In the Russian Federation about 600 active ingredients of pesticides are currently registered. A large share among them is occupied by analogous pesticides (generics), which may differ in their properties from the original products due to an increased level or altered composition of impurities. Therefore, to ensure the safe use of analogous pesticides, it is necessary to evaluate their chemical and toxicological equivalence. The analysis of algorithms described in international documents and implemented in practice in some countries for determination of the equivalence of technical materials of analog pesticides is presented. Particular attention is paid to the evaluation of pesticide safety on the basis of the mutagenicity criterion. The applicability of different methods for genotoxic activity determination to confirm the equivalence of active substances of pesticides-analogues to patented products is discussed. A brief review of the results of the researches confirming the need to assess the genotoxicity of all technical materials of analogous pesticides with a view to preventing the entry of hazardous substances into the consumer market is presented.

The article is devoted to sustainable development and sustainable growth of socio-economic systems of Russian regions. It is stated that to manage the sustainable growth it is necessary to develop a comprehensive approach to analyze the sustainability of socio-economic systems of the Russian regions. The author proposes a model for assessing the sustainability of the socio-economic system of the region and the technique and algorithm for estimating the sustainability of subjects of the Russian Federation. He develops the integral indexes for each factor of sustainability. The maps of sustainability for results visualization and development of managerial decisions are given.

Public control is one of the main methods to protect the most wide range of consumers of our country and also an instrument of its modernization. Today there is a need to expand the coverage of public control. Only a United force of the citizens themselves and their intelligence and cohesion will be able to provide a decent level of life in our country and make it more effective any authority, forcing the authority to act in the interests of the people. In this article we consider possibilities of public control in the sphere of protection of the rights of consumers, legislation improvement in the sphere of public control, cooperation between the government and society when carrying out public control. There is also brought an example of successful collaboration when carrying out actions of public control. In this article the main problems of development of system of public control in the Russian Federation are described, the author offers solutions of these problems.

Introduction. The annual increase in the number of identified administrative offenses requires more effective measures to administer payments. Improvement of the pro- cess of administering fines is relevant both for the development of internal affairs agencies and for the country’s economy as a whole. The purpose of the paper is to identify the problems arising when administering fines for administrative offenses and to suggest ways to solve them. Materials and Methods. A comprehensive approach to the problem under discussion was used together with the dialectical approach to the research results. The statistical and economic method, as well as the abstract-logical, monographic, calculation and construction methods of scientific research were also employed. Results. It has been revealed that the administration of fines for administrative of- fenses by the subdivisions of the Ministry of Internal Affairs of the Russian Federation following “their own” various methods has not been effective. Indicators have been determined that made it possible to improve the situation taking into account the passage of payments to budget accounts of the country’s budget system. Problems with receipt of payments to the budget of a constituent entity of the Russian Federation have been identified. Measures have been proposed to develop the mechanism for execution of payments of administrative fines imposed by the internal affairs agencies and to strengthen control over the reception of payments for administrative offenses. Discussion and Conclusions. The annual increase in the number of administrative offenses requires more effective measures to administer payments as this greatly affects the level of revenues in all the budgets in the country. The measures proposed by the authors to centralize the reception of payments and strengthen control over their receipt will help to avoid numerous complaints of people and organizations concerning recording the facts of payment of fines, as well as to reduce the burden on administrators of budget revenues and reduce to minimum unidentifiable payments.

The authors question the validity of the criminal legal assessment under Art. 238 of the Criminal Code of the Russian Federation of actions of persons who make handicraft alcoholcontaining surrogates, store them at the place of residence and sell them ‘off hand’ under the guise of alcoholic beverages. The foundations of this practice were laid by the changes made to the content of Art. 238 of the Criminal Code of the Russian Federation in 1999. Having extended the said rule not only to cases of circulation of low-quality goods in the legal consumer market, but also to the facts of the sale of goods dangerous to the life and health of consumers in the shadow sector of the economy, the legislator ‘transferred’ a wide range of acts previously assessed as administrative offenses. The work substantiates the position that the actions of persons who make and sell alcoholic surrogates ‘from hand’ are of an administratively punishable nature, they can be criminal only if they cause harm to the life and health (of any severity) of ‘consumers’.

The article presents an analysis of developers and manufacturers of technological equipment for wine production in the planned and market economy. It was found that most organizations of developers and manufacturers of equipment for wine production were re-profiled or ceased their activities. The wine industry is faced with the task of establishing discrete principles of winemaking with programming of individual processes and devices instead of automated production lines that do not have technological flexibility. And the law "on viticulture and winemaking", signed by the President of the Russian Federation Vladimir Putin on December 27, 2019, aimed at supporting individual entrepreneurs to promote wine products produced from grapes grown in the territory of the Russian Federation to the domestic consumer market and foreign markets, gives a new incentive to develop and manufacture domestic equipmen

Leptospirosis is one of the most frequently registered diseases among animals not only on the territory of the Russian Federation, but also abroad. The disease is included in the list of quarantine diseases, every year veterinary laboratories conduct serological studies using the microagglutination reaction (МАТ) within the framework of government work, epizootic monitoring and paid types of research. So for 2020, 1 268 749 probes from different animal species were conducted, and 25 401 were received, which is 2% of the total number of received probes. The largest number of seropositive animals is registered among cattle 1,30% of the total number of probes studied, among pigs and horses the number of positive results is 0,29% and 0,28% is for small cattle. Reacting animals are registered less, only 0,11%, other animal species reach 0,02% of the total volume of probes studied in the Russian Federation. The analysis of spreading of the serogroups among different animal species was carried out and the etiological structure of leptospirosis was derived. For most animals are typical a mixed etiology of the disease, which takes 35.38% of all positive probes, a large volume of which falls on probes with registration for only one of the serogroups, namely: Icterohaemorrhagiae – 17,55%, Tarassovi – 11,40%, Pomona – 8,94% and Sejroe – 8,01% of the total volume of positive probes. The article presents a list of the consumer market of drugs (imported and domestic production) mono- and associated vaccines against leptospirosis of farm animals. It specifies the manufacturing companies, the trade name of the drug and the quantitative composition of leptospirosis serogroups in vaccines registered in the territory of the Russian Federation.
