Disinformation has reduced public confidence in the government and scientists in handling Covid-19. These conditions hamper the overall handling of the Covid-19 pandemic. In the context of responding to a global pandemic, disinformation greatly affects the country's response to a global pandemic by undermining trust, creating fear, and sometimes leading to harmful behavior. It is important for policy makers to understand disinformation and how to respond to it. This study uses a literature review approach with data sources coming from several documents that have been verified and have a relationship with the object of study. The stages of the study start from choosing a review topic, finding and selecting appropriate articles, analyzing and synthesizing the literature, and finally presenting a review of the study. the results show that the government should have official information channels with verified, transparent, sustainable and fast sources of information. The government must also provide clear and definite information through official channels and trusted media. The government must also ensure the consistency of information. In addition, the government must maintain a transparent pattern of communication about the situation, actions and risks it takes. The aim is to restore public trust in public institutions, in information that has been conveyed by the government to the public as well as guidelines that have been provided by the government to the public, such as health protocol guidelines and the last is "Pre-bunk", or be aware of the potential for disinformation before occurred, as part of a public information and communication campaign.

AbstrakPersoalan utama dalam upaya penanganan wabah Covid-19 adalah pemerintah kesulitan memperoleh kepatuhan masyarakat untuk mentaati kebijakannya sesuai protokol kesehatan. Berbagai kebijakan ataupun himbauan pemerintah tentang protokol kesehatan terkesan diabaikan atau tidak dipatuhi masyarakat. Studi ini menggunakan konsep legitimasi untuk memahami  ketidakpatuhan masyarakat dalam upaya penanganan wabah Covid-19. Metode yang digunakan dalam studi ini adalah penelurusan kepustakaan dan dokumentasi. Hasil studi menunjukkan bawha dalam penanganan Covid-19 pemerintah mengalami krisis legitimasi, sehingga pememerintah mendapatkan tentangan (resistensi), dan kepercayaan masyarakat terhadap hukum, peraturan dan keputusannya akan meluap. Hal terjadi karena pencintraan politik berlebihan yang hanya melahirkan demokrasi semu tanpa fondasi politik yang kuat. Pemerintah seperti ini sulit mengharapkan kepatuhan masyarakat dalam situasi krisis. Kata Kunci: pandemi global, krisis legitimasi, politik pencitraan Abstract The main problem in the efforts to deal with the Covid-19 outbreak was that the government had difficulty obtaining community compliance to comply with its policies according to health protocols. Various policies or government appeals on health protocols appear to be ignored or not obeyed by the public. This study uses the concept of legitimacy to understand community non-compliance in efforts to deal with the Covid-19 outbreak. The method used in this study is searching literature and documentation. The results of the study showed that in handling Covid-19 the government experienced a crisis of legitimacy, so that the government received opposition (resistance), and public confidence in the laws, regulations and decisions would overflow. This happened because of excessive political intelligence which only gave birth to pseudo democracy without a strong political foundation. The idea of direct democracy has been regarded as an unachievable ideal by political philosophers throughout history. Previously, the direct and sustainable participation of the public in trifling affairs related to their destiny wasn’t possible. By developing electronism, the possibility of direct and continuous polls makes direct democracy achievable. However, temporary polls can never refer to deliberated opinions of the people. Therefore, designing a system of continuously collecting public opinions about details of social life is necessary. Strategic era based cellular planning system (ECPS) using “Comprehensive system of the public information and communication” provides the capacity of gathering the opinions of various interest groups of the society as executable scenarios and saving to the database of system in order to chose them for implementation in accordance with their attractiveness and requirements of each era, depending on the opinions of the people and policy makers. In this regard, the possibility of continuous restructuring of social institutions based on deliberated opinions of people is provided. In this way, it prevents the imposition stemmed from traditions established in the old social institutions; so, democracy can be realized in its real sense away from traditions, institutions and power of political parties.

The application of Information and Communication Technologies (ICT) by the government to deliver various services to the public, to ensure citizens’ better access to public information, to simplify and ameliorate the process of governance refers as e-Government. Developing countries taking inspiration from developed nations’ success in streamlining governance through e-Government, trying to adapt and replicate initiatives. Bangladesh ranks high among these aspiring nations. Nonetheless, there are hordes of predicaments that impede the effective execution of e-government in Bangladesh. This article relied on archival analysis of relevant laws, policy documents and academic papers on the issue and drawn conclusions based on these. It presented the concept of e-Government; discussed benefits to gain, barriers to face and probable road ahead for developing countries with special focus on Bangladesh. From the appraisal of existing programmes it is detected that e–Government holds many prospects for Bangladesh. If implemented properly it will enhance competence, increase transparency and will augment socio-economic development.

At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

AbstractThe purpose of this research paper was to explore how HIV/AIDS manipulate nurses’ perception of their workload and pay in the era of HIV/AIDS in Gaborone and the surrounding areas of Botswana. The health care sector in Botswana is overwhelmed by HIV/AIDS, and this takes a toll on the nurses because they are the ones at the forefront in the fight against this demanding and risky illness at the workplace. The focus in this study was on the workload and pay in the era of HIV/AIDS. The general picture that emerges from the current study is that nurses are dissatisfied with their pay and to some extent the workload and this supports some of the earlier studies which reinforce their importance in the workplace. The study used both primary and secondary sources of information. For the purpose of this study convenience sampling was used. A questionnaire was used for data collection. The study adapted Index of Organizational Reactions (IOR). The findings of the current study will help the government to design strategies that will increase the level of job satisfaction among the nurses in the public health care sector of Botswana.

