The objective of this project is to improve the existing voting system that will be accurate, transparent, and faster and will ensure a single vote for a single person. Our proposed system has covered all of these issues successfully. This product is affordable by many organizations where preferential elections conducted. The product is a prototype and can be implemented for vast use. Voting is an onerous task for the election commission to conduct free and fair polls in our country, the largest democracy in the world. A lot of money has been spent on this to make sure that the elections are rampage free. But, now- a -days it has become very usual for some forces to indulge in rigging which may eventually lead to a result contrary to the actual verdict given by the people. In order to provide inexpensive solutions to the above, this project is implemented with the biometric system i.e. fingerprint scanning. This is used to ensure the security to avoid fake, repeated voting, etc. It also enhances the accuracy and speed of the process. The system uses a thumb impression for voter identification as we know that the thumb impression of every human being has a unique pattern. Thus it would have an edge over the present-day voting systems. The purpose of such a system is to ensure that the voting rights are accessed only by a legitimate user and no one else. In this, creation of a database consisting of the thumb impressions of all the eligible voters in a constituency is done as a pre-poll procedure. During elections, the thumb impression of a voter is entered as input to the system. This is then compared with the available records in the database. If the particular pattern matches with anyone in the available record, access to cast a vote is granted. But in case the pattern doesn’t match with the records of the database or in case of repetition, access to cast a vote is denied or the vote gets rejected. The result is instantaneous and counting is done. The overall cost for conducting elections gets reduced and so does the maintenance cost of the systems.

Voting is important for any democratic country. It can be considered as one of the major factors that make a government for the people and by the people. The most common methods of voting that currently exist are ballot-based voting, purely electronic methods, and Electronic Voting Machines, among others. Over the years, it has been a challenge to build a secure E-voting program that provides the privacy of current voting systems while offering a means of accountability and versatility. Using blockchain technology and cryptography we can make the process of elections as open and cost-effective as possible. In this review paper we discuss a new, blockchain-based electronic voting system that addresses some of the limitations in existing systems and evaluates some of the popular systems designed to create a blockchain-based e-voting system.

This article explores how to build popular trust for voting systems that rely heavily on statistical tools, as they are generally counter-intuitive to the average citizen (and even to experts). By trying out the voting system in public and letting people tinker with it, a first level of familiarity can be achieved. Preliminary results from real-world experiments seem encouraging and point out the importance of psychological and sociological factors in election organization as well as the influence of user interface design. To go further, integration into a larger debating platform held by a national party could give first-hand experience to the majority of the people, and would progressively build trust as the political stakes grow higher. Finally, the authors look into how different e-democratic tools could interact in a mutually beneficial manner.

The detection of a false individual who had not been enrolled as a genuine participant in an election could be potentially detected in electronic voting systems as against paper-based methods. In recent time, one-time password and biometrics have been used to curtail false acceptance of imposters. However, imposters had unlawfully stolen the credentials of genuine individuals, gained unauthorized access, and polled illegitimate votes due to poor authentication methodology. The accuracy of a multi-biometric system is a function of the data type used and fusion method adopted. This paper presented a computational fusion approach that involved the use of fingerprint and randomly generated voter identification number to effectively satisfy the authentication security requirement of the electronic voting system. New architectural and mathematical equations on the proposed approach were presented to tackle the problem of false acceptance rate and improve on the true acceptance rate of a biometric system. Algorithm to achieve the proposed approach was presented in this paper as well.


Live scan plebiscite system is an electronic system or device employed in any legal system to cast their votes rather than ballot papers and boxes which used earlier in conventional Election system. The traditional system may be a long, time-consuming process and there’s a clear stage of error and malpractices. Later the system was replaced by electronic voting machine. To overcome the disadvantages of the electronic voting system, biometric identifiers are included in the voting system. Our proposed system consists of a Ballot unit with biometric system. This system verifies the biometrics of the candidate with the already stored data in Aadhar or voter identification card. In the proposed system the voter should verify his/her finger print and only if it matches they can vote.The data of the voters are stored in the cloud and can be retrieved from anyplace, so the voter can vote from any place outside the constituency. In the Electronic voting system, there is a simple unit called ballot unit which is used to record the votes. In this electronic voting only, the votes are recorded and counted and there is no separate unit to verify the voter, so anybody can record the votes and any number of times.

