In this article, the authors conducted a comprehensive study of the main directions of the modern social policy of the Russian Federation in relation to low-income citizens living alone and low-income families. Namely, based on the analysis of doctrinal sources, the provisions of international acts and the norms of the current Russian legislation: we formulated the definition of the concept of "poor"; justified the opinion that it is necessary to use a set of objective indicators and indicators to determine a decent standard of living. The identified problems and the proposed system of scientific views significantly expand the previously obtained theoretical teachings on the types and forms of state social support and protection of low-income families and low-income citizens living alone, considering the realities of modern politics and trends in the development of the Russian Federation.

Introduction. The issues of creating, preserving and improving the quality of green areas are relevant not only for the municipality — the city of Barnaul, but also for each urban settlement of the Russian Federation, village and settlement.Methodology. To identify numerous shortcomings in the management, a statistical analysis of the main indicators of the development of the improvement sector, the main opinions of «experts», was carried out. In order to find ways out to ensure the comfort of living for each resident of the city, a theoretical generalization is used.Results. The main geoecological characteristics of the municipality — the city of Barnaul – are described. It reflects not only the achievements of local governments in this area, but also highlights the main problem-the lack of a unified concept of landscaping. To predict the development of the city and the formation of a unified approach to landscaping, the main measures are proposed that will allow creating an up-to-date, and most importantly, allowing each resident to comfortably exist, a model for managing the field of landscaping.Analysis and discussion. The forecast estimate for the municipality — the city of Barnaul from the proposed measures for rational use of natural resources is given.Conclusions. The application of these results is not only possible, but it is also necessary to take into account the local self-government bodies when managing the geoecological processes of each city of the Russian Federation in order to achieve an optimal standard of living for the population.

Introduction. Solving the problem of improving the quality and standard of living of the Russian Federation’s rural population is associated with the need to develop and apply scientifically based support for municipal budgets of rural settlements to ensure the gradual transition of municipal budgets to replenishment from internal sources, generally accepted within the framework of the international concept of civic-oriented municipal governance. Theoretical analysis. The article develops theoretical problems of the formation of scientifically grounded support for rural settlements’ municipal budgets in conditions of their low budgetary provision. It reveals and scientifically substantiates the need for the development and application of theoretical and methodological foundations for supporting the municipal budgets of rural settlements for the subsequent transition of rural self-government to the implementation of the civic-oriented municipal governance concept based on internal sources of municipal budgets replenishment. Empirical analysis. Methodological directions of scientifically grounded support of Russian rural settlements’ municipal budgets are being developed. An indicator of the quality and standard of living of the rural population is proposed. It represents the expenditure of rural municipal budgets per capita of the rural population. The proposed indicator was calculated and studied at the level of expenditures of the municipal budgets of rural settlements in macro-regions of the Russian Federation per capita of the macro-regions’ rural population. A significant differentiation of the indicator by macro-regions of the Russian Federation was revealed. A significant differentiation of the proposed indicator’s value in macroregions of the Russian Federation has been revealed. The indicator of the rural municipal budgets expenditure per capita of Russian Federation’s rural settlements has been proposed, substantiated and calculated. The groups of Russian macroregions with the municipal budgets expenditures per capita of the rural population are higher, equal and lower than the indicator for the Russian Federation. Similar procedures were carried out on the basis of an empirical analysis of the rural settlements’ municipal budgets expenditures per capita of the rural population of the Russian constituent entities in macroregions with an agricultural orientation. Results. On the basis of the empirical analysis of indicators, characterizing the provision of the rural population with municipal services recommendations are proposed that can be used in the development of regulations governing the support of Russian rural settlements’ municipal budgets.

