ABSTRACTRegional autonomy as the right and authority and obligation of an autonomous region to regulate and manage a certain region or region which otonami this area is done to advance the welfare of the local community with the base on the legislation of Law no. 23 of 2014 on local government (Revision of Law No.32 of 2004) Implementation of regional autonomy that should be very helpful in the welfare of the people but is now still inversely proportional to the construction of flat-clad apartment standing on Jalan Yos Sudarso, Rumbai District, Pekanbaru, Monday (16 / 11/2015). Rusunawa built by the Ministry of Public Works (PU) is still not fully functioned because it is still waiting for the inauguration of the provincial government development that has not been oriented to the interests of the community and the potential that still looks minimal in the knowledge of the apparatus in managing the existing resources that make terkendalanya in the management of the rusunawaAbstrakOtonomi daerah sebagai hak dan wewenang serta kewajiban suatu daerah otonom untuk mengatur dan mengurus suatu wilayah atau daerah tertentu yang mana otonami daerah ini di lakukan untuk memajukan kesejahteraan masyarakat setempat dengan di landaskan pada peraturan perundang-undangan UU No. 23 Tahun 2014 tentang pemerintah daerah (Revisi UU No.32 Tahun 2004) pemerintah daerah menyelenggarakan urusan pemerintah menjadi kewengan daerah.. Pelaksanaan dari kegitan yang mengarah pada pembangunan yang mendukung Otonomi daerah yang seharusnya sangat membantu dalam kesejahteraan rakyat namun kini masih berbanding terbalik seperti halnya pada pembangunan rusunawa berdiri tegak di Jalan Yos Sudarso, Kecamatan Rumbai, Pekanbaru, Senin (16/11/2015). Rusunawa (rumah susun sederhana sewa) yang dibangun Kementerian Pekerjaan Umum (PU) tersebut hingga kini masih belum juga difungsikan seutuhnya karena masih menunggu peresmian dari pihak pemprov pekanbaru pembangunan yang belum berorientasi kepada kepentingan masyarakat dan potensi yang masih terlihat minim pada pengetahuan aparatur dalam mengelola sumber daya yang ada yang menjadikan terkendalanya dalam pengelolaan rusunawa tersebut.

 ABSTRACTThe implementation of public services is still going on with the old public administration practices. Therefore, it is time for the bureaucracy to change its mindset. The development of the paradigm of public administration can bring enlightenment to the bureaucracy. Public Service innovation and creativity is one of the right solutions in the era of regional autonomy in achieving the welfare of modern regional government. The Indonesian state in running the government, the relationship between the central government and local governments must be well and harmoniously established. The intertwined goal is for the prosperity of the people. Regional autonomy can provide flexibility for regions to innovate and create local community creativity as material for local government policies. Pelaksanaan desentralisasi dalam negara kesatuan berarti memberikan hak untuk mengatur dan mengurus kepentingan dan aspirasi masyarakat setempat pembentukan daerah otonom dan penyerahan kewenangan secara hukum dari pemerintah pusat ke pemerintah daerah untuk mengatur, mengurus dan/atau bagian dari urusan pemerintahan tertentu. Untuk itu daerah otonom diberikan kewenangan untuk membentuk peraturan daerah. Penelitian ini merupakan penelitian hukum normatif yang membahas tentang urgensi pembentukan peraturan daerah pada era otonomi daerah ialah sebagai rule dari pelaksanaan otonomi daerah, utamanya menyangkut urusan-urusan pemerintahan sebagaimana dimaksud pada Undang-Undang Pemerintahan Daerah dan Peraturan Pemerintah Nomor 38 Tahun Tahun 2007 tentang Pembagian Urusan Pemerintahan antara Pemerintah, Pemerintahan daerah Provinsi, dan Pemerintahan Daerah Kabupaten/Kota. Serta konsep ideal peraturan daerah pada era otonomi daerah dikembalikan kepada asas formil dan materil pembentukan peraturan perundang-undangan sebagaimana termuat didalam Undang-Undang Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Perundang-Undangan. URGENCE FOR ESTABLISHING REGIONAL REGULATIONS IN THE ERA REGIONAL AUTONOMY The implementation of decentralization in a unitary state means giving the right to regulate and manage the interests and aspirations of the local community, the formation of an autonomous region and the delegation of legal authority from the central government to the regional government to regulate, manage and/or part of certain government affairs. For this reason, autonomous regions are given the authority to form regional regulations. This research is a normative legal research that discusses the urgency of the formation of regional regulations in the era of regional autonomy, namely as a rule for the implementation of regional autonomy, especially regarding government affairs as referred to in the Regional Government Law and Government Regulation Number 38 of 2007 concerning Division of Affairs. Government between the Government, Provincial Government, and Regency/City Regional Government. And the ideal concept of regional regulations in the era of regional autonomy was returned to the formal and material principles of the formation of laws and regulations as contained in Law Number 12 of 2011 concerning the Establishment of Legislations.

Fiscal decentralization is one the major component of the decentralization implementation of regional autonomy. As the new beginning in regional development and the people in managing the resources or all of the potential to the prosperity and the progress of region. Financial aspect is one of the basic criteria to find out the real capability regional government in managing their autonomy system (household system) the capability of regional government in managing their financial can be seen in APBD which describes the capability of local government in financing the activities of development task and equity in each region. The purpose of this research is to determine the financial capability of Tidore in regional autonomy especially in 2013-2017 judging by ratio of independency, decentralization fiscal degree, growth ratio. This research used observation, interview and documentation to collect the data. The data was analyzed using qualitative and quantitative data with described analysis. The result showed that the independence ratio of Tidore has been able to improve its financial capability. The degree of decentralization is still highly dependent on the central government, although it has been increasing year by year. Growth rate fluctuated this indicates the local government of Tidore is not too concerned with regional development and community welfare.Keywords: regional autonomy, ratio of independency, The degree of decentralization ratio, Growth ratio.

