The Government of Kayeli village is an integral part of the District government Buru where the administrative elements make the Kayeli village government have to run the administrative tasks strictly in their activities, in fact A involvement in traditional institutions that eventually affect the orientation and implementation of development. The three elements of village institutions namely village Governments, village consultative bodies and indigenous institutions are able to collaborate from planning to monitoring the development of the Kayeli village community. This research is a qualitative study aimed at describing the partnerships that awakened between institutions in the village of Kayeli. The research site is focused on Kayeli village. The number of informant interviews of 30 people consisting of village apparatus, public figures, indigenous people and local communities is taken purposive. The analytical techniques used to follow the concepts given by Miles and Huberman include data reduction, data presentation and withdrawal of conclusions. The results showed that the relationship that awakened from these three institutions was able to create harmonization of village development that materialized through the planning, implementation and supervision conducted jointly with Communication and active role in village development.

The Buru reading movement was the initiation of the dedication of Iqra Buru University which later became one of the government program of Buru Regency which has been run since year 2017. This Program is intended to improve and create the habit of reading people in Buru Regency. This research is a qualitative study aimed at describing the implementation of the Buru reading movement in Buru Regency. The research site is focused on Namlea subdistrict with the consideration of density and heterogeneity of society. The number of informant that will be interviewed as many as 40 people taken in purposive. The analytical techniques used follow the concept given Miles and Huberman. The results showed that the reading movement received positive response from the community as well as the village government where the active role was realized with the availability of village libraries, study rooms and learning houses. The availability of the car around the scope of the new service to Namlea village with the emphasis on open space and public spaces, while for other villages still the participation of village and community governments to Provides a reading and learning space. Nevertheless, the movement still leaves some constraints, such as the availability of a book type that is still public, not focused on the target group and there is no mentoring on the Reading House and learning House so that the utilization of facilities for the school age Society has not been fully productive

Abstract Purpose: This study aimed to determine the role of indigenous institutions in implementing the Oetulu village Empowerment Policy of Musi district of North Central Timor regency. Research methodology: The research method in this study was a descriptive research method with a qualitative approach. This study used policy implementation theory models from Donald Van Meter and Carl E. Van Horn (1975)). Results: Six variables affect the implementation, namely: First, policy standards in the form of rules related to indigenous institutions in Oetulu village have been flawed at the formulation stage. Second, the human resources of Oetulu village indigenous institutions are not utilized by the Village Government. Third, communication between organizations and strengthening activities is still not effective. Fourth, the implementing agent has an open level of communication both vertically and horizontally, but this communication is constrained at the vertical level. Fifth, economic conditions in the jurisdiction or implementing organization are not enough to support the implementation of the policy and. Sixth, the disposition of the implementer. Limitations: This research only discusses the role of indigenous institutions in implementing the community empowerment policy of Oetulu village, Musi district of North Central Timor regency. Contribution: This research becomes scientific information for public administration science.

Village Owned Enterprise is an important part of the form of empowerment economic community at the village. Given, the urgency of the existence of Village Owned Enterprise, the government through the Regulation of Ministry of Villages, Disadvantaged Regions and Transmigration No. 5 of 2015 stated that one of the priorities of the use of village funds is for the establishment and development of Village Owned Enterprise. While the mechanism of establishment of Village Owned Enterprise is based on the result of village consultative meeting involving element of village government, element of village consultative body, and elements of community figures. The result of the village consultative meeting is implemented in form Village Regulation. However, it causes anomaly related to the status of Village Owned Enterprise, because it does not have to be legal entity in Regulation of Ministry of Villages meanwhile it has to be legal entity in Regulation of Minister of Home Affairs No. 39 of 2010 on Village Owned Enterprise.

The discussion on the power relationship between the state and adat or customs is always exciting because although adat is most likely getting tension from the state through various regulations, it keeps signifying its existence. An interesting phenomenon that happened after the downfall of the New Order regime and the expansion of the Regional Autonomy System’s implementation was adat power’s reappearance at the local level. For instance, Adat Functionary in the Kerinci Regency signified their dominance over the village government. The studies about the relationship between adat and the state tend to put adat as an identity and spirit for gaining support, power, and fund also tools to deal with the government. This study begins with the fact that adat is dominant over the village government in decision-making. This study found in the Kerinci regency obtained a new government structure by the returning of adat power in governance, and affected the stability of the village administration, also used it as the solidarity mechanism of the community in Kerinci Regency to resolve various conflicts. Thus, the meaning of domination, which is commonly interpreted as something negative, is turning out to be a contrary one since it makes the community more solid through adat.

The problem of poverty almost occurs in almost all areas including Traji Village. To alleviate poverty requires proper methods with careful calculations by the village government. The aim is to find out how the efforts of poverty alleviation by the village government in the Traji cultural village, Parakan District, Temanggung. The method used in this research is descriptive qualitative which is a research that conducted based on a qualitative paradigm, strategy, and model implementation. The final result of this research is that in the effort to alleviate poverty in the cultural village of Traji, Parakan Subdistrict, Temanggung Regency, there are several problems, such as less than optimal services due to the limited facilities and infrastructure owned by the village, lack of training for village apparatus, and program achievements that are too minimal. thus making poverty alleviation difficult to achieve. However, the village government continues to carry out its duties by seeking various ways to alleviate poverty, such as holding Peken Lepen which can generate 6 million per performance and has a good impact on the village economy. Peken Lepen is a commitment from the village government to the economy of the local community. In addition, the government also involves all communities and government institutions such as the Activity Management Team Village Consultative Body and stakeholders by holding hamlet meetings, which is proof that the government is not the sole authority.

