The study is focused on improvement of passenger transportation by rail transport, its availability, quality of related services for residents of large agglomerations. Correlation of growth in speed of movement of passengers, distance of travel, range and quality of services provided by the carrier, as well as planning of passenger traffic and spatial urban development models are considered. Particular attention is paid to the analysis of the improvement of passenger transportation by rail transport by assigning stops for long-distance passenger trains (including fast, speed and highspeed trains) in suburban areas of large agglomerations, since that aspect has not been yet sufficiently studied.It is concluded that it is necessary to continue research on transportation needs of the population of the agglomerations, to identify the features and patterns of changes in passenger traffic, emerging and redeeming in the suburban areas of the largest cities. This will allow transportation companies to better understand the transport services market, to develop and offer new transportation products to the population. That approach can increase the attractiveness of rail transport and its availability for the population of many cities thanks to a significant reduction in weighted average costs and travel time expenditures for passengers.

The carriage of passengers takes a significant place in the activities of transport organizations. Ensuring high quality passenger transportation is one of the main tasks of railway transport, which directly depends on the technical equipment and technology of servicing passenger traffic at passenger stations. The introduction of multimodal transport in passenger traffic can change the attitude to transport in general, it will allow: to pick up each passenger the optimal combination of modes of transport (price and quality); monitor the entire transport process and notify of further movements, to hold the carrier responsible for not fulfilling the stages of multimodal transportation. And the organization of the transport and transfer complex will optimize and streamline the process of passenger service. The study was carried out on the example of the transport hub of the station N. Station allows to transfer passengers from rail transport (long and suburban) to all types of urban transport, as well as taxis and personal transport. However, there is practically no interaction with other types of transport at the regional and federal level in this hub. At some distance from station N is a bus station for several long-distance destinations. Territorial location, concentration of several modes of transport, accompanying infrastructure, as well as the potential of this station N allow to organize a prospective transport and transfer complex and attract additional passenger flow, which in the conditions of competition with personal vehicles is important. To do this, all the necessary elements of the multimodal node, necessary for the operation of the transport and transfer complex, are calculated.

The rapid significant increase in the quality of the process of passenger transportation by Kyiv public transport can be a powerful motivation to increase the frequency of its use. However, the parameters of the desired change in the quality of urban transport remain unknown, which leads to its chaotic management. Two trends in urban passenger traffic quality research are common. The first approach deals with measuring the operating parameters of the transport system, and the second one focuses on the research of customers' opinions regarding transport services. However, none of the scientists focuses fully on the specific human behavioral responses to the quality of the city's passenger transportation service, when urban transport is opposed to a private car. Because of this, the assessment of the quality of urban passenger transport requires the development of special tools. It is already clear today that not all traditional approaches used in studies of transport behavior that depend on the quality structure may be suitable for this.

Justification of management decisions for railway companies, under the conditions of the transport market liberalization, requires the search and collection of reliable information which is related with both the internal and external environment. Alongside, the need to provide competitiveness of the railways involves marketing research. The main objective of this paper is to determine the specific features of applying marketing tools for promotion of competitiveness and formation of the railway company’s strategy. The dynamics of passenger traffic reflects the competitiveness of types of transport in terms of the ability to provide transport services for a better ratio of “price / quality”. The performed researches confirm the presence of opposite tendencies in the long-distance and suburban connections, as well as specific factors of elasticity of demand for passenger transportation at a price. It is established that for the population (the consumer of transport services) the rate of tariffs for transportation is the determining factor of the attractiveness of the carrier in suburban transportation, and therefore it is the factor of its competitiveness, while the rate of tariffs is not the most significant factor in choosing a carrier in long distance transportation. There are subjective technical parameters of competitiveness which do not fit into the “price / quality” system among the factors of choosing a carrier. During the choice of transportation, the consumer is guided by his own system of values which is not universal and leaves each transport company its “niche” for operation in the market as well as the opportunity to win its “own” consumer. Models of forecasting demand for passenger long-distance and suburban transportation by railway and automobile transport are proposed on the basis of forecast of macrofactors. The using of these models will allow railway and automobile companies to form their development strategies.

