The intensification of public transport in urban areas due to increased mobility at the regional and state levels, discrepancies between urban areas with the same population and the lack of statistics related to the efficiency and quality of public transport services are the main factors of our work. It is necessary to draw boundaries between the quality of services and the performance indicators of the public transport system. The quality of services is the subjective result of many intangible variables. The quality of service can be approached from four sides: from the point of view of the passenger, the performance of the vehicle, the specialized passenger transportation company, and the Government. Accessibility, comfort and convenience-these are the main indicators that should be evaluated by the population as having high ratings for the good quality of urban transport services. The relevance of the problem is due to the lack of a method and indicators for assessing the level of transport mobility of cities. The purpose of the article is to develop a method for assessing the level of transport mobility. Currently, there are no science - based criteria for assessing the level of mobility in terms of the convenience of passengers using various types of public transport for travel. The use of the transport mobility index will contribute not only to improving the quality of passenger transport, but also to improving the level of transport services in General. The developed method for assessing the level of transport mobility will allow you to study the dynamics of changes in indicators and plan measures to improve the quality of transport services. The implementation of the proposed method will allow analyzing routes, as well as planning measures to increase the level of transport mobility and the attractiveness of public transport for passenger transportation.

Issues of duplication of regular transit routes are of particular importance in the field of transport services provided to population and organisation of passenger transportation from the perspective of ensuring compliance with passengers needs for transportation and of the effects of route duplication on the technical, operational, and economic indicators of performance of these routes and the integral route network.In Russia duplication of regular routes within route networks emerged in the late 1990s – early 2000s in urban transit, other transit modes, and in interconnected transit. In the last decade, these routes have been increasingly subject to revision by local governments and executive bodies of federal constituent entities of the Russian Federation while solving transport planning problems and improving quality of transport services for the population.Evaluation of route duplication, as a rule, is carried out based on the route factor and the route duplication factor, the latter allows pairwise assessment of routes by the length of their overlapping segments.The objective of this article is to show incorrectness of the widespread technique and to present another approach that provides, in the author’s opinion, the correct interpretation of the method for determining the route duplication rate. Achieving this objective is based on methods of theoretical research in the field of organising passenger transportation.In development of this logic, the author proposed a new method for determining the route duplication factor using route adjacency factor, which considers directions and volumes of passenger origin-destination flows. Comparison of existing and proposed approaches is given using simple examples. The results of calculations have confirmed the different nature of factors and the absence of a direct relationship between the needs of passengers for transportation by public transport and the length of adjacent sections of routes. The conclusion is made about probable expediency of using the second (author’s) approach based on the route adjacency factor, which provides a correct solution to the stated transport planning problem. Besides, the possibility of using a new approach when performing diagnostics or designing route networks of different transport modes is shown both in relation to route matching and regarding their clusters and the entire route network.

The rapid significant increase in the quality of the process of passenger transportation by Kyiv public transport can be a powerful motivation to increase the frequency of its use. However, the parameters of the desired change in the quality of urban transport remain unknown, which leads to its chaotic management. Two trends in urban passenger traffic quality research are common. The first approach deals with measuring the operating parameters of the transport system, and the second one focuses on the research of customers' opinions regarding transport services. However, none of the scientists focuses fully on the specific human behavioral responses to the quality of the city's passenger transportation service, when urban transport is opposed to a private car. Because of this, the assessment of the quality of urban passenger transport requires the development of special tools. It is already clear today that not all traditional approaches used in studies of transport behavior that depend on the quality structure may be suitable for this.

The study is focused on improvement of passenger transportation by rail transport, its availability, quality of related services for residents of large agglomerations. Correlation of growth in speed of movement of passengers, distance of travel, range and quality of services provided by the carrier, as well as planning of passenger traffic and spatial urban development models are considered. Particular attention is paid to the analysis of the improvement of passenger transportation by rail transport by assigning stops for long-distance passenger trains (including fast, speed and highspeed trains) in suburban areas of large agglomerations, since that aspect has not been yet sufficiently studied.It is concluded that it is necessary to continue research on transportation needs of the population of the agglomerations, to identify the features and patterns of changes in passenger traffic, emerging and redeeming in the suburban areas of the largest cities. This will allow transportation companies to better understand the transport services market, to develop and offer new transportation products to the population. That approach can increase the attractiveness of rail transport and its availability for the population of many cities thanks to a significant reduction in weighted average costs and travel time expenditures for passengers.

