This study was carried to analyze the technical efficiency of cowpea marketing in Mubi North. Both primary and secondary data were used. 120 questionnaires were administered only 74 were respondent to. The results were analyzed using data envelopment analysis (DEA) which involves constant return to scale (CCR) model and variable return to scale (BCC) model.  The result shows that majority of the respondents are male. And that majority about 41% of them fall within the age of 31-40 years. The Marital status of the respondents showed that majority about 73% of the marketers are married. And the result on Household size of the respondents revealed that majority about 83% of the marketers’ household size falls within 2-11 members. Level of education of the marketers showed that about 69% of them received low level formal education and majority with 2 to 17-years’ experience on cowpea marketing. majority of them about 69% are formally educated in one form or the other while 31% are informally educated. Income level of the respondents showed that more than half 54% of the marketers earned an income of 15,000 and below while 46% earned above 15,000. Results on the marketing experience of the respondents showed that majority of them have 2-6 years of experience. The results show that about 70% of the marketers belong to a cooperative while 30% do not. The study also delved into the challenges experienced by cowpea marketers. Based on the envelopment analysis result of cowpea marketing efficiency it revealed that socio-economic characteristics of the respondents has positive influence on the cowpea marketing efficiency. It provided suggestions for the Government and NGOS to implement that will curb these challenges.

The increasing need for food along with increasing population is one of the problems that must be resolved by Indonesia nation. The government is trying to increase rice production and productivity by using certified seeds. Certified seeds is expected to affect technical efficiency of rice farming. The objectives of this studies are to analyze the level of technical efficiency and to identify the factors that influence the technical efficiency of rice farming in various types of main sources of rice seeds in Indonesia. The study uses secondary data that obtained from Central Bureau of Statistic (BPS) as a results from the 2014 Rice Plant Business Household Survey (SPD 2014). Data were analyzed using stochastic frontier. The results showed that the average technical efficiency level achieved by farmers in rice farming is 0,656 or less than 0,70 (<0,70) so it can be said that rice farming in Indonesia is still technically inefficient. Factors that affecting the technical efficiency of rice farming in various types of main sources of rice seeds in Indonesia were age, formal education, dummy participation of agricultural extension, and dummy certified seeds.  Keywords: certified seeds, rice farming, stochastic frontier analysis, technical efficiency, non-certified seeds

Irish potato is one of the major staple food and cash crops in Cameroon. Several studies have been conducted on the agronomic aspect of the crop, but very little is known on the technical efficiency of potato producers in the country. This study examines the technical efficiency of smallholder Irish potato producers in the Santa subdivision and the determinants of technical efficiency. Data were collected through surveys of Irish potato producers, and analyses were conducted using Data Envelopment Analysis (DEA) and the Tobit model. The research findings imply that, in order to reduce the level of technical inefficiencies among smallholder Irish potato producers, appropriate training should be provided to farmers in order to improve their agronomic knowledge with respect to potato production. In addition, emphasis should be placed on policies and programs that promote extension services in order to improve the performance of Irish potato producers in the Santa subdivision. Again, more credit institutions, such as microfinance institutions, should be established by the government in order to help farmers access enough credit for potato production.

Efficiency is an important aspect for farmer that can be used as a measuring tools to make a decision regarding production among available options. There are many different types of efficiency on the farm businesses level, technical efficiency is the one important to note. The objectives of this research is (1) to describe the farming techniques and the use of paddy production inputs, (2) to evaluate the technical efficiency of paddy farm, and (3) to identify the factors that influence the technical efficiency of paddy farms in Kalibuaya Village, Telagasari district, Karawang regency. To analyze the data, data envelopment analysis (DEA) approach and tobit regression are applied. In 2014 growing season, farmers were did not use the inputs in the right amount as being recommended by the instructor, such as the use of seed and fertilizer. The use of Urea, NPK, and labor had the largest percentage of input slacks when compared to the other production inputs. Farmers could reduce the use of urea by 19,173 kg, NPK by 19,319 kg, and labor by 1,385 HOK to make the paddy farm technically efficient. One of the factors that can greatly influence the improvement of farming technical efficiency is the socio-economic factors. Factors that affecting the technical efficiency of paddy farm in Kalibuaya Village were the age, the level of formal education, the use of organic fertilizers, and farming experience. Using the right amount of inputs as recommended by the government can improve the efficiency of paddy farm.

