The idea of direct democracy has been regarded as an unachievable ideal by political philosophers throughout history. Previously, the direct and sustainable participation of the public in trifling affairs related to their destiny wasn’t possible. By developing electronism, the possibility of direct and continuous polls makes direct democracy achievable. However, temporary polls can never refer to deliberated opinions of the people. Therefore, designing a system of continuously collecting public opinions about details of social life is necessary. Strategic era based cellular planning system (ECPS) using “Comprehensive system of the public information and communication” provides the capacity of gathering the opinions of various interest groups of the society as executable scenarios and saving to the database of system in order to chose them for implementation in accordance with their attractiveness and requirements of each era, depending on the opinions of the people and policy makers. In this regard, the possibility of continuous restructuring of social institutions based on deliberated opinions of people is provided. In this way, it prevents the imposition stemmed from traditions established in the old social institutions; so, democracy can be realized in its real sense away from traditions, institutions and power of political parties.

Disinformation has reduced public confidence in the government and scientists in handling Covid-19. These conditions hamper the overall handling of the Covid-19 pandemic. In the context of responding to a global pandemic, disinformation greatly affects the country's response to a global pandemic by undermining trust, creating fear, and sometimes leading to harmful behavior. It is important for policy makers to understand disinformation and how to respond to it. This study uses a literature review approach with data sources coming from several documents that have been verified and have a relationship with the object of study. The stages of the study start from choosing a review topic, finding and selecting appropriate articles, analyzing and synthesizing the literature, and finally presenting a review of the study. the results show that the government should have official information channels with verified, transparent, sustainable and fast sources of information. The government must also provide clear and definite information through official channels and trusted media. The government must also ensure the consistency of information. In addition, the government must maintain a transparent pattern of communication about the situation, actions and risks it takes. The aim is to restore public trust in public institutions, in information that has been conveyed by the government to the public as well as guidelines that have been provided by the government to the public, such as health protocol guidelines and the last is "Pre-bunk", or be aware of the potential for disinformation before occurred, as part of a public information and communication campaign.

Summary The aim of this article is to present the essence and significance of information and communication in public administration in the context of the management control. Broadly understood information in public administration allows both to control the activity of this administration and to make correct decisions and actions in order to perform public tasks effectively. Therefore, the existence of a proper system for sharing and exchanging information is an essential component of the management control, ensuring the execution of the tasks and objectives in a way that is consistent with the law, effective, efficient and timely. The article points to i.a. the types of information and means of communication that may be deemed effective or legally acceptable tools for conveying information and communicating in public information. In this context it should be emphasised that - in particular - sharing public information requires that a relevant form be retained and a proper sharing procedure be followed.

Abstract: Ten years after the emergence of the World Wide Web, the implications of new digital technologies for the news and public information function of the media are still a topic of vigorous debate. This paper, which is merely a preliminary report on an unfinished review of the literature pre-dating that event, revisits some of the critical analyses that had been articulated about the new digital media when the Web emerged. The intent of this larger, not-yet-completed project is to evaluate some major tendencies, already mapped a decade ago by research in the political economy of telecommunication, against the actual outcomes of the intervening decade of development and use of the new digital technologies of information and communication. Where the early predictions are confirmed, this re-evaluation may provide a simple means to distinguish persistent structural distortions in the public information environment from transitory or local effects, superficial influences, and alarmist predictions. Where the early results are refuted or less clearly confirmed, it may provide insight into the limits of political-economic methods of analysis.