Performance of the Nigerian public service has been a major concern to policy makers and researchers alike. This is because despite all measures put in place to arrest the ugly trend, it seems, it has defied all approaches towards tackling the problem of inefficiency and capacity collapse. Work ethics, attitudes and values can be influenced by the organization, through interventions like training, motivation and coaching, etc. However, they cannot be changed forcibly because they are intrinsic. It is, therefore, of fundamental importance that public functionaries act justly and fairly to all, not only paying lip service to ethical conduct but also ensuring that these are manifestly and undoubtedly seen to be done. This paper discusses the challenges of work ethics, values, attitudes and performance in the Nigerian public service. The major causes of unethical conduct in the public service were identified and the institutional mechanisms established by the government to curb these unethical behaviours were examined. This paper adopted content analysis as a method of data gathering and analysis. It suggested viable options for effective and efficient service-oriented public service.

China is upgrading its bilateral investment treaties (BITs), and in the meantime embracing free trade agreements (FTAs), which can be accommodated to offer international investment rules (IIRs). A specific question in this regard will be: shall the investment issues be left to the upgraded BIT or proposed FTA? Given the trend that the investment rules embodied in the FTAs are increasingly intended to replace BITs between contracting states, this question, which poses a preliminary issue to the trade policy-makers of China and its partners, must be addressed from the public policy choice point of view. The paper argues for a sequencing of bilateral investment rule-making and proposes that unless the proposed FTA with investment rules is to leave policy space for the government, the BIT shall be given a due role to play in the course of economic integration between China and its partners.

Corruption in the public and private sector has become a major problem to the government. Corruption is a serious problem that has become a topic of debate lately, especially in the mass media. Several negative effects will arise as a result of this corruption problem. The main objective of this paper is to analyse the prevailing corruption in land administration. Thus, the trend of corruption in land administration is deeply rooted and it could jeopardize public confidence in the institution of land office. This paper aims to identify the factors of the problem of corruption, recommendations and solutions to curb these crimes from occurring and to identify whether Malaysian Anti-Corruption Commission (MACC Act 2009) is able to provide solutions to the problems of the crime. The library research and content analysis method are being used in this study. The finding of this research shows that there are several factors of corruption have been identified occurring in the land administration. The MACC Act 2009 appears to have a lot of loopholes in the effort to curb the problem of corruption. This study will highlight some of the proposed recommendations according to Islamic perspective to ensure the interests and rights of all parties involved.   Keywords: corruption, land administration, Malaysian Anti-Corruption Commission Act 2009, recommendations and solutions according to Islamic law.   Rasuah dalam sektor awam dan swasta telah menjadi satu masalah utama bagi kerajaan. Rasuah merupakan gejala serius yang sering menjadi topik perbincangan sejak akhir-akhir ini terutamanya dalam media massa. Di samping itu juga, pelbagai kesan negatif yang akan timbul akibat daripada masalah rasuah ini. Objektif utama penulisan ini di buat adalah untuk melihat gejala rasuah yang berlaku dalam pentadbiran tanah. Justeru itu, trend jenayah rasuah dalam pentadbiran tanah yang semakin meningkat amatlah membimbangkan kerana ia boleh menggugat kepercayaan orang ramai terhadap institusi pejabat tanah. Kertas kerja ini bertujuan untuk mengenal pasti punca masalah rasuah, beberapa cadangan penambahbaikan dan jalan penyelesaian bagi mengekang jenayah ini dari terus berlaku. Perbincangan ini turut mengupas Akta Suruhanjaya Pencegahan Rasuah Malaysia 2009 (ASPRM 2009) adakah mampu memberi penyelesaian kepada permasalahan jenayah ini. Kajian kepustakaan dan kaedah analisis kandungan digunakan dalam kajian ini. Hasil kajian mendapati terdapat beberapa punca masalah rasuah yang telah dikenal pasti berlaku dalam pentadbiran tanah dan ASPRM 2009 turut dilihat masih longgar dalam usaha untuk mengekang masalah rasuah ini. Penulisan ini akan mengutarakan beberapa cadangan penambahbaikan menurut perspektif Islam dalam menjamin kepentingan dan hak-hak semua pihak yang terlibat.   Kata kunci: rasuah, pentadbiran tanah, Akta Suruhanjaya Pencegahan Rasuah Malaysia 2009, cadangan dan penyelesaian menurut undang-undang Islam.

IntroductionThe Scottish Medicines Consortium (SMC) provides advice on which new medicines should be accepted for routine use by the NHS in Scotland. To help increase the accessibility of the advice, SMC produces public information summaries, which have been published on the SMC website since 2018. We conducted an evaluation to investigate if the public summaries are achieving their purpose and subsequently help inform improvements from a user perspective. The objectives were to determine how the public summaries are being used; what users like and what could be improved; and if they have achieved a greater understanding of decisions.MethodsThe first stage of the evaluation involved surveying patient groups (organizations that represent the interests of patients, families and carers) to investigate how they use the public summaries. We then conducted workshops with patient groups and Public Partners (members of the public that volunteer with Healthcare Improvement Scotland) to gather perspectives on the content, language and layout of a selection of public summaries.ResultsThe survey responses (n = 14) illustrate that the public summaries are being used in a variety of ways. The majority (n = 10) of patient groups reported using the public summaries to help explain SMC decisions to the people they support.The workshops highlighted that participants found the public summaries clear and helpful. In general, patient groups felt the level of detail and language used in the public summaries improved their understanding of SMC decisions compared to other sources of information, such as the press release or Detailed Advice Document.There were a number of suggested improvements, including changing the layout (so the SMC decision appears first) and providing definitions for some technical terms. Where actionable, these recommendations have been implemented.ConclusionsWorking in partnership with patient groups and Public Partners has enabled SMC to further strengthen public summaries, and patient engagement more broadly. Improvements have ensured that SMC's decisions are communicated clearly, helping to increase accessibility.
