The current socio-economic development of the Siberian village and its arrearage from the standards of the population’s life quality require rural territories to change over to the sustainable development. This change assumes the depth and consistency of the innovative structural, organizational and economic, and legal transformations that are forthcoming in the economy and social area of rural territories. It is impossible to carry out such modernization simultaneously and everywhere. The authors of the study substantiate the methodology of a phased approach based on the theory of “poles” or growth “areas”. The methodology has been offered to form rural growth poles. It has been developed by using the cartographic method based on the principles of identifying growth centers and developing adjacent areas as economic satellites whose socio-economic development is related to the “poles” development. During the study, the authors have offered to single out seven rural poles of the social and economic growth in the Novosibirsk Region as promising centers of development, concentration of economically active population where it is possible to form territories of advanced development.

The dissimilation of the social functions of commercial banks is a phenomenon that the function of commercial banks deviates from the economic development and the people's livelihood. Such phenomenon, which can be seen all over the world, impedes the socio-economic development and affects the well-being of the people to some degree. After investigating and analyzing the dissimilation of the social functions of Chinese commercial banks, it was found that their social functions play a significant role, and the booming development of these banks has made great contribution to the economic growth and improved people's livelihood in China. China should also have special experience in preventing and handling this dissimilation.

The transport infrastructure can be defined as a factor that guarantees the growth and economic development of the region, due to the functions of traversing space in terms of the movement of people and the exchange of goods. The effects of the impact of transport infrastructure on the economy of the region largely depend on how the society uses the services offered by infrastructure facilities and devices. The study examines the impact of transport infrastructure on the sustainable socio-economic development of the Wałcz Lake District. To conduct the analysis, a questionnaire addressed to entrepreneurs from this region was used. In the second part of the research, the indicators of sustainable development at the regional level were applied: the level of transport infrastructure and the level of socio-economic development of the studied area. The study is an attempt to fill the cognitive gap for areas outside the country’s main transport corridors. The existing differentiation in both the development of infrastructure and the economic attractiveness of urban and rural areas was shown. Factors influencing the effectiveness of implementing the concept of sustainable rural development were indicated.

The formation of methodological tools for the sustainable development of regions, the formation of an integrated system of strategic planning of socio-economic development at the municipal level is among the least developed topics. On the example of a municipality, the practice of developing strategic planning documents, their compliance with the requirements of the existing regulatory framework, the mechanism for implementing the strategy and ensuring its implementation with financial resources is studied. The factors influencing the formalization of the developed strategic landmarks of the territory are established. The article substantiates the need to supplement the algorithm of strategic planning of socio-economic development of municipalities of the regions with new methods of analyzing the construction of vertical and horizontal economic relations, in order to select options for structural transformations, as well as to determine the resource potential, including labor. Establishment of indicators of goal-setting in the social sphere and its direction.

Yearly rates of population increase and the data about the relative participation of particular areas in the total number of the population of the Republic of Srpska point to the interdependence between the natural movement and the tract processes of emigration, deagrarization and urbanization. These processes are in the harmony with the demographic transition which is followed by the changes in the structure of the active population. Unfavourable tendencies in the re-distribution and reinstatement of the tract-demographic polarization have the reflection in the disturbances in the demographic structures and in the strengthening of the process of the total ageing of the population, specially in the rural areas. These tendencies result in a more pronounced polarization in the reproduction of the population in which the urban areas take over the priority. With the trend of the low and negative natural increase, which has the immediate influence on the accelerated process of ageing of the population, further growth of the population and socio-economic development of the Republic of Srpska are questionable. In order to secure the constant growth of the population of this area, it is urgently necessary to conduct the measures of the population politics, that is, it is necessary to match the demographic and general socio-economic development.

