AbstractThis research seeks to analyze how the use of suffrage by a law student voters Atma Jaya Yogyakarta University in legislative and presidential elections in 2014 and the factors that determine the choice. Respondents who gave point of views are all students of the Faculty of Law, University of Atma Jaya Yogyakarta who elected for the first time and have the right to vote because it has been qualified in terms of age. Based on the analysis, it can be concluded that; generally, the use of suffrage showed a fairly high level, compared legislatif election in the legislative elections of use suffrage show the increasing of participation. amounted to 11.62%. However, they found there are quite a lot of voters who do not use their voting rights. Most common reasons which become factor why they did not vote is because it is not registered as a voter, Respondents, whether in using their suffrage in presidential or general election have the same consideration in  determining the choice. where figur candidates (legislative / president) factors was chosen as the most consideration in determining the choice, followed by factors figur and political party who support related to candidates figur in legislative and presidential elevtion have similarities, humble and sociablefollowed by commitment, moral and strictness .Recommendations which can be given, is that it should be increased voter participation in elections as a manifestation of the rights and responsibilities of the people (voters) in maintaining the survival of the nation and the state. Thus, it should be developed political consciousness of society that can be obtained through political education, whether through formal and informal education. Communities should also actively follow and understand information/socialization which are organized by election organizers (General Election Commission), including rules concerning voter registration.Keywords: Use of Suffrage, Beginner Voters, Legislative Election, Presidential Election factors that determine the choice.IntisariPenelitian ini hendak menganalisis bagaimana penggunaan hak pilih oleh pemilih pemula mahasiswa fakultas hukum universitas atma jaya yogyakarta dalam pemilu legislatif dan pemilu presiden tahun 2014 dan faktor-faktor yang menentukan pilihan. Responden yang dimintakan pandangan adalah seluruh mahasiswa Fakultas Hukum Universitas Atma Jaya Yogyakarta yang baru pertama kali memiliki hak pilih karena telah memenuhi syarat dari segi usia. Mendasarkan pada analisis, dapat disimpulkan bahwa; Secara umum penggunaan hak pilih menunjukkan tingkat yang cukup tinggi, peningkatan sebesar 11,62 % merupakan hal cukup positif. Namun demikian masih didapati adanya pemilih yang tidak menggunakan hak pilihnya. Alasan yang paling banyak menjadi faktor tidak menggunakan hak pilih adalah karena tidak terdaftar sebagai pemilih. Responden dalam menggunakann hak pilihnya dalam pemilu legislatif dan pemilu presiden memiliki kesamaan dalam hal pertimbangan yang digunakan sebagai dasar dalam menentukan pilihan. Rekomendasi yang dapat diberikan, adalah bahwa Perlu ditingkatkan partisipasi pemilih dalam penyelenggaraan pemilu sebagai wujud dari hak dan tanggung jawab masyarakat (pemilih) dalam mempertahankan kelangsungan hidup bangsa dan negara. Tingkat partisipasi pemilih yang tinggi juga dapat meningkatkan legitimasi terhadap kekuasaan yang diperoeh dari rakyat melalui pemilu. Untuk itu perlu ditumbuhkan kesadaran politik masyarakat yang dapat diperoleh melalui pendidikan politik, baik melalui pendidikan formal maupun informal. Terkait dengan pemilih yang tidak terdaftar dalam pemilihan umum, masyarakat juga harus secara aktif mengikuti dan memahami informasi/sosialisasi yang dilakukan penyelenggara pemilu (Komisi Pemilihan Umum), termasuk aturan-aturan yang menyangkut pendaftaran pemilih. AbstractElection is the embodiment of democracy in Indonesia, the political participation of the people in elections which is implemented in the form of voting rights by people who already have the right to vote. Article 1 paragraph 2 of the 1945 Constitution of the Republic of Indonesia states that sovereignty is in the hands of the people and is exercised according to the Constitution, in its implementation, an Election is held as a process of channeling the aspirations of the people who already have rights where all citizens have the same rights to choose and be chosen to be a leader. The purpose of this research is to provide an understanding and description of the strategy of the General Election Commission in enhancing the role of women in the Regional Head Elections in Pesawaran District in 2020. This research uses qualitative data analysis methods, namely describing and analyzing the data and data sources obtained and then described in the form real explanation. The results showed that the strategy of the General Election Commission (KPU) of Pesawaran Regency in increasing the role of women in regional head elections was carried out by maximizing the ability of electronic media and internet media to socialize, increasing cooperation from related organizations to socialize, and Validating Voter Data.AbstrakPemilu merupakan perwujudan dari Demokrasi di Indonesia, Partisipasi politik masyarakat dalam Pemilu yang diimplementasikan dalam bentuk pemberian hak suara oleh masyarakat yang telah memiliki hak untuk memberikan suaranya. Pasal 1 ayat 2 Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 menyatakan bahwa kedaulatan berada ditangan rakyat dan dilaksanakan menurut Undang-Undang Dasar, dalam pelaksanaannya maka diadakan Pemilu sebagai proses penyaluran aspirasi rakyat yang telah memiliki hak dimana seluruh warga negara memiliki hak yang sama untuk memilih dan dipilih menjadi pemimpin. Adapun tujuan penelitian ini adalah untuk memberikan pemahaman dan gambaran mengenai strategi Komisi Pemilihan Umum dalam peningkatkan peran perempuan pada Pemilihan Kepala Daerah di Kabupaten Pesawaran Tahun 2020. Penelitian ini menggunakan metode analisis data kualitatif yaitu mendeskripsikan serta menganalisis data dan sumber data yang diperoleh kemudian dijabarkan dalam bentuk penjelasan yang sebenarnya. Hasil penelitian menunjukkan bahwa strategi Komisi Pemilihan Umum (KPU) Kabupaten Pesawaran dalam meningkatkan peran perempuan pada pemilihan kepala daerah dilakukan dengan memaksimalkan kemampuan media elektronik dan media internet untuk bersosialisasi, meningkatkan kerjasama dari organisasi-organisasi terkait untuk bersosialisasi, dan Validasi Data Pemilih.

