The article represents the analysis of modern integration processes in the field of education in the Commonwealth of Independent States (CIS). As it is stated in the article, globalization, global transformation, and integration of countries actualize the problems of developing common approaches and strategies to improve the quality of education and to meet the new challenges of the developing post-industrial society based on knowledge, information, and innovations. The role of human capital is increasing under quite new conditions of cultural, social, economic, and technological development of the members of the CIS. One of the central ideas of the article is the problem of improving national systems of compulsory and professional education as the main resources to harmonize them due to the interests of the CIS and to increase the quality of the training of personnel, the development of their academic and socio-professional mobility of the population in these countries. The aim is to ensure the competitiveness of the national education systems of the CIS in the global education market. Cooperation in the field of pedagogical and educational sciences and teacher training has significantly intensified. The Russian language plays a special role in the integration processes in the CIS. The present-day tendencies and strategies of the development of the common CIS education space are characterized in the article.

This article is the latest in a series of publications on international comparative educational studies of the structure and content features of different national models of training for tourism. Based on the analysis of the degree of knowledge of the structure and content of tourism education, its specific features, especially foreign models, the basic methodological concepts and content of comparative educational research the article proves the conclusion about the necessity of applying the principle of accounting for processes of globalization as a leading principle of comparative pedagogical analysis for tourism education. Globalization processes affecting the socio-economic development of all countries are treated today as a catalyst for the development of world tourism, which is probably more than any other branches of economic activities develops in a constant mainstream development of advanced technologies and innovations. The degree of integration of national tourism in the world tourist area, and the level of development of the world standards of basic tourist services determine its competitiveness in the world. Thus, training for the tourism industry to a greater extent is aimed at studying the development of technology and quality standards recognized at the global level. Studies of professional education in the context of globalization processes have been carried out by many scientists, however, for the first time in this article fundamental accounting for processes of globalization in tourism education is suggested: national education system has integrated into the global education space [11] at the level of standardization of the structure, and this provision applies to the formation of any professional field; professional education in tourism, along with integration at the level of the structure has all the prerequisites to synchronize to a large extent the content of education as it relates to technology and organization of tourist services and the tourism product development.

The quality of education of a nation is determined by the quality of educators. Teachers as implementers of education at the basic, secondary and early age levels must have competencies and qualifications that meet national education standards. The Pre-service Teacher Professional Education Programs is a breakthrough to prepare certified professional teacher candidates. Teacher's requirements for academic qualifications are at least bachelor and must also have an educator certificate obtained through a certification program. With the end of certification through Teacher Professional Education and Training Programs, the entire certification process is taken through Teacher Professional Education Programs. This study uses a qualitative approach with library research method to find out ways in which the Pre-service Teacher Professional Education Programs policy meet the needs of professional teachers in Indonesia. In the implementation of Pre-service Teacher Professional Education Programs, there are still some challenges, namely: (1) the quality of Educational Personnel Education Institution, (2) the qualifications of prospective students, and (3) distribution of graduates. There need to be improvements in terms of governance and regulation to improve the effectiveness of the Pre-service Teacher Professional Education Programs.AbtrakKualitas pendidikan suatu bangsa ditentukan oleh kualitas pendidik. Guru sebagai pelaksana pendidikan pada jenjang dasar, menengah dan usia dini harus memiliki kompetensi dan kualifikasi yang memenuhi standar nasional pendidikan. Program Pendidikan Profesi Guru Prajabatan merupakan terobosan untuk menyiapkan calon guru profesional yang telah tersertifikasi. Persyaratan kualifikasi akademik guru setidaknya S-1 dan harus memiliki sertifikat pendidik yang diperoleh melalui program sertifikasi. Dengan berakhirnya sertifikasi melalui Program Pendidikan dan Latihan Profesi Guru maka seluruh proses sertifikasi ditempuh melalui Pendidikan Profesi Guru. Kajian ini menggunakan pendekatan kualitatif dengan metode kepustakaan (library research) untuk mengetahui bagaimana kebijakan Pendidikan Profesi Guru Prajabatan dalam pemenuhan kebutuhan guru profesional di Indonesia. Dalam pelaksanaannya Pendidikan Profesi Guru Prajabatan masih terkendala: (1) kualitas Lembaga Pendidikan Tenaga Kependidikan, (2) kualifikasi calon peserta didik, dan (3) penyerapan lulusan. Perlu adanya perbaikan dari sisi tata kelola dan regulasi guna meningkatkan efektivitas penyelenggaraan Pendidikan Profesi Guru Prajabatan.

