The partnership in waste management carried out by the Pekanbaru City Government is not without reason. The issue of waste has become a frightening specter that if it is not immediately managed properly it will increasingly reach a tipping point. However, it must be recognized that the Regional Government is faced with limitations in managing waste, thus establishing partnerships with the private sector. This research is here to see to what extent the shared authority covers limitations through the perspective of policy implementation. The problem will be dissected through David C. Korten’s policy implementation theory. Various data obtained from the case study method are then developed with theory in order to obtain a comprehensive conclusion. The results showed three important things. First, the compatibility between the program and the beneficiaries. The reality in the field shows that some of the programs that have been designed and outlined by law are already very comprehensive. Second, the compatibility between the program and the implementing organization. This point examines the compatibility between ideas and plans that have been prepared by the government and the capabilities of the implementing organization. PT. Samhana Indah as the implementer of waste management in the zone I zone is a financially well-established company, has an adequate transportation fleet, and is experienced in work management. Third, the compatibility between the user groups and the implementing organization. The private sector has done the work according to work standards and brought benefits to the surrounding community. Kemitraan dalam pengelolaan sampah yang dilakukan oleh Pemerintah Kota Pekanbaru bukan tanpa alasan. Persoalan sampah telah menjadi momok menakutkan yang jika tidak segera dikelola dengan baik maka akan semakin menuju titik kritis. Namun harus diakui bahwa Pemerintah Daerah dihadapkan pada keterbatasan dalam mengelola sampah, sehingga menjalin kemitraan dengan pihak swasta. Penelitian ini hadir untuk melihat sejauh mana wewenang yang dibagi itu menutupi keterbatasan melalui sudut pandang implementasi kebijakan. Permasalahan akan dibedah melalui teori implementasi kebijakan David C. Korten. Berbagai data yang diperoleh dari metode studi kasus kemudian dikembangkan dengan teori guna memperoleh suatu kesimpulan yang komprehensif. Hasil penelitian menunjukkan tiga hal penting. Pertama, kesesuaian antara program dan penerima manfaat. Kenyataan dilapangan menunjukkan bahwa beberapa program yang telah dirancang dan dituangkan melalui undang-undang sudah sangat komprehensif. Kedua, kesesuaian antara program dengan organisasi pelaksana. Poin ini menguji kesesuaian antara ide dan rencana yang telah disusun oleh pemerintah dengan kemampuan organisasi pelaksana. PT. Samhana Indah selaku pelaksana pengelolaan sampah di wilayah zona I merupakan perusahaan mapan secara finansial, memiliki armada pengangkutan yang memadai, serta berpengalaman dalam hal manajemen kerja. Ketiga, kesesuaian antara kelompok pemanfaat dengan organisasi pelaksana. Pihak swasta telah melakukan pekerjaan sesuai dengan standar kerja dan membawa manfaat kepada masyarakat sekitar.

The partnership between the Regional Government and the private sector is a step that the Government can take as an effort to cover up the limitations in waste management in the city of Pekanbaru. The dynamics of rapid population growth have had consequences for increasing the volume of garbage to approximately 1,100 tons per day. The Pekanbaru City Government then took steps to implement partnerships with the private sector as an effort to manage waste management. However, the involvement of the private sector in dealing with waste issues actually showed a failure in 2015. In 2018, the Pekanbaru City Government again planned to submit waste management to the private sector. Therefore, this study tries to focus on two formulations of the problem, which is why the Pekanbaru City Government again delegates the authority to manage waste in the city of Pekanbaru to the private sector? And what is the right scheme for government and private partnerships in carrying out waste management in Pekanbaru City? To answer the above questions, this research was escorted by the Reinventing Government theory of David Osborne and Ted Gaebler and also the theory of Public Private Partnership. Through the case study method, this research will explore the partnership between Pekanbaru City Government and the private sector in waste management in Pekanbaru City. The results showed that the objective of the partnership between the Regional Government of Pekanbaru and third parties in waste management in the city of Pekanbaru was to overcome the inability of the Pekanbaru City Government to provide facilities and infrastructure, garbage fleets, human resources and budget constraints. Thus, the logic of this partnership leads to one of the lines of thought offered by Osborn regarding the Catalytic Government (Steering Rather Than Rowing). The scheme of success of the partnership of Pekanbaru City Government and the private sector in waste management needs to pay attention to process factors, partner factors and structural factors. Thus, waste management in the city of Pekanbaru requires a paradigm shift, from being limited to disposal to become a focus on management and utilization.

