One of the main factors for ensuring effective and honest work of civil servants is the formation of proper motivation and remuneration for the performance of tasks. Officials, along with other employees, strive public recognition of the results of their work. Encouragement of civil servants promotes the development of initiative, responsibility, confidence in their actions, a conscious attitude to work, mobilization to overcome difficulties and increase their credibility. Measures of material and moral support of civil servants help to realize the correct understanding of their labor obovyazkiv, helps to increase labor activity and improve the performance of the state body. The article analyzes the views of scholars on the interpretation of such a legal category as "encouragement". The provisions of the Law of Ukraine "On Civil Service" and bylaws regulating the grounds, types and procedure for applying incentives to civil servants are analyzed. It is established that the following types of incentives can be applied to civil servants: 1) announcement of gratitude; 2) awarding a diploma, a diploma, other departmental awards of a state body; 3) early assignment of the rank of civil servant; 4) presentation for awarding by government honors and awarding with a government award (congratulatory letter, thanks, diploma); 5) submission for state awards. The author proposes to expand the existing list of types of incentives for civil servants with such incentives as rewarding with a valuable gift and paying a bonus. The article also draws attention to the imperfections of the legal regulation of the procedure for applying certain types of incentives in the civil service. The author's definition of the term "encouragement of a civil servant" is proposed. It is concluded that the incentives for civil servants play an important role in enhancing their professional activities and are aimed at forming in them a conscientious attitude to work. However, some issues in this area still need significant refinement at the legislative level.

In the article is presented the scientific substantiation of standardization of the professional training (education) of the civil servants on the basis of the competent approach as a fundamental part of modernization of the civil service. The research establishes: among the main components of the modernization of the civil service of Ukraine is the reform of the professional training system for the civil servants, and part of it is the modernization of the professional training (education) of the civil servants; the lack of standardization of the professional training (education) of the civil servants of Ukraine; the need to take into account the experience of the developed countries of the world that standardized both the professional activities and appropriate professional training (education) of the employee based on a competent approach and mutually consistent with these standards.It was established that for the modernization of the system of professional training (education) of the civil servants of Ukraine in the conditions of European integration it is necessary: to clarify in the current legislation of Ukraine the concept of “competence” as a demonstrated ability to apply in practice knowledge and skills (in accordance with the standards of ISO 9001); to specify in the National Classifier (of professions) of Ukraine not only senior positions in the public administration, but also other positions of the civil service; to develop and approve professional standards for all the positions of the civil service of Ukraine; development of standards for higher education within the specialty “281. Public management and administration” based on the professional standards and in accordance with the National Qualifications Framework; clarify and legislatively establish a coherent set of competences to be held by higher education recipients (master, bachelor, junior bachelor) and civil servants in positions of categories “A” and “B” (the degree of higher education not lower than the master’s degree), category “C” (the degree of higher education is not lower than bachelor, junior bachelor).

The subject of this research is the normative sources that establish the rights, responsibilities and prohibitions in civil service, as well as the mechanisms for their implementation. The author dwells on the practical issues arising in the context of implementation of anti-corruption legislation associated with the right of the officers to exercise other paid activity, acquire and own securities, responsibility to notify about the possible colliding interests, limitation on the deed of gift due to their professional activities, providing data on income, expenses, property, and real obligations. Special attention is given to certain legal provisions of the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation, and courts of general jurisdiction related to the peculiarities of the legal status of civil officers. The scientific novelty consists in comprehensive examination of the legal issues in regulation of anti-corruption elements of the legal status of civil officers. The main conclusions lies in determination of the gaps and conflicts of legal regulation of such relations. Critical assessment is given to the case law on the appeal of the prosecutors to transfer the property with no evidence that it has been acquired with legitimate income to the income of the Russian Federation. The author formulates recommendations for the improvement of the existing federal legislation on countering corruption in civil service.

Introduction. The article discusses the necessary changes in the professional activities of psychologists in the field of education and the peculiarities of their training caused by the processes taking place in society (digitalization, the consequences of the coronavirus pandemic). The purpose of the article is to study the features of professional activity and training of psychologists in the field of education in the modern period. Research methodology and methods. The article was written using a descriptive method through the collection, generalization and analysis of scientific, educational and methodological literature, federal and regulatory documents on research issues. The material for the work was the results of research by domestic and foreign authors describing the problem of professional training of psychologists in the field of education. Research results and conclusion. The analysis of theoretical sources and practical activities of educational psychologists made it possible to formulate changes that need to be made in the requirements for their training, caused by the current situation. Such preparation is seen as a multifaceted and urgent problem, which is accompanied by a number of contradictions and requires further detailed research.