The article gives an assessment of reducing the living standard of the population in rural areas of Russia (a case of the Volgograd region). The analysis of the current state of rural areas was carried out and problems and trends of a decreasing standard of living of the population were identified. The dynamics of the urban and rural population of the Volgograd region has been illustrated in accordance with the data of the Federal State Statistics Service of the Russian Federation. The conclusions are drawn about the depopulation in the rural areas, natural loss, migration outflows, and the change in the category of settlements. There have been systematized the factors influencing the living standards of the population in rural areas in modern conditions, such as: legal, socio-economic, political, technological, etc. With the help of the Ishikawa diagram, the potential causes of the declining standard of living of the rural population are ordered and aggregated, and the most important factors are identified. The effectiveness and efficiency of the state policy aimed at the long term development of rural areas is assessed. It has been noted that the volume of financing the state program Comprehensive development of rural areas for 2020–2025 will amount to about 2.3 trillion rubles, which is 12 times more than funding of the previous program. Lack of activities and insignificant amount of funding aimed at the development of social infrastructure of modern villages, the development of education and health care were identified by the authors. A set of measures to improve the existing policy for the long term development of rural areas in Russia has been substantiated. The necessity of including the problems of the development of Russian villages into the system of national projects in the Russian Federation has been emphasized.

In the Russian Federation about 600 active ingredients of pesticides are currently registered. A large share among them is occupied by analogous pesticides (generics), which may differ in their properties from the original products due to an increased level or altered composition of impurities. Therefore, to ensure the safe use of analogous pesticides, it is necessary to evaluate their chemical and toxicological equivalence. The analysis of algorithms described in international documents and implemented in practice in some countries for determination of the equivalence of technical materials of analog pesticides is presented. Particular attention is paid to the evaluation of pesticide safety on the basis of the mutagenicity criterion. The applicability of different methods for genotoxic activity determination to confirm the equivalence of active substances of pesticides-analogues to patented products is discussed. A brief review of the results of the researches confirming the need to assess the genotoxicity of all technical materials of analogous pesticides with a view to preventing the entry of hazardous substances into the consumer market is presented.

Public control is one of the main methods to protect the most wide range of consumers of our country and also an instrument of its modernization. Today there is a need to expand the coverage of public control. Only a United force of the citizens themselves and their intelligence and cohesion will be able to provide a decent level of life in our country and make it more effective any authority, forcing the authority to act in the interests of the people. In this article we consider possibilities of public control in the sphere of protection of the rights of consumers, legislation improvement in the sphere of public control, cooperation between the government and society when carrying out public control. There is also brought an example of successful collaboration when carrying out actions of public control. In this article the main problems of development of system of public control in the Russian Federation are described, the author offers solutions of these problems.

Corrupt activities in the Russian Federation have reached the point where national security is under threat. Corruption creates obstacles to the economic growth of the state, slows down various transformations not only in the economic, but also in the social sphere of society, worsens the standard of living in the Russian Federation, undermines public confidence in public authorities, and reduces authority in the eyes of other countries. Theoretically, broad corrupt activities are able to destroy the norms, constitutional foundations that have developed in society and neutralize the operation of any legal system. One should not lose sight of the fact that corruption activity, due to its illegal origin, intersects with other variants of socially destructive phenomena, such as sanctioned crime, shadow economy and terrorist attacks. As a result, it can be said that corruption is a combination of various factors, a continuously growing system that threatens the state and financial security of the country, and is not an independent unit, which is an exceptional precedent of bribery of a certain person among civil servants.

The article deals with the formation of economic policies aimed at improving the quality and standard of living of the population and general socio-economic development. In 2018-2019 there was a significant recovery of business activity, as a result of which revenues of consolidated budgets of the constituent entities of the Russian Federation increased. The level of property taxes paid by individuals has increased particularly significantly. Against the background of the decline in real incomes of citizens, there was an increase in the tax burden.

The epidemic situation with tuberculosis in the Russian Federation is improving, but remains tense. From 2008 to 2018, the tuberculosis incidence rate of the population of the Russian Federation decreased by 1.9 times. The factors affecting the course of the epidemic process of tuberculosis infection are considered: the reliability of indicators, the standard of living of the population, the timely identification of patients with tuberculosis, HIV infection in patients with tuberculosis and the resistance of mycobacterium tuberculosis (MBT) to medicinal anti-TB drugs. The incidence of tuberculosis in some cases underestimated due to deliberate misregistration and registration of newly diagnosed patients with tuberculosis. The use of Diaskintest during mass examinations of children and adolescents does not allow for the timely diagnosis of active tuberculosis in 60 % of children and in 12 % of adolescents identified from the Mantoux test. Primary infection of MBT in children 0–17 years of age with the use of Diaskintest, compared with the use of the Mantoux test (virage), is detected on average only in 6.9 % (from 3.1 to 26.3 %) of children with primary infection (virage) diagnosed by Mantoux test.
