The article discusses the problems of modern linguodidactics, which attaches great importance to the cultural component of the content of education. The development of society is characterized by an increasing interest in the development of national languages and cultures. In the independent states of the CIS, a special role in the development of languages and cultures is played by the functioning of the Russian language, which, due to objective historical, social and linguistic factors, continues to play the role of means of interethnic communication among the peoples inhabiting these states. Accounting for native culture in teaching Russian is a subject of great attention and growing interest of researchers. The article reveals the research methodology of the library space of the Commonwealth of Independent States (CIS) based on the theory of self-organization (synergetics). Synergetics as the direction of post-non-classical science was developed at the end of the last — the beginning of the new Millennium in the works of a number of researchers who proved the universality of this methodology and its applicability to the study of processes occurring in society. However, until the 2000s, this methodology did not get worthy application in the library science. The relevance of this study is that the modern library science requires a new worldview-methodological approach to the investigation of processes taking place in the cultural and library sphere, which will help to develop and enrich the successfully used method of system analysis. Based on this, the author sets the task to study the library space of the CIS as a self-organizing system that is in the process of evolution over a long historical period. The article considers the library space as a dynamically developing system of social nature. The author traces its cause-and-effect relations, conditions and factors in historical perspective and modern aspects. The concept of “library space of the CIS countries” arose after the disintegration of the Soviet Union in 1991 and as a result of formation of the CIS to refer to the form of interstate library interaction and cooperation. The article studies the library space of the CIS countries as a system of interaction of libraries formed in the post-Soviet period, the basis of which is their belonging to the Commonwealth of Independent States, within which the interstate relations of libraries are developing, basing on long historical and cultural ties between them; and the Russian language is the language of professional and interpersonal communication. The author presents the descriptive model of interaction system of libraries of the CIS countries with the main features and principles of construction. The article establishes that the CIS library space is characterized by features of a complex, open, dynamic self-organizing system. The methodological nature and theoretical philosophical significance of the article make it interesting for librarians, science theorists and cultural scientists.

Any attempt to spread knowledge of international humanitarian law (the law of armed conflict) and its corresponding obligations among the military and political authorities of a country must be matched by an effort to introduce the subject into academic programmes, where the subject will be taught and studied in greater depth.Today, international humanitarian law is a minor component of the academic curriculum at universities in the countries of the Commonwealth of Independent States (CIS), constituting only a small part of the public international law course offered at leading law faculties. Until very recently, although the relevant treaties and instruments of international humanitarian law existed in the Russian language, they were not readily available in libraries and were very seldom the subject of academic study and research.

The aim of this research was the reconstruction of the system of categories through which Russians perceive the countries of the Commonwealth of Independent States (CIS), Europe, and the world as a whole; to study the implicit model of the geopolitical space; to analyze the stereotypes in the perception of different countries and the superposition of mental geopolitical representations onto the geographic map. The techniques of psychosemantics by Petrenko, originating in the semantic differential of Osgood and Kelly's “repertory grids,” were used as working tools. Multidimensional semantic spaces act as operational models of the structures of consciousness, and the positions of countries in multidimensional space reflect the geopolitical stereotypes of respondents about these countries. Because of the transformation of geopolitical reality representations in mass consciousness, the commonly used classification of countries as socialist, capitalist, and developing is being replaced by other structures. Four invariant factors of the countries' descriptions were identified. They are connected with Economic and Political Well-being, Military Might, Friendliness toward Russia, and Spirituality and the Level of Culture. It seems that the structure has not been explained in adequate detail and is not clearly realized by the individuals. There is an interrelationship between the democratic political structure of a country and its prosperity in the political mentality of Russian respondents. Russian public consciousness painfully strives for a new geopolitical identity and place in the commonwealth of states. It also signifies the country's interest and orientation toward the East in the search for geopolitical partners. The construct system of geopolitical perception also depends on the region of perception.