Abstract (English)The purpose of this study was to determine the extent to which the implementation of the Law on Public Information Disclosure No. 14/2008 at the Communication and Information Office of Baubau City. The method uses the Merilee S. Grindle Policy Implementation model, which implements it is very supportive of the content of the policy (Content of Policy) and the context of its implementation (Context of policy) and in its implementation, it has been running optimally but there are still some problems that cause disputes over public information. Other research results show that the Baubau City Communication and Informatics Office has been very good at providing public information services that have been previously requested by the community. The applicant's lack of understanding regarding the Law on Public Information Disclosure made the Office have to provide as detailed an explanation as possible about the Law. The understanding of the employees of the Baubau City Communication and Informatics Office regarding the Law on Public Information Disclosure is quite good, however, there is an application for information that is convoluted and makes it less acceptable to the public      Keywords: Public Information Systems, Information and Communication Technology, Public Services; Government, Public   Abstrak (Indonesia)Tujuan penelitian ini adalah untuk mengetahui sejauh mana penerapan UU Keterbukaan Informasi Publik No.14 Tahun 2008 Pada Dinas Komunikasi dan Informasi Kota Baubau. Griendle, yang penerapannya sangat dipengaruhi oleh isi kebijakan (Content of Policy) dan konteks implementasinya (Context of policy) dan dalam pelaksanaannya sudah berjalan optimal namun masih terdapat beberapa masalah yang menyebabkan sengketa informasi publik. Hasil penelitian lainnya bahwa pihak Dinas Komunikasi dan Informasi Kota Baubau sudah sangat baik dalam pemberian pelayanan penyediaan informasi publik yang telah dimohonkan sebelumnya oleh masyarakat. Pemahaman yang kurang dari pemohon informasi mengenai UU Keterbukaan Informasi Publik membuat Dinas tersebut harus memberikan penjelasan yang sedetail mungkin mengenai UU tersebut. Pemahaman pegawai Dinas Komunikasi dan Informasi Kota Baubau mengenai UU Keterbukaan Informasi Publik sudah cukup baik, namun ada menjadikan permohonan terhadap suatu informasi dibuat berbelit-belit serta menjadikan kurang diterima oleh masyarakat. Kata Kunci: Pelayanan Publik; Pemerintah; Sistem Informasi Publik; Teknologi Informasi dan Komunikasi;  Masyarakat

The application of Information and Communication Technologies (ICT) by the government to deliver various services to the public, to ensure citizens’ better access to public information, to simplify and ameliorate the process of governance refers as e-Government. Developing countries taking inspiration from developed nations’ success in streamlining governance through e-Government, trying to adapt and replicate initiatives. Bangladesh ranks high among these aspiring nations. Nonetheless, there are hordes of predicaments that impede the effective execution of e-government in Bangladesh. This article relied on archival analysis of relevant laws, policy documents and academic papers on the issue and drawn conclusions based on these. It presented the concept of e-Government; discussed benefits to gain, barriers to face and probable road ahead for developing countries with special focus on Bangladesh. From the appraisal of existing programmes it is detected that e–Government holds many prospects for Bangladesh. If implemented properly it will enhance competence, increase transparency and will augment socio-economic development.

<p>The present work presents some transformations that have occurred in Brazil in recent years in the public transparency aspect, mainly in view of the legal structure after the signing of the Open Government Partnership (OGP) treaty. In summary, it exposes beyond the legal apparatus, the growth of the portal of public transparency and the classification of the country regarding the opening of public information, theme of item 2 - Transparency and Open Government. Contemporary literature has addressed the potential of the Internet to broaden the possibilities of bringing together the State and society by providing information on legislative activities and governmental procedures, contributing to a greater possibility for citizens to know and make use of their rights and how to act more actively as a social actor. With the use of Information and Communication Technology, especially after the various legal aspects adopted by Brazil, this public participation has expanded and gained more relevance. Briefly, the opening of public information increases the level of confidence of the administrations and enables the wide inspection of citizens, legitimizing and strengthening the presence of the state and in accordance with constitutional principles.</p>

This research aims to determine the implementation of public information on BPK Jambi Provincial representative under UU No. 14 of 2008 on public information disclosure and the problems faced and efforts to resolve the issue. Therefore, this research is an empirical research law with a socio approach to legal research. Research data is collected through document studies and interviews with respondents and informant that are relevant to the research object. From the results of the research is known that the implementation of public information in BPK Jambi Provincial representatives has reflected the principles of providing public information services as stipulated in the UU KIP.  Public information is provided openly through the provision and provision of public information conducted directly through the Information and Communication Center (PIK) and also accessible through the BPK website, so as to enable the public to obtain a variety of public information that is managed by the BPK quickly and easily free of charge. Nevertheless, in the provision of information encountered problems, caused by the high level of public curiosity to the BPK provincial representatives have not been balanced with the level of public understanding of the task of the BPK function along with the policies and procedures of providing public information by BPK. Because it needs to be balanced with the improvement of socialization to the community so that the environment is manifested public information disclosure that more guarantees the fulfillment of community needs in obtaining information.
