Poverty in Costa Rican has been analyzed from different perspectives for many years, however, the study of current behavior requires innovative approaches. We used detailed official maps to visualize relationships among business density, poverty, higher education and technological connectivity. We found a strong concentration of entrepreneur capacity in the Great Metropolitan Area around the capital, which has more than half of the country’s population in only 4% of the country’s territory. There is no entrepreneurial coordination among provinces and the greatest inequalities occur in the province of Heredia. Areas with less businesses are the poorest in the country and this needs to be addressed by national policies.

The attitude of higher education aspirants of the II master's level to the use of innovative approaches and health technologies in physical education of higher education institutes is considered in the article. The system of higher education needs constant improvement, which is specified to the increase in requirements for the future specialists’ vocational training, in particular masters of education in the field of physical education and sports. At this time, the introduction of innovative approaches to the training process of higher education aspirants in the field of physical education and sports is relevant and necessary. It will allow future specialists to meet the needs of modern society, to be confident, more flexible in the system of training of higher education aspirants of a pedagogical profile, to have a sufficient level of adaptation to the fast-changing requirements of the world labor market, to be mobile to changing directions of the pedagogical activity, and to have the opportunity to choose new modern professions that arise with the advent of new sports. The analysis of the results of the research shows that respondents consider the decisive motive for higher education to have the possibility of employment in higher education institutions; young professionals note the need to reform the existing system of physical education in higher education institutions, offering for this the widespread use of innovative technologies and the exchange of international experience; point out the desirability of complementing the process of practical training of masters with combined and dance innovations and modern unconventional motor activity such as mixed martial arts (MMA), TRX and CrossFit; note the preparedness to introduce innovative technologies in their future professional activity. The main barriers to the introduction of innovative approaches and health technologies in the process of physical education of higher education institutions, according to aspirants, are excess of document circulation, reporting, and insufficient funding. The analysis of the questionnaire shows the need to modernize the modern system of physical education in higher education institutions through the use of innovative approaches and health technologies.

It’s important to understand the finances of colleges and universities, budgeting, and sources and uses of funding. Costs at colleges and universities are increasing for a variety of reasons. Some costs involve facilities intended to attract talent, both in terms of faculty and students. Many costs involve people who do not teach, such as administrators. These individuals are doing work that is either required (government compliance) or expected (student mental health or career counseling). So, it is a stretch to sustain the argument that rising costs in higher education are singularly a function of unnecessary layers of administration. Many universities are using innovative approaches to cut costs and improve revenue streams to their institutions.

This paper suggests that for academics to be good teachers, especially in the context of e-Learning, they need to understand learning. This is especially important with the associated changes in higher education as we move towards the knowledge society. E-Learning is embedded in learning and, without an understanding of what learning encompasses, it can be difficult for academics to develop into good teachers. It is suggested that, although this may appear to be a simple aim, it is not necessarily understood or applied by university academics in their teaching. One inference is that university teachers need to develop a theory of learning and teaching. Academics may have a 'philosophy of teaching', but in many cases even this may not be consciously held or successfully implemented. A program for promoting conceptual change in academics' approaches to teaching is outlined.

The article reveals the technological approach to the formation of an innovative tourism complex in higher education institutions. It is determined that tourism is considered a global socio-economic phenomenon of the modern world. The relevance of the study of innovative processes of tourism is dictated by practical and scientific considerations. Practical recommendations for the introduction of innovative approaches to tourism during physical education are offered. It is established that the decrease in physical activity is one of the main reasons for the deterioration of students' health. It is confirmed that the introduction of new means of physical culture in the process of physical education of students is one of the promising areas for improving physical education in higher education. Today, tourism is rightly considered a global socio-economic phenomenon of the modern world. The relevance of the study of innovative processes of tourism is dictated by practical and scientific considerations. In practical terms, the tourism industry is developing rapidly, development reserves are used for tourism activities, which need a new impetus, in search of innovations to justify their positions in the competition. Organizations take especially big risks when implementing strategic guidelines. Ukrainian tourism, forming its own path, requires consideration of new modern innovative approaches, including the training of specialists in the field of tourism. Theoretically, the development of innovation attracts special attention of researchers for a number of reasons.
