The organizational principles and results of the implementation of the pilot project of dual form of education for applicants for the second (master's) level of higher education in the specialty 151 "Automation and computer-integrated technologies" are considered. A brief retrospective look at the history of dual education is given. A comparative analysis of the institutional, individual and dual forms of education according to the most popular professional competencies in the modern labor market is given. Recommendations of the Working Group of the Ministry of Education and Science of Ukraine on the organization of dual education, the procedure for enrollment of students in dual education, the peculiarities of the implementation of this form of education. The enterprises that took part in the pilot project on the basis of the memorandum of cooperation are identified. The results of a pilot project on the organization and implementation of the dual form of education at the Kharkiv National University of Construction and Architecture are presented. For the practical implementation of the dual form of education, an integrated model was chosen – a model of a divided week, which provides for training two days a week in an educational institution, three days – in the workplace at the enterprise. The step-by-step algorithm of introduction of dual education is offered, practically worked out during realization of the pilot project, components of efficiency of such form of receiving education are defined. The connection of the pilot project with the Licensing conditions for the educational activities of educational institutions in terms of recognition of the qualifications of research and teaching staff in the relevant specialty is shown. It is proposed to use the experience of the pilot project for other technical specialties.

The article is aimed at studying the dual education system at the mining and metallurgical enterprises (on the example of «Metinvest» LLC), highlighting the main trends and significance. As a result of the study, the process of introduction of dual education on the territory of Ukraine is considered, the main advantages of obtaining the dual form of education (ODFE) are determined. The main aspects of carrying out the large-scale pilot project on training specialists in the dual form of education with the support of the Foundation named after Frederick Ebert and the Ministry of Education and Science of Ukraine are highlighted. The list of enterprises participating in the pilot project on the implementation of ODFE in Ukraine is analyzed, comprised of the employers conducting various types of economic activity and representing almost all regions of our country. In particular, these are enterprises of various forms of ownership, design bureaus, banks, enterprises of food industry, machine-building, agriculture, energy, transport, metallurgy, IT sector, etc. It is noted that metallurgical enterprises subordinated to «Metinvest Holding» LLC were among the first to take the initiative to introduce a dual system. The actions of the principal partner of «Metinvest Holding» LLC, the State Higher Educational Institution of the Azov State Technical University, on the implementation of the ODFE on the territory of Ukraine, are indicated and determined. The activities of «Metinvest Politekhnika», a non-governmental mining and metallurgical university, and its impact on the development of the dual education system in Ukraine are researched.

The article is devoted to the official periodicals of the Richelieu Lyceum being an important source of the history of the Lyceum library. In 1838 the official printed edition of the Richelieu Lyceum entitled Discourses delivered at the ceremonial meeting of the Richelieu Lyceum began to be published, the title later changed to Annual Speech Day in the Richelieu Lyceum (1845) and Ceremonial Speech Day of the Richelieu Lyceum (1857). A complete set of the periodical (1838‑1864) is being conserved in the stocks of the Scientific Library of the Odessa I. I. Mechnikov National University. The compilers of the official Lyceum periodical aimed at collecting materials for the history of the Richelieu Lyceum as well as disclosing the main aspects of its activities. The purpose of the official publication was to prepare materials for the history of this institution and show the main aspects and real manifestations of its activities and life. The information provided by the official periodicals of the institution is mostly informative. The official edition of the Richelieu Lyceum was published by the management of the educational institution. It usually included scientific reports of professors of Richelieu Lyceum and reports on the work of the institution for the last academic year, the publication could be accompanied by the publication of tables of distribution of teaching hours between teachers of Richelieu Lyceum, texts of ceremonial songs performed by lyceum students district. The contents of the official periodical is strictly informational providing important, although incomplete data on the dynamics of book acquisition of the educational institution, structure of the library, acting librarians, compiling catalogs and inventory of the library stocks, as well as giving facts on donators and teaching staff and lyceum students participating in the library activities.

The article concerns the history of creation and activities of the Odessa Higher International Institute (1916-1920) as the first private special diplomatic educational institution in the world. The author briefly describes the history of the first such universities in the world, presents a comparative analysis of the Institute’s statutes in 1916 and 1918, considers the process of organization of the Institute and the main components of its activity (teaching staff, formation of educational process). The paper examines the students composition, the process of their rights evolution in the system of the Russian Empire / Ukrainian State higher education, the transformation of a higher education institution against a backdrop of reorganization of the Odessa Higher School in 1919–1920.