AbstractThis research seeks to analyze how the use of suffrage by a law student voters Atma Jaya Yogyakarta University in legislative and presidential elections in 2014 and the factors that determine the choice. Respondents who gave point of views are all students of the Faculty of Law, University of Atma Jaya Yogyakarta who elected for the first time and have the right to vote because it has been qualified in terms of age. Based on the analysis, it can be concluded that; generally, the use of suffrage showed a fairly high level, compared legislatif election in the legislative elections of use suffrage show the increasing of participation. amounted to 11.62%. However, they found there are quite a lot of voters who do not use their voting rights. Most common reasons which become factor why they did not vote is because it is not registered as a voter, Respondents, whether in using their suffrage in presidential or general election have the same consideration in  determining the choice. where figur candidates (legislative / president) factors was chosen as the most consideration in determining the choice, followed by factors figur and political party who support related to candidates figur in legislative and presidential elevtion have similarities, humble and sociablefollowed by commitment, moral and strictness .Recommendations which can be given, is that it should be increased voter participation in elections as a manifestation of the rights and responsibilities of the people (voters) in maintaining the survival of the nation and the state. Thus, it should be developed political consciousness of society that can be obtained through political education, whether through formal and informal education. Mendasarkan pada analisis, dapat disimpulkan bahwa; Secara umum penggunaan hak pilih menunjukkan tingkat yang cukup tinggi, peningkatan sebesar 11,62 % merupakan hal cukup positif. Namun demikian masih didapati adanya pemilih yang tidak menggunakan hak pilihnya. Alasan yang paling banyak menjadi faktor tidak menggunakan hak pilih adalah karena tidak terdaftar sebagai pemilih. Responden dalam menggunakann hak pilihnya dalam pemilu legislatif dan pemilu presiden memiliki kesamaan dalam hal pertimbangan yang digunakan sebagai dasar dalam menentukan pilihan. Rekomendasi yang dapat diberikan, adalah bahwa Perlu ditingkatkan partisipasi pemilih dalam penyelenggaraan pemilu sebagai wujud dari hak dan tanggung jawab masyarakat (pemilih) dalam mempertahankan kelangsungan hidup bangsa dan negara. Tingkat partisipasi pemilih yang tinggi juga dapat meningkatkan legitimasi terhadap kekuasaan yang diperoeh dari rakyat melalui pemilu. Untuk itu perlu ditumbuhkan kesadaran politik masyarakat yang dapat diperoleh melalui pendidikan politik, baik melalui pendidikan formal maupun informal. Terkait dengan pemilih yang tidak terdaftar dalam pemilihan umum, masyarakat juga harus secara aktif mengikuti dan memahami informasi/sosialisasi yang dilakukan penyelenggara pemilu (Komisi Pemilihan Umum), termasuk aturan-aturan yang menyangkut pendaftaran pemilih. The purpose of the present research was to introduce a blockchain-based voting system so that any state, including totalitarian states, can show interest in using it. In this method, a hybrid voting system with two centralized and distributed systems was used. Its centralized system is one of the most common voter identification and polling models, and its distributed system, which is designed with Ethereum public blockchain, is voting for voters. Totalitarian states are not interested in announcing the results online. Also, the lack of trust in E-voting systems by both states and voters has led to E-voting in important political elections in most states as support for manual or paper voting. Based on the results of field research with this voting system, it was possible to create a 7 min break between the end of the voting process and the announcement of the results for political considerations. This break can be increased by agreement. The results of the votes cannot be manipulated in any way. Survey results should also be communicated to voters before the voting process. This voting system can improve the level of democracy and maximum participation. It is hoped that the spread of distributed technologies, especially the blockchain, will pave the way for the spread of justice and democracy around the world.

