The creation of a transportation system that ensures the movement of people, vehicles, and or goods smoothly, safely, quickly, cheaply, comfortably, and by the environment is already a development goal in the transportation sector. The target functional level of the road network will be determined by the level of traffic flow through the road network. Based on data from the Central Bureau of Statistics in 2017, Dumai City has national roads with a total length of 72 km, and provincial roads with a total length of 140 km. Every day nearly thousands of vehicles pass through that road. The trip that is carried out can cause quite a lot of displacement at the same time and has the potential to cause high travel generation. This activity certainly can result in jams. As a national road, Jalan Soekarno-Hatta must meet the requirements of comfort and safety so that traffic on this road can run well. Therefore, it is necessary to evaluate the road performance. The purpose of research is to find out the value of the degree of saturation and the value of the level of service on that road. The evaluation on the research by using PKJI 2014. Of the evaluations carried out, it is known that the Soekarno-Hatta road segment will experience congestion on Saturdays and Sundays. The highest peak hour is on Sunday at 14:00-15:00 WIB with a volume of vehicle 2300 vehicles/hour. Soekarno-Hatta's service level on Monday and Tuesday is in class D, while on Saturday and Sunday, the level of road service is in class F. Thus it can be concluded that the performance of the Soekarno-Hatta road section is classified as poor, so that action is needed for the future.

Jl. Yos Sudarso is one of the centers of movement in Tarakan or a business zone. Jl. Yos Sudarso has experienced an increase in road load and a decrease in the level of road services which will eventually cause traffic problems, namely the effectiveness of reduced traffic performance. To find out the analysis of traffic performance due to the arrangement of the vehicle movement system on Yos Sudarso Tarakan road, traffic surveys are carried out, such as traffic volume, traffic speed, road capacity, and degree of saturation. After the road performance analysis, the characteristics and conditions of the road were obtained, the average total volume was 1399.92 pcu / hour, the average degree of saturation on the Yos Sudarso road in the direction of Kusuma Bangsa was 0.53, while the direction of Mulawarman was 0,55. Thus the average performance along Yos Sudarso road includes the C service level. By looking at these conditions it is necessary to increase the clear traffic flow regulation system such as traffic signal so that it can reduce the congestion that occurs on these roads. The construction of the coastal road frontage line and the construction of the access road network will provide benefits in the form of a road network in the western part of Tarakan city, reducing traffic density points.

Tabanan Regency is one of the regencies that is traversed by the main route connecting Gilimanuk-Denpasar so that the road is known as Jalan Raya Denpasar-Gilimanuk. The road is a National Road which is the main route connecting the districts in western Bali, namely Jembrana Regency, Tabanan Regency, Badung Regency and Denpasar City. In addition, with the increasing activities of the Tabanan community, especially those in the city of Tabanan who travel either to the city of Denpasar or to other areas, passing through this route which is the main route that serves transportation activities from Tabanan to Denpasar and vice versa. In this location there are many places that cause attraction, namely shopping centers, stalls and places of worship. Therefore, congestion on these roads often occurs, especially at peak hours of traffic flow (Peak Hour). This research was conducted on the performance of roads to determine the level of service. The data analysis process uses the method of calculating the Manual Kapasitas Jalan Indonesia (MKJI) 1997). The results showed that the Tabanan-Denpasar road, Jl Ahmad Yani, during the COVID-19 pandemic PPKM level 4 was obtained, the road capacity was 2,457 smp/hour, the free flow speed was 46.48 km/hour, the degree of saturation was 0.79, the light vehicle speed value was 36 km/hour with a travel time of 25 seconds. Based on the value of the degree of saturation on the Tabanan-Denpasar road, Jl Ahmad Yani during the COVID-19 pandemic PPKM level 4 of 0.79, then the level of service for the road was entered at Service level D.

