Lyudmila Kh. Batagova

The article is devoted to the vital problem of formation of the Russian civic identity in the conditions of the multi-ethnic and multi-confessional region of the North Caucasus. The Russian identity is viewed as a complicated multilevel social phenomenon that combines several identities namely the ethnic identity, the confessional identity, and the civic identity. Using the data of social surveys the author shows compatibility of ethnic and civic identity in the poly-ethnic society. One of the tools for achieving a balance of identities is historical knowledge. Due to its being the most important form of human self-consciousness, and at the same time being the form of collective memory, history is the key mechanism of identification processes at different stages of personal and social development. Historical knowledge actualized in the institutes of higher education as part of the study of national history lays the foundations of patriotism and civic consciousness. It also forms a tolerant perception of inter-cultural diversity of society in the socio-historical aspect as well as in the ethnic and confessional aspects. The author uses concrete examples to demonstrate the most effective technologies in building the Russian identity in the context of the Russian History Course for the higher educational establishments. The article characterizes the cognitive-emotional basis of the identification process. It emphasizes the importance of forming a positive image of modern Russia as the common home of all peoples who have made a significant contribution to the development of its material and spiritual culture. The author notes that the study of the centuries-old experience of interaction between the peoples of Russia contributes to the strengthening of national consent and spiritual community of Russia’s ethnic groups. Based on the conducted research the author arrives at the conclusion that in the student environment of North Ossetia there are sufficient prerequisites and conditions for shaping an all-Russian civic identity.

Based on the analysis of the results of the scientific research “Ethnopolitical processes in the Caucasus in the assessments and perceptions of modern youth” (grant RFBR and ANO EISR No. 19-011-31300), the content and features of the formation of an all-Russian civic identity among young people in the North Caucasus are reviewed. The purpose of the study is to identify the risk of conflict in the process of forming the all-Russian identity of youth in the North Caucasus. The objectives of the study: determination of the ratio of the all-Russian civic, regional, ethnic and religious identity in the portfolio of identities of the youth in the North Caucasus, the main actors in the formation of the foundations of the all-Russian identity, the importance of patriotism and civic engagement for young people, as well as assessing the role of the state in the process of forming the all-Russian identity. The theoretical and methodological basis of the study is made up of the main approaches and concepts of understanding the all-Russian civic identity. The empirical basis is sociological research consisting of assessments and views of young people in the North Caucasus. For the region, an extremely important task is the formation and development of an all-Russian civic identity, its integration with ethnic and regional identities in the minds of young people. Civic, regional, ethnic and religious identity in the minds of young people in the North Caucasus is in an unstable equilibrium state, which carries the risks of a conflict of identities. There is a demand among young people for active participation in the socio-political life of the region. The influence of the state, represented by the education system and state media, on the formation of the socio-political views of young people in the region is decreasing, and the role of the blogosphere and social networks is increasing. The state can become a leading actor in the formation of the all-Russian identity of the region, subject to the creation of a favorable social environment and the formation of functional feedback mechanisms between the authorities and the region’s youth.

The present study considers the systems of norm and values, as well as the system of identities in the North Caucasus. The priority of the systems of norm and values that affect the system of identities of an individual and social groups in many respects de-pends on social discourses that dominate in the region. The ability to take into account the diversity and variability of interethnic, interfaith and intercul-tural interactions in the North Caucasus, as well as the specifics of political and social and economic processes in the region is not only a task and a re-quirement for state structures dealing with regional governance, but it is also one of the priority tasks of various research structures engaged in the analysis of the North Caucasus development. Despite a ra-ther complex and sometimes even contradictory structure of identities existing in the North Cauca-sus, the dominant identity is a civic identity (“I am a Russian citizen”). The empirical data obtained dur-ing the research allow to record that the respond-ents have of a system of multilayered identities, among which the civic identity is the dominant one. All this testifies to the fact that against the back-ground of the growth of ethnic self-awareness, at the same time, there is a complication of under-standing of the notion ethnic in the Caucasian worldview.
