An analysis of methods for determining the number and passenger capacity of rolling stock on urban routes of passenger traffic. Coordinated growth of efficiency and quality of urban passenger transport allows to increase the level of satisfaction of passenger transportation needs, reduce transport stress on the urban passenger transport system, improve the environmental situation, reduce road accidents and the number of road accidents, ensure unprofitable work of carriers. Improving the functioning of the production system of urban passenger transport should ensure a minimum travel time of passengers, regular movement of vehicles along the route, rational use of rolling stock and quality passenger service at minimal cost. Managing the number and passenger capacity of rolling stock on the route is an important task that affects both the quality of passenger transport services and the economic efficiency of carriers. These factors are opposite, ie, by improving the quality of passenger transport services, the carrier is usually forced to reduce the efficiency of vehicles. The tasks of local authorities are to ensure the number and passenger capacity of vehicles on the route and the quality of passenger transport services that would ensure maximum efficiency of the urban passenger transport system, taking into account the interests of all parties, ie carriers, passengers and the community. Despite the presence of a significant amount of research, the task of choosing the number and passenger capacity of buses on regular routes in city traffic, which would ensure an improvement in the quality of services, remains urgent.

The rapid significant increase in the quality of the process of passenger transportation by Kyiv public transport can be a powerful motivation to increase the frequency of its use. However, the parameters of the desired change in the quality of urban transport remain unknown, which leads to its chaotic management. Two trends in urban passenger traffic quality research are common. The first approach deals with measuring the operating parameters of the transport system, and the second one focuses on the research of customers' opinions regarding transport services. However, none of the scientists focuses fully on the specific human behavioral responses to the quality of the city's passenger transportation service, when urban transport is opposed to a private car. Because of this, the assessment of the quality of urban passenger transport requires the development of special tools. It is already clear today that not all traditional approaches used in studies of transport behavior that depend on the quality structure may be suitable for this.

The approaches to assessing the quality of passenger transport services and indicators considered in scientific works, and also existing in state and international standards, are considered. A hierarchical system of indicators (ranking level) has been drawn up, which distributes the sequence of indicators of transport services. The foreign experience of organizing the work of municipal transport was taken into account, the quality of service of which is constantly monitored and as close as possible to the needs of passengers. However, a number of issues, namely: measuring the quality of transport services for the population on a digital scale, methods and methods for monitoring quality assessment, and improving it, etc., remain open. Based on the results of the preliminary study, the main indicators for assessing the quality of passenger transport were identified and grouped, both objective and dependent on the perception of the consumer, which most clearly describe the quality of the provision of passenger transport services. Almost all researchers in their works have determined that the system of general quality indicators should include the following indicators: availability, reliability, comfort, information content, safety, regularity, cost-effectiveness. But due to the importance of each of the elements of the complex indicator, it is necessary to take into account not only all the components of the quality assessment, but also, to a certain extent, their impact on the quality of the transportation process. The article analyzes the importance of each component included in the system of indicators for assessing the quality of transport services for passengers. The necessity of digital assessment of the quality of services for the transportation of passengers by city bus transport has been substantiated. The developed methodology will allow assessing the quality of passenger transportation by other types of transport. The degree of the need for quality indicators in the passenger traffic assessment system has been substantiated, which will allow evaluating the quality of passenger service not at the verbal level ("bad", "good"), but at the level of digital comparison. substantiation of the degree of need for quality indicators in the passenger traffic assessment system; considering the feasibility of each indicator with its constituent components, determining the degree of influence of each component on the quality of the provision of services for the carriage of passengers by road. For the digitalization of the assessment of the quality of transportation, the designation of the general quality indicator is adopted - Яобщ. In numerical terms, the quality indicator should tend to the maximum value, which in this study is taken as 4. For this, all indicators will be divided into separate components, the weight of which will be estimated at 0.1. A general indicator for assessing the quality of passenger transportation has been determined, which will determine the competitiveness of the enterprise, satisfy the need for a high-quality transportation process, taking into account all criteria and indicators. Thus, the assessment of the quality of passenger transportation, based on the minimum value of the coefficient, which will tend from 3.5 to 4, will determine the ability of the enterprise to carry out the transportation of passengers according to a qualitative assessment and, taking it into account, conduct tenders for the transportation of passengers. Various methods of collecting data on passenger traffic, their advantages and disadvantages are considered. It is shown that in order to improve the quality of transport services, it is necessary to regularly collect and refine data on passenger traffic. The goals and methods of obtaining information about passenger traffic in the system of municipal passenger transport are indicated. All currently existing methods are divided into three categories: data collection using technical means, data collection with the help of censors and volunteers, and interpretation of fare payments. All the methods presented in the article were compared in terms of labor intensity, costs and accuracy of the results obtained. The advantages and disadvantages of each method are considered. The general structure of an automated system for collecting data on passenger traffic is presented. The necessity of creating a centralized system for collecting and processing data associated with all passenger transport control systems has been substantiated. The tasks solved by this system at all levels of transport services for passengers are shown. Each of the tasks is assigned to one of three service levels: pre-transport, transport and post-transport. It is shown that only solving problems at all levels can ensure high-quality operation of the municipal passenger transport system.