Purpose. To create the concept of sustainable development of Ukraine in the context of global threats. Methodology. The research is based on the analysis of the components of integrated indicators and the formation of indicators based on them, which allow assessing the state of balance of socio-economic development of the national economy and determining the directions of corrective policy. In addition, the systematic approach is used to obtain the scientific results, which allowed us to consider the socio-economic development of society as the polysystem phenomenon, comparative analysis, statistical methods in comparing the situation of Ukraine with other countries, logical analysis in justifying and developing the concept of sustainable development of Ukraine in the context of globalization. Findings. The concept of sustainable development of Ukraine has been developed, which is aimed at forming the new format of social relations and the new model of economy to increase the resilience of the national economy to global threats. The components of the Sustainable Development Index were analyzed and the comparative analysis of the components of global threats to Ukraine and other countries was made. It has been determined that the most dangerous challenges for Ukraine at the present stage are the high prevalence of morbidity among the population, high infant mortality, corruption, low energy security and inefficient public administration. It has been offered that the main purpose of the concept of sustainable development of Ukraine is to create conditions for overcoming existing threats. This requires the creation of a new form of government, a new format of public relations and a new economic model. The directions of achieving the main goals of sustainable development in Ukraine have been developed: social justice, balanced economic growth, ensuring high quality of the environment, rational use of resources, demographic stability and mutually beneficial international cooperation. Originality. The authors concept of sustainable development of Ukraine is based on ensuring the ability of the national economy to take advantage of the positive external effects of globalization and thereby reduce its negative impact on society. Stages have been established. The necessity has been substantiated of introduction of consistent and interconnected measures which are aimed at changing the quality of socio-economic development of the country on the basis of using mainly intensive factors of economic growth, introduction of environmentally friendly methods of economic activity, ensuring implementation of sustainable development in the context of overcoming multidimensional poverty life expectancy, the formation of the effective system of social assistance and health care. It has been determined that the implementation of these measures will ensure the formation of the new format of social relations and the new model of economy, as well as achievement of the Sustainable Development Goals. Practical value. The results of the study can be used by national governments to develop the sustainable development policy, as well as by companies to operate their economic activity in the globalized space.

The article describes the impact of the Sectoral Operational Programme Agriculture and Rural Development and the Rural Development Plan 2004–2006 on the rural development in 2004–2007. In addition to the implementation analysis of these programming documents, the article also describes territorial distribution of direct subsidies and state aid over the monitored period of 2004–2007. A summarized overview is given for the drawdown of all types of subsidies and their proportionate amounts. The evaluation of all subsidies has shown that most of them were paid to the Northern and Eastern parts of Slovakia, due to the agroenvironmental and direct payments (mostly LFA). The article also describes, in quantitative terms, the social and economic impact of investment subsidies from the Sectoral Operational Programme Agriculture and Rural Development and the Rural Development Plan 2004–2006, based on the monitoring indicators of result and impact. The comparison of the socio-economic development of the beneficiaries and non-beneficiaries of investment subsidies from the SOP and RDP has shown a faster growth in income of the beneficiaries, as well as a faster growth of labour productivity. Also, the subsidies significantly helped to reduce the decrease in employment and/or helped to maintain the employment in agriculture.

Introduction. At present, the issues of the Far East accelerated economic development remain in the focus of the state attention. Among the key mechanisms of state policy is the formation of advanced development territories (ADT). The article sets the task of studying the impact of the institutional measures taken on the welfare and the population’s life quality in the Far Eastern territories. Particular attention is paid to studying migration processes and analyzing the economic activity of the Far East population. The purpose of the article is to study the effects of implementing mechanisms for accelerated economic growth, as well as assess their impact on the life quality in the Far East regions. Methods. The authors use the following methods: economic and mathematical modeling, computational and analytical methods, comparative and spatial analysis. Scientific novelty of the research. For a comprehensive assessment of the regional well-being, the authors propose to supplement the multiplicative model based on the A. Sen’s extended welfare function with a composite ecological index. It takes into account the ecological conditions of human life, which are an important aspect of well-being. The authors obtain ecologically adjusted indicators of well-being for the eastern regions of the Russian Federation and study their dynamics, as well as the relations with the data on the population’s migration activity during the formation of new institutions of advanced development in the East of the country. Results. The authors find out that most of the Far Eastern territories are still lagging behind the average Russian level in socio-economic development. The results of assessing the level of well-being of regions on the basis of a multiplicative model without taking into account the environmental factor show that the most prosperous areas are raw materials-based territories. It is shown that the role of environmental factors in the life quality in the Far Eastern territories of Russia is very significant - the ecologically adjusted level of well-being is noticeably lower than the indicator that does not take into account this aspect of well-being. The authors reveal that socio-economically disadvantaged regions with difficult natural and climatic living conditions have very high rates of migration outflow. Their coefficients of migration loss reflect the presence of a crisis in economic development, which has been increasing in recent years. An analysis of trends in economic activity shows a relationship between the dynamics of the number of employed and the implementation of ADT projects in the Far Eastern territories. Conclusions. The conclusion is that the measures taken by the state for the advanced economic development of the eastern territories of the country have not yet had a noticeable positive impact on the welfare and life quality in the Far East regions.

