Competitiveness of Russia economy under modern conditions demands systemacy of public administration. As a result of creation of national strategic planning system a number of govern-ment programs aimed at the economy development of the Russian Federation and perspective en-trance of the country to the world market is carried out. One of the main tasks of the economy de-velopment is creation of favorable investment climate in the country, investment activity, attraction of investments into the economy of the country’s regions.

Purpose: development of an economic-mathematical model for quantifying the economic processes of the constituent entities of the Russian Federation as part of the implementation of regional strategic planning procedures as an instrument for solving the problems of modernizing the Russian economy. To achieve this goal, the following tasks were solved: requirements for the model were formulated; composition fixation and categorization of economic processes completed; the layout of numerical indicators; justified the use of the modeling method; the proof of model performance.Methods: in the study of the problem, the search and development of solutions, methods of comparative analysis, economic and mathematical modeling (regression analysis, correlation analysis, factor analysis, index methods), statistical data processing methods, as well as specially developed application software were used. The regional economic system is considered as a structure that includes a number of autonomous subsystems, each of which is characterized by certain objectively measurable indicators.Results: an economic-mathematical model of the regional economic system of the subject of the Russian Federation has been developed, the functionality of which is sufficient to justify causal relationships between indicators characterizing its current state. Seven systemic economic processes are formalized, the corresponding pairs of «factor-indicator» are arranged, where the factor is an indicator directly controlled by regional authorities, and the indicator mainly shows the macroeconomic quality and dynamics of the process. The proof of the model’s performance was carried out by the experimental method, including in the calculations the indicators of the constituent entities of the Russian Federation that are part of the North-West, Volga and North Caucasus federal districts.Conclusions and Relevance: applying the developed methodological and practical approaches in practice, it is possible to reasonably solve the problems of regional strategic planning, that is, to form a system of priority long-term guidelines that can be achieved using the appropriate set of measures. It is assumed that the applied solution developed for the purposes of this study, subject to its refinement and adjustment to the tasks of a particular region, can become the core of a development management decision support system.


The article analyzes the current state and prospects for improving the legal regulation of public administration in the sphere of stimulating the development of information technologies, including formation of a digital economy in the Russian Federation. Based on the analysis of the Russian legislation, key elements of the legal mechanism of public administration in the sphere of stimulating the development and introduction of technologies in various fields that can be used to stimulate the development of information technologies are identified. The analysis of the documents of strategic planning and information legislation made it possible to substantiate a number of proposals for improving the legal regulation in the sphere under consideration, including legislative provisions for stimulating IT development, identifying and eliminating legal and organizational barriers to their development, and measures to stimulate it.

Purpose:the purpose of the study is to determine the main directions and conceptual approaches to modernizing analytical and computer support for the planning of strategic development of socio-economic systems on a national scale in the framework of improving the methodology of strategic planning in a digital transformation of the economy and management.Methods:the issues of improving the tools of strategic planning of socio-economic development are studied in the framework of a system approach to analyzing the construction and functioning of the state management mechanism in the context of active formation of the information society infrastructure and to evaluating of the impact of digital technologies on the content of management tasks in the process of co-evolution of objects and subjects of management in large-scale organizational systems.Results:the article deals with current problems and key tasks of modernization of scientific and methodological, informational and analytical support of state strategic management of socio-economic development. The trends of the evolution of objects and subjects of management in the conditions of the digital transformation of the information society are investigated. The institutional bases for the construction and operation of the strategic planning system of the Russian Federation are characterized. A block diagram of a complex of heterogeneous models of strategic planning of socio-economic development is given. Design solutions are proposed for building the architecture and developing a prototype of the computer support system for the scenario modeling technology when developing multi-level strategic decisions for planning socio-economic development in the emerging infrastructure of the digital economy is presented.Conclusions and Relevance:the study showed the importance and relevance of modernization of the methodological and analytical support of the strategic planning system of the Russian Federation, which takes into account the main consequences and requirements of the creation and distribution of digital technologies in various areas of society. The most important characteristics of innovative changes in the structure and content of strategic planning tasks, the solution of which is associated with the unification of the format of quantitative and qualitative assessments in the digital development management environment, are identified. Standardization of technologies for collecting, transmitting, storing and processing large amounts of data allows you to build computer software for the multi-level system of state strategic planning based on an open service-oriented architecture. The main direction of further research and development in the creation of an analytical platform to support strategic planning of socio-economic development can be the creation of a mathematical apparatus and software products for processing and analyzing large amounts of personalized information about the functioning of economic and social agents to identify and assess their potentials and priorities. This will allow to increase the degree of justification and consistency of planned decisions and regulatory measures developed by the state in the field of planning socio-economic development and ensuring the national security of the Russian Federation.

