The diffusion of digital information and communication technologies (DICT) is strongly supported by many countries of the world. Today, as well as in the past, new technologies are charged with high expectations, but at a closer look one can see that these expectations then are very different from now. Today they depend on the various interests of different groups of people. Globally acting enterprises see DICT as essential stra-tegic instruments in gaining competitive power; some governments hope to reach military hegemony, others to control terrorism and crime, while grass root movements expect to become more influential on some aspects of society. The paper identifies and analyses basic tendencies which promote the various hopes: the effects of DICT on reducing production and transaction costs, and the possibility to transform information goods into marketable services or commodities. The final part of the paper is devoted to a few examples of how the potential of DICT can be used for social improvements.

Nowadays we are faced with an enormous development of digital, information and communication technologies. Together with numerous phenomena, which are the products of activities that belong to the biotechnosphere, these technologies build a complex corpus called cyberculture. In this context art has an important, critical role to play. In particular (multi)media art can serve as an experimental laboratory, not only for new technologies but, especially, for studies of the new social relation(ship)s created or fuelled by those technologies. Media and multimedia information and communication technologies generate new promises, problems, and threats; and artists undertake efforts to examine this emerging area that has been repeatedly considered as a ‘post-biological syndrome’. In other words, artists do not only use media technologies, but also scrutinise and challenge them. In this sense the new (multi)media art could be deemed a successor of the avant-garde movement.

In recent years, enormous changes are noted worldwide during broad  adoption of Information and Communication Technologies (ICT). These unique  technologies – often perceived as economic development incentives – have a great  ability to spread at high pace and low cost in countries all over the world, bringing  people opportunities to contribute to economic development and growth. New Technologies  play a special role in developing countries, where their in-country adoption  lies in the centre of development strategies. ICT are treated as tools which bring  people access to information, education and knowledge, offering unlimited possibilities  for wealth-creation.  The paper, purely empirical in nature, reports on the pace of adoption of new Information  and Communication Technologies in developing countries, and – additionally  – investigates country-specific ICT diffusion patterns. We expect to uncover  the S-shape curve in the diffusion process in most of developing countries, as well as  in the whole country sample.  For the analysis purposes, we apply all counties which – according to the World  Bank nomenclature – are classified as low-income and lower-middle-income econ-  omies. Our sample covers 46 countries (upper-middle-income and high-income  economies are excluded from the study purposefully) which are classified as developing  economies. The time framework is set for the period of 2000-2011. All data  necessary for the analysis are derived from World Telecommunication/ICT Indicators  Database 2012 (16th edition).

In this article, we focus on the role of Information and Communication Technologies - ICT - to create additional sources of competitive advantage that can help companies to prepare themselves for sustainable growth. First, we discuss the dynamics of ICTs and the ability to generate innovations with a direct impact on business. Then we present the need for greater balance between goals of short and long term on IT projects. In the third part, we discuss how these new technologies have helped to increase the productivity of information professionals as well as to enhance the decision-making process and the satisfaction of the end customer. To conclude, the main challenges that the technology-based companies will have to face in relation to the management of the lifecycle of their technology, is consolidation and simplification of their processes within their computing environments, aiming to increase productivity and develop agile environments that allow the organizations to meet the demands of managing digital information.

The world in which we live is filled with technologies and user interfaces. The complex and continually changing technical environment has set the scene for situations where people have different interpretations for and relationships with different technologies. The communication and information-sharing possibilities enabled by modern information and communication technologies (ICT) have made it possible to share experiences and interpretations about new technologies. As a result, the understanding and know-how of technologies do not seem to follow national or other traditional cultural boundaries. Instead, new groupings and boundaries have emerged relating to technological understanding. These technology cultures are an important factor when usability, acceptance and even utility of new technologies are considered. Thus, there is a need to develop better understanding of technology cultures and take them into account during information system design and development. The chapter aims to develop and define the technology cultures concept and provide guidance on utilizing it during new product and service development.

The closure of The Bulletin magazine was widely reported and commented on by journalists and others in the media who sought to apportion blame for this rupture, to explain it as an aberration and to reassert the norm of the ‘free’ press and the Fourth Estate. In the past, such paradigm repair would have gone unchallenged as those in the media controlled what appeared there. With the advent of accessible digital information and communication technologies, however, members of the public are encouraged to have their say. This study compared the ways in which journalists and their sources and members of the public framed the closure of The Bulletin. In the era of dialogic mediated communications, journalists and others in the media can no longer assume that contrary voices will be silenced.

Information and telecommunication services are currently a full-fledged resource for social development compared to traditional resources. The growth of the level of scientific and technological progress has led to the incredibly fast development paces in the sphere of information and communication technologies, which has a significant impact on the development of the economy. On the basis of a thorough analysis of the sectors of information and communication technologies and components of the ICT development index, the article substantiates the need for accelerated digitization of the majority of enterprises of different spheres of economic activity with the aim of qualitative development of Ukrainian economy in order to increase its competitiveness in the world. This is explained by the fact that information and technology represent the main economic resource in the period of formation of information society and digital economy, and enterprises of the sphere of communication and informatization are a catalyst for social and economic development of the country as a whole. Using a methodological toolkit of the theory of systematic and correlation-regression analysis, an economic-mathematical model of the development of the sphere of communication and informatization in the regions of the world and individual countries of the world is constructed. It is based on the existing pattern of leading development of the communications sector, but takes into account the degree of economy dependence on the ICT development, which in some regions and countries is 100%. This is due to the approaching mass availability of ICT services in some countries in these regions. On the basis of the constructed model, the forecasting of GDP PPP per capita was carried out, which showed faster rates of growth of the country’s economy with the growth of the development level of the sphere of communication and informatization and accessibility of telecommunication services. In turn, the availability of telecommunication services is influenced by the digital skills of society and the level of their prices, which has necessitated determining the dependence of GDP PPP per capita on prices for communication services of countries with varying degrees of socio-economic development. This makes it possible to identify reserves for improving the productivity of individuals while increasing the availability of telecommunications services.

The article describes the process of training future specialists under the program "Professional education", its features, conditions for implementation, aspects of further development, as well as some of the difficulties that arise during its organization. The focus of the department on how to create a new architecture of the educational process within the program "Professional education" is set by the leading principles: modularity, integrability, flexibility and dynamism, and methodological approaches - competence, activity-based, subject-oriented, environmental – were the basis for its development. As a result the authors presented a model for training a modern specialist with formed professional skills and personal and professional qualities, capable of being in demand in the labor market. The research results can be used in the educational process in the context of how to implement relevant programs in accordance with the new requirements in the educational services market. The rapid technologization of the socio-economic development of our society was reflected in the system of vocational education, designed to prepare highly qualified and competent specialists for the modern economy, science and industry. The transformation of the educational sphere is taking place under the influence of new technologies and human practices that change the social order. The determined infrastructural spheres have the greatest impact on this transformation, we are talking about "Communication Infrastructure": the sphere of information and communication technologies that affect all processes of accumulation and transmission of information; "Infrastructure of production and consumption": a financial and investment sphere, which sets the general rules for interaction in the economic and educational system. The above said made it possible to determine the further vector of educational activities of the Department of Pedagogy and Psychology of Vocational Education in training the specialists in "Professional Education" field both at the bachelor and master degrees.