The purpose of writing this article is to provide a conceptual overview of the main ideas and doctrines in the field of land law, which were being researched and substantiated by employees of the Faculty of Law / Institute of Law of Taras Shevchenko National University of Kyiv during 30 years of independence, outlining the main achievements of land law and their practical implementation during this period. The main research method was the analysis and systematization of scientific research at the institutes of land law as a branch of law, science and academic discipline. The method of historical analysis helped to understand the historical and legal preconditions for the formation of a team of specialists who during the times of independent Ukraine were successfully working in land and related branches of law at Taras Shevchenko National University of Kyiv. In conclusion, it is noted that scientists of the Faculty of Law / Institute of Law of Taras Shevchenko National University of Kyiv worthily have represented and developed land law as a branch, science and academic discipline since the very beginning of Ukraine's independence. Within the limits of this article it is not possible to show in full the scientific achievements of the employees of the Faculty of Law / Institute of Law of Taras Shevchenko National University of Kyiv and their students during the time of independent Ukraine. But the described main scientific achievements emphasize the significant contribution of land law science of the Faculty of Law / Institute of Law of Taras Shevchenko National University of Kyiv to the development of the science of land law of independent Ukraine. Due to the active position of the teaching staff at the Faculty of Law / Institute of Law of Taras Shevchenko National University of Kyiv, there grew a worthy scientific constellation of researchers, teachers, practitioners and statesmen, whose main scientific interest was land law with its practical implementation and improvement. In the face of rapid and complex and unpredictable changes in life, educational innovation must be an important and critical priority because education is still the main support for improving the quality of human resources. The educational innovation model in the Indonesian Ministry of Education and Culture still tends to be more dominant in using a “top-down model” strategy, namely educational innovation developed from above by policy makers from the central level, to be implemented imperatively down to the lowest level of educational institutions. This will dull the creativity of the teaching staff and education staff. Thus, educational innovation should be balanced with a "bottom-up model" strategy, namely a model of educational innovation developed from below, which originates from the creativity of education personnel and educational staff in each educational institution implemented as an effort to improve the quality of education delivery. In order for educational innovation to run faster than other changes, it is necessary to look for more powerful models and strategies through various scientific approaches. The educational innovation model with a strategy of implementing the concept of "Dare to be different" is a concept used to motivate education providers to carry out educational innovations by not contradicting existing educational innovation models and strategies. This model focuses more on internalizing the enthusiasm for educational innovation, especially by educators. Dare to be different means daring to be different, so start with the word dare which stands for the words dream, attitude, relationship, and excellence.