Abstract The Meulaboh - Tapak Tuan road is the main access road linking several districts, Aceh Barat, Aceh Barat Daya, Aceh Selatan, and Aceh Tengah. After the earthquake and tsunami hit Aceh, its economies experienced rapid growth. This greatly influences the distribution of traffic volume on specific road segments, including the increasingly congested Meulaboh - Tapak Tuan roads. As a result, the number of private vehicles is increasing. The purpose of this research is to evaluate the performance of roads in the area based on the Indonesian Road Capacity Manual, as well as to analyze the level of road services at present and in the future. The analysis of the road performance can be measure by several indicators such as traffic flow (Q), capacity (C), degree of saturation (DS), free flow velocity (FV), and level of service on the road section. The calculations were obtained from 3 days direct observation in the field from 07:00 to 19:00 with Monday and Thursday representing workdays and Saturday representing weekend. The highest conversion value of traffic flow in 2020 was 1357 pcu/hour for (Q), 2654 pcu/hour for the actual capacity value (C), and 0.51 for the degree of saturation (DS). The analysis results show that the degree of saturation < 0.75. According to Marga (1997), it is considered in good condition with smooth traffic flow at the service level of C. The road performance analysis for the next five years for traffic flow was 2093 pcu/hour for Q and 0.79 for the degree of saturation (DS). The service level is categorized as level D. It is necessary to find solutions and alternatives to reduce the degree of saturation (DS) value by increasing the value of capacity. Pasca gempa dan tsunami menerjang, pertumbuhan ekonomi pada Provinsi Aceh mengalami kemajuan yang cukup pesat. Hal ini sangat mempengaruhi penyebaran volume lalu lintas pada ruas-ruas jalan tertentu termasuk ruas jalan lintas Meulaboh – Tapak Tuan semakin padat. Adapun tujuan penelitian ini adalah melakukan evaluasi kinerja terhadap ruas jalan pada kawasan tersebut berdasarkan Manual Kapasitas Jalan Indonesia, dan menganalisis tingkat pelayanan jalan pada saat ini maupun di masa yang akan datang. Dalam menganalisis kinerja ruas jalan indikator kinerja yang dibutuhkan yaitu arus lalu lintas (Q), kapasitas (C), derajat Kejenuhan (DS), Kecepatan arus bebas (FV) dan tingkat pelayanan pada raus jalan tersebut. Hasil perhitungan yang di dapat selama 3 hari pengamatan langsung di lapangan dari pukul 07.00-19.00 wib yaitu hari senin dan kamis mewakili hari kerja, hari sabtu mewakili hari libur. Didapat nilai konversi tertinggi arus lalu lintas pada Tahun 2020 (Q) sebesar 1357 smp/jam, nilai kapasitas aktual (C) sebesar 2654 smp/jam, derajat kejenuhan (DS) sebesar 0,51. Dari hasil perhitungan didapat derajat kejenuhan < 0,75 (Marga, 1997) dianggap dalam kondisi baik, arus stabil, kecepatan dipengaruhi oleh lalu lintas dengan tingkat pelayanan C. Perhitungan analisis kinerja jalan pada 5 tahun mendatang yaitu untuk arus lalu lintas Tahun 2025 (Q) sebesar 2093 smp/jam derajat kejenuhan (DS) sebesar 0,79 tingkat pelayanannya dikategorikan tingkat D. Hal tersebut dapat dicari solusi terbaik sehingga dapat menurunkan nilai derajat kejenuhan (DS) dengan cara meningkatkan nilai kapasitas. Kota Semarang mengalami peningkatan pergerakan lalu lintas setiap tahunnya, khususnya  Kecamatan Semarang Tengah, yang memiliki fungsi sebagai kawasan pusat perbelanjaan, perdagangan dan jasa, perkantoran, dan pendidikan. Pemerintah Kota Semarang telah berupaya mengatasi permasalahan lalu lintas dengan menerapkan sistem satu arah pada ruas Jalan Gajahmada, Jalan Pandanaran, Jalan MH. Thamrin, Jalan Pemuda, Jalan Imam Bonjol Selatan, Jalan Kapten Piere Tendean, dan Jalan Indraprasta. Penelitian ini dilakukan untuk mengetahui gambaran efektivitas atas penerapan sistem satu arah pada ruas jalan tersebut dengan menggunakan metode analisis deskriptif dan kuantitatif hasil keluaran EMME2 versi 9.5. Hasil dari penelitian ini yakni setelah diterapkannya sistem satu arah masih terdapat ruas jalan yang mengalami penurunan kinerja jalan, yaitu ruas jalan Imam Bonjol Selatan belum sesuai dengan persyaratan fungsi jalan karena lebar badan jalannya hanya 10 meter sedangkan