Relevance of research topic. In the context of economic transformation, financial stability is a strategic objective of fiscal policy, which contributes to accelerating economic growth and revitalizing business activity in the country. Accordingly, ensuring effective influence on the social and economic processes of the public administration system involves reforming its components taking into account the globalization processes. Formulation of the problem. With the acceleration of the pace of financial and economic globalization, the issues of creating conditions for financial stabilization are being updated. An important direction in solving these issues at the state level should be to increase the effectiveness of fiscal policy. Analysis of recent research and publications. Issues of the formation and implementation of fiscal policy aimed at ensuring financial stability, acceleration of economic growth are presented in the papers of well-known domestic and foreign scientists: T. Bogolib, J. Buchanan, I. Zapatrina, G. Kucher, L. Lisyak, I. Lukyanenko, V. Makogon, P. Samuelson, J. Stiglitz, M. Pasichnyi, I. Chugunov and others. Selection of unexplored parts of the general problem. The mentioned questions are actualized in connection with the institutional transformations of the socio-economic model of the society’ development, which determine the need for increased effectiveness of fiscal policy. Much attention of financial institutions should be focused on ensuring financial stability and strengthening the stability of the financial system, strengthening its investment potential. Setting the task, the purpose of the study. The objectives of the study are to reveal the essence of the concept «financial stabilization», the definition of the peculiarities of the formation and implementation of fiscal policy in relation to its provision. The purpose of the study is to substantiate the strategic objectives of the fiscal policy on financial stabilization in the context of economic transformation. Method or methodology for carrying out the research. The article uses a set of methods of scientific research: system approach, structuring, analysis and synthesis, and others. Presentation of the main material (results of work). The essence of the concept «financial stabilization» is revealed, peculiarities of the formation and implementation of the fiscal policy concerning its provision are determined. The strategic tasks of fiscal policy concerning financial stabilization in the conditions of economic transformations are substantiated. The field of application of results. The results of this study can be used in the formation and implementation of fiscal policy in Ukraine. Conclusions according to the article. Ensuring financial stabilization is an integral part of the country's socio-economic development strategy. The tools of fiscal policy form a complex of financial and budgetary tactics. With their help, the implementation of the directions and tasks of the fiscal strategy is determined and the effectiveness of its implementation depends decisively. In the conditions of the formation of Ukraine as an independent state, the main reference point of fiscal policy was to ensure the solvency of the state as an instrument for creating conditions conducive to the revitalization of economic activity. At the current stage, the strategic goal should be to actively stimulate economic growth as the main instrument for ensuring financial stabilization through the rational management of public financial resources.

The aim of the article is to determine the importance of the role of financial stability for maintaining economic security and economic growth and to validate the role of the Safety Network Institution in maintaining stability.

The monetary policy of the Central Bank of Russia is an integral part of the economic policy of the state, that is, the Bank of Russia, together with the government, determines the main parameters of the monetary system. However, the role of monetary policy in the socio-economic development of the state has not been sufficiently disclosed. The use of methods of monetary regulation can be effective only in combination with sound economic measures implemented by the government. The relevance of this topic lies in the fact that it is necessary to determine what methods of monetary regulation can ensure sustainable economic growth, as well as how monetary policy should be combined with national economic policy. For the purpose of research, various scientific methods and approaches were used, in particular, methods of theoretical analysis, economic and statistical methods, methods of comparison, analogy, historical analysis. As a result of the research, it was found that monetary policy is not consistent with the economic policy of the state. The use of the formed budget funds is not always expedient, which leads to such negative consequences as inflation, excessive polarization of the population’s income, and low rates of GDP development. The studies carried out made it possible to determine the main directions of monetary policy and a set of economic measures that can stop the fall of the national currency (devaluation), ensure financial stability and a gradual growth of GDP.

Nation branding plays a central role within neoliberal governmentality, operating as a technology of power in the configuration of emerging cultural and political formations such as national identity, citizenship and the state. The discussion of the advertising spot Perú, Nebraska  released as part of the Nation Branding campaign Marca Perú  in May of 2011, constitutes a great opportunity to: (i) argue about the way in which audiovisual advertisement products, designed as performative devises, operate as technologies of power; and (ii) problematize the terms in which it founds a new social contract for the Peruvian multicultural national community. This analysis will allow me to approach neoliberalism as a cultural regime in order to discuss the ideological nature of the uncontested celebratory discourse that has emerged in Perú and which explains the economic growth of the last decades as the outcome of a national entrepreneurial spirit that would be distinctive of Peruvian cultural identity.