The problem of lifelong learn-ing is not only the impact of scientific and technological revolution and globalization processes that significantly affect the socio-economic development of the world, but also the need for qualified personnel capable of lifelong learning, because investing in human capital brings the greatest and most profitable effect. not only to man but also to the economy as a whole. This question poses a new challenge to society – the urgent need for teaching staff to work with adults. As it turned out, free economic zones are not quite ready to train specialists for the sys-tem of non-formal and informal education.Analysis of publications.In the works of domestic sci-entists (O. Anishchenko, S. Arkhipova, O. Banit, O.Bodyk,L. Vashchenko, N. Demyanenko, O. Dubasenyuk, S. Iz-bash, L. Lukyanova, N. Nychkalo, O Samodumska, M. Skrypnyk, T. Sorochan, L. Tymchuk, T. Shanskova, etc.) the problem of andragogy training in Ukraine was raised.Purpose. Summarize the scientific and practical achievements of scientists in the training of andragogues in the field of adult education. Results. The data of the results of cooperation of Ukrainian and German scientists on the development of the project "On the way to the introduction of the scientific field" Adult education and postgraduate education in Ukraine "are presented. The author's project of the qualifi-cation characteristic of the profession (position) "Andra-gogue", developed by O. Anishchenko, is analyzed. Atten-tion is paid to the factors influencing the change of para-digms in education, as well as the change of the tradi-tional model of learning to andragogy. The conceptual bases of development of adult education, the leading factors influencing adult education are considered; exist-ing models of andragogy training: competence, cognitive, human-centered, communicative, reflexive; author's course "Practical andragogy", developed and implemented by M. Skrypnyk. Information on the activities of the Center for Adult Education of Tavriya National University named after VI Vernadsky. The scientific and practical activity of the Ivan Zyazyun IPOD of the National Academy of Peda-gogical Sciences of Ukraine is covered. Statistical data on the training of masters in the specialty 011 Educational, Pedagogical Sciences at Chernivtsi National University. Yu. Fedkovych, NPU named after M.P. Drahomanov and SHEI "Donbas State Pedagogical University" with speciali-zations "Adult Education", "Andragogy", "Fundamentals of Andragogy". The proposals of the Free Economic Zone to start training andragogues are highlighted. Attention is paid to the preparation of masters at SHEI "Donbass State Pedagogical University" in the specialty 011 Educational, pedagogical sciences. The important achievements of educators in developing a standard of higher education in Ukraine are indicated: the second (master's) level, field of knowledge 01 Education / Pedagogy, specialty 011 Edu-cational, pedagogical sciences. Conclusion. Thus, in the analyzed scientific works, the authors unanimously point out that there is an urgent need for specialists in adult education. We agree with the statements of the scientists of the National Academy of Pedagogical Sciences of Ukraine about the lack of monitor-ing between the existing inquiries of consumers and the proposals of institutions for the provision of educational services. We see that it is education that should be advanced in order to be able to predict the needs of mankind in the new specialists and prepare them in advance. It should be noted that teachers of public and private free economic zones must have a higher pedagogical education or the qualification of a teacher of a higher educational institution, an andragogue

The purpose of the study. Exploration of a major milestone in the development of small towns. Presenting the role of education through the example of the agricultural vocational school in Somogyszentimre, a settlement attached to Kadarkút. Applied methods. The analysis of literature ranges from a review of education policy to factors driving the development of small towns. The study heavily relies on archival research instrumental in shedding light on the everyday life of the educational institution, and the identification of factors demonstrating a unique and innovative approach. The biographies of individuals affiliated to the institution have provided an equally valuable contribution. Outcomes. The dominance of agriculture has permeated the socio-economic history of small towns in Somogy county in all spheres of existence. Small town economies and societies were greatly enriched by their commercial and industrial functions (industrial plants), the right to hold fairs, and educational institutions connected to agriculture. The educational institution by virtue of its students, teaching staff, owners and patrons was a major trigger of development in small towns. Agricultural vocational schools besides providing theoretical training also familiarised students with novel and innovative practical approaches. This type of approach was embraced by small town farmers, generating an innovative, development-oriented vision that still characterises the majority of small towns in Somogy county today.

Nomination to awards is among the tasks of the head. The drawback of this work is the subjectivity of the decisions made. In the long run, this can become an irritating factor for employees, so this could be avoided by a transparent and understandable procedure. Within the framework of the research conducted in Samara State Transport University, a procedure has been developed to support the decision-making on nominating research and teaching staff to awards. The calculation is carried out on the basis of several indicators: work experience, presence / absence of disciplinary penalties, efficiency of an employees activity over the given period, frequency of employees awards and the history of awarding. The criteria for assessing the staff efficiency are digitized. The boundary conditions of each criterion are also described. For separate criteria a logarithmic function is adopted. So the paper presents a mathematical interpretation of the procedure Support of decision-making on nominating University staff to awards. Practical implementation is illustrated on the cases of 20 employees. The proposed procedure is applicable in educational organizations of any level, but it is most optimal for industrial educational organizations of higher and secondary vocational training. This is due to the fact that the procedure allows you to take into account the industrial component. Mathematical interpretation enables to introduce it into the electronic systems of employees, for example, 1.C system, Personnel module.

