The Social Service Office of Palembang City is a government institution that is responsible for carrying out development in the field of social welfare, which covers all programs and activities that are intended to realize, foster and maintain, restore and develop social welfare carried out together as the responsibility of the government and society. In conducting data processing to determine the capable and underprivileged people as recipients of the Healthy Indonesia Card (KIS) with a process that takes a long time, given the large number of population data to be selected, especially in the city of Palembang. Then it can be raised into the research, namely "Implementation of Data Mining for Healthy Indonesia Cards for the Underprivileged Community Using the Clustering Method".  Dinas Sosial Kota Palembang merupakan lembaga pemerintahan yang bertanggung jawab melaksanakan pembangunan di bidang kesejahtraan sosial, yang mencakup semua upaya program dan kegiataan yang ditunjukan untuk mewujudkan, membina dan memelihara, memulihkan dan mengembangkan kesejahtraan sosial yang dilaksanakan bersama sebagai tanggung jawab pemerintah dan masyarakat. Dalam melakukan pengolahan data untuk menentukan masyarakat mampu dan kurang mampu sebagai penerima Kartu Indonesia Sehat (KIS) dengan proses yang membutuhkan waktu yang cukup lama, mengingat banyaknya jumlah data penduduk yang akan diseleksi, khususnya diwilayah Kota Palembang. Maka dapat diangkat ke dalam penelitian yaitu “Implementasi Data Mining untuk Kartu Indonesia Sehat Bagi Masyarakat Kurang Mampu Menggunakan Metode Clustering”.

The aim of the society services through the air broadcast in Radio of Indonesian Republic of Surakarta were: (1) to improve the society’s motivation, especially for them who were students in order to appreciate the literature; (2) to improve the society’s concerns, especially for those who students in improving their literature appreciation ability in order to attain the man who has wise character because the literature have the education values which could be the basic consideration in conducting the behaviour; (3) to enlarge the listeners’  knowledge, especilly for the students who need the knowledge of linguistics, literature, and its teaching; (4) to create the institution cooperation between the Muhammadiyah University of Surakarta and the government institution i.e. Radio of Indonesian Republic o f Surakarta. The social service was conducted in RRI Surakarta, in the form of speech broadcast, based on the paper prepared before. The broadcast activity is conducted by recording before its on air. The recording process used the facility of RRI Surakarta by the guidance of RRI Surakarta staff as the responsible or the recording section. The broadcast is delivered by a speaker with the different topics but in the same theme. The broadcast theme of the three months is “Improving the Ability of Literature Appreciation through the Broadcast Guidance of Bahasa Indonsia in RRI Surakarta”. The six times broadcast activity planned for three months can be conducted four times of new broadcast and twice of recorded broadcast.

ABSTRACT The role of the Sub-district Social Welfare Staff (TKSK) aims to make the distribution of aid from the government to poor families or people with social welfare problems (PMKS) in Kanigaran sub-district a success. This is the key to the welfare of the people in Kanigaran sub-district. This study aims to determine the role of Sub-district Social Welfare Workers (TKSK) in assisting Persons with Social Welfare Problems (PMKS), and to find out what are the supporting and inhibiting factors of implementing the role of District Social Welfare Workers (TKSK) in facilitating Persons with Social Welfare Problems (PMKS). Data collection techniques in this study used observation, interviews, and documentation. The results showed that the role of the District Social Welfare Workers (TKSK) had not played a good role in facilitating the community with Social Welfare Problems (PMKS) in Kanigaran sub-district. and also assistance. This occurs due to the limited ability of the Sub-district Social Welfare Workers (TKSK) in handling communities with Social Welfare Problems (PMKS) in collaboration between the TKSK Subdistrict Social Welfare Workers and the government, the TKSK in the area, and fellow District Social Welfare Workers (TKSK). The form of assistance provided by the Government or the Social Service is to provide assistance in the form of groceries, rutihahu, goat programs in each region, and providing business capital according to the needs of the people they are living in Kanigaran District, Probolinggo City. Social Service and the Social Welfare Institution  have a mutualistic partnership model. There are still a significant number of old individuals whose UDB IDs (unified database identifiers) have not been registered, according to Social Service and the Social Welfare Institution. Production Economic Enterprises (PEEs) is a program of the Social Service aimed at empowering communities. The Social Service and the Elderly Social Welfare Institution share responsibility for empowering communities. It is important to provide favorable conditions and an attractive environment for the elderly both inside the family and across the community as a way of demonstrating care for them. Using a productive economic business program, the social welfare institution establishes an activity group that enables the elderly to be more productive while still being able to make crafts in accordance with their abilities, thereby relieving the elderly of their burden on other communities, their families, and the government. It is being attempted to empower the elderly by developing profitable economic entrepreneurial activities in order for them to be self-sufficient. As one of the recreational activities, this lucrative economic business activity is carried out alongside other income-generating recreational activities to create a successful economic business enterprise

