The efficient sales policy of the machine building innovatively active enterprises is connected with its rational process financing. Optimal determination of innovative production distribution expenses is top-priority element to increase economic subject’s activity profitability and to increase its competitive positions at the market. Thus, planning of costs for innovatively active machine building enterprises sales has to be based on economic and rationally adaptive mathematic tools to industrial enterprises activity specific. Practical implementation of the mentioned task is possible owing to economic and mathematic model to plan costs for innovatively active enterprises production, which preconditions urgency of the given research. Besides the tools investigation is also urgent and it allows to foresee future expenses amounts for sales, demand for production and profit of the innovatively active industrial enterprise, behavior in future depending on market situation. The article deals with scientific and methodic approach to optimize distribution expenses of the innovatively active industrial enterprises in Ukraine. Economic and mathematic modeling methods allowed to formalize models to plan distribution expenses of innovatively active enterprise, demand and profits, that is prerequisite to form prognostications by proper directions. Practical implementation of the suggested scientific and methodic approach on the example of machine building enterprise in Ukraine results in confirmation of models correspondence and establishment of inefficiency to distinguish expenses. It gives evidence about necessity to optimize expenses of enterprise and to introduce active managerial decisions concerning its activity profitability growth

The relevance of the problem of managing the competitiveness of service sector enterprises in modern conditions of economic management is determined. In a contentual form, the task of managing the competitiveness of enterprises is formulated and a scheme of its implementation is proposed, which includes the following stages: formation of factors that determine competitiveness; substantiation of the competitiveness indicator and its model; computing the competitiveness indicator and its subsequent factor analysis; determination of reserves for growth of the competitiveness index; formation of the task of increasing competitiveness; formation of a list of measures for implementing the task; selection of measures for the implementation; implementation of measures, control and regulation. The procedure for computing the integral indicator of competitiveness, which includes groups of indicators that determine the state of the enterprise and the competitiveness of its products, as well as indicators within each group, is considered. The methodology of economic analysis of the level of competitiveness of the enterprise is proposed, which allows to conduct an overall assessment of its competitive position compared to competitors; determine the influence of factors on the difference in their position from the position of competitors; calculate the reserves of growth of the competitiveness indicator and develop measures for their implementation. In accordance with the competitive strategy of the enterprise and the task of increasing the competitiveness indicator on the basis of the use of the provisions of the theory of economic efficiency, a list of measures is substantiated, the practical implementation of which will allow to perform the task with a minimum amount of resources. Operational control over the implementation of measures and their impact on the competitiveness indicator is envisaged in order to make corrective managerial decisions in a timely manner.

On the basis of generalization of scientific and practical developments of economic research centers of the country and leading domestic scientists on a set of problems concerning overcoming of consequences of war in Donbass, taking into account works of authors on the given subject, proposals on improvement and implementation of the "Strategy of economic development of Donetsk and Luhansk oblasts for the period up to 2030" (SED), presented by the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine, are substantiated. The necessity and urgency of such a state legal act is emphasized (with the recognition of the country's economic and institutional losses due to ignoring its adoption in previous years). In order to elaborate the systemic principles of improvement and effective practical implementation of the discussed document in the context of development and implementation of medium- and long-term national plans for socio-economic development in the SED it is proposed to define optimistic, basic and pessimistic scenarios and time parameters of reintegration of the temporarily occupied territories of Donetsk and Luhansk regions into a single legal, economical and institutional (including - informational) field of Ukraine with further identification of the basic (most probable) scenario - within 7-10 upcoming years: during 2028-2030. Among the other proposed measures of state regulatory policy are: determination of additional expected results of adoption and effective and socially responsible implementation of the SED in relation to increase of the investment attractiveness of Donetsk and Luhansk oblasts and formation of an effective management system for newly formed communities (with substantiated relevant Indicators 2030); departure from the generalized approach to the characterization of the territories of Donetsk and Luhansk oblasts controlled by Ukraine; taking into account and reflecting in the SED the agricultural structure and the direction of functioning of the modern regional subcomplex of Luhansk region (with proposals of improving the structure of the agro-food sector of Luhansk region), as well as the necessity to identify priority "growth points" of socio-economic development of Donetsk and Luhansk regions (with the selection of such "growth points" on the example of the Luhansk region).

The article is devoted to the creation of a method for using of neural networks approach in solving problems of energy efficiency management at the industrial enterprise. The method allows to obtain an approximate expected value of the energy intensity of production, depending on the values of the main factors affecting it. The multilayer perceptron was chosen as the type of neural network, synthesis of which was carried out by using the genetic algorithm. When sampling for the synthesis of a neural network, we used the results that were obtained by means of a priori ranking, correlation and regression analysis based on the statistical data of industrial enterprises in machine-building profile. The recommendations of the use of the method and the application of its results in the practical implementation at the industrial enterprise are given. Calculations based on the aforementioned method ensured a high precision of prediction of energy intensity values for industrial enterprises that were included in the sample during the synthesis of the neural network, and an acceptable error while testing on industrial enterprises from a test sample.