AbstractRice is a staple food in East Java, and the average consumption is 100 kg/capita/year. However, rice productivity has declined dramatically in recent years. Food security can be reached by improving the technical efficiency of rice farming, especially in rice farming centers such as East Java Province. This study aims to measure technical efficiency and its determinants using two limit tobit. And it also aims to examine the effect of the technical efficiency of rice farming on food security using logit regression. Technical efficiency will be measured by using data envelopment analysis (DEA). The results show that the technical efficiency of rice farming is very low in East Java. Government assistance, irrigation, and extension have a significant effect on technical efficiency. Meanwhile, membership of farmer organization has no effect on technical efficiency. Around 69% of farmers can be categorized as food secure households. The estimation of logit regression shows that household size, income, land size, education, age, and gender significantly influence food security in East Java. Meanwhile, credit and technical efficiency did not have any significant effect.

This study aimed to evaluate the effectiveness of community restaurants (CRs), managed by the Government of the State of Bahia/Brazil, for the dimension of access to food. The study used secondary data obtained from the public opinion survey Profile of users of community restaurants in Salvador. The nutritional information was accessed through the analysis of CRs’ menus. Adequate effectiveness of access to food was considered when the CR served meals to 50% to 70% of the users considered the target audience (individuals served by the two CRs located in the city of Salvador/Bahia/Brazil). The participants (n = 1464; 778 as low-income individuals) were adult CR users from Salvador/Brazil. Most of the respondents were male, 40 to 54 years old, not white, had up to 9 years of formal education, without a partner, and living in the municipality of Salvador. The evaluated CRs are effective in serving 53.1% of the target population in their total service capacity. Meal provision only reached an estimated 0.7% of the socially vulnerable community in the district. The average energy value of the meal served by the CR units was 853.05 kcal/meal, with a mean energy density composition classified as average (1.15 kcal/g). The effectiveness of the evaluated community restaurants showed that these instruments were minimally effective in promoting access to food for the low-income population within their total daily service capacity, and the current quantity of these facilities was insufficient. However, these instruments stand out in the fundamental role of promoting the daily distribution of meals to the Brazilian population with the highest social vulnerability levels.

In the era of knowledge economy, a country’s economic competitiveness depends largely on the development level of high-tech industry. This paper evaluates the efficiency of China’s high-tech industry in 31 provinces in 2012 with data envelopment analysis. The empirical results are summarized as following. Firstly, when the effects of exogenous environmental variables are not controlled, the comprehensive technical efficiency of 31 provinces will be overestimated, the pure technical efficiency will be underestimated, and the scale efficiency value will be overestimated. Secondly, after eliminating the environmental impact, the comprehensive technical efficiency of 31 provinces with the average of 0.395 is rather low, due to the low scale efficiency.

The study aimed to assess the efficiency of health services provided by the government hospitals in various districts of the Kingdom of Saudi Arabia. The number of beds at hospitals, doctors, nursing staff and paramedical categories were used as inputs for the model. The average productivity efficiency of government hospitals in the districts of the Kingdom of Saudi Arabia in 2014 was 92.3%; whereas, the average internal production efficiency of these districts in the provision of health services through their respective hospitals was 94.7%; and the average external productivity efficiency in the different cities of the districts in Kingdom of the Saudi Arabia was 97.5%. It has been found that the average overall productivity efficiency was 90.2%, concerning the relative efficiency indicators of government hospitals, which were based on the hospitals’ distribution of Saudi Arabian districts in 2006. An analysis of the indicator showed that the average production efficiency of the services provided (internally) by the districts of the Kingdom of Saudi Arabia was 94.7%, and that the average of the external production efficiency for such services was 95.4%. The Data Envelopment Analysis is a successful technique in measuring the performance efficiency of hospitals and it also assists to identify possible improvement and reduction in cost.

This research aims to analyze the Implementation of Village Financial System (SISKEUDES)  towards the government organization in Suwaan Village Kalawat Subdistrict North Minahasa Regency. This research using qualitative research approach as using primary data, which were in the form of interview and secondary data. The informants are the village head, the village secretaries, and the head of village government affairs. The result showed that : (1) The implementation of Village Financial System in Suwaan Village has running well (2) The procedure of SISKEUDES utilization done by 4 stages which are : Planning, Implementing, Administrating, and Reporting (3) Village Financial System has been giving the positive influence towards the performance of each employee. Therefore, Village Financial System holds an important role upon village government that impact directly by the employee of village. This is as accordance with the purpose on the implementation of Village Financing System which is to assist the work of villagers’ employee.Keywords: Village Financial System, Village Government
