFS), which have chosen to translate into English a selection (RFS) or all (Population) of their articles. In view of the measured effects in terms of visibility in the international scientific field – increasing visibility for the journal Population at the expense of its French edition and a marginal effect for the RFS – we raise questions about the role of national social sciences journals and recall that the specific intellectual mission of these journals lies beyond the pursuit of internationalization.