The article discusses the main activities of state authorities, labor collectives of transport enterprises in Western Siberia to improve the operation of urban public transport in the region during the eighth five-year plan (1966-1970). During the study period, the increase in the level of transport services for urban residents was directly related to measures to develop and strengthen the material and technical base of passenger transport enterprises, technical re-equipment of automobile and tram rolling stock, and construction of a new type of public transport in Western Siberia – the urban trolleybus. The author comes to the conclusion that during the eighth five-year plan, urban public transport enterprises in the region received significant material and technical development, which became the basis for increasing the volume of passenger traffic and improving the quality of transport services for the urban population of the West Siberian region

Market liberalization is a great contemporary trend in many fields of economy. Liberalized transport market, where the transport demand is meeting with transport offer, is evolving dynamically. Private railway passenger operators want to increase their market share together with national railway passenger transport companies therefore the quality of passenger transportation is getting higher, which positively influences the attractiveness of railway passenger transport. The article is focused on these current trends of liberalization in railway passenger transport market. From operational and economical point of view, there are described some ways, how to make the railway passenger transport system more effective and make the entire transport system more attractive for traveling public.

The relevance of the problem is due to the lack of a method and indicators for assessing the level of transport mobility of cities. The purpose of the article is to develop a method for assessing the level of transport mobility. Currently, there are no science - based criteria for assessing the level of mobility in terms of the convenience of passengers using various types of public transport for travel. The use of the transport mobility index will contribute not only to improving the quality of passenger transport, but also to improving the level of transport services in General. The developed method for assessing the level of transport mobility will allow you to study the dynamics of changes in indicators and plan measures to improve the quality of transport services. The implementation of the proposed method will allow analyzing routes, as well as planning measures to increase the level of transport mobility and the attractiveness of public transport for passenger transportation.

Introduction. The article concentrates on the mathematical modeling features of the organization of passengers’ transportations by motor transport in stop-transfer point (STP) with the multiple change of passenger traffic, which is characteristic for resort municipal formations, and also at the organization of sports, cultural and other mass actions.Materials and methods. Materials are presented and a mathematical model is developed, based on the formalization of the STP functioning, as an infrastructural object intended for realization of the transportation process by various types of passenger transport. In addition, compliance with the conditions of the rolling stock rhythmicity on the STP is considered as the basic operating condition.Results. Consequently, the problem of finding the optimal structure and number of bus transport substation units for the STP functioning parameters and the condition for full and timely development of the repeatedly changing passenger flows in it is solved.Discussion and conclusions. The results of mathematical modeling of passengers’ transportations by motor transport allow estimating parameters of functioning of STP and efficiency of management in the conditions of repeatedly changing passenger flows. Therefore, the involvement of additional carriers, flexible planning of routes and schedules according to the regularity of bus traffic, the rhythm of the buses interaction and other types of passenger transport interaction in the STP during peak periods of loading, which ultimately ensures the efficiency and quality of transport services to the population, are considered as control actions.

The study is focused on improvement of passenger transportation by rail transport, its availability, quality of related services for residents of large agglomerations. Correlation of growth in speed of movement of passengers, distance of travel, range and quality of services provided by the carrier, as well as planning of passenger traffic and spatial urban development models are considered. Particular attention is paid to the analysis of the improvement of passenger transportation by rail transport by assigning stops for long-distance passenger trains (including fast, speed and highspeed trains) in suburban areas of large agglomerations, since that aspect has not been yet sufficiently studied.It is concluded that it is necessary to continue research on transportation needs of the population of the agglomerations, to identify the features and patterns of changes in passenger traffic, emerging and redeeming in the suburban areas of the largest cities. This will allow transportation companies to better understand the transport services market, to develop and offer new transportation products to the population. That approach can increase the attractiveness of rail transport and its availability for the population of many cities thanks to a significant reduction in weighted average costs and travel time expenditures for passengers.

The article is designed and formulated to define and ensure sustainable development of urban passenger transport, which is an essential component of the business strategies of enterprises automobile and highway transportation and promoting of the development of transport traffic. The article describes and investigates the current state of infrastructure and activities of urban passenger transport enterprises, namely the quality of services, existing conditions, internal and external factors of development of urban passenger transport enterprises. Covers the main problems of activity in the field of urban passenger transport, offers a methodology for developing measures to ensure sustainable development of urban passenger transport enterprises to maintain the quality and economic efficiency of such enterprises. Thereby providing existing social needs and defines a ways to meet them. The study based the mechanism on the renewal of rolling stock in accordance with the Euro-5 standard (in accordance with the procedure for conducting a tender for passenger transportation and the procedure for state technical inspection) to ensure the environmental component and improve the quality of transport services. The development of the mechanism for ensuring the sustainable development of enterprises is the initial event in the process of ensuring and calculating the effect of the organizational and economic mechanism for ensuring the sustainable development of urban passenger transport enterprises. This mechanism will provide a solid foundation for sustainable development of the transport industry and the creation of a free and competitive market for transport services. It is also necessary to understand the strong factor impact on an extensive system of this scale, so the implementation of this mechanism should prepare not only the calculation of resources for direct support of the process, but also the staff who will coordinate the implementation of the mechanism. The use of such a mechanism encompasses and encourages all participants in the interaction to make certain efforts with motivation for the joint positive effect of its implementation.

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.
