This paper discusses the transformation of library and information science (LIS) from adiscipline narrowly concerned with classification and preservation in libraries and archives toone that includes a wide range of fields and professional training programs. Two alternative butnot mutually exclusive explanations may account for these developments. These changes couldreflect normal scientific progress as the discipline matures. The changes could also be the resultof isomorphic organizational changes in response to shifts in the environment and a need torealign the institutional logics of educational and professional organizations with those of theacademy. These explanations are explored through a comparison of two periods during whichLIS experienced rapid disciplinary and organizational changes: the decades during and afterWorld War II and the final decade of the 20th century. These abbreviated case studies suggestthat both explanations of disciplinary change provide some analytical leverage for explainingdifferent aspects of the development of LIS.

Librarians start to form their professional identities during their Master’s of Library and Information Science/Studies programs. With this in mind, this chapter explores how technology is taught in Library and Information Studies (LIS) programs by examining the core course offerings at 51 of the 57 American Library Association’s accredited programs. Technology-focused courses are the sixth most commonly offered core courses by LIS programs, and an examination of their content using course descriptions and available syllabi indicated that the content taught in these courses matched with expectations as described in competency standards from professional organizations. This indicated that LIS programs are teaching an understanding of technology that agrees with how practising librarians understand technology. The recent iSchool movement has led some professional librarians to claim that LIS programs are no longer offering an education that is relevant for today’s information world. This chapter finds that this claim is false and that the LIS education offered by both iSchools and non-iSchools appears to meet professional expectations for technology education. What the iSchool movement offers LIS education, however, is an expanded understanding of how information users interact with technology in all information settings, not just the library. This provides librarians with a broader understanding of patrons’ information needs. Finally, there is a brief examination of international LIS education, with specific attention to how it is emerging in developing countries.

Regulation of audit in Ukraine has long been a subject to debate between various stakeholder groups, which is caused by reforms of auditing procedures in Ukraine. The article’s objective is to assess the sufficiency of this regulation, to highlight the role and significance of professional organizations of Ukrainian auditors in evaluation and continuing training of auditors, in the development of their interactions and collaboration, in order to enhance their professional competencies.  Problems of audit regulation in Ukraine are explored in the context of the European integration processes and global change. The authorities of professional organizations of auditors and accountants are analyzed in the context of the Law of Ukraine “On Audit of Financial Statements and Auditing”. The analysis of legally fixed authorities of these professional organizations shows their enhanced role and contribution in the professional training of auditors. Yet, large numbers of professional organizations of auditors and accountants in Ukraine, lack of well-established mechanism for the continuing professional training of auditors, a wide range of professional development programs produced by various professional organizations without proper control of their quality and relevance to the current requirements are factors that may trigger conflict situations related with various approaches to problem solutions. Therefore, government regulation and oversight of professional organizations of auditors and accountants cannot be effectively integrated without a clear algorithm of institutional interactions in the process of harmonization on the auditing market. In focus of the article is the need to develop regulatory support for their interactions aimed at the implementation of existing legislation in the field of auditing. It is proposed to create a coordination council on interactions and cooperation of professional auditor organizations of Ukraine, to avoid monopolism or unfair competition between professional organizations. In order to form the necessary prerequisites for its effective activities, it is proposed to develop the appropriate regulatory framework; an improved model for regulation of auditing in Ukraine is designed.

The article gives a brief overview of research on the problems of preparing union catalogs; it shows that the creation of the national union catalogs’ system is a strategic direction for the library and information science development in Russia. The paper characterizes Database (DB) «Siberian and Far Eastern book. XVIII century - 1930: a union catalog» as an integral part of the Russian national bibliography created by the Department of Scientific Bibliography of the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences. Providing information on the availability of publications in the collections of book depositories, the DB opens access to the collections of libraries and archives of Siberia and the Far East for a wide range of researchers-historians. Union catalogs of Siberian and the Far Eastern books as a part of the Russian retrospective national bibliography contribute to preserving the cultural and intellectual heritage of the country, making it accessible to modern and future users. The article demonstrates possibilities of DB using as a research tool, and a historical source. The authors present the analysis results of the DB documentary flow, some comparative results of studying book business development in Asian Russia in preand post-revolutionary periods.