The year 2019 was the year of the people's party in Indonesia, where every Indonesian citizen got their right to deliver their aspiration through the general election which would be held on April 17, 2019. This general election would be held simultaneously to elect the president and vice president and also the council members. Slightly different from the previous general election which had separated agenda between the president and vice president and the council members. The role of General Election Commission (KPU) in the general election was as an organizer that very important in succeeding the general election. As the organizer, KPU also had a big role in encouraging people to actively participate in casting their votes. One of the ways carried out by KPU Depok in order to encourage the voters of the Depok city to cast their votes was by conducting socialization. In the 2019 general election, one of the targets of the socialization conducted by KPU Depok was the first-time voters. Of the total number of 2,466 first-time voters registered as the Final Voters List (DPT), KPU Depok was targeting 100% of the first-time voters to participate in the April 17, 2019 general election. Various ways were made by KPU Depok to socialize and educate first-time voters all about the election. One of them was to collaborate with STIAMI Institute in order to socialize the 2019 general election for the first-time voters in Depok. The specific target to be achieved in the community service was to encourage the first-time voters to come to the polling stations (TPS) to cast their voting rights in the 2019 general election, also educate them the proper way to cast their votes in the 2019 general election. The method used in this community service was by socializing and conducting interview about the 2019 general election.

This research is a study of the political participation of new voters in the 2014 legislative elections. The study of indigenous peoples is motivated by the use of local cultural symbols namely "Jou Kasa Ngom Kage" during legislative elections which refers to the obedience, and loyalty of indigenous peoples to the Sultan. The purpose of this research is (1) to find out the attractiveness of the beginner voters to the candidates who fight, (2) to find out the forms of political participation of first-time voters among indigenous peoples and (3) to find out the obstacles that hamper voter political participation beginners in the 2014 legislative elections. This type of research is qualitative research using observation, interview and documentation techniques. The results of this study indicate that (1) political participation of beginner voters in Kulaba sub-district, Ternate Island in the 2014 legislative elections, still tended to be dominated by the strength and attractiveness of charismatic traditional leaders. (2) the form of political participation of first-time voters in Kulaba Sub-District, Ternate Island as seen from involvement of novice voters in the dissemination of the stages of legislative elections, participation in campaign activities to deliver the vision and mission of political parties as well as the delivery of the vision and mission of candidates for legislative members and their presence in voting rights during elections and"Jou kasa ngom kage" (Ternate Malay) which means Jou'ou or Sultan where the people are there, this is the language of the press (media) which is trying to be manipulated by political actors in the run-up to the elections both legislative elections and Regional head elections with destination forget support from the community in the sultanate's cultural circle not a language that was born together with the birth of the kingdom of the sultan of Ternate. (3) constraints as a barrier to the participation of political voters in determining their voting rights are still influenced by the behavior of some legislative candidates who manipulate custom symbols for their political interests. The election of regional leaders conducted directly by the community is believed to result in a democratic government. The formed government is expected to be more open, more responsive, and to carry out the aspirations of the people so that it can realize a government that comes from the people, by the people, and for the people. A person can nominate him/herself as a candidate for Regent or Deputy Regent if supported by some residents, by Political Parties or Combined Political Parties. The relatively weak support of the population or political parties or combined political parties has resulted in very few candidates for regent or deputy regent, even only one pair of candidates can occur as in Pati Regency. The study aims to know how the policy in the future (Prospective Model) should be taken so that the single-candidate for Regent or Deputy Regent in a general election does not happen. By using a sociological juridical approach, collecting primary and secondary data, processing and analyzing data, the objective of the study can be reached.The policy that needs to be taken by the government so that in the future there will be no single candidate is by giving obligations to political parties to conduct cadre recruitment to become candidates for regional leaders. Besides, the General Election Commission needs to make a scheme that is easier and more flexible for individual candidates regarding administrative requirements, procedures, and mechanisms for gathering support, and there needs to be a new policy so that the potential for a single-candidate can be eliminated or not occur.