AbstractElectoral assistance by the OSCE in the undemocratic states of the post-Soviet area is faced with a number of serious challenges: there has been no improvement in the quality of elections over the past decade; recommendations by the OSCE to improve electoral legislation are routinely disregarded in most countries; and, within the framework of the Commonwealth of Independent States, the undemocratic countries have stepped up a range of alternative electoral assistance activities that replicate and in large part contradict comparable OSCE efforts. This article discusses these three challenges and considers possible changes to the practice of OSCE electoral assistance that may contribute to its continued relevance and effectiveness.

The article discusses the problems of modern linguodidactics, which attaches great importance to the cultural component of the content of education. The development of society is characterized by an increasing interest in the development of national languages and cultures. In the independent states of the CIS, a special role in the development of languages and cultures is played by the functioning of the Russian language, which, due to objective historical, social and linguistic factors, continues to play the role of means of interethnic communication among the peoples inhabiting these states. Accounting for native culture in teaching Russian is a subject of great attention and growing interest of researchers. Interlingual dialogue as one of the ways to improve the efficiency of teaching Russian language, as a means of bringing together different national minds can fully develop only with the integrated use of data from different sciences.

Summary. The article is devoted to the study of the relevant issue in today’s world – the study of theoretical premises of modern concepts of ethno-national education. It examines the problems of educating the culture of interethnic relations in the youth environment. The relevance of the study is due to the need for the formation of attitudes towards interethnic tolerance among students, which determines the goal of the educational activities of each educational institution. The purpose of the article is to consider the theoretical foundations of ethno-national education and the possibilities of their practical application in educational work with students of a higher educational institution. The work was carried out at the empirical level of the structure of sociological knowledge. Methods of observation, questioning, interviewing and generalization of pedagogical experience allowed the author to determine the direction of work in the field of ethnic education of students. Based on the research carried out, the author draws conclusions about the quality of work in the field of ethno-national education of students at the university and offers recommendations for its improvement. The study showed predominantly supra-ethnic self-awareness of young people. Another unusual result of the study is a small percentage of students who speak their native (non-Russian) language – only 20 percent of the respondents. It is proposed that the parameters set require the pursuance of bigger researches on a nationwide scale.

The article reveals the research methodology of the library space of the Commonwealth of Independent States (CIS) based on the theory of self-organization (synergetics). Synergetics as the direction of post-non-classical science was developed at the end of the last — the beginning of the new Millennium in the works of a number of researchers who proved the universality of this methodology and its applicability to the study of processes occurring in society. However, until the 2000s, this methodology did not get worthy application in the library science. The relevance of this study is that the modern library science requires a new worldview-methodological approach to the investigation of processes taking place in the cultural and library sphere, which will help to develop and enrich the successfully used method of system analysis. Based on this, the author sets the task to study the library space of the CIS as a self-organizing system that is in the process of evolution over a long historical period. The article considers the library space as a dynamically developing system of social nature. The author traces its cause-and-effect relations, conditions and factors in historical perspective and modern aspects. The concept of “library space of the CIS countries” arose after the disintegration of the Soviet Union in 1991 and as a result of formation of the CIS to refer to the form of interstate library interaction and cooperation. The article studies the library space of the CIS countries as a system of interaction of libraries formed in the post-Soviet period, the basis of which is their belonging to the Commonwealth of Independent States, within which the interstate relations of libraries are developing, basing on long historical and cultural ties between them; and the Russian language is the language of professional and interpersonal communication. The author presents the descriptive model of interaction system of libraries of the CIS countries with the main features and principles of construction. The article establishes that the CIS library space is characterized by features of a complex, open, dynamic self-organizing system. The methodological nature and theoretical philosophical significance of the article make it interesting for librarians, science theorists and cultural scientists.

This article assesses the third international competition "The best teacher of Russian literature abroad". The competition involved the teachers of Russian language and literature from a variety of countries - The Commonwealth of Independent States, Baltic States, Europe, Asia, USA and Africa. At the final stage, which was held in Moscow, past competitive selection of teachers shared their techniques and revealed features of its implementation.