Scientific challenge: A study of the current state of library and information sciences via bibliometric analysis of scientific journals and their editorial board members, i. e. geographic distribution and bibliometric analysis of their scholarly output resulting in additional approaches to evaluate serials and scientific area.Purpose: Bibliometric analyses of journals and scholarly output and geographic distribution of their editorial board members being the most authoritative experts over the last 5 years; detection of large scientific centers of library and information science; detection of a core of academic journals.Originality: For the first time in Russian literature results of the analysis of editorial boards are described for additional evaluation of library and information science journals and relevant scientific areas in general. Due to a limited number of papers on analysis of editorial boards this paper can be used as methodological one as well.Findings: Analysis of geographic distribution enabled us to detect a share of foreign members of almost 25 percent. The largest groups of Russian experts are located in Moscow and Saint-Petersburg, but also in two regional centers of the European part of Russia – Voronezh and Samara, while only Novosibirsk is the center of the Siberian expert group in library and information science. Experts mainly work at universities, followed by research organizations of The Ministry of Science and Higher Education. Wide range of bibliometric indices of editorial board members correlates with that of relevant journals. Some approaches of editors to enhance journal indices are detected including publication of their own high-level papers in journals which they are working for since these papers are attracting a larger amount of citations as compared with papers of other authors. Another strategy assumes that editorial board members cite their own journal in other serials. Co-citation data of analyzed journals predominantly demonstrate the absence of strong connections between journals.Conclusions: Editorial boards play a significant role in enhancing bibliometric indices of journals, and stronger integration of Russian library and information science society is necessary which may result in increasing currently low ranks of the studied journals among international serials.

The paper presents the overview of work of the annual scientific-methodical conference «Continuing LIS education» which held at the Faculty of Library and Information Science to Saint-Petersburg State University of Culture (March 16-17, 2017). In the conference participated representatives of the leading universities of Moscow, Kemerovo, Samara and Chelyabinsk and other educational organizations, as well as heads and specialists of libraries of all types and kinds from different regions of Russia and experts in the field of library and information education abroad. In the conference reports, participants discussed the topical issues of higher library education and additional professional education. For example, the problems associated with the normative provision of various levels of vocational education, the development of professional and educational standards and the formation of new professional competencies were outlined. Special attention was paid to the problems of professional training of librarians who do not have a vocational education, as well as the development of network interaction of all participants of educational process.

. Introduction. The paper reveals the specifics of implementing the service and tourism programs in educational institutions of the Republic of Korea. The emphasis is laid on the adjustment of the programs in the process of their implementation, their main shortcomings and ways to eliminate them. Analysis makes it possible to comprehend the analogous processes in Russian education, to identify similar and different features, to understand the Russian educational context, and also to globally assess the level of training in Russia. Methods and materials. Analysis of legislative acts, curricula and programs of universities that implement hospitality and tourism programs, as well as reports on research conducted in this area, made it possible to identify the main trends in the design of the programs, and problems of their implementation, as well as make some recommendations for their elimination. Results. The paper presents examines the experience of implementing the tourism and service training programs in terms of providing a wide range of knowledge and practical skills. The main problems in the implementation of the programs were identified. These are insufficient collaboration between tourism/hospitality businesses and educational institutions, difficulties in finding partners in companies, insufficient coverage of the real state of affairs in the service and tourism industry in the educational process, a discrepancy between students’ expectations from work in the tourism and hospitality industry with the real situation. The research indicates the ways of solving some problems and makes recommendations for their elimination. It is emphasized that the current curricula and programs are not invariable and can be altered according to changing working conditions. Conclusion. Setting the objectives to improve the quality of tourism and hospitality training programs should take into account the experience of some advanced foreign countries in the educational process, which is in a state of searching for ways of improvement. Thus, the study and adaptation of the world experience will contribute to the development of the most effective training patterns in Russian educational institutions with a focus on the country-specific professional training of specialists in the regions of Russia. Recruitment initiatives at San José State University date back over a decade. SJSU and local librarians and faculty from the School of Library and Information Science and local libraries have been partnering with professional organizations by sponsoring recruitment fairs, ice cream socials and other gatherings at SJSU and in the broader communities to recruit individuals to attend library school. This paper provides a review of the literature regarding recruitment and retention of students of color in library schools. Also included is a review of the factors that lead to the decision to become a librarian. It provides a description of the IMLS Librarians for Tomorrow Program at San José State University. Challenges and recommendations for future study followed.

Starting in 1988, the Indonesian government has authorized the librarian profession to become a functional position. Functional positions are regulated gradually, and finally with the decision of KEMENPAN RB 132/KEP/M.PAN/12/2002 concerning Functional Librarians. As a profession that the state has recognized, librarians must be responsible for all actions both of fellow librarian professions, organizations, and to themselves. Each member of the Indonesian Librarian Association is responsible for implementing the code of ethics in the highest standards for the needs of users, professions, libraries, professional organizations, and the community. Librarians must not only know about the librarian’s code of ethics, but librarians must also implement it. The purpose of this study is to determine the perception of students class of the 2019 library and information science study program on the importance of implementing the librarian code of ethics. Later, it can provide knowledge to libraries, especially in Indonesia about the importance of implementing a librarian code of ethics. The method used in this study is descriptive with a quantitative approach. The results showed that students of library and information science study program class of 2019 Indonesian Educational University strongly agreed to implement the librarian code of ethics according to IPI with results above 85%. The implementation of the code of ethics will impact the library and the librarian for the achievement of the shared goals of the library.