  Literacy is still a problem in various regions. The times’ development has also changed the spectrum of literacy, so literacy is not just the ability to read, write, and count. The results of the measurement of various international institutions prove how the condition of literacy has deteriorated. How is the management of literacy carried out by the Government, Regional Government and the community? What should literacy stakeholders do in an effort to develop a cultural literacy? This study aims to describe the condition of literacy in the region, encourage the presence of the Government and Regional Governments to initiate extraordinary agenda of literacy implementation, and provide understanding to the public regarding the availability of public participation space to actualize literacy culture. This study used a descriptive qualitative approach to describe literacy in the area with a case study method in Baubau City. The study concluded the importance of rearranging literacy management in an integrated manner - Central and regional by involving stakeholders in literacy. It is recommended that the Baubau City Government initiate the Literacy Hub (L-Hub) which will be an accelerator of the development of cultural literacy by prioritizing the active role and collaboration between community elements. In addition, it is necessary to create a conducive climate that supports ecosystem literacy and literacy as a lifestyle for the sake of the creation of literate generations that will accelerate the realization of the city of literacy. Abstrak Literasi masih menjadi problematika di berbagai daerah. Perkembangan zaman turut merubah spektrum literasi, sehingga literasi tidak sekedar kemampuan membaca, menulis, dan berhitung. Hasil pengukuran berbagai institusi internasional membuktikan betapa terpuruknya kondisi literasi. Bagaimana pengelolaan literasi yang dilakukan Pemerintah, Pemerintah Daerah, dan masyarakat? Apa yang harus dilakukan para pemangku kepentingan literasi dalam upaya mengembangkan budaya literasi? Kajian ini bertujuan mendeskripsikan kondisi literasi di daerah, mendorong kehadiran Pemerintah dan Pemerintah Daerah untuk menginisiasi extraordinary agendapenyelenggaraan literasi, dan memberi pemahaman kepada masyarakat terkait ketersediaan ruang partisipasi publik untuk mengaktualisasikan budaya literasi. Kajian ini menggunakan pendekatan kualitatif deskriptif untuk mendeskripsikan literasi di daerah dengan metode studi kasus di Kota Baubau. Kajian menyimpulkan pentingnya menata kembali manajemen literasi secara terintegrasi - Pusat dan daerah dengan melibatkan para pemangku kepentingan literasi. Direkomendasikan agar Pemerintah Kota Baubau menginisiasi Literacy Hub(L-Hub) yang akan menjadi akselerator pengembangan budaya literasi dengan mengedepankan peran aktif dan kolaborasi antarelemen masyarakat. Selain itu, diperlukan penciptaan iklim kondusif yang mendukung ekosistem literasi dan pembiasaan berliterasi sebagai gaya hidup demi terciptanya generasi literat yang akan memercepat terwujudnya kota literasi.