The article analyses art, scientific-pedagogical, and journalistic works of national and foreign scientists and artists regarding the problems of formation of performer’s charisma and its development in a student-vocalist in the process of professional training at university. On the basis of this, the content of the concept of “charisma” is revealed, charisma of a pop singer is characterised. The article defines the task of developing charisma as a professional quality of a future singer in conditions of university education — it’s a student’s preparation for a successful concert-performing activity. On the basis of the analysis of the educational program, the author determines the main professional competences of the future soloist-vocalist (vocal-performing, vocal-methodical, vocal-stage, and others), the formation of which is impossible without such quality of a singer as charisma. The examples from the experience of creative activity of the famous pop singers are given, the peculiarities of the development of their charismatic qualities are analyzed. The author views charisma as a professionally needed quality of a future soloist-vocalist. She puts the emphasis on the fact that charisma contributes to the successful implementation of skills and abilities in the vocal-stage activities, acquired by the students during the classes on solo singing, acting and stage language. It is noted that the level of formation of student’s charismatic qualities determines the level of his or her vocal-stage mastery and success of the further professional activities. In the research charisma of a performer is characterized as a component of the professional preparation of a future singer-vocalist, and also the factors of successful development of the student-vocalist’s charisma are proven — such as psychological and target orientation, natural inclinations, special abilities, talent, etc. The hypothesis of S. Hmyrina that the purposeful formation of charisma of the future soloist-vocalist in the process of professional training at the university ensures success of his or her further vocal-stage activities is confirmed.

The development of the public administration system in Ukraine is taking place in conditions of dynamic changes. Therewith, the rapid pace of innovative socio-political changes proposed by powerful political players in the modern world and domestic representatives of the local authorities, challenges the ability of people to adapt to new social circumstances. Given the urgency of improving the quality of public administration, there is a need to create an effective civil service. The study defines the theoretical and methodological principles of modern national development towards its improvement and the functioning of public authorities. The purpose of this study is to substantiate the essence of modern national development to improve the functioning of public authorities, the conditionality of socio-political, technological development of the country, the role of decentralisation in management. The study addresses issues related to the updating of the content of public service activities in the context of interaction between government and society. The task of the civil service is to implement a purposeful public policy. Unfortunately, in the current era, its implementation in practice may face certain difficulties. The study analyses the current state of modernisation of society and the governing bodies and provides recommendations for improving the mechanisms of decentralisation of power by civil service personnel. Based on the analysis, it was concluded that the relevant issue of the modern Ukraine lies with the improvement of the legal regulation of the civil service in the context that the bureaucratisation of professional activities reduces the quality of the management process

The contemporaneity needs of deep and comprehensive of modernization in the sphere higher education with allocation necessity for it resources and creating of mechanisms in their effective application. The European integrative direction of education will demand of ensuring of quality in the educational services in the process professional preparation of future specialists. Generally speaking, educational services must be more attractive, it must be improve by way of the sense improvement. The professional preparation of specialists in the branch of special education needs seeking off-standard of ways in the organization of teaching process. At the same time, the integration of educational subjects into professional preparation future teacher-speech therapists is a task of high priority. The integrative approach manifests itself in a job description. Differently, the job description presents as a process and result creating the unified, united integral educational system in the preparation future teacher-speech therapists. Then it needs carry out of searching and realization of different ways and manners in integration of the educational programs on the different level of professional preparation. That said, the professional composition at the preparation of a teacher-speech therapist accelerates forming of persuasions and the scientific outlook formation for future specialists and also trains students for the successful professional activities.

Purpose In the 10 years since the International Cluttering Association (ICA) was created, this organization has been growing in the scope of its initiatives, and in the variety of resources it makes available for people with cluttering (PWC). However, the awareness of this disorder and of the methods for its intervention remain limited in countries around the world. A celebration of the multinational and multicultural engagements of the ICA's Committee of the International Representatives is a common thread running through all the articles in this forum. The first article is a joint effort among international representatives from five continents and 15 countries, exploring various themes related to cluttering, such as awareness, research, professional preparation, intervention, and self-help groups. The second article, by Elizabeth Gosselin and David Ward, investigates attention performance in PWC. In the third article, Yvonne van Zaalen and Isabella Reichel explain how audiovisual feedback training can improve the monitoring skills of PWC, with both quantitative and qualitative benefits in cognitive, emotional, and social domains of communication. In the final article, Hilda Sønsterud examines whether the working alliance between the client and clinician may predict a successful cluttering therapy outcome. Conclusions Authors of this forum exchanged their expertise, creativity, and passion with the goal of solving the mystery of the disconcerting cluttering disorder with the hope that all PWC around the globe will have access to the most effective evidence-based treatments leading to blissful and successful communication.

Clinical supervision is recognized as a distinctive area of practice and expertise, yet professional preparation in this area remains inadequate. This paper presents functional information describing the development and implementation of an experimental course on administration, supervision, and private practice, based on graduate student perceptions and preferences for course content and types of learning activities. Current pedagogical trends for universal design in learning and fostering student engagement were emphasized, including problem-based and collaborative learning. Results suggest that students were highly pleased with course content, interactive and group activities, as well as with assessment procedures used.