The approaches to assessing the quality of passenger transport services and indicators considered in scientific works, and also existing in state and international standards, are considered. A hierarchical system of indicators (ranking level) has been drawn up, which distributes the sequence of indicators of transport services. The foreign experience of organizing the work of municipal transport was taken into account, the quality of service of which is constantly monitored and as close as possible to the needs of passengers. However, a number of issues, namely: measuring the quality of transport services for the population on a digital scale, methods and methods for monitoring quality assessment, and improving it, etc., remain open. Based on the results of the preliminary study, the main indicators for assessing the quality of passenger transport were identified and grouped, both objective and dependent on the perception of the consumer, which most clearly describe the quality of the provision of passenger transport services. Almost all researchers in their works have determined that the system of general quality indicators should include the following indicators: availability, reliability, comfort, information content, safety, regularity, cost-effectiveness. But due to the importance of each of the elements of the complex indicator, it is necessary to take into account not only all the components of the quality assessment, but also, to a certain extent, their impact on the quality of the transportation process. The article analyzes the importance of each component included in the system of indicators for assessing the quality of transport services for passengers. The necessity of digital assessment of the quality of services for the transportation of passengers by city bus transport has been substantiated. The developed methodology will allow assessing the quality of passenger transportation by other types of transport. The degree of the need for quality indicators in the passenger traffic assessment system has been substantiated, which will allow evaluating the quality of passenger service not at the verbal level ("bad", "good"), but at the level of digital comparison. substantiation of the degree of need for quality indicators in the passenger traffic assessment system; considering the feasibility of each indicator with its constituent components, determining the degree of influence of each component on the quality of the provision of services for the carriage of passengers by road. For the digitalization of the assessment of the quality of transportation, the designation of the general quality indicator is adopted - Яобщ. In numerical terms, the quality indicator should tend to the maximum value, which in this study is taken as 4. For this, all indicators will be divided into separate components, the weight of which will be estimated at 0.1. A general indicator for assessing the quality of passenger transportation has been determined, which will determine the competitiveness of the enterprise, satisfy the need for a high-quality transportation process, taking into account all criteria and indicators. Thus, the assessment of the quality of passenger transportation, based on the minimum value of the coefficient, which will tend from 3.5 to 4, will determine the ability of the enterprise to carry out the transportation of passengers according to a qualitative assessment and, taking it into account, conduct tenders for the transportation of passengers. An analysis of methods for determining the number and passenger capacity of rolling stock on urban routes of passenger traffic. Coordinated growth of efficiency and quality of urban passenger transport allows to increase the level of satisfaction of passenger transportation needs, reduce transport stress on the urban passenger transport system, improve the environmental situation, reduce road accidents and the number of road accidents, ensure unprofitable work of carriers. Improving the functioning of the production system of urban passenger transport should ensure a minimum travel time of passengers, regular movement of vehicles along the route, rational use of rolling stock and quality passenger service at minimal cost. Managing the number and passenger capacity of rolling stock on the route is an important task that affects both the quality of passenger transport services and the economic efficiency of carriers. These factors are opposite, ie, by improving the quality of passenger transport services, the carrier is usually forced to reduce the efficiency of vehicles. The tasks of local authorities are to ensure the number and passenger capacity of vehicles on the route and the quality of passenger transport services that would ensure maximum efficiency of the urban passenger transport system, taking into account the interests of all parties, ie carriers, passengers and the community. Despite the presence of a significant amount of research, the task of choosing the number and passenger capacity of buses on regular routes in city traffic, which would ensure an improvement in the quality of services, remains urgent.

Various methods of collecting data on passenger traffic, their advantages and disadvantages are considered. It is shown that in order to improve the quality of transport services, it is necessary to regularly collect and refine data on passenger traffic. The goals and methods of obtaining information about passenger traffic in the system of municipal passenger transport are indicated. All currently existing methods are divided into three categories: data collection using technical means, data collection with the help of censors and volunteers, and interpretation of fare payments. All the methods presented in the article were compared in terms of labor intensity, costs and accuracy of the results obtained. The advantages and disadvantages of each method are considered. The general structure of an automated system for collecting data on passenger traffic is presented. The necessity of creating a centralized system for collecting and processing data associated with all passenger transport control systems has been substantiated. The tasks solved by this system at all levels of transport services for passengers are shown. Each of the tasks is assigned to one of three service levels: pre-transport, transport and post-transport. It is shown that only solving problems at all levels can ensure high-quality operation of the municipal passenger transport system.

The article discusses the main activities of state authorities, labor collectives of transport enterprises in Western Siberia to improve the operation of urban public transport in the region during the eighth five-year plan (1966-1970). During the study period, the increase in the level of transport services for urban residents was directly related to measures to develop and strengthen the material and technical base of passenger transport enterprises, technical re-equipment of automobile and tram rolling stock, and construction of a new type of public transport in Western Siberia – the urban trolleybus. The author comes to the conclusion that during the eighth five-year plan, urban public transport enterprises in the region received significant material and technical development, which became the basis for increasing the volume of passenger traffic and improving the quality of transport services for the urban population of the West Siberian region

The intensification of public transport in urban areas due to increased mobility at the regional and state levels, discrepancies between urban areas with the same population and the lack of statistics related to the efficiency and quality of public transport services are the main factors of our work. It is necessary to draw boundaries between the quality of services and the performance indicators of the public transport system. The quality of services is the subjective result of many intangible variables. The quality of service can be approached from four sides: from the point of view of the passenger, the performance of the vehicle, the specialized passenger transportation company, and the Government. Accessibility, comfort and convenience-these are the main indicators that should be evaluated by the population as having high ratings for the good quality of urban transport services. The decline in the volume of passenger traffic, the critical level of financial condition, and the depreciation of the material and technical base caused a significant economic downfall of the railway transport. The reorganization of structural units is intended to improve the quality of service provision, which affects the final demand of consumers, which influences the volume and profitability of passenger transportation. The author suggests applying the principles of the organization of the revenue account from passenger transportation, exempt from VAT, to reduce its loss ratio amid organizational and structural transformations during the reshaping of passenger transport segment. Increasing the competitiveness of passenger rail transportation will contribute to the economic development of the entire nation.