The approaches to assessing the quality of passenger transport services and indicators considered in scientific works, and also existing in state and international standards, are considered. A hierarchical system of indicators (ranking level) has been drawn up, which distributes the sequence of indicators of transport services. The foreign experience of organizing the work of municipal transport was taken into account, the quality of service of which is constantly monitored and as close as possible to the needs of passengers. However, a number of issues, namely: measuring the quality of transport services for the population on a digital scale, methods and methods for monitoring quality assessment, and improving it, etc., remain open. Based on the results of the preliminary study, the main indicators for assessing the quality of passenger transport were identified and grouped, both objective and dependent on the perception of the consumer, which most clearly describe the quality of the provision of passenger transport services. Almost all researchers in their works have determined that the system of general quality indicators should include the following indicators: availability, reliability, comfort, information content, safety, regularity, cost-effectiveness. But due to the importance of each of the elements of the complex indicator, it is necessary to take into account not only all the components of the quality assessment, but also, to a certain extent, their impact on the quality of the transportation process. The article analyzes the importance of each component included in the system of indicators for assessing the quality of transport services for passengers. The necessity of digital assessment of the quality of services for the transportation of passengers by city bus transport has been substantiated. The developed methodology will allow assessing the quality of passenger transportation by other types of transport. The degree of the need for quality indicators in the passenger traffic assessment system has been substantiated, which will allow evaluating the quality of passenger service not at the verbal level ("bad", "good"), but at the level of digital comparison. substantiation of the degree of need for quality indicators in the passenger traffic assessment system; considering the feasibility of each indicator with its constituent components, determining the degree of influence of each component on the quality of the provision of services for the carriage of passengers by road. For the digitalization of the assessment of the quality of transportation, the designation of the general quality indicator is adopted - Яобщ. In numerical terms, the quality indicator should tend to the maximum value, which in this study is taken as 4. For this, all indicators will be divided into separate components, the weight of which will be estimated at 0.1. A general indicator for assessing the quality of passenger transportation has been determined, which will determine the competitiveness of the enterprise, satisfy the need for a high-quality transportation process, taking into account all criteria and indicators. Thus, the assessment of the quality of passenger transportation, based on the minimum value of the coefficient, which will tend from 3.5 to 4, will determine the ability of the enterprise to carry out the transportation of passengers according to a qualitative assessment and, taking it into account, conduct tenders for the transportation of passengers. The consumer's decision on the choice of a way to move in space, but directly in this article on the choice of the type private or suburban public transport, is based on the person's expectation of the consumer value of the trip, which will have a certain size and content. Consumer value for suburban transportation – as a result of the interaction of the passenger with the carrier. The elements of the consumer value for suburban passenger transportation by public transport are shown in general. With the help of previous research in this area, as well as the author's own experience, the elements and content of the consumer value, commuter travel by public transport and private car, are further formed and revealed. The elements of consumer value consist of the preferences and sacrifices of the passenger. The article aims to use more modern and universal approaches to shaping the consumer value content and components of commuter travel. This set-up should be based on a sequence of modern scientific and practical approaches to the core of SC services. Methods of synthesis and analysis, induction and deduction, and generalization are used in the study (to determine the content of public transport and suburban transport by private vehicle and the elements of consumer value). A positive result of the interaction between passenger and carrier is the guarantee of more active use of public transport services by the consumer. In addition to increasing the consumer value of such services, it will encourage consumers to abandon the use of private transport for the public benefit. A well-thought-out policy on the tariff plan, improving the comfort and quality of services provided by public transport helps to attract the maximum number of passengers who use public transport and also attaches great importance to the economic effect of the consumer value of suburban travel by public transport. The results of the study can be applied in favor of reducing the use of a large number of private transports, which will enable the formulation and implementation of policies to protect the environment and the environmental situation.

An analysis of methods for determining the number and passenger capacity of rolling stock on urban routes of passenger traffic. Coordinated growth of efficiency and quality of urban passenger transport allows to increase the level of satisfaction of passenger transportation needs, reduce transport stress on the urban passenger transport system, improve the environmental situation, reduce road accidents and the number of road accidents, ensure unprofitable work of carriers. Improving the functioning of the production system of urban passenger transport should ensure a minimum travel time of passengers, regular movement of vehicles along the route, rational use of rolling stock and quality passenger service at minimal cost. Managing the number and passenger capacity of rolling stock on the route is an important task that affects both the quality of passenger transport services and the economic efficiency of carriers. These factors are opposite, ie, by improving the quality of passenger transport services, the carrier is usually forced to reduce the efficiency of vehicles. The tasks of local authorities are to ensure the number and passenger capacity of vehicles on the route and the quality of passenger transport services that would ensure maximum efficiency of the urban passenger transport system, taking into account the interests of all parties, ie carriers, passengers and the community. Despite the presence of a significant amount of research, the task of choosing the number and passenger capacity of buses on regular routes in city traffic, which would ensure an improvement in the quality of services, remains urgent.

The subject of the study is the formulation of strategic measures to improve the quality of public transport services. The goal is to justify a set of strategic measures aimed at improving the quality of public transport services. To achieve this goal, the following research objectives have been identified and solved: to establish the specifics and principles of effective strategic planning for urban transport services provision; to identify the features of urban transport services system; to identify the main measures for urban public transport services development, in particular, for the city of Kyiv. To achieve the goal of the study, a set of system theory methodologies has been selected. In modern science, this approach is considered to be the most productive and capable of providing a high degree of verification of the results obtained. As a result of the study: 1) a complex of strategic measures is substantiated, aimed at improving the quality of public transport services, namely: optimization of modal transportation; integration of modal transportation; optimization of road space; increasing the bus fleet; improving bus design and increasing the comfort in passenger compartments; selection of fare forms; development of information systems of interaction; compliance with the Traffic Laws and passenger transportation rules; increase of internal efficiency of transport operators’ activities; use of information technologies; increase of transport operators’ incomes; 2) the specifics and principles of effective strategic planning for urban transport services provision are established. They consist in applying an iterative approach to strategic planning. Its advantages are due to simultaneous execution of any strategic planning work (from writing the following elements of the strategic plan to the fulfilment of its objectives) with continuous analysis of results obtained, which makes it possible to adjust the works according to the changing environment conditions; 3) the features of the urban transport service systems are revealed, namely: urban public transport systems are complex open dynamic socio-economic systems. We consider multimodality of external environments, multifactoriality of external influences, presence of internal imbalances in systems as one of the main reasons for their unsatisfactory state. Therefore, a multifaceted approach is needed, which takes into account the maximum number of factors and combines a range of measures to improve the quality of urban passenger transportation; 4) the main measures for the development of urban public transport services, in particular, for the city of Kyiv, are identified, namely: ensuring multimodal public access to public transport stations and public places; organization of information and communication interaction between all elements of the passenger transportation system; use of various forms of urban public transport fare; mathematical modelling of integration interaction of different types of public transport.

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.
