The chapter discusses management consultants and consulting knowledge in health care, highlighting significant expenditure on consultancy and how consultants have shaped thinking in public services, which some critics suggest has served consultants’ own (financial) interests. The chapter then discusses the way consultants mobilize management knowledge and frame clients’ problems and solutions. It discusses an empirical case study of a consultancy project to redesign NHS organizations to make substantial ‘efficiency savings’. Here, consultants framed the NHS’s problem and solution, and then imposed an organizational redesign. Local NHS managers and clinicians framed the NHS’s problem differently, doubting the consultants’ framing and proposing redesign, but feeling unable to engage in dialogue about these concerns. Consequently, they engaged with the project in a calculated and defensive way, superficially accepting the redesign while waiting for its implementation to fail. Thus, the chapter demonstrates framing politics surrounding management consulting knowledge.

Abstract: Integrated One-Stop School Evaluation Using Analysis SWOT-Analytic NetworkProcess (Case Study in Purwakarta Regency). One way to reduce dropout rates is through aSekolah Satu Atap Terpadu. One of the regencies in West Java that has organized a SekolahSatu Atap Terpadu as well as the object of this research is Purwakarta regency. By using SWOTAnalyticNetwork Process(ANP)analysis, thisstudyseekstoevaluatewhile providingalternativepolicies for the development of Sekolah Satu Atap Terpadu in Purwakarta regency. The data inthis study were obtained by filling out questionnaires by respondents online through Google Form,where respondents were actors who were directly involved in the implementation of a SekolahSatu Atap Terpadu. From the analysis results obtained Strengths and Threats occupy the highestvalue. Strengths include students could continue their education up to junior high school level andlocal government supports both in terms of budget and curriculum. While Threats, among others,school management has become more complex and the delegation of authority from the central andregional governments is not clear. Therefore, the ST strategy can be used as an alternative policyin increasing Strengths and minimizing Threats.Keywords: Sekolah Satu Atap Terpadu; SWOT Analysis; Analytic Network Process (ANP).

The aim of the paper is to describe the supply of public services in the field of social protection - old age (represented by expenditures in group 10, class 2 of COFOG classification) in relation to the demand for these services represented by the population in the age group 62+ related to the size and region of the local government unit. The analysis of supply and demand takes place at the level of individual local governments and the results are then presented in relation to the size of the municipality and the region. Two approaches were used for the analysis. The first focuses on the description of the current situation through the categorization of local governments according to the approach to the provision of services, and the second consists in regression analysis. The results of the regression analysis suggest that the size of the municipality and the region do not play as important a role in terms of access to the provision of the examined services as indicated by the first, descriptive analysis. To find a "pattern" for local authorities to decide on access to services for the elderly, further research will be needed that takes into account several socio-economic indicators.

Pelayanan publik menjadi suatu tolok ukur kinerja pemerintah yang paling kasat mata. Seiring dengan perkembangan teknologi dan banyaknya tantangan yang harus dihadapi maka pelayanan publik harus diselaraskan dengan terobosan atau inovasi. Salah satu pelayanan publik yang perlu dioptimalkan adalah Sistem Administrasi Manunggal Satu Atap (SAMSAT). Oleh karena itu, Kantor Bersama Samsat Gresik membuat aplikasi yang diresmikan pada tanggal 14 Juli 2020 adalah SAMSAT RAME (Samsat Ramah Merakyat) yaitu sebuah aplikasi pelayanan pajak serta informasi terkait pengurusan perpanjangan masa berlaku surat tanda nomor kendaraan (STNK) bermotor. Tujuan penelitian ini yaitu untuk mengetahui bagaimana optimalisasi pelayanan Kantor Bersama Samsat Gresik melalui Inovasi Aplikasi Samsat Rame (Samsat Ramah Merakyat) sehingga mampu menjawab beberapa permasalahan pelayanan publik Teknik analisis data dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Teknik pengumpulan data melalui wawancara, observasi, dokumentasi dan studi literatur.  Hasil dari penelitian ini menunjukkan bahwa aplikasi Samsat Ramah Merakyat (Samsat Rame) belum efisien karena input pelayanan masih memberatkan para pengguna jasa. Belum efektif karena tidak berhasil mencapai tujuan yang dikehendaki oleh penyelenggara. Serta kualitas hasil yang buruk dikarenakan faktor pendukung terkesan membuat aplikasi Samsat Rame di lakukan karena mendesak tanpa memikirkan jangka panjang. Sedangkan faktor penghambat lebih berpengaruh pada keberhentian inovasi Samsat Rame. Salah satu saran yang dapat diajukan yaitu meningkatkan sosialisasi dan promosi kepada masyarakat Kabupaten Gresik. Along with technological developments and the many challenges that must be faced, public services must be aligned with breakthroughs or innovations. One of the public services that need to be optimized is the One-Stop One-Stop Administration System (SAMSAT). Therefore, the Samsat Gresik Joint Office made an application that was inaugurated on July 14, 2020, namely SAMSAT RAME (Samsat Ramah Merakyat), which is a tax service application as well as information related to the extension of the validity period for motorized vehicle registration certificates (STNK). The purpose of this study is to find out how to optimize the services of the Samsat Gresik Joint Office through the Samsat Rame Application Innovation (Samsat Ramah Merakyat) so that it is able to answer several public service problems. Data analysis techniques are data collection, data reduction, data presentation, and conclusion / verification. Data collection techniques through interviews, observation, documentation and literature study. The results of this study indicate that the Peoples Friendly Samsat application (Samsat Rame) is not efficient because service inputs are still burdensome for service users. Not yet effective because it failed to achieve the goals desired by the organizers. As well as the poor quality of results due to supporting factors that seem to make the Samsat Rame application done because it is urgent without thinking about the long term. While the inhibiting factor has more influence on the discontinuation of the Samsat Rame innovation. One of the suggestions that can be put forward is to increase socialization and promotion to the people of Gresik Regency. This study aims to identify the implementation of bureaucratic reforms, as well as to offer several solutions for the improvement of licensing administration services. This study used a qualitative approach with the type of instrumental case study research. The location of the research was conducted at Integrated Licensing Service Agency (BP2T) in Kabupaten Bone.Teknik data collection used, namely: in-depth interviews, document studies and observation. Data are analyzed through data reduction stages, data presentation, conclusion and verification. The results showed that the implementation of bureaucratic reform in the administration of licensing services, from the Institutional aspect that the licensing service of Bone Regency has been in the form of One Stop Service; Human Resources aspects that the existing employee qualifications are not in accordance with organizational needs, discipline and responsibilities of employees is still relatively low; aspects of the System and Procedures that generally permits are completed beyond the prescribed timeframe, the existence of discrimination and inconsistency. Through this research, verification of several concepts and theories, namely formalism as one of the characteristics of prismatic society proposed by Fred W Riggs on justified in this study, which in the phenomenon the author calls it by the term "Regulation of the Tongue.
