Customary clothing becomes an important part in every ritual and customary activities for the community in the island of Buru, the function of traditional clothing in addition to body armor is also a symbol of identity attached to the outfit. This research is a qualitative study aimed at describing indigenous fashion for the community. The research location focuses on three villages namely Kayeli village, Kubalahin Village and Wasi Village with consideration of the traditional clothing use which is more often found in comparison of other villages in Buru Island. The number of informant interviewed by 25 people, consisting of customary figures, community leaders, leaders of indigenous institutions and village apparatus as well as local people residing at the research site. Analytical techniques used to follow the concept of Miles and Huberman where activities in the analysis of qualitative data are conducted interactively and continuously. The results showed that customary clothing in all three locations had several similarities in the use as well as differences in the placement of custom fashions. The villagers of Kayeli and Wasi used traditional clothes for the activities of receiving indigenous guests and traditional activities that took place in the village, while the community was kubalahin using traditional clothes while the traditional ritual was carried out. For people of the village Kayeli customary clothing has a value of sacral that must be obeyed by everyone who uses it, as well as in the village of Wasi and Kubalahin, they assume that identity in the customary clothing should be maintained with not arbitrary use Or placing custom clothes in everyday life.

The village Kalesang Program is a government business of Buru Regency to improve the lives of the village community with participatory planning patterns that come from the government and society. The Kalesang village includes the planning and implementation of Village development conducted jointly between the Government and the village community. This research is a qualitative study aimed at describing the implementation of the village's Kalesang program as a poverty alleviation instrument in rural communities. The research location focuses on Lala, Namlea and Marloso with the consideration of different social economic characters with other villages in Namlea subdistrict. The number of informant interviewed was 45 people divided into communities, village apparatus and community leaders. Analytical techniques used to follow the concept of Miles and Huberman where activities in the analysis of qualitative data are conducted interactively and continuously. The results showed that the village's Kalesang program was able to become a development instrument and empowerment that was able to foster cooperation from the Community and government to plan and implement development and to keep watching it Through active participation. The end goal of the village Kalesang in the form of poverty testing made easy in the frame of harmonization and synergy between the government and the community to cooperate in resolving the problem of Village development.

Rongo-Rongo is a woman who is thinking of goods in the market Namlea Buru District. As a service provider of the goods, Rongo-Rongo will assume every item purchased by consumers and deliver where the consumer is shopping. Work with full risk and susceptible to health elements does not prevent them to continue activities and actions that are carried out to be a woman's existence in fulfilling the needs of the family economy. This research is a qualitative study aimed at describing the existence of Rongo-Rongo in fulfilling household needs. The research location is focused on Karang Jaya Village, Namlea Market and Namlea Terminal with consideration of informant activity scope. The number of informers interviewed 25 people, 15 Rongo-Rongo, 1 Market manager, 1 Terminal manager, 3 community leaders, 3 members of the Rongo-Rongo family and 2 village apparatus. Analytical techniques used to follow the concept of Miles and Huberman where activities in the analysis of qualitative data are conducted interactively and continuously. The results showed that the existence of Rongo-Rongo becomes the main pillar in the source of household livelihood, efforts to fulfill the needs of the household is done by prioritizing physical strength without thinking of bad risk to health. In addition, to cover the shortage of needs rongo-Rongo also doing activities outside the main work is by clearing shops or providing clean laundry services and processing agricultural products.

This research aims to determine the management of the village owned enterprises to increase community participation in the village if Riase District Pitu Riase District Sidenreng Rappang. The population in this study is 83 community figures in the village Bila Riase where the sampling used is Probability Sampling, with purposive sampling technique using formula Slovin with the number of samples 45 community leaders,  This research uses quantitative dexsriptif methods. Data collection techniques used through observation, questionnaire (Angket), interview, literature study. The data analysis techniques used are the DEKSRIPTIF statistics, the Data quality test, the classic assumption test using SPSS 16.0 and the Likert scale. The results of the study showed that the influence management of BUMDes with a value of 62.12% is categorized as "influential". The factors that affect the management of BUMDes are participation (67%) human resources (64%) with accumulated results of 65.5% or categorized as "influential". To improve the management of village owned enterprises to increase community participation in the village if Riase District Pitu Riase District Sidenreng Rappang with results 50.02% categorized less influential.