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

Among the chronicles relating the heroism of the besieged Leningrad, there are pages dedicated to the deeds performed by the staff the world-famous All-Union Research Institute of Plant Industry (VIR, now the N.I. Vavilov All-Russian Institute of Plant Genetic Resources). With the beginning of the war, even before the city was surrounded by the Nazi troops, the government decided to evacuate a number of factories and institutes from Leningrad, including VIR, but the plan failed. Only in winter did the Institute start partial evacuation, although preparations had been going on for a long time. The largest and most important part of the collection was left behind in the besieged city. The remaining employees were forced to work under the hardest conditions of the siege, in unheated premises. In the harsh reality of the winter in 1941–1942, the daily bread rationing was cut down, and hunger raged in the city, killing tens of thousands of city residents, including VIR employees who kept the stored seeds and tubers untouched. The most difficult part was preserving the potato collection. In the spring of 1942, preparations were made for sowing to restore the viability of seeds and tubers in the fields of Leningrad’s suburban area under the fire from the enemy artillery. Only the heroic efforts of VIR’s staff helped to save the collection from destruction and loss of germination. This heroism cost more than 20 experts and scientists their lives. So, the most dangerous period for the Institute was overcome at such price. Immediately after the siege was lifted, a group of experts was sent to Leningrad from Krasnoufimsk to help with selecting seed accessions for urgent reproduction. Working under extreme physical exhaustion in frozen premises, without water or electricity, under continuous shelling, they saved, many at the cost of their own lives, the collection of cultivated plants and their wild relatives, the herbarium, and the scientific library for future generations.

This paper sets up an industry competition model consisting of two upstream enterprises and two downstream enterprises. Then we rely on the model to explore how non-regulation and different regulatory policies (maximizing the total profits of the upstream enterprises, the social welfare of the upstream industry or the overall social welfare) affect the following factors: the excess capacity, enterprise profits, consumer surpluses, social welfare in the upstream and downstream enterprises and the overall social welfare. The following conclusions are drawn from our research. First, whether and how the government regulates the capacity choice greatly affect the equilibrium outcomes, as well as the welfare distribution among the upstream enterprises, downstream enterprises, and consumers. The specific effects are dependent on market demand and enterprise cost. Second, the government should formulate its regulatory policies on capacity choice based on the overall social welfare of the entire supply chain. If the government aims to maximize the profits of the upstream enterprises, the social welfare of the downstream industry will be negatively affected. Third, excess capacity does not necessarily suppress social welfare. Under certain conditions, the worst scenario of excess capacity may occur under the pursuit of the maximal overall social welfare. Excess capacity may arise from various causes, rather than market competition or government regulation alone. Excess capacity cannot be attributed solely to government failure. These conclusions have some significance for optimizing capacity regulation policies.

AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

The commitment in building Indonesia as a prosperous country gives consequence to the role of government in prospering the community. It is conducted by empowering the programs having potency of financial sources for developing this state. Beside the tax as the financial source of state development, the government enforces the policy of zakat management.  The policy is the act number 23 in 2011 concerning zakat management in which the fund derives from the national / regional budget. In this case, the national or regional zakat council manages the zakat management. It is expected, it can help the process of state development and be a media in improving the social welfare as one of the government’s roles

The discussion of this research is the development of creative cities in a country is the result of the efforts of the government and creative actors in the city in the country. Creative city can not be separated from the potential of social capital that is owned by the people in the city. Social capital is a social organization concept that includes network of norms and social trusts that facilitate mutual coordination and cooperation including in developing the regional economy. This research aims to (1) know the contribution of social capital in making a creative city, (2) express the social capital and creativity of individuals and communities to realize creative city, and (3) know aspects of social capital that dominant influence on a creativity of the city. The method of this research is qualitative primary data with technic observation and indepth interview, also secondary data in the form of document and archive analysis from Bandung city as one of creative city in Indonesia. Research is done during 2015-2016. Conclusions this research are (1)Social capital that form trust, tolerance, cooperation, openness, and independence of the community greatly contributes in the creation of creative city because through the braided integration of social capital that forms a norm of behavior binding for its citizens to be creative and does not require material capital,(2)Individual urban creativity formed through the process of socialization of elements of social capital in the life of society to trigger creativity of individuals and society as a whole, and (3) The form of openness, tolerance, and cooperation are the dominant elements of social capital in growing the creativity of individuals and societyKeywords: Creatif city, Social capital

During February  2021, a protest was organized by Mexican medical students through social media. About 200 interns, social service physicians and physicians protested peacefully in front of the city hall of Monterrey, Nuevo Leon, the capital of Mexico's second largest metropolitan area. Due to the current contingency situation, it was requested to attend with face shield and masks. The reason for the protest was to raise their voice due to the precarious situation where social service physicians are sent to rural areas of the country in which they have all the obligations of workers but without belonging to the working class - lacking the the benefits of this same as a living wage or fair working hours. The protesters were in limbo between student and worker. The protest also demanded justice for the sensitive death of young doctors due to malpractice situations of the Mexican authorities. We believe that a total reform of the social service in medicine is necessary. It is the responsibility of the authorities to cover the rural areas with permanently trained doctors without depending on recently graduated doctors. It is always important to assert our fundamental rights, including the right to protest in a peaceful manner.