dalam persyaratan untuk fungsi jalan arteri sekunder lebar badan paling sedikit 11 meter, ruas Jalan Kapten Piere Tendean dan Pandanaran nilai DS 0.75 pada waktu sore hari dan berada pada tingkat pelayanan D pada ruas Jalan Pandanaran sedangkan tingkat pelayanan E berada pada ruas Jalan Kapten Piere Tendean. Selain itu, pada ruas Jalan Imam Bonjol Selatan, Kapten Piere Tendean, dan Pandanaran masih belum sesuai dengan indikator kinerja sistem jaringan jalan untuk meminimalisasi atau mengurangi ketertundaan total dan panjang perjalanan total karena kecepatan perjalanan menurun dan kapasitas jalan belum mampu menampung beban lalu lintas. Solusi penanganan yang dilakukan adalah nilai DS harus 0.75 dan maksimal menunjukkan ditingkat pelayanan C, Jalan Kapten Piere Tendean, dan Jalan Pandanaran, pelebaran jalan 1 meter pada ruas Jalan Imam Bonjol Selatan dan pengaturan off street parking pada ruas Jalan Imam Bonjol Selatan, Kapten Piere Tendean, dan Pandanaran. Kata kunci: EMME2 versi 9.5, kinerja sistem jaringan jalan, permasalahan lalu lintas, sistem satu arah.   Performance Analysis of One - Way Roads in Central Semarang District, Semarang : The city of Semarang is experiencing an increase in the movement of traffic every year, especially in Central Semarang District which has a function as a shopping center, trade and service area, office area, and education area. The Semarang City Government has tried to overcome traffic problems by implementing a one - way system on Gajahmada, Pandanaran, MH. Thamrin, Pemuda, Imam Bonjol Selata n, Piere Tendean, and Indraprasta streets . This study was conducted to determine the effectiveness of the implementation of the one - way system on the road using the analysis method, which wa s descriptive and quantitative output of EMME2 version 9.5. The re sults showed that after the implementation of one - way system, there was still decreased performance in some roads. The road segment in Imam Bonjol Selatan street had not fulfill the requirements for road functions because the width of the road wa s only 10 meters, mean while according to the requirements for secondary arterial road functions it should be at least 11 meters. The DS value of Piere Tendean and Pandanaran Roads was 0.75 in the afternoon . Furthermore, the level service of Pandanaran Road was D w hile Captain Piere Tendean Road section was E . In addition, Imam Bonjol Selatan, Captain Piere Tendean and Pandanaran Roads we re not in accordance with the performance indicators for the road network ing system to minimize or reduce total delays and total t rip length because travel speeds were declining and road capacity had not been able to accommodate traffic loads. T o overcome this problem the DS value must be 0.75 and the maximum service level should be C in Piere Tendean and Pandanaran Road s , widening 1 meter road on Imam Bonjol Selatan section, and setting off street parking on Imam Bonjol Selatan Road, Captain Piere Tendean, and Pandanaran. Progress of a country in line with the progress of traffic (transport). Fluency in traffic is determined by the smoothness of traffic on the road. The control of roads traffic, of noise, of all other problems which occur on national road sections are much more manageable through Geographic Information Systems. The possibility of changing parameters in real time from a database, allows rapid information on problems encountered and efficient solutions at a more sustained rate.This paper presents a proposed solution to improve the Geographic Information System by adding noise data, by carrying out a case study on the road section Sag - Voiteg that connects Timisoara (Romania) and Belgrade (Serbia). The existing GIS system was established in 2012 according to the legislation in force at the time. As Year 2017 will mark the next stage of issuing the noise maps according to the rules set by CNOSSOS-EU, the measurements done for this study will follow these new methods. CNOSSOS-EU accurately describes the objectives and methodology requirements, establishes clear criteria for road traffic and sound propagation.The advantage of uniformity standards and methods of control in all EU Member States allows comparative studies on pollution, the number of people affected, etc.