Kebijakan yang diterapkan oleh Pemerintah Kota Cilegon terhadap Plastik berbayar dengan UU Pemda No. 18 Tahun 2008 yang berkaitan dengan Pengelolaan Sampah pada pasal 5 Pemerintah dan Pemerintah Daerah berwenang dalam menjaga, mengontrol sampah dengan tindakan dan wawasan lingkungan agar sesuai dengan maksud dan tujuan undang-undang tersebut. Sampah yang menumpuk dan hanya dibiarkan di tanah lapang dekat pekarangan rumah warga yang hanya diselesaikan dengan pembakaran sampahnya, atau dengan cara dekomposi. Penelitian ini akan melihat bagaimana efektifitas dan efesiensi suatu kebijakan yang diterapkan oleh pemerintah Kota Cilegon dalam meminalisir menumpuknya sampah plastik di Kota Cilegon dengan di terapkan sampah berbayar. Dengan menggunakan metode kualitatif deskriptif, penelitian ini menemukan bahwa Kebijakan plastik berbayar memiliki dampak baik bagi pengelolaan sampah dan berdampak positif bagi lingkungan.  Kata Kunci: Sampah Plastik, Kebijakan Plastik Berbayar, Kota Cilegon.   ABSTRACT The policy implemented by the City Government of Cilegon on Plastic is paid by the Regional Government Law No. 18 of 2008 relating to Waste Management in article 5, the Government and Regional Governments have the authority to maintain, control waste with environmental actions and insights to be in accordance with the aims and objectives of the law. The rubbish that has accumulated and is only left in the field near the yard of the residents' houses is only resolved by burning the trash, or by decomposition. This research will look at how the effectiveness and efficiency of a policy implemented by the City Government of Cilegon in finalizing the accumulation of plastic waste in the City of Cilegon by applying paid waste. By using descriptive qualitative methods, this study found that the pay plastic policy has a good impact on waste management and a positive impact on the environment. Abstract This research was conducted using the qualitative method so that the researcher can thoroughly and comprehensively elaborate on the phenomenon being studied. The research was focused on the process of e-Budgeting policy implementation in the government of Jakarta Province, as well as the supporting and obstacle factors of the process of e-Budgeting policy implementation in the Government of Jakarta Province. The process of e-Budgeting policy implementation is a part of the process of budget planning in the Regional Revenue and Expenditure Budget, therefore, the implementation process follows the APBD budgeting, which is started from the preparation of the General Budget Policies and Provisional Budget Ceiling and Priorities to the stipulation of the APBD. The implementation of the e-Budgeting policy is conducted to facilitate the effective and efficient establishment of APBD. The effectiveness of the e-budgeting policy implementation is influenced by the human resources capacity in the mastery of information and communication technology, budgeting politics, and the opposing interests of the executives and legislatures. The supporting and obstacle factors of the process of e-Budgeting policy implementation are in the factors of commitment and executives’ interests, coordination and communication between the executives and legislatures, competence and commitment of the legislatures, coordination and competence of the OPD, as well as the factor of law. Additionally, the allocation of budget by the executives in the discussion of RAPBD, beside the inadequate planning in the initial preparation, there are also attempts to prioritize interests. Meanwhile, the issues in the SKPD in planning the budget based on working achievements, as mandated in the RKA-SKPD, is actually still related to the competence of the SKPD.

The chapter will be a case study from an Ordoliberal perspective of the conception, implementation and policy output of the newly created Private Council of Competitiveness (PCC) in Guatemala, a country wracked by mistrust of the public sector by the private sector. The PCC was founded as a private sector initiative, in conjunction with academia, to work with the government to spawn new efforts aimed at augmenting Guatemala's national competitiveness, by fomenting innovation, entrepreneurship and closer ties between academia and the public and private sectors. The chapter utilizes first hand interviews with the members of the PCC and key public sector players, academics, and other top representatives from the private sector to show how working together built the trust necessary to make the PCC a successful working body with the potential to produce important initiatives in matters of competitiveness, innovation and entrepreneurship.

<p>Three-way or tri-sector partnerships were proposed in the World Summit on Sustainable Development in Johannesburg (2002) as a way to reduce poverty and achieve development targets by 2015 (Warner & Sullivan, 2006). These partnerships are between government, civil society and the private sector, and there is not much research on how such partnerships work in the development world. The purpose of this research is to explore the effectiveness of partnerships between Cambodia’s government, NGOs, and the private sector in Technical and Vocational Education Training (TVET), particularly from the NGOs’ perspective.  The research methodology used in this study was a qualitative case study. Data was collected from in-depth interviews as well as document analysis, such as NGO’s annual reports, project agreements with Cambodia’s government, and other related documents from three NGOs working in the TVET sector in Phnom Penh. This research used Creswell’s framework (2014) for qualitative data analysis and interpretation.  The findings conclude that the tri-sector partnerships within one NGO to that of another NGO are quite different depending on the level of trust and interdependence of the parties. These partnerships between government, the business sector and NGOs are based upon the belief that collaboration brings benefits to each actor. From the business’s side, the benefits include the improvement of industrial production processes and productivity due to an increased supply of well-skilled staff. From the NGOs’ perspective, the benefits include accessing enterprises’ equipment and expertise. The government provides decentralised powers to local government to facilitate the working process of the NGOs and the private sector. These findings provide insight into Cambodia’s tri-sector TVET partnerships, making a contribution to understandings and knowledge of NGOs in TVET and their partners.</p>