AbstractElection is the embodiment of democracy in Indonesia, the political participation of the people in elections which is implemented in the form of voting rights by people who already have the right to vote. Article 1 paragraph 2 of the 1945 Constitution of the Republic of Indonesia states that sovereignty is in the hands of the people and is exercised according to the Constitution, in its implementation, an Election is held as a process of channeling the aspirations of the people who already have rights where all citizens have the same rights to choose and be chosen to be a leader. The purpose of this research is to provide an understanding and description of the strategy of the General Election Commission in enhancing the role of women in the Regional Head Elections in Pesawaran District in 2020. This research uses qualitative data analysis methods, namely describing and analyzing the data and data sources obtained and then described in the form real explanation. The results showed that the strategy of the General Election Commission (KPU) of Pesawaran Regency in increasing the role of women in regional head elections was carried out by maximizing the ability of electronic media and internet media to socialize, increasing cooperation from related organizations to socialize, and Validating Voter Data.AbstrakPemilu merupakan perwujudan dari Demokrasi di Indonesia, Partisipasi politik masyarakat dalam Pemilu yang diimplementasikan dalam bentuk pemberian hak suara oleh masyarakat yang telah memiliki hak untuk memberikan suaranya. Pasal 1 ayat 2 Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 menyatakan bahwa kedaulatan berada ditangan rakyat dan dilaksanakan menurut Undang-Undang Dasar, dalam pelaksanaannya maka diadakan Pemilu sebagai proses penyaluran aspirasi rakyat yang telah memiliki hak dimana seluruh warga negara memiliki hak yang sama untuk memilih dan dipilih menjadi pemimpin. Adapun tujuan penelitian ini adalah untuk memberikan pemahaman dan gambaran mengenai strategi Komisi Pemilihan Umum dalam peningkatkan peran perempuan pada Pemilihan Kepala Daerah di Kabupaten Pesawaran Tahun 2020. Penelitian ini menggunakan metode analisis data kualitatif yaitu mendeskripsikan serta menganalisis data dan sumber data yang diperoleh kemudian dijabarkan dalam bentuk penjelasan yang sebenarnya. Hasil penelitian menunjukkan bahwa strategi Komisi Pemilihan Umum (KPU) Kabupaten Pesawaran dalam meningkatkan peran perempuan pada pemilihan kepala daerah dilakukan dengan memaksimalkan kemampuan media elektronik dan media internet untuk bersosialisasi, meningkatkan kerjasama dari organisasi-organisasi terkait untuk bersosialisasi, dan Validasi Data Pemilih.

   National elections are a big deal which has a major role in the development and progress of a country. The security of an election is in fact the matter of national security. Current voting systems in the context of Nepal and other parts of the world are still traditional and insecure. From the dawn of democracy, elections are still based on pen and papers. While there are new electronic voting machines, these systems have a high risk of rigging and are prone to failure, crashes, and attacks from intruders. The stated problems can be addressed through the implementation of new technology namely Blockchain for a transparent and reliable voting process. A blockchain based voting platform has been built to make the voting process digital, secure, reliable and intuitive. The votes casted by voters are stored in the blockchain, thus making it immutable and secure. The system can be scaled based on the requirements of an election. Voters can login to the system with the help of encrypted identification. This encrypted identification will lead to secure voting process. A separate portal for both voters and the election commission reduces the election hassle and time. So, in this system, it is demonstrated how the use of blockchain platform could contribute to modern elections using Ethereum, smart contracts and distributed systems to provide voters with secure, transparent and reliable voting platform.

The holding of General Elections, including the election of members of the Regional Representative Council in parts of Papua, has its own character because its implementation is different from the general election. If all this time we only know that, the implementation of the General Election is carried out in a "direct, general, free and secret manner", then there are some areas in Papua that still use the general election with the noken/tie system. This is because the culture of indigenous peoples in the Papua region in terms of decision-making concerning common interests is carried out through deliberation meetings involving members of the community as a whole or certain people ("Men with authority" or "The Big Man") only as representatives to take a decision. This is also corroborated by the Constitutional Court Decision Number 47-81 / PHPU.A-VII / 2009 which basically states that they do not question the voting system used by indigenous peoples in the central highlands of Papua, because the essence of the General Election process is that everyone can exercise direct, public, free and confidential voting rights. With the implementation of the General Election (including the election of DPD members) with the noken/ikat system, it does not provide guarantees and legal certainty for the constitutional rights of voters to determine for themselves who they think is best based on their rational logic. Honesty does not only mean that no provisions in the General Election are violated or simply that no votes are manipulated. Honesty must also be interpreted as the system that most allows the people to elect candidates according to their conscience based on the capacity and integrity of the candidates.

Abstract: In this paper a new authentication technique is discussed i-e; facial recognition verification for online voting system. It aims to develop a computerized voting system to make the election process more secure and user friendly. The electorate want to visit distinct locations like polling cubicles and stand in an extended queue to cast their vote, because of such reasons most of the people skip their chance of voting. The voter who isn't eligible also can forged its vote via way of means of faux way which can also additionally cause many problems. That's why in this project we have proposed a system or way for voting which is very effective or useful in voting. This system can also save money of the government which is spent in the election process. Overall this project is being developed to help staff of election commission of India and also reduce the human efforts. Keywords: Online Voting, Biometric Authentication, Security System.