A road network usually has to fulfill two requirements: (i) it should as far as possible provide direct connections between nodes to avoid large detours; and (ii) the costs for road construction and maintenance, which are assumed proportional to the total length of the roads, should be low. The optimal solution is a compromise between these contradictory demands, which in our model can be weighted by a parameter. The road optimization problem belongs to the class of frustrated optimization problems. In this paper, a special class of evolutionary strategies, such as the Boltzmann and Darwin and mixed strategies, are applied to find differently optimized solutions (graphs of varying density) for the road network, depending on the degree of frustration. We show that the optimization process occurs on two different time scales. In the asymptotic limit, a fixed relation between the mean connection distance (detour) and the total length (costs) of the network exists that defines a range of possible compromises. Furthermore, we investigate the density of states, which describes the number of solutions with a certain fitness value in the stationary regime. We find that the network problem belongs to a class of optimization problems in which more effort in optimization certainly yields better solutions. An analytical approximation for the relation between effort and improvement is derived.

Abstract First it is shown that maintenance of structures belonging to the national road network in Germany is neglected in an alarming way. It is obivous that the state of the road surface, of bridges and other structures is deteriorating in the old Länder in particular. In spite of that, politicians have not yet recognized the importance of this fact for the economy of an industrialized country. There exists a lack of medium range financial planing and provision of means. The elaboration of a management system for existing structures has only been started in 1997.

Traffic volume in Semarang City has increased every year due to the increasing number of vehicles. Congestion that occurs at the T-junction intersection Jl. Brigjen Sudiarto - Jl. Majapahit is one of the impacts of high traffic growth and the traffic system is not functioning properly. By considering the geometric conditions of the road, traffic volume, side obstacles and the intersection environment which is a commercial area, it is necessary to analyze the cause of the congestion at the intersection. The research conducted was to conduct a field survey to obtain primary and secondary data which are then processed using intersection management. Planning uses the 1997 Indonesian Road Capacity Manual (MKJI) and uses the Excel 2013 program to process traffic data. Traffic data is obtained from recording the number of vehicles in the field for 3 days (April 29, 01 and May 4, 2019) during peak hours and presented in the form of a vehicle data table, then the behavior of the intersection can be analyzed. From the analysis results obtained value of the degree of saturation (DS) at the intersection of Jl. Brigjen Sudiarto - Jl. Majapahit 0.991. This value has exceeded the required value by the 1997 MKJI, DS ≤ 0.85. The analysis shows that the average traffic delay is 141,320 sec / pcu, so this intersection has a Service Level (LOS) F (&gt; 60).

The object of the study is the improvement of traffic management on the main street and road network of the city. Actually, there are many techniques that allow simulating the traffic flows with sufficient accuracy. One of such models is a mathematical model, which allows calculating the main characteristics of a traffic flow on the basis of a few initial data and is considered as a queuing system.Modeling allows pre-determining the impact of traffic management measures on the existing street and road network without creating interference for drivers, making changes to the design of road, increasing the traffic volume, as well as involving the possible overloaded areas.An analysis of the researches of scientists who have considered similar methods in their works had been performed. The fundamental flaw of the mentioned works is that in none of them the study of the model of a real road section was performed for verifying of the model adequacy. Modeling allows understanding more accurately the behavior of an object with less approximations than mathematical models, and provides less researching and forecasting of the system behavior with significant changes in the initial concepts. It is indicated that for the first approximation it is expedient to use mathematical models, and for clarifying the characteristics – to use non- mathematical methods, in particular, simulation.It is proved that simulation is a powerful tool for studying the behavior of real systems. It is mainly used to study situations and systems that can be described as queuing systems.Using the queuing theory, it becomes possible to perform certain calculations and determine indicators of effectiveness of the queuing system.Obtained result of the indicators will help to determine the street and road network areas where a traffic jam may form for any reason, where the road will be overloaded. This makes it possible to develop a high-quality algorithm for quick elimination of traffic jam.