ABSTRACT Democracy means power to the people, but it is not always clear who belongs to "the people". The question has become pertinent in the age of migration where large groups of foreigners permanently reside outside their countries of nationality. The economic, cultural, and political integration of these foreigners is one of the pressing problems faced by democratic States in both the developed and developing worlds. One question is : whether resident non-citizens should be granted the right to vote. The answer to this question depends on who belongs to "the people". In federal and quasi-federal States with multiple levels of government the further question arises : whether "the people" is a homogenous concept that applies uniformly across all levels of government. This article contributes to the debate about the right of foreigners to vote in democratic States with multiple levels of government, such as, South Africa and Kenya. It does so by discussing the German response to the problems mentioned above. The dominant view of the German Federal Constitutional Court since the 1990s has been that "the people" only includes "German citizens" , and that attempts by lower levels of government to extend the right to vote to foreigners from Africa and elsewhere are unconstitutional. In this article I explore and critique this conventional view. I then present a positive case for the extension of voting rights to resident non-citizens under the German Constitution. Many of the arguments would apply with equal force to the debate about the right to vote of foreigners in African multi-level democracies, such as, South Africa and Kenya. Aims and methodThis study explores knowledge and uptake of the voting rights of adult in-patients in the 2010 UK general election. A clinician-completed survey was used.ResultsEligible to vote psychiatric adult in-patients were half as likely to register as the general population and half as likely to vote if registered. Nine out of ten of those unregistered cited a lack of knowledge of their eligibility to vote or of the registration process. Long-stay patients were particularly disenfranchised.Clinical implicationsMany patients and staff remain unaware of the new rules which have given a greater proportion of in-patients the right to vote and have simplified the registration and voting processes. This information barrier may be addressed in future elections by providing timely written information to both patients and staff. Once registered, patients may need further support to overcome practical and psychological barriers, and cast their vote.

This study aims to analyze and determine the role of the Election Supervisory Committee and the Commission (general election commission) Implementation of legislative elections in 2014 in Sidoarjo and analyze the factors that cause a lack of understanding of policy formulation election organizers in the respective organizers of the Role of Election Supervisory Committee and the General Election Commission. This research method is using descriptive qualitative approach. The data needed is a secondary data in the form of books, journals, articles, print media (newspapers) and the mass media as well as primary data obtained from informants through. Based on the results of this study concluded that the role of each institution in the administration of elections has not run optimally in accordance with Law Number 15 of 2011 on the Election. In the implementation on the ground found some constraints on each institution in organizing legislative elections in 2014 related to the duties and responsibilities between the Role of the Election Supervisory Committee and the General Election Commission.

General election, as a locust for citizens, functions to practice their voting rights, including those people with different abilities. Although there have been policies covering the right of the later, until now, the election system still facing problems for fulfilling the right for people with disabilities. Based on report documents of two general elections, this article discusses several crucial challenges such as data on people with disabilities, accessibility to voting venue, lack of understanding of both field officer and persons with disabilities. Thus, these situations reflect a big agenda for the expected future elections in regard to in the fulfillment of persons with disabilities rights.Keywords: Penyandang Disabilitas, Pemilu, Aksebilitas.

Ahead of the 2019 general election which is divided into two stages, namely the Legislative election and the Presidential election. This event is the right moment to find out the political participation of the people at the grass-roots level while at the same time seeing the interaction between the people in the grass-roots and political parties. The interaction that wants to be seen is what forms of political behavior and community participation at the grassroots, as well as how political parties behave in interacting with this community. Then the important point that is also seen is how political parties behave in involving and seeking to raise support from the community. In the end, through this research, it will be known the quality of political participation from the public and electoral political parties in 2019.

The election organizer is obliged to implement every principle in the election. The online National Counting System (Situng) is one of a series of election organizer activities in fulfilling the principle of openness to the public. Improving the quality of service in the General Election aims to increase public trust in the implementation of elections. According to Nunkoo, the principles of transparency and knowledge must be possessed by activity organizers in an effort to increase public trust. Research with this quantitative method looks at how much influence the online national counting system (situng) information (study of the 2019 Election results) has with a study on the people of Medan City. The findings in this study indicate that the process of transparency and increasing knowledge of the people of Medan City has significantly shaped Public Trust in the 2019 Election. The act of transparency has a bigger effect than increasing knowledge of online counting. Given the large role of transparency in shaping public trust in Medan City, this activity needs to be further enhanced to provide a better understanding to the public. And it does not rule out that online situng can increase public knowledge in the electoral field. Situng online is also expected to be an extension of the General Election Commission (KPU) in increasing public knowledge as a basis for experience in the election.
