Zakat is a number of assets that must be issued by Muslims to be given to groups who have the right to receive, such as the poor and the like, according to those stipulated by sharia. The law of zakat is obligatory for every Muslim who has fulfilled certain conditions. The National Zakat Amil Agency (BAZNAS) is the official body and the only one formed by the government based on RI Presidential Decree No. 8 of 2001 which has duties and functions to collect and distribute zakat, infaq, and alms. The purpose of making this research is to build an android application for GIS zakat assistance map (BAZNAS) in probolinggo district. This study uses data collection methods used in this study through observation, which is collecting data obtained from existing documents or stored records, both in the form of transcript notes, books, newspapers, plunging directly to the location to take pictures, and so on. Output targets of this study are in the form of an application for collecting data on zakat assistance from an Android-based Baznas office and will be published in non-accredited national journals. The application can be used by someone who wants to send donations via Smartphone easily. As well as the results of this application, it can map the locations of recipients of Zakat and Donors according to the coordinates of points of different colors. With the application, it can help channeling Zakat in Probolinggo district. Keywords: Zakat, Baznas, Android, GIS

Illegal, Unreported, and Unregulated (IUU) fishing is recognized as global phenomenon and also a major obstacle to achieved sustainable fisheries. The consequences of IUU fishing cost up to $23 billion a year. Developing countries are excessively influenced by this illegal business, to a limited extent because of an absence of monitoring, control and surveillance (MCS) capacity within their sovereign jurisdiction. It represents a remarkable loss of revenue, where dependence on fisheries for food, livelihoods and revenue is high. Somalia, having the longest coastline in Africa is badly affected by this IUU. Hence, this research analyses the impacts of IUU fishing to Somalia. It examines the root causes of the problem and how it has affected the whole nation and its people, as well as and how the government and regional administrations are putting efforts on fighting against it. This research discusses the baseline against which successful action to combat illegal fishing can be judged. Document study and interview are the main data collection methods in this research.

Indonesia is ranked 74 out of 100 countries and is in the low category in the EF EPI 2020 (Education First English Proficiency Index). Grammar and tenses are the basic components in English. This study aims to design, create, and implement learning 16 English tenses for college students. The learning media will provide tables and explanations of 16 tenses in English, sentence examples and exercises in the form of quizzes equipped with pronunciation sentences to practice listening skills. The data collection methods used were interviews, questionnaires, documentation and literature. The application is made based on Android that can be downloaded on Google Play. Based on the results of 50 college students’ evaluation, it stated that in terms of material, 91,9% was easy to understand, while in terms of UI, 97.6% was interesting to use, and in terms of UX, 90,8% was easy to use. Based on the interview results of 3 English lecturers in this study, it can be concluded that 83,7% of the material is suitable for the college student level, while in terms of UI, 86.7% is Demandia, Vol. 06 No. 02 (September 2021) 278 interesting to use, and in terms of UX. 91.7% is easy and recommended to be used as a supporting media for learning English at STMIK STIKOM Indonesia. Abstract This research try to raise the perspective of Islamic law answering the problems in society by using the Al-Istihsan method of Syams Al-Aimmah Al-Syarakhsi. The complexity of the existing regulations has not been able to answer the problems in society, so we need a way to find the law. This research is a qualitative research with a conceptual approach with data collection methods obtained through the work of Syams Al-Aimmah Al-Syarakhsi and literature that discusses about Istihsan. The results of this study found that; First, Istihsan can be used as a argument for syariah because istihsan does not stipulate law with analogy, istihsan is a method of legal istinbath that can be accounted for because it is based on a strong foundation (sanad); Second, after describing istihsan in ushul fiqih in the view of the Hanafi school, it can be said that in essence istihsan is one of the efforts of the mujtahid to find a way out of the power of general principles or qiyas to aparticular problem in order to find legal provisions that are more in accordance with The soul and spirit of the Shariah, because indeed the texts cannot be understood only in language but also understood by using the broad logic of making shari'a (Al-Mantiq Al-tasyri'i) which gives the mujtahid the opportunity to realize the will of Al Shariah. Keywords: Al-Syarakhsi, Istihsan, Law, Society.   Abstrak Penelitian ini bertujuan untuk mengangkat perspektif hukum Islam dalam menjawab masalah-masalah yang muncul di tengah masyarakat dengan menggunakan pemikiran Syams Al-Aimmah Al-Syarakhsi tentang Al-Istihsan. Kompleksitas regulasi yang ada ternyata belum mampu menjawab problematika ditengah masyarakat sehingga dibutuhkan cara untuk menemukan hukumnya. Penilitian ini merupakan penelitian kualitatif dengan pendekatan konseptual dengan metode pengumpulan data yang diperoleh melalui karya Syams Al-Aimmah Al-Syarakhsi dan literatur yang membahas tentang Istihsan. Hasil penelitian ini menemukan bahwa; Pertama, Istihsan dapat di jadikan sebagai dalil syara’ karena istihsan itu bukan menetapkan hukum dengan ra’yi semata, istihsan itu merupakan suatu cara istinbath hukum yang dapat di pertanggung jawabkan karena di dasarkan kepada sandaran (sanad) yang kuat; Kedua, Setelah diuraikan istihsan dalam ushul fiqih dalam pandangan madzhab Hanafi maka dapat dikatakan bahwa pada hakikatnya istihsan itu merupakan salah satu upaya mujtahid untuk mencari jalan keluar dari kekuatan kaidah umum atau qiyas terhadap suatu masalah juz’i dalam rangka mencari ketentuan hukum yang lebih sesuai dengan jiwa dan ruh syari’at, karena memang nash tidak bisa di pahami hanya secara bahasa semata tetapi harus di pahami dengan menggunakan logika pembuatan syariat (Al-Mantiq Al-tasyri’i) yang luas yang memberikan kesempatan kepada mujtahid untuk merealisasikan kehendak Al syari’ semaksimal mungkin. The purpose of this research is to provide education to increase public awareness of the dangers of covid-19. In addition, this study found the importance of raising public awareness to adhere to health protocols to avoid the dangers of Covid-19.  The research target is the government of Gampong Aneuk Glee, Indrapuri Sub District. This study uses a qualitative method that aims to determine the Gampong government’s strategy in increasing public awareness about the dangers of Covid-19. The data was obtained through three data collection methods, including interviews, observation, and analysis. The results showed that the Gampong Aneuk Glee government had carried out many strategies in increasing public awareness, such as placing banners and appealing to the public about the dangers of Covid-19. It is intended to increase public awareness regarding the dangers of Covid-19 optimally.

