The paper substantiates the necessity of taking into account in the formation of the non-commodity model of the economy of the advanced development of the manufacturing industry as a driver of economic growth in Russia. To determine the conditions under which the manufacturing industry of Russia is a driver of economic growth. Research of economical and technological condition of Russia is carried out. Its comparison with the patterns of development of the manufacturing industry in the world economy shows the archaic nature of its technological structure. The directions of the advanced development of the manufacturing industry were determined, allowing it to generate synergistic effects for the development of the economy as a whole. Practical application of the research results will contribute to the validity of assessments of the effectiveness and sustainability of the sectoral complex of the country, and will allow to identify the potential opportunities and reserves for the development of industries and sectoral complexes based on the results of a multi-criteria evaluation, as well as minimize risks.

The current socio-economic development of the Siberian village and its arrearage from the standards of the population’s life quality require rural territories to change over to the sustainable development. This change assumes the depth and consistency of the innovative structural, organizational and economic, and legal transformations that are forthcoming in the economy and social area of rural territories. It is impossible to carry out such modernization simultaneously and everywhere. The authors of the study substantiate the methodology of a phased approach based on the theory of “poles” or growth “areas”. The methodology has been offered to form rural growth poles. It has been developed by using the cartographic method based on the principles of identifying growth centers and developing adjacent areas as economic satellites whose socio-economic development is related to the “poles” development. During the study, the authors have offered to single out seven rural poles of the social and economic growth in the Novosibirsk Region as promising centers of development, concentration of economically active population where it is possible to form territories of advanced development.

The article deals with the topical issue of applying the theory of “growth poles” to the economic development of Ukraine. A variety of theoretical definitions of the “growth pole” concept existing in the world economic and scientific thought has been studied. The ways and issues of practical application of the theory of “growth poles” for the Ukrainian economy have been identified. It has been proved that the formation of “growth poles” in industry is the determination of priority locomotive branches of the region’s industrial economy. The possible mechanisms of their localization in the form of growth areas have been substantiated. The methodology for determining “growth areas” of the industrial region has been developed and applied to the industry of the Carpathian economic region. In order to identify regional economic growth areas, Ivano-Frankivsk, Lviv, Chernivtsi, and Zakarpattia regions have been analyzed, evaluated, and classified for the period 2011–2016: by the relative share of the industry in the total output produced in the region of interest; by the relative share of unprofitable businesses in the industry; by the level of profitability of industries (goods) and by the monetary value of the profit earned by industries. The procedure for classifying the branches has been put forward for the purpose of identifying economic growth areas by totality of leading businesses and by fiscal performance (size of tax payments) of industries. It has been proved that the advanced development of the region’s industrial economy is possible as a result of intensifying the areas of the growth poles, with the priority innovative and investment projects for the development of the locomotive regional branches serving as the principal growth areas of the regional economy.

Introduction. At present, the issues of the Far East accelerated economic development remain in the focus of the state attention. Among the key mechanisms of state policy is the formation of advanced development territories (ADT). The article sets the task of studying the impact of the institutional measures taken on the welfare and the population’s life quality in the Far Eastern territories. Particular attention is paid to studying migration processes and analyzing the economic activity of the Far East population. The purpose of the article is to study the effects of implementing mechanisms for accelerated economic growth, as well as assess their impact on the life quality in the Far East regions. Methods. The authors use the following methods: economic and mathematical modeling, computational and analytical methods, comparative and spatial analysis. Scientific novelty of the research. For a comprehensive assessment of the regional well-being, the authors propose to supplement the multiplicative model based on the A. Sen’s extended welfare function with a composite ecological index. It takes into account the ecological conditions of human life, which are an important aspect of well-being. The authors obtain ecologically adjusted indicators of well-being for the eastern regions of the Russian Federation and study their dynamics, as well as the relations with the data on the population’s migration activity during the formation of new institutions of advanced development in the East of the country. Results. The authors find out that most of the Far Eastern territories are still lagging behind the average Russian level in socio-economic development. The results of assessing the level of well-being of regions on the basis of a multiplicative model without taking into account the environmental factor show that the most prosperous areas are raw materials-based territories. It is shown that the role of environmental factors in the life quality in the Far Eastern territories of Russia is very significant - the ecologically adjusted level of well-being is noticeably lower than the indicator that does not take into account this aspect of well-being. The authors reveal that socio-economically disadvantaged regions with difficult natural and climatic living conditions have very high rates of migration outflow. Their coefficients of migration loss reflect the presence of a crisis in economic development, which has been increasing in recent years. An analysis of trends in economic activity shows a relationship between the dynamics of the number of employed and the implementation of ADT projects in the Far Eastern territories. Conclusions. The conclusion is that the measures taken by the state for the advanced economic development of the eastern territories of the country have not yet had a noticeable positive impact on the welfare and life quality in the Far East regions.

. The article examines the negative aspects of the export-commodity model of economic growth during the integration of Russia into the international division of labor, when raw materials sources of financial well-being may be threatened, which will lead to the loss of the country's own economic security. At present, we are not talking about the loss of the industrial potential of the manufacturing industries by our country's economy, however, the prerequisites for such a decrease in industrial potential are becoming increasingly evident. The version of the mechanism for ensuring the economic security of Russia proposed in the article in the context of the implementation of the scenario of advanced development of the manufacturing industry creates the basis for further sustainable socio-economic development of the country in the long term.
