Among the chronicles relating the heroism of the besieged Leningrad, there are pages dedicated to the deeds performed by the staff the world-famous All-Union Research Institute of Plant Industry (VIR, now the N.I. Vavilov All-Russian Institute of Plant Genetic Resources). With the beginning of the war, even before the city was surrounded by the Nazi troops, the government decided to evacuate a number of factories and institutes from Leningrad, including VIR, but the plan failed. Only in winter did the Institute start partial evacuation, although preparations had been going on for a long time. The largest and most important part of the collection was left behind in the besieged city. The remaining employees were forced to work under the hardest conditions of the siege, in unheated premises. In the harsh reality of the winter in 1941–1942, the daily bread rationing was cut down, and hunger raged in the city, killing tens of thousands of city residents, including VIR employees who kept the stored seeds and tubers untouched. The most difficult part was preserving the potato collection. In the spring of 1942, preparations were made for sowing to restore the viability of seeds and tubers in the fields of Leningrad’s suburban area under the fire from the enemy artillery. Only the heroic efforts of VIR’s staff helped to save the collection from destruction and loss of germination. This heroism cost more than 20 experts and scientists their lives. So, the most dangerous period for the Institute was overcome at such price. Immediately after the siege was lifted, a group of experts was sent to Leningrad from Krasnoufimsk to help with selecting seed accessions for urgent reproduction. Working under extreme physical exhaustion in frozen premises, without water or electricity, under continuous shelling, they saved, many at the cost of their own lives, the collection of cultivated plants and their wild relatives, the herbarium, and the scientific library for future generations.

ABSTRACTHajj as a great symbol of worship. Hajj is the fifth pillar of Islam which is mandatory for every Muslim who are able to da it in accordance with the legal requirement of pilgrimage. One of the legal conditions of Hajj is the capability, capable to cover the cost of the hajj and the family left behind. Panin Bank Dubai Sharia Bank was established based on the regulation of Limited Company No. 12 dated January 8, 1972 by Moeslim Dalidd, a notary in Malang. PT. Bank Panin Dubai Syariah Tbk has been legalized by the Financial Services Authority ("OJK"), in accordance with a copy of the policy of the Board of Commissioners of OJK No. Kep-29 / D.03 / 2016 on July 26, 2016.Therefore, through this research, the writer wants to understand: (1) how is the practice of applying alternative financial agreement of hajj and umrah after the implementation of regulation made by ministry of religious affair No. 24 year 2016 at Panin Bank Dubai Syariah Surabaya branch? (2) What is the analysis of Islamic law on the practice of multilateral contract alternative application in this Bank? Therefore, this study is aimed to, firstly, understand and describe the application of alternative contracts to hajj and umrah after the regulation of Ministry of Religious Affairs No. 24 of 2016 in Panin Bank Dubai Sharia branch Surabaya, and to describe the analysis of Sharia Economic Law about the practice of applying alternative contract in the bank.The method used in this research is qualitative method. The research data are taken in natural situation in Panin Bank Dubai Syariah Surabaya. The data are taken during operational hours using case study approach. Are done through interview technique with the main participant, Assistant Manager 1, and document, archive, book, sample of registration, as secondary data source. The data are analyzed through 3 (three) data deduction, display data and ended with conclusion and verification.The results of the study indicate that the Panin Bank Dubai Sharia runs in accordance with the government regulation No. 24 year 2016 "BPS BPIH is prohibited from providing direct and indirect Hajj money service" including Hajj and Umrah services using various financing products and funds saving, funds collecting in the form of deposits, savings or other forms, using multi-service financing akad wadi'ah, with the savings of hajj services with initial minimum deposit of Rp500,000,and according to customers’ ability. Keywords: hajj, umrah, wadi'ah.