Introduction. The relevance of the topic is related to the preservation of the significant role of the individual in the development of education. The head of the department, as one of the key structural divisions of the higher educational institution, has played an important role in the implementation of the scientific and pedagogical tasks of the university and the reproduction of teaching staff. Materials and Methods. The methodological basis of the research is the socio-cultural perspective of the study of the life activity of educational actors, which involves taking into account the social, cultural, spiritual and moral factors of the formation of the personality of a higher school teacher and studying the impact of this personality on the development of education. The study is historical and biographical in nature, contains elements of the direction of social history. Results. The scientific and pedagogical path of the two heads of the Department of the History of the Motherland (until 1991 – the history of the Communist Party of the Soviet Union) is also shown in the context of the development of the department as a structural unit of the university, the higher school in the republic. The socio-cultural conditions for the formation of personal and professional qualities of two teachers, scientists, heads of the department, their role in the development of one of the most important structural divisions of the university are revealed. Discussion and Conclusions. Continuity of personnel, preservation of traditions, and transfer of experience are important for all spheres of society, and especially for the sphere of science and education. On the example of the activity of the personalities of the two heads of the department, the implementation of the continuity of managerial, methodological, pedagogical principles of teaching and management of the structural unit of the university is illustrated.

Background. Topicality, objectives, methodology and novelty of the research. The creative achievements of the Honored Art Worker of Ukraine, Professor Shaliko Harehinovych Paltadzhian (1941–2020) are a significant contribution to the history of the development of Ukrainian musical culture and, of course, deserve special attention and thorough in-depth research. However, there is not still any fundamental work about this talented musician, brilliant French horn player and wonderful conductor. The author of this article was lucky to study together with Sh. Paltadzhyan at the Kharkov Conservatory and to work with him until the end of life of this outstanding artist. This essay aims to capture some of the features of the creative portrait of Shaliko Paltadzhian, relying on the few existing reference sources and self-own memories about the artist, and also to emphasize his, in a sense, a unique role in the educational process at the Kharkiv National University of Arts and at Ukraine in general. Accordingly, touching upon the educational, methodological and sociological spheres, the study as a whole adheres to the chronological method of presenting events inherent in the genres of historical and biographical essays and portraits. The main results of the research. We traced the creative path of Shaliko Paltadzhian from his very appearance in Kharkiv in 1959 as an entrant at the Kharkiv Conservatory, where, despite the almost complete impossibility of communication due to the language barrier (the musician was born in Armenian city Gyumri, which was known as Kumayri from the period of the Kingdom of Urartu), he, nevertheless, charmed the examiners with the extra-ordinal expressive sound of his French horn, and until the last decade of fruitful work of this wonderful musician at Kharkiv National University of Arts and the “Slobozhansky” Youth Academic Symphony Orchestra . We consider Sh. Paltadzhian’s working with this orchestra as a new special stage in his conducting activities. Being, at the same time, the leader of the Student orchestra of the Kharkiv National University of Arts and the professional team of the “Slobozhansky” Orchestra, Sh. Paltadzhian, thus, makes the first in Ukrainian musical education sphere practical step in the implementation of a modern project on the introduction of so named “dual form” of vocational training, which joints the instructive process in an educational institution with the practice at the workplace. In addition, he does it long before the official directives (“Slobozhansky” Orchestra already exists 28 years). The example of the “Slobozhansky” Orchestra testifies that the organization of the educational process in a dual form gives a positive result and fully corresponds to modern educational methods: after graduating from the University, the musicians come to new teams as the very well prepared professionals, because they were passing through a “double” school as orchestra students. Shaliko Paltadzhian as a conductor proved this in practice. Conclusions. In perspective, the method of dual form of education can be adapted to any specialization. In our case, the practical bases for this are orchestras (symphony, wind), children’s music schools, music colleges, art faculties at other universities, and so on. “Slobozhansky” Orchestra partially solves the problem of mass moving abroad of the best domestic youth. The orchestra has an interesting creative atmosphere. World-famous conductors, soloists work with him; the collective tours in Denmark, Spain and Italy. Some graduates have already turned down foreign offers and stayed at home in Ukraine. Thus, Shaliko Paltadzhian played a key role in a landmark scientificeducation experiment conducted at the Kharkiv National University of Arts named after I. P. Kotlyarevsky. The weird and wonderful, versatile talent of this bright, charismatic musician is striking. As a Professor at the University, Sh. Paltadzhian taught various educational disciplines in the last decade of his life: opera and symphony conducting, musical instruments studies, arrangements, reading scores. He is also the author of scientific papers and manuals. His brilliant talent and clear human soul will forever remain in our memory.