The article is devoted to the analysis of scientific approaches to the interpretation of the concepts of "state regulation", "state regulation of banking", "banking regulation" and the measures on which the state regulation of banking is based. An analysis of the scientific literature in various fields allows us to conclude that scholars ambiguously interpret the term "state regulation of banking." Most often, state regulation of banking is seen as a system of measures by which the state through authorized bodies regulates the activities of banks. The domestic legislator considers the concept of "banking regulation" as one of the functions of the National Bank of Ukraine, which is to create a system of norms governing the activities of banks, determine the general principles of banking, banking supervision, liability for violations of banking legislation. The main purpose of banking regulation is security and financial stability of the banking system, protection of the interests of depositors and creditors. The importance of state regulation of banking as an integral part of public policy is emphasized. Effective state regulation of banking activities should ensure stable and uninterrupted operation of the banking system, guarantee the provision of quality services by banks to depositors and borrowers and protect their interests. Preventive and protective measures on which the state regulation of banking activity in Ukraine is based are considered. Preventive measures should be implemented through the approval of mandatory regulations. The application of protective measures should provide protection against the already threatening situation for the bank. Attention is also paid to the forms in which state regulation of banks by the National Bank is carried out. Such forms are administrative regulation and indicative regulation.

Place of monitoring and control of risks of financial stability of the state in the system of ensuring financial security of the state was substantiated. Methods of identifying threats to Ukraine's financial security through the current and strategic analysis of financial system development indicators were considered. Tendencies of economic development of Ukraine in the context of revealing sources of threats to financial stability of the state were analyzed. Dynamic analysis of the actual values of the financial security indicators of Ukraine as a whole and its separate components had been carried out. Threats to Ukraine's financial security were identified based on comparative and trend analysis. Reasons for the critical state of debt, banking and monetary security in the financial structure and the preconditions for the emergence of systemic threats had been investigated. Systematization of risks and threats to Ukraine's financial security by its components had been carried out. Influence of systemic threats in the financial sphere on the economic security of the state was generalized. International experience of monitoring financial stability of the state was analyzed. Additional risks to the national financial system are associated with the globalization and digitization of the state financial system that are not taken into account by valid methodological recommendations for calculating the level of economic security of Ukraine were highlighted.

The present paper reveals the significance of the National Archival Fund for preservation of the historical and cultural memory of the Bulgarian nation and the formation of historical consciousness. The National Archives Fund is defined as the largest collection of documents with historical, scientific, social, economic, cultural significance as an essential part of the cultural and historical heritage of Bulgaria.It treasures documents about the history of thousands of institutions and prominent figures of the state, economy, culture and art, of ordinary citizens whose activity is historically important in one respect or another.The emphasis of the study is on the main factors determining the daily enrichment of the National Archival Fund with new documents. Among these key factors are development of documentaristics and archivistics, trends in social development, ideological and political climate, financial stability and attitude of the society as a whole, of the istitutional leaders and administrative heads, creating documents, in particular, of the non-governmental organizations and even of the individual citizen to the problems in the field of archivistics.In the focus of the paper as well is the leading role of the state archives for the formation of the National Archival Fund of Bulgaria and the opportunities for cooperation with museums, libraries, community centers and other institutions of memory working with the same purpose and vision.

This article considers the direct connection of the state of living of the population with the structures of the economy. In this regard, it is noted that the territorial aspects of the structure of the economy are also factors in shaping the structure of people 's needs, despite the fact that the latter are poorly structured. The study showed that the extent of structural changes in the economy, apart from the needs of the population, is affected by such critical proportions as the ratio of production to consumption, the savings fund to consumption fund, industry and agriculture, growth of production and transport development, growth of cash incomes of the population and their commodity coverage. In total production theoretical analysis has also shown that structural changes in the economy depend on the level of change in the share of each sector of the economy At the same time, changes also affect economic growth and human well-being in different ways.