During the fourteen years that he occupied the chair of history and political economy at Columbia College, in the city of New York, Francis Lieber displayed praiseworthy activity. This period of his life covered some restless years; the theatre of operations was of a size whose equal can be shown by few historical dramas. Terrorstricken, the civilized world witnessed a tremendous struggle, whence, fortunately, the cause of civilization was to issue triumphant. The learned professor did not content himself with zealously performing his university obligations; neither was he satisfied with fulfilling his civic duties; he threw himself resolutely into the conflict; he fought with his tongue and his pen; he made himself the organizer and representative of a ceaseless propaganda for the Union cause against the secessionists; by his advice and by his legal works he gave the Federal Government the most valuable assistance. For a long time he had been occupied with public law; he now enlarged the field of his researches and his studies, and he studied ardently the laws of war and important problems of international law. The serious events taking place before his eyes led him, too, to write his opinions and to draft The instructions for the government of armies of the United States in the field, which will ever be an honor to him.

Despite the fact that the Kenyan government had made efforts, achievements and remarkable developments in the Ministry of Internal Security for its success, the performance of the workforce was still poor and this could be due to poor remuneration of employees, whereby the salary scale had remained constant for a long time despite of the increasing cost of living in the country. And this had also demoralized the employees leading to poor performance in the Ministry which in the end could result into loss of the credibility of the government. When the cost-of-living rose, there was enormous pressure on employers to raise wages and salaries by the rate of inflation. The problem therefore was how to improve productivity of employees by providing the pay which could enable them to cope up with their purchasing power. It was therefore important for the organization to consider the salary system as a mechanism by which an organization could plan how to attract, retain, reward and motivate its salaried employees in order to enhance good performance in the Ministry. The human resource factor (particularly remuneration) lied at the very heart of the reform program. Subsequently, the need arose to undertake an empirical study to determine the effect of remuneration on employees’ performance at the Ministry of Internal Security.

This study aims to analyze the process production of sausage noodle roll, the income and production costs, the marketing action and determine the position based on the life cycle of sausage noodle roll as well learn the role of supporting service for sausage noodle roll in CV Cucurutuku Ceria. This research method is a case study. The determination of consumer samples is taken by Convenience Sampling. Analysis of the data used in this research is descriptive qualitative and quantitative analysis. The data of this study was collected in May 2019 until June 2019. The results showed that the value R/C>1, that means sausage noodle roll business was profitable. Calculation of the cost of production on sausage rolls noodles amounted to Rp1,046.53. The BEP unit calculation has been achieved for a long time, in the amount of 42,791 units from the BEP calculation of 604 units. The noodle rolls sausage has also obtained a profit from the selling price of Rp ,000.00 per pcs from the calculation of the BEP price of Rp1,238.58 per pcs. The marketing mix that has been utilized by CV Cucurutuku Ceria is collaboration with e-commerce companies namely gofood and grabfood to facilitate consumers in the ordering process and CV Cucurutuku Ceria has utilized social media as promotional activities for sausage noodle roll product. In the product life cycle, sausage noodle roll are in a stage of decline. CV Cucurutuku Ceria has not fully utilized the government policies regarding the protection and empowerment of Micro, Small and Medium Enterprises.Keywords: cost, noodle, position, and sausage

The education of left-behind children is an important issue in the development of education at present. The emergence of left-behind children is caused by economic transformation and social development. Rural people have always be willing to change their living conditions and improve their living standards, so the parents of rural children have to leave their hometown and come to the city to find a better chance to make a living, but some rural parents are still engaged in the rural orchards, small workshops and other self-employed business. Whether migrant workers or start a small business, or stay in the countryside to operate small business, child's education is bound to be affected to some extent, as a result, the vast majority of the seventy percent of the rural parents wish their children to be looked after by old people, and the parents are not at home for a long time, so they can't take care of the children in learning and life. As a compulsory education worker, we should understand the characteristics of left-behind children and carry out an analysis and research on the education of left-behind children.

