The problem of lifelong learn-ing is not only the impact of scientific and technological revolution and globalization processes that significantly affect the socio-economic development of the world, but also the need for qualified personnel capable of lifelong learning, because investing in human capital brings the greatest and most profitable effect. not only to man but also to the economy as a whole. This question poses a new challenge to society – the urgent need for teaching staff to work with adults. As it turned out, free economic zones are not quite ready to train specialists for the sys-tem of non-formal and informal education.Analysis of publications. In the works of domestic sci-entists (O. Anishchenko, S. Arkhipova, O. Banit, O.Bodyk,L. Vashchenko, N. Demyanenko, O. Dubasenyuk, S. Iz-bash, L. Lukyanova, N. Nychkalo, O Samodumska, M. Skrypnyk, T. Sorochan, L. Tymchuk, T. We agree with the statements of the scientists of the National Academy of Pedagogical Sciences of Ukraine about the lack of monitor-ing between the existing inquiries of consumers and the proposals of institutions for the provision of educational services. We see that it is education that should be advanced in order to be able to predict the needs of mankind in the new specialists and prepare them in advance. It should be noted that teachers of public and private free economic zones must have a higher pedagogical education or the qualification of a teacher of a higher educational institution, an andragogue

The biographies of individuals affiliated to the institution have provided an equally valuable contribution. Outcomes. The dominance of agriculture has permeated the socio-economic history of small towns in Somogy county in all spheres of existence. Small town economies and societies were greatly enriched by their commercial and industrial functions (industrial plants), the right to hold fairs, and educational institutions connected to agriculture. The educational institution by virtue of its students, teaching staff, owners and patrons was a major trigger of development in small towns. Agricultural vocational schools besides providing theoretical training also familiarised students with novel and innovative practical approaches. This type of approach was embraced by small town farmers, generating an innovative, development-oriented vision that still characterises the majority of small towns in Somogy county today.

Today the art school is going through a real test of time, being at a difficult stage of its development. One of the evidences is the transformation of the educational process and the transition to distance learning, that came to be a test for the teaching staff and the students for their methodological maturity and willingness to give a quick response to the changes that took place. In order to find effective approaches to teaching and new philosophy of art education the authors direct their attention to the history of academic drawing. Distance learning is the interaction of participants at a distance during educational process that reflects all the components inherent in this process (namely goals, content and methods) and implemented by specific technologies. The first experience of the Ukrainian academic community in terms of distance learning caused a negative reaction, since the traditional well-established teaching methods based on close contact between teacher and student have lost their effectiveness. The principle of life drawing has been a dominant method throughout the history of academic drawing. The method of speculativedrawing also developed at the same time. There is no doubt that the method of speculative drawing, when the artist does not interactwith the model is more acceptable in case of distance learning. In the process of life drawing, the artist's fulcrum is the real-life model that poses for him. Whereas in case of speculative drawing method, the model is imaginary or being rather a graphical reflection of it. It becomes possible with the help of certain artistic techniques and composition. Today, when the rela- tionship between the student and the educational institution has largely moved to the plane of the educational services, a certain methodology, which is carried by the teacher, can be fairly considered and evaluated as a product (brand). In this case, the economic and financial aspects of the educational process can be of decisive importance. All this, ultimately, crystallizes into a certain pedagogical technology, when distance learning has educational potential and development prospects. The authors of the article substantiate the idea that using any forms of teaching process (when it comes to drawing), the educational essence of the discipline is unchanged.

On December 22, 2017 the Ukrainian Diplomatic Service marked the 100thanniversary of its establishment and development. In dedication to such a momentous event, the Department of International Relations of Yuriy Fedkovych Chernivtsi National University has published a book of IR Dept’s ardent activity since its establishment. It includes information both in Ukrainian and English on the backbone of the collective and their versatile activities, achievements and prospects for the future. The author delves into retracing the course of the history of Ukrainian Diplomacy formation and development. The author highlights the roots of its formation, reconsidering a long way of its development that coincided with the formation of basic elements of Ukrainian statehood that came into existence as a result of the war of national liberation – the Ukrainian Central Rada (the Central Council of Ukraine). Later, the Ukrainian or so-called State the Hetmanate was under study. The Directorat (Directory) of Ukraine, being a provisional collegiate revolutionary state committee of the Ukrainian People’s Republic, was given a thorough study. Of particular interest for the research are diplomatic activities of the West Ukrainian People`s Republic. Noteworthy, the author emphasizes on the Ukrainian Socialist Soviet Republic’s foreign policy, forced by the Bolshevist Russia. A further important implication is both the challenges of the Ukrainian statehood establishing and Ukraine’s functioning as a state, first and foremost, stemmed from the immaturity and conscience-unawareness of the Ukrainian society, that, ultimately, has led to the fact, that throughout the twentieth century Ukraine as a statehood, being incorporated into the Soviet Union, could hardly be recognized as a sovereign state. Our research suggests that since the beginning of the Ukrainian Diplomacy establishment and its further evolution, it used to be unprecedentedly fabricated and forged. On a wider level, the research is devoted to centennial fight of Ukraine against Russian violence and aggression since the WWI, when in 1917 the Russian Bolsheviks, headed by Lenin, started real Russian war against Ukraine. Apropos, in the about-a-year-negotiation run, Ukraine, eventually, failed to become sovereign. Remarkably, Ukraine finally gained its independence just in late twentieth century. Nowadays, Russia still regards Ukraine as a part of its own strategic orbit, waging out a carrot-and-stick battle. Keywords: The Ukrainian People’s Republic, the State of Ukraine, the Hetmanate, the Direcorat (Directory) of Ukraine, the West Ukrainian People`s Republic, the Ukrainian Socialist Soviet Republic, Ukraine, the Bolshevist Russia, the Russian Federation, Ukrainian diplomacy
