The correct application of production inputs for environmental and agricultural production sustainability is a key to successful production of maize. An electrically powered maize planter was designed and fabricated. Light reflecting optoelectronic field counter capable of detecting free falling object with equivalent or greater than 0.7 mm distance in planter delivery tube was designed and built to monitor seed drop on the planter. The device accurately counted the falling seeds with the planter forward speed of 1.38 m/s and seed delivery tube of 24 mm. The average number of two seeds was discharged per hole.

Cost of fuel has a significant impact on the input costs of agricultural production, especially during primary tillage. It is affected by several parameters including tractor forward speed, depths of ploughing, and plough types. The experiment was performed in a Soil Hall at Harper Adams University, United Kingdom, in April 2015. A Massey Ferguson 8480 4WD tractor was used for investigating objectives of this study. The experiment was performed in a sandy loam soil texture at 11.73% soil moisture content and 1.35 (g/cm3) dry bulk density to study the amount of fuel consumption (l/ha) and the performance of tractor with effect of moldboard and disc ploughs as ploughs type, 15 and 20 cm as ploughing depth and 5 and 7 km/h as tractor forward speeds. The results showed that fuel consumption with a disc plough 5% was higher compared to the moldboard. Fuel consumption decreased approximately 8% when tractor at 7 km/h. Fuel consumption significantly decreased about 34% when ploughing depth increased from 15 to 20 cm. The power requirement to operate moldboard plough was higher by about 14% than a disc. The power requirement at speeds of 7 km/h was higher compared to the speeds of 5 km/h by about 27%. When the depth of ploughing increased from 15 to 20 cm, the power requirement increased by about 1.5%.

The development of an automatic walking-type pepper transplanter could be effective in improving the mechanization rate in pepper cultivation, where the dibbling mechanism plays a vital role and determines planting performance and efficiency. The objective of this research was to determine a suitable working speed for a gear-driven dibbling mechanism appropriate for a pepper transplanter, while considering agronomic transplanting requirements. The proposed dibbling mechanism consisted of two dibbling hoppers that simultaneously collected free-falling seedlings from the supply mechanism and dibbled them into soil. To enable the smooth collection and plantation of pepper seedlings, analysis was carried out via a mathematical working trajectory model of the dibbling mechanism, virtual prototype simulation, and validation tests, using a physical prototype. In the mathematical model analysis and simulation, a 300 mm/s forward speed of the transplanter and a 60 rpm rotational speed of the dibbling mechanism were preferable in terms of seedling uprightness and low mulch film damage. During the field test, transplanting was conducted at a 40 mm planting depth, using different forward speed levels. Seedlings were freely supplied to the hopper from a distance of 80 mm, and the success rate for deposition was 96.79%. A forward speed of 300 mm/s with transplanting speed of 120 seedlings/min was preferable in terms of achieving a high degree of seedling uprightness (90 ± 3.26), a low rate of misplanting (8.19%), a low damage area on mulch film (2341.95 ± 2.89 mm2), high uniformity of planting depth (39.74 ± 0.48 mm), and low power consumption (40.91 ± 0.97 W).

The article deals with the features of the Russian policy of agriculture support in comparison with the EU and the US policies. Comparative analysis is held considering the scales and levels of collective agriculture support, sources of supporting means, levels and mechanisms of support of agricultural production manufacturers, its consumers, agrarian infrastructure establishments, manufacturers and consumers of each of the principal types of agriculture production. The author makes an attempt to estimate the consequences of Russia’s accession to the World Trade Organization based on a hypothesis that this will result in unification of the manufacturers and consumers’ protection levels in Russia with the countries that have long been WTO members.

In this paper, we assess the effects of agricultural state support of corporate farms on their revenues from agricultural production sales in 14 Russian regions that differ in technology, environment and institutional conditions. In addition to the direct effect of the state support, the indirect effects via labor and capital are revealed. For this purpose, we identify production functions and statistical models of production factors for each of these regions separately. We find out diverse effects of the state support on revenues among the regions. Positive effects prevail. Negative effects are mainly caused by labor reductions that follow subsidy inflows. Another cause of negative effects is the soft budget constraints phenomenon.

Problems of providing the population and agricultural production by qualitative potable and process water in the Central Yakutia are covered. This territory belongs to the region with acute shortage of water resources which is always a limiting factor of development of agricultural production. For the solution of this burning issue in the 80th years of the last century along the small rivers the systems of hydraulic engineering constructions providing requirements with process water practically of all settlements of the Central Yakutia were constructed. At a construction of all hydraulic engineering buildings the method of construction with preservation of soils of the basis of constructions in a frozen state was applied. When warming the climate which is observed in recent years hydraulic engineering constructions built in regions of a wide spread occurance of breeds of an ice complex and with the considerable volume of water weight, were especially vulnerable. On character and a design they experience continuous threat of damage and demand very attentive relation from the operating organizations. Taking this into account, safe operation of hydraulic engineering constructions in a zone of distribution of permafrost breeds demands new approaches. The article examines features of hydraulic engineering constructions’ operation of agricultural water supply objects in the Central Yakutia. Distinctiveness of hydraulic engineering constructions’ operation is that stability of constructions is intimately bound to temperature impact of a reservoir on ground dams’ body and the basis of constructions. The possibility of inclusion of ways for an intensification of a freezing of constructions in the structure of operational actions is studied. The new method on safe operation of hydraulic engineering constructions as prewinter abatement of the water level in a reservoir accounting volumes and norms of water consumption of the settlement is offered.