Denpasar City is the center of government, population center, tourism center, trade center, economic activity and center for other activities so you can imagine how busy Denpasar City is in handling all aspects of people's increasingly complex life. An incident that looks easy but few people care about, one of which is waste, so many effects can be obtained from disposing of the residual use of fragrances and screen printing, which are often found, but without a clear response to allow the accumulation of waste. Even though the government has regulations and sanctions related to these problems, they are often ignored by owners or entrepreneurs engaged in screen printing. Environmental pollution, which has often occurred since a long time ago, is a community disease that is difficult to eliminate. The researcher has a problem formulation covering 1) How is the legal arrangement regarding criminal acts against environmental pollution by screen printing and dyeing waste in Denpasar City? 2) What are the criminal sanctions against the perpetrators of criminal acts of environmental pollution by screen printing and dyeing waste in Denpasar City? The research was carried out by reviewing books on law and not deviating from the problems studied and the current positive law as well as studies in the library, this research is often called normative research. The results of this study state that criminal sanctions against perpetrators of environmental pollution by screen printing and dyeing waste in Denpasar City are in the form of fines and imprisonment. The act of environmental pollution carried out by NHY by disposing of screen printing waste into the river has violated Article 58 paragraph (2) of the Regional Regulation on the City of Denpasar Number 1 of 2015.

The Social Service Office of Palembang City is a government institution that is responsible for carrying out development in the field of social welfare, which covers all programs and activities that are intended to realize, foster and maintain, restore and develop social welfare carried out together as the responsibility of the government and society. In conducting data processing to determine the capable and underprivileged people as recipients of the Healthy Indonesia Card (KIS) with a process that takes a long time, given the large number of population data to be selected, especially in the city of Palembang. Then it can be raised into the research, namely "Implementation of Data Mining for Healthy Indonesia Cards for the Underprivileged Community Using the Clustering Method".  Dinas Sosial Kota Palembang merupakan lembaga pemerintahan yang bertanggung jawab melaksanakan pembangunan di bidang kesejahtraan sosial, yang mencakup semua upaya program dan kegiataan yang ditunjukan untuk mewujudkan, membina dan memelihara, memulihkan dan mengembangkan kesejahtraan sosial yang dilaksanakan bersama sebagai tanggung jawab pemerintah dan masyarakat. Dalam melakukan pengolahan data untuk menentukan masyarakat mampu dan kurang mampu sebagai penerima Kartu Indonesia Sehat (KIS) dengan proses yang membutuhkan waktu yang cukup lama, mengingat banyaknya jumlah data penduduk yang akan diseleksi, khususnya diwilayah Kota Palembang. Primary dentists at the era of the National Health Insurance are only paid IDR2,000 each patient. The Capitation funds can not cover the cost of services that must be spent. The payment system must be improved because it is related to the quality of service. The aims of this study to analyze the management and utilization of  dental capitation funds including the bottlenecks and to generate solutions in the implementation of JKN. This research was descriptive with qualitative approach. The informants of the study were 16 (sixteen) dentists as an independent practitioners and pratama clinics in Palembang and Lubuklinggau with highest and lowest capitation coverage. Data were analyzed by data reduction, data presentation, conclusion drawing and verification. The result showed that there was a disparity in capitation fund income received by dentists both as an independent practitioners and pratama clinic. Not all dentists get the ideal number of participants 1: 10,000. Dentists with low capitation norms have difficulty to set their operational funds. The budget for operational cost is bigger than services cost. Revenues compared to capitation funds are still lacking. Most capitation funds for primary dentists are insufficient and still rely on fee for service patients. The government  should set dental capitation norm and regulation for National Health Insurance era.Key words: dentist, capitation, clinic, utilization, regulation

In accordance with the purpose of Sidoarjo District as the city of Indonesian SMEs, the government of Sidoarjo regency fierce empower SMEs and also creating new entrepreneurs in Sidoarjo. We assess with jealous people creating new businesses to supplement the family income, especially housewives should be appreciated properly. Obstacles often faced by new entrepreneurs are not have a good knowledge of the methods of recording  finance both the cost of raw materials, operating costs, gain and losses. Not infrequently, the money that had been due to run out mixed business purposes or used for the needs of the family shopping. For that we want to provide training and mentoring for the housewife as new entrepreneurs especially in rural Kenongo to be able to make a simple bookkeeping for his business transactions. In the end, we hope that the additional knowledge of recording financial transactions, the housewife are able to get increased revenues and able to raise their business.