This paper considers the differentiation of the development level of some countries of the world using different models of socio-economic development. The study consisted of several stages and was based on data published on the official websites of the World Economic Forum, the World Bank, and the International Monetary Fund. In this regard, we studied the methods for assessing the quantitative and qualitative parameters of the development of countries in the world economy. We also studied the leading countries in terms of socio-economic development, strategies and their competitive advantages, and identified priority areas for the development of the economies of countries under consideration during the analyzed period. This paper presents an analysis of economic parameters, a comparison of national economies, their development dynamics using quantitative indicators of economic growth. According to the study, China has prospects for a great leap forward in economic development, the United States is the leader in many respects, and Japan has slowed down in economic growth and risks continuing to suffer losses in a number of economic indicators. Chad, India, China and developed countries have strong differentiation in terms of per capita GDP growth rates according to PPPs. All this speaks of the processes of strengthening differentiation, taking place in the world economy, widening the gap in the level of life quality among countries

The article addresses the economic theories that have arisen on the basis of development economics of the 20th century. The aim is to present the evolution of these concepts and to evaluate them. Historical, descriptive and comparative methods were used. The author argues that in face of current development issues a return to historical sources, combined with their proper reading and (re) interpretation, enables formulation of important conclusions for the present and setting more accurate targets for the future. Thanks to this reading and reinterpretation policy makers have a chance to avoid errors in managing the current socio-economic policy. The analysis led to the conclusion that (1) the understanding of economic development was at first narrowed to growth but with time has moved to (2) to the category of socio-economic development and in the 1950 s a new sub-discipline of economics - development economics - was developed. Its achievements helped to take into account in today's prevailing approaches the social determinants of economic growth, of which sustainable development is the most popular.

The problem of advanced socio-cultural development of Zabaikalye Territory is considered in the context of its entering into entity composition of the Far Eastern Federal District. The need of searching the mechanisms to advance the region’s development is preconditioned by considerable lagging of Zabaikalye in the socio-economic development indicators from the FEFD entities. Establishment of the priority development areas is considered as one of such mechanisms. The possibility of their establishment is assessed in terms of the historical experience that Zabaikalye has in establishing territories and zones beneficial terms and preferences. The article makes assessment of this experience, analyses the factors that determines the results of using the mechanisms provided. It demonstrates that establishment of the territories with beneficial business terms did not exert a considerable impact on the rates of economic growth and results of social development in Zabaikalye Territory during all stages. In the capacity of competitive advantages the region had to create special economic zones, free economic zones and priority development areas, the Territory used the mineral resources endowment, the geographical position at the border with PRC. In order to assess the prospects of establishing the priority development areas in Zabaikalye, the article presents the well-known theoretical approaches of P. Krugaman and N.V. Zubarevich, shows that the competitive advantages of natural character do not provide a sustainable socio-economic growth. It substantiates that acceleration of developing the territories and levelling out the socio-economic differences can be made possible on the basis of developing the human potential and the sector of social services. The authors voice concerns that in the existing terms of Zabaikalye Territory’s degradation Establishment of the priority development areas is problematic. Prospective use of the benefits and preferences claimed for in the Project of Establishment of PDA «Zabaikalye» require priority development of the social sector, provision of the social levelling-out. The need to activate the social processes and to form the regional development program that meets the complexity of the socio-economic situation is determined by the growing completion level between the microregion’s entities for attracting investment resources. In this situation, the Zabaikalye Territory’s odds to permanently take a hold on the periphery of the FEFD socio-economic development are rather high.