The regional head election in Semarang Regency was followed by two candidate pairs namely Mundjirin-Ngesti Nugraha and Nur Jatmiko - Mas' Ridudwan. One of the candidates is an incumbent from the previous regent, Mundjirin. This research tries to analyze related to voter preferences in Semarang Regency Regent election. Data collection methods used were interviews, observation and literature study. From the results of the study, researchers found two factors that had a significant influence in influencing the preferences of the Getasan sub-district community voters in the Semarang Regent election, namely the popularity and success team of the candidate pair. The habit of blusukan to the community while serving as regent previously made the popularity of Mundjirin known by the community. This has become a big capital in influencing people's preference to choose because the community's trust in their leaders has been built. On the other hand, Mundjirin is paired with Ngesti where Ngesti is a native / native son of Getasan sub-district, making Getasan to contribute greatly in giving victory to this couple. In addition, Ngesti was also the chairperson of Commission C of the Semarang Regency DPRD with the vote of 14,728 as the only candidate to reach the BPP and have a good role in the Semarang community. The factor of the campaign team and volunteers also has a big contribution because the success team becomes a form of socialization that is more easily understood by the community and even the successful team moves up to the RT level, besides of course inviting family and colleagues who have the right to vote.

Karo traditional house is the cultural heritage of the ancestors that should be preserved. Karo Traditional House or Rumah Siwaluh Jabu is a home stage which is about 2 meters off the ground and usually inhabited by eight to ten households. Karo Traditional House could still be found in some areas in Karo like Dokan, Melas, and Lingga. Nowadays, the existence of Karo traditional house especially in Linga is reduced, where in 2002 the number of Karo traditional house totaling 29 units and it is only two units now. The number of traditional house is no longer groomed and crumbling with age and due to the lack of attention from the local government and the community. In this study, the problems are how the efforts made by the government and the community in conserving the Karo traditional house in Lingga. The location of this study is conducted in the village named Lingga, Simpang Empat sub district, Karo District of North Sumatra. Data collection methods used in this study is observation, interviews, literature study. An attempt by the government in this case the Department of Tourism and Culture of Karo viewed of the strategy, work programs, targets and achievements that provide land to relocate the modern house, the maintenance of Karo traditional house, hosted a party of flowers and fruit, held cultural festival in Lingga. Meanwhile, from the community side, it could be seen from the management and packaging of travel packages.

This research aims to determine the prospects of persons with disabilities protection against discriminatory behavior in Semarang. The research method is normative using the laws approach (statutory approach), and the conceptual approach (conceptual approach). Results of the study found that the government of Semarang have prospects in providing protection and fulfillment of the rights of persons with disabilitas of discriminatory behavior. Constitution of the Republic of Indonesia Act1945 does not set a specific reference on Disability, but set firmly and clearly regarding non- discrimination, equality before the law, and the right to receive equal treatment before the law throughout Indonesia.

This article discusses about effectiveness of service on DPMPTSP of the Lebak district as well as barriers and solutions in implementing services. In practice, public considers the procedure of  IMB’s licensing are hard to understand and complicated so that public and business actors have not processed building permits. The method used in this research is descriptive qualitative method, this research uses data collection methods in the form of observation, interviews and documentation. The result showed that the performance of DPMPTSP’s employees are quite good. This can be seen from the increase in the number of people applying  for IMB’s licensing because public trust in the government, especially on DPMPTSP of the Lebak district who has served them well. However, there are some people and business actors who also have minimal information regarding IMB’s licensing so that this becomes tasks  for local governments to increase development and local revenue through permissions available on DPMPTSP of the Lebak district.

This study aims to determine the effectiveness of the implementation of Supreme Court Regulation No. 3 of 2017 Concerning Guidelines for Judging Women Against the Law (PERMA). This research is a field research with data collection methods such as observation, interview and documentation study. The collected data is processed and analyzed with qualitative descriptive. The results of the study showed that the Judges at the Marisa Religious Court in deciding divorce divorce cases before and after the issuance of the regulation had not yet enumerated the request for the Petitioner to pay the burden. However, due to the Circular of the Mahkamah Agung Number 1 of 2017, there is a wife's right to pay. In relation to the effectiveness of the PERMA, it has been effective in enforcing gender justice in the Marisa Religious Court. In certain divorce divorce cases, the wife is present and submits a reconciliation claim regarding livelihood at the hearing, and verstek and case matters where his wife does not submit a liability claim then the PERMA is ineffective or not applied.