Modeling the processes of creating and improving production technologies is one of the most important tasks in the sphere of providing competitiveness for enterprises, branches and complexes in the strategic aspect. For the moment, the model Gartner’s Hype Cycle is used for the specified tasks, which describes changes in expectations from technologies in the course of a determined period of time from the moment when this technology appears to the moment of its complete development. At that, the results of analysis of literary sources on the explored theme speak about the lack of effective instruments for mathematical description of the process of developing and implementing production technologies in the practice of industrial enterprises. The given circumstance has validated the necessity of working out a mathematic model for the specified process; its elements should have a determined functional designation and it enables comparing the processes of development of different technologies.

The modern imperatives of the social and economic development of our country brought to the forefront the determination of the conceptual approaches to the long- and medium-term national development programs. The paper contributes to solving the problem with the focus to elaborate the system of mechanisms of the institutional provision of the state policy to stimulate the innovations of industrial enterprises. Its objective is to form a complex system of financial, organizational and administrative mechanisms of innovation stimulation in industrial enterprises. System, functional, statistic and factor analysis methods were applied for this purpose. Among the results achieved with the given methods there is a conception of the system of institutional provision of the innovative activity concentration of innovation activity of industrial enterprises and the formation of the terms to advance the development of the high- and medium- tech manUfacturing sectors. A perspective area of the further work based on the conception elaborated is to solve the innovations development problems using the complex of the means initiated by the authors to stimulate innovation activity of the enterprises and organizations.

The article is devoted to the analysis of improving budget process trends. The author offers the concept of "financial technologism". Its usage should promote an essential improvement of the budget process. The given concept is based on the fact that the regulation of budget procedure is the process of determination of "rules of the game", and the order of interaction of different institutions within the framework of the budget process, and the trends and volumes of expenses are the strategy of institutions. The procedure within the budget process plays a principal role as compared with the trends and volumes of public expenditures.

The paper presents the analysis of the data received from the survey of heads of industrial enterprises and also experts-researchers in 2003-2004. The data describe the economic state of enterprises and their position in competitive, administrative, intermediary, financial etc. environment. The assumption of essential heterogeneity of the set of industrial enterprises, including enterprises of the same sector or the same territorial formation is confirmed. It is shown that Russian industrial enterprises as a rule do not feel influence of the stock market situation while the condition of the currency market influences the majority of enterprises. The sensitivity of enterprises depends on their economic situation: the better is the state, the stronger is the influence. Weak influence of the investment and administrative environment on the state of enterprises and negative influence of the activity of intermediary organizations are registered. More than 2/3 of the respondents consider important strengthening of the responsibility of large proprietors for inefficient activity of their enterprises. Lack of the strategic approach in the activity of authorities of all levels is ascertained and the necessity of development and realization of industrial policy at all administrative levels, including the municipal one, is shown.

The selection and determination of appropriate learning strategies can improve the results to be obtained from the application of classroom learning models. This writing aims to discipline students to develop individual abilities of students to be more active in the learning process and improve the quality of learning. The learning process in Indonesia in general only uses conventional learning models that make students passive and undeveloped. In order for the quality of learning to increase, the Team Assisted Individualization learning model is combined with the task learning and forced strategies. The Team Assisted Individualization cooperative learning model is one of the cooperative learning models that combines learning individually and in groups. Meanwhile, task and forced learning strategies are strategies that focus on giving assignments that require students to complete them on time so that the learning process can run effectively. Students are required to do assignments according to the given deadline. This makes students become familiar with the tasks given by the teacher. Combining or modifying the learning model of the assisted individualization team with forced and forced learning strategies is expected to be able to make students more active, disciplined, independent, creative in learning and responsible for the tasks assigned. Therefore this method of incorporation is very necessary in the learning process and can be applied to improve the quality of learning in schools.

Formulae have been obtained that are necessary to calculate cumulative deformation in the process of straitened extrusion in the central area closed to the working end of the counterpunch. The general method of plastic flow proposed by A. L. Vorontsov was used. The obtained formulae allow one to determine the deformed state of a billet in any point of the given area. The formulae should be used to take into account the strengthening of the extruded material.

Introduction. One of the leading causes of occupational health loss, especially in mining and machine-building enterprises, is the combined impact of industrial noise and vibration. The wide prevalence of cardiovascular diseases is one of the most important medical and social problems, due to persistent disability and high mortality, bringing prevention of health disorders to the first place as the basis for preserving labor longevity. The aim of study is to identify the main approaches aimed at preventing health problems in workers who come into contact with vibration and noise at mining and machine-building enterprises. Materials and methods. A survey and survey of 296 industrial workers was conducted. Group 1 (160 people) included men who were exposed to noise and vibration factors above the maximum permissible levels, group 2 consisted of 136 men who did not have direct contact with noise and vibration generating equipment. When conducting an in-depth laboratory and instrumental examination in a hospital setting, all workers additionally calculated the level of cardiovascular risk on the SCORE scale. Statistical analysis was performed using the software package "Statistica 6.0". Results. It is determined that the priority adverse factors of the working environment in production are noise and vibration. It has been shown that individuals who come into contact with these factors are more likely to detect violations of lipid metabolism and endothelial function, have a higher average heart rate and systolic blood pressure, and have an increased risk of developing cardiovascular diseases. Conclusions. Taking into account the obtained results of the proposed diagnostic approaches aimed at the prevention of health disorders among workers of industrial enterprises. If employees are found to have an increased cardiovascular risk, it is necessary to conduct a more in-depth examination and timely medical and preventive measures.