The Government of Kayeli village is an integral part of the District government Buru where the administrative elements make the Kayeli village government have to run the administrative tasks strictly in their activities, in fact A involvement in traditional institutions that eventually affect the orientation and implementation of development. The three elements of village institutions namely village Governments, village consultative bodies and indigenous institutions are able to collaborate from planning to monitoring the development of the Kayeli village community. This research is a qualitative study aimed at describing the partnerships that awakened between institutions in the village of Kayeli. The research site is focused on Kayeli village. The number of informant interviews of 30 people consisting of village apparatus, public figures, indigenous people and local communities is taken purposive. The analytical techniques used to follow the concepts given by Miles and Huberman include data reduction, data presentation and withdrawal of conclusions. The results showed that the relationship that awakened from these three institutions was able to create harmonization of village development that materialized through the planning, implementation and supervision conducted jointly with Communication and active role in village development.

Abstract In the development of a tourist area, especially the development of tourism will generally follow the pattern of grooves or tourism area life cycle is known as the Tourism Area Life Cycle (TALC). This paper aims to find a position that tourism in Serangan Village, so it can later be known by both programs suitable for the development of the area. The needs of the data used to meet, namely, observation, literature review and interviews with some of the residents and community leaders in the village attack. The collected data will be described later analyzed by descriptive. Observations show that the position of the Serangan Village in Tourism Area Life Cycle analysis is at a stage 2 or the stage engagement (involvement). In this phase, the increase in the number of tourist arrivals in the Serangan village has increased every year and the local people who were there already started to supply the needs of tourists as a cafe or restaurant and homestay but still on a limited scale. Local people have started actively promoting in several blogs and web is also working with several travel agents. The creation of a forum for the community to develop into a more concerted Serangan village to be planned future namely the formation of a group of fishermen who called Karya Segara. The group is very active fishing village of attacks and protecting the environment are very enthusiastic about the preservation of underwater attack. Starting from the initiative group of fishermen began to attack this village known and increasingly shows its uniqueness in terms of environmental conservation. This it can be concluded that the position of the Serangan Village in Tourism Area Life Cycle analysis is in phase engagement (involvement) were associated with the facts on the ground.

The Village fund is a government effort to support the development of the village through financing schemes that are regulated and implemented directly by the village government, the involvement of village institutions in the management of village funds into an institutional relationship that is able to Village Fund Management. This research is a qualitative study aimed to describe the relationship of village government with village institutions in the planning and implementation of development based on the allocation of village funds obtained. The research site is focused on Namlea subdistrict with the consideration of density and heterogeneity of society. The number of informant that will be interviewed as many as 40 people taken in purposive. The analytical techniques used follow the concept given Miles and Huberman. The results showed that the relationship that awakened has a positive impact on the planning, implementation and supervision of the use of the village funds with the presence of the engagement, the sense of having and responsibility to the management Village funds are not merely the responsibility of the villagers but rather to be a responsibility with the parties involved.

This study use of qualitative study descriptive, with the methods turnaround consisting of interviews and interview, the research were obtained some data, as follows: 1). Bent out of Tanah bengkok, the village has changed ownership rents and used as a "Remang – remang". 2). People feel uneasy over the existence of the stall, several times to disagreements are not responded by, village officials, 3). The development of a later time the village administration took the next step after the time of land lease finished, to rent the land was back, since land is in the shoulder of the road, so the village administration will deliver it out to PT. KAI. Cultivation of the land policy reaping many protests from the crooked, and finally "Remang – remang" is closed.