Implementation of the task of creating a digital platform for a full-featured system of information and analytical support for public administration at the federal, regional and municipal levels, requires a lot of resources and serious expertise.In this regard, the subject of the study was the experience and trends in the construction and operation of digital platforms for state and public administration. The aim of the paper was to summarize the international practice of creating, operating and developing digital public administration platforms. As part of the study, the authors carry out a systematic, content and comparative analysis of various sources: regulatory documents, scientific papers, analytical materials of a number of international organizations, etc.The article presents the results of a study of world experience in the application of various tools to support e-government and support digital governance platforms. The authors describe global trends in the use of information and communication technologies to support public administration. The paper presents a list of general principles for the operation of digital platforms, gives the results of the analysis on the compliance with these principles of the state digital platform of the European Union, highlights its distinctive properties.The article forms proposals and development directions, based on the results and available studies on the development and promotion of digital management platforms, that can help accelerate the spread of digital transformation of public administration in the Russian Federation. The results of the study can be applied to identify the potential of the existing platform, its strengths and weaknesses, including in the context of the possibilities of developing the process of digital transformation of governance, as well as effectively moving towards the formation of the digital platform of public administration in the Russian Federation.

Subject. Development and development of digital technologies of public administration in the subjects of the Russian Federation. Topic. Digital transformation of public administration in the framework of the implementation of national projects in the subjects of the Russian Federation. Goals. Analysis of the development and development of digital technologies of public administration to achieve key indicators of socio-economic development of the Khanty-Mansi Autonomous Okrug-Ugra. Methodology. The authors used universal methods of scientific research, as well as methods of comparative and statistical analysis. Results. Based on the analysis and assessment of the current situation in the implementation of the regional project on the digitalization of public administration in the district, the focus on improving the effectiveness of public administration, i.e. not only the quantity, but also the quality of public services provided, its effectiveness, and thus reducing the costs of the state, business and/ or citizens associated with the implementation of certain state functions. Subject. The article investigates identification of risks that prevent the achievement of national development objectives and implementation of national projects, as the methodological approach to their assessment is still in the process of formation. Objectives. The purpose is to develop conceptual and methodological approaches to monitoring of risks of missing the national development targets in the strategic planning system of the Russian Federation. Methods. The research methodology rests on the theoretical basis of indicative analysis. In its logic, the risks of failure to achieve the targets of national development of the Russian Federation can be tracked through monitoring the achieved and predicted values of target indicators within their valid values. Results. The paper specifies factors that have a significant impact on the achievement of the national target ‘Digital Transformation’, defines quantifiable values of the target indicator ‘The Share of Households with Broadband Internet Access’ and limits of its permissible values. We presented a forecast, showing the most likely behavior of the analyzed indicator in the strategic perspective until 2030, revealed that the target value of the indicator, defined at the level of 97%, significantly exceeds the results of trend forecasting, which is indicative of a high risk of non-achievement of target by the key date. Conclusions. Determination of risks of failure to achieve the digital transformation of national development objectives should become an essential stage in the procedure for monitoring the implementation of strategic planning documents in Russia.