The employment opportunity policy for persons with disabilities is a policy established by the Government which aims to provide employment opportunities and create employment opportunities for persons with disabilities in order to create equal employment rights between persons with disabilities and normal society so that discrimination against persons with disabilities is eliminated. This study aims to look at the implementation of employment opportunities policies for persons with disabilities in Pekanbaru City and the factors that influence the implementation of these policies. The research method used is descriptive qualitative, data collection techniques using interviews, observation, and documentation. This study uses the theory of policy implementation according to Merilee S. Grindle which consists of two indicators that affect the performance of public policy implementation, namely indicators of policy content which include the interests of the target group, types of benefits, degree of desired change, location of decision making, program implementers, resources involved, and indicators of the implementation environment consisting of the powers, interests, and strategies of the actors involved; characteristics of institutions and authorities; compliance and responsiveness. The results of this study are the finding of deficiencies that must be considered to be improved, namely in the aspect of implementing responsiveness (lack of socialization) so that policy implementation has not run optimally in Pekanbaru City. Researchers also found several factors that influence the implementation of this policy in Pekanbaru City, namely the objectives of the policy, human resources, economic conditions, as well as the response and participation of the target group.

Performance measurement is very important in evaluating the performance of local government officials or organizations in their efforts to provide services to the public. This study soughts to provide an overview of the financial performance of the Sukabumi City Government as a region that has won the Unqualified Audit Opinion from the BPK-RI in five consecutive years. The research was conducted using a descriptive quantitative approach. Regional financial ratios were used to measure the financial performance in question. Based on the results of the analysis and discussion, it was found that the Sukabumi City Government was quite capable of financing development or operations in the government by self-financing; PAD has always increased from year to year; Others Legal PAD has the highest contribution in contributing to overall PAD revenue; the level of dependence of the Sukabumi City Government on the source of transfer income on average was in the "MEDIUM" category; the achievement of the annual target of the Sukabumi City Government's PAD has been very effective; and the capital expenditure ratio in the Sukabumi City Government was still low below the average capital expenditure ratio in the regional government.

This study aims to describe the role of the government-private and role of the government-NGO coalition in Green Open Space Based Urban Governance in Makassar City. This type of research is qualitative, research conducted to systematically search for and compile all data obtained, both interview data, field notes and other data that support research. The results of this study indicate that the confidence of the private / private sector in the city government green open space policy is still low because the government's political will problem is that it does not involve all components in the private sector. One of the strategies is optimizing planters in RTR in strategic areas such as in the Untia region. The strategy that is pressed on the private sector is segmentation of activities that can increase green open space. Decisions taken by the private or private sector are based on the mission of the organization itself which has environmental concerns as outlined through CSR programs, the program is not intervened by the city government. Although there have been Regional Regulations Number 3 of 2014 concerning the arrangement and management of green open spaces but not yet assessed WALHI has provided significant progress for the addition of RTH in Makassar Penelitian ini bertujuan untuk mendeskripsikan peran koalisi pemerintah-swasta dan peran koalisi pemerintah-LSM Dalam Tata Kelola Perkotaan Berbasis Ruang Terbuka Hijau (RTH) di Kota Makassar. Jenis penelitian ini adalah kualitatif, penelitian yang dilakukan untuk mencari dan menyusun secara sistematis seluruh data yang diperoleh baik itu data hasil wawancara, catatan lapangan dan data-data lain yang sifatnya menunjang penelitian. Hasil penelitian ini menunjukkan bahwa keyakinan sektor swasta/privat terhadap kebijakan RTH pemerintah kota masih rendah karena persoalan political will dari pemerintah yang kurang melibatkan seluruh komponen pada sektor swasta. Salah satu strateginya adalah optimalisasi penanam pada RTR Kawasan strategis seperti di Kawasan Untia. Strategi yang ditekan pada pihak swasta adalah segmentasi pada kegiatan yang dapat meningkatkan ruang terbuka hijau. Keputusan yang diambil sektor privat atau swasta adalah berdasarkan misi dari organisasi itu sendiri yang memiliki kepedulian terhadap lingkungan yang dituangkan melalui program CSR, program tersebut tidak mendapat intervensi oleh pemerintah kota. Meskipun telah ada Peraturan Daerah Nomor 3 Tahun 2014 tentang penataan dan pengelolaan ruang terbuka hijau namun belum dinilai WALHI memberikan kemajuan berarti bagi penambahan RTH di Kota Makassar