Local governments in the Philippines are the nearest service units to its citizens. They are expected to deliver quality services to their constituents. As recipients of the different services, citizens are deemed in better position to assess whether quality services are delivered by the different municipalities in the country. In order to address the need to gather citizens’ feedback on the service delivery performance of the local government units (LGU), the Department of Interior and Local Government developed the Citizen Satisfaction Index System (CSIS). The municipality of Tumauini in the province of Isabela is one of the selected LGUs to implement the CSIS project in the country to measure its performance in service delivery for 2018. This study assessed the awareness and satisfaction of the people in Tumauini, Isabela on the services for Public Works and Infrastructure delivered by the LGU. There were 150 respondents selected using the multi-stage probability sampling method. In gathering the data needed, face to face interview was used with the aid of survey questionnaire. Overall, results revealed that citizens of Tumauini are aware and satisfied with the different service indicators of the Public Works and Infrastructure programs. Results of the study may help local government officials in crafting policies and making management decisions to improve the performance of the local government of Tumauini in the provision and delivery of Public Works and Infrastructure services to its constituents.

Since the enactment of decentralization local government have been granted the authority to organize, protect society etc. Given the authority that Central Kalimantan provincial government issued a policy (Pergub No. 15 tahun 2010 on guidelines for land clearing and yard for the people) to protect the local community in the tradition / habit of farming by burning forests to customary provisions. The aim of this study is to describe and analyze the extent to which public policy relevance since the issuance of the policy in 2010-2015 and to what extent these policies protect the local wisdom. the method used is descriptive qualitative study, using the study of literature in the process of data collection. Results and discussion of these studies show that 1) in 2015 created a policy that is no longer relevant because the whole area of Central Kalimantan is 15.3 million hectares, 12.7 hectares (78%) is controlled by plantation companies. 2) goodwill by the Government of Central Kalimantan to protect local communities need to be given appreciation. But this policy could apply / relevant if it is done before the 90s because many forests and local people still farming to meet food needs.

A local community has been defined by the Constitution of Ukraine as a primary subject of a local government. But in practice the participation of a local community in socio-political life is comed down to the realization of the right to vote of its sitizens. According to this in Ukraine the Constitutional right of a local community to decide quastions of a local significance now is limited and isn’t settled on legislative level and on regulatory level. Should be noted a local community as a primary subject of a local government hasn’t recived а proper legal status in Ukraine. The purpose of the article is the systematization of existing theoretical ways to the defining of a local community as a primary subject of a local government and the determining its legal status in Ukraine. On the basis of the conducted research it is detected that a local community must be considered as a set of persons which live within a certain area, have a certain relationship with each other and a common interests, rights and powers to solve common problems. We’ve found out that an organizational and legal status of local communities is characterized by imperfection and need specifications and refinements. Because of no having a clear organizational and legal status of a legal entity local communities can be the subject of legal rights and powers only indirectly, from representative bodies. The adoption of the law of Ukraine «About local communities» will allow on legislative level to settle the quastion of legal subjection of a local community as a legal entity of public law, its legal, organizational and other guarantees, which to a large extent affect on the capacity of such local community, its real ability to decide quastions of a local significance and protect own rights and legal interests self-sufficient in full. A Clear definition of a legal status of a local community allows to harmonize the system of public administration in districts and to provide a successful development of the state as a whole. The decision is a process that begins with a planning, implementation, until the stage of control. In decision making to married early women often on several factors causing women should think wisely in determining the right decision. The factors include of education, economic, local culture of the people, peers, parents, and mass media. Research purposes was to find the main factors causing women decided to marry early. Research method used is descriptive with a qualitative approach. A subject of study are women village who has been married at an early age. Technique collect the data is done with a method of interviews and observation. The technique of the processing and analysis of data done by means of descriptive qualitative analysis. The result showed that the decision women village to marry early dominated by cultural factors of the local community condensed by islamic religious culture, education non-formal followed by women until the class two in the pesantren traditional, with the education the female acquiring knowledge about marriage through the book taught by the Tengku, and then existence peers in the homes that many marriage carry out early.

Indonesia is the Unitary State. It is understood that within a unitary state, the central government operates a high state sovereignty. In order not to be arbitrary, the activities of the central government are supervised and limited by the constitution. The government which is divided from the Central Government to the Regional Government included Regional Autonomy therein, as well as the authority of the Regional Government, is on duty to manage the Regional Property. In carrying out its authority as an administrator of local property, there are still many abuses or omissions committed by the local government in operating its authority in managing regional property, such as the negligence of the Regional Assets, the misuse of authority in the revocation of rights already granted by the regional government on the right to use of local property, using local property for personal interest. In the management of regional property required planning, implementation, and supervision by the local government in accordance with applicable laws and regulations in the constitution. East Nusa Tenggara Province surrounded by many potentials nature-based attractions, one of them is Mulut Seribu beach, in the Rote Ndao Regency. This beach is one of seven priority tourist attractions by the East Nusa Tenggara Provincial Government. Local Government initiation is welcomed by the local community and this research aims to create a strategy to develop the Mulut Seribu beach attraction with marine-based tourism to support sustainability. The research type is using descriptive qualitative, with interviewing stakeholders from five key informants living around the tourist attraction namely government representatives, tourists, and the local community. The results showed that according to SWOT analysis Mulut Seribu Beach is among Curve 1, which means the development of this destination still aggressive to be developed with a concentration of development in SO, namely strength and opportunity. This result is shown by the Mulut Seribu festival as a form of coordination between community and government participation in developing marine tourism in Mulut Seribu Beach.