The existence of customary institutions in the village is important because it has a duty to assist the Village Government and as partners in empowering, preserving and developing customs. The Village Customary Institution can occupy its rank with official recognition from the Government through a Village Regulation. Ngadisari Village was chosen as the object of this research because it has its own uniqueness, this village has indigenous people who are still strong in maintaining the traditions of their ancestors' heritage. Meanwhile, Ngadisari village also has a customary institution that carries out customary functions and is part of the original village structure that grows and develops on the initiative of the village community. The research method used is a type of empirical research and using sociological approach. The order of village regulations regarding customary institutions in order to make Adat Institutions as an alternative to dispute resolution, maintain local culture and play a role in village development. In addition, this formalization effort is also needed to maintain the existence of customary villages, provide legal protection and help cooperation between traditional village institutions of Ngadisari and other village customary institutions. This is in accordance with the duties of the customary institutions in Permendagri Number 18 of 2018 concerning Village Community Institutions and Village Traditional Institutions.

This study aims to determine and obtain data regarding the implementation of the main tasks and functions of the Village Consultative Body in the administration of government, and obtain data on the factors that influence the implementation of the main tasks and functions of the Village Consultative Body in the administration of government in Mattirowalie Village, Majauleng District, Wajo Regency. The research method uses data collection techniques through, observation, interviews, and documentation. The data obtained from the research results are processed using qualitative analysis to find out and obtain data regarding the implementation of the main tasks and functions of the Village Consultative Body in the administration of government and obtain data on what factors influence the implementation of the main tasks and functions of the Village Consultative Body in the administration of government. The results of this study indicate that the implementation of the main tasks of the BPD in the administration of government has not been fully carried out optimally because only three main tasks are carried out namely accommodating and channelling the aspirations of the community, forming a village head election committee and the process of discussion and stipulation of village regulations together with the village head, out of six the main tasks that have been determined by the Government Regulation on Villages. The factors that influence the implementation of the main tasks and supervisory functions are influenced by two factors, namely the driving factor which includes community support or participation, and a good cooperative relationship between the Village Consultative Body and the Village Government. Whereas the second factor is the inhibiting factor which includes the lack of benefits provided to the members involved, facilities and infrastructure, lack of Human Resources to fill membership and the existence of a society that is either pro or contra to each decision made. Abstract: Penelitian ini bertujuan untuk mengetahui dan memperoleh data mengenai pelakanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan, dan memperoleh data mengenai faktor-faktor yang mempengaruhi pelaksanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan di Desa Mattirowalie Kecamatan Majauleng  Kabupaten Wajo. Metode penelitian menggunakan teknik pengumpulan data melalui, observasi, wawancara, dan dokumentasi. Data yang telah diperoleh dari hasil penelitian diolah dengan menggunakan analisis kualitatif untuk mengetahui dan memperoleh data mengenai pelakanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan dan memperoleh data mengenai faktor-faktor apa yang mempengaruhi pelaksanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan. Hasil penelitian ini menunjukkan bahwa pelaksanaan tugas pokok BPD dalam penyelenggaraan pemerintahan belum sepenuhnya dilakukan secara optimal karena hanya tiga tugas pokok yang dilaksanakan yaitu menampung dan menyalurkan aspirasi masyarakat, membentuk panitia pemilihan kepala Desa dan proses pembahasan dan penetapan peraturan desa bersama dengan kepala desa, dari enam tugas pokok yang telah ditetapkan Peraturan Pemerintah tentang Desa. faktor-faktor yang mempengaruhi pelaksanaan tugas pokok dan fungsi pengawasan dipengaruhi oleh dua faktor yaitu faktor pendorong yang meliputi dukungan atau partisipasi masyarakat, dan hubungan kerjasama yang baik antara Badan Permusyawaratan Desa dengan Pemerintah Desa. Sedangkan faktor yang kedua yaitu faktor penghambat yang meliputi kurangnya tunjangan yang diberikan kepada para anggota yang terlibat, sarana dan prasarana, kurangnya Sumber Daya Manusia yang mengisi keanggotaan serta adanya masyarakat yang pro maupun kontra terhadap setiap keputusan yang ditetapkan.

Abstrak: Pemerintah Desa yang ada sekarang ini adalah Pemerintahan Desa yang sesuai dengan jiwa UUD Negara RJ 1945 yang selanjutnya disingkat (UUDNRI Tahun 1945) yaitu memperhatikan dan menghormati hak asal usul yang bersifat istimewa. Oleh karenanya mempunyai keharusan bahwa dalam melaksanakan pembangunan disegala bidang guna memcapai hasil yang optimal, mau tidak mau harus mengikutsertakan masyarakatyang ada di desa, pemerintah desa sebagai penyelenggara pemerintahan terendah yang langsung berhadapan dengan masyarakat sebagai pelaksana pembangunan agar semakin mampu menggerakkan masyarakat untuk berpartisipasi dalam pembangunan.Metode yang digunakan dalam penelitian ini adalah penelitian empiris dengan metode pendekatan perundang-undangan (StatuteApproach), pendekatan konseptual (ConceptualApproach) dan pendekatan lapangan. AbstractThe territory of the Republic of Indonesia is very wide covering many large and small islands, so it is not possible if everything will be managed entirely by the Government which is domiciled in the State Capital, to manage the administration of state government to all corners of the country, it is necessary to form a regional government. Local governments and village governments have shifted from a centralized system of government to a decentralized one so that providing services to the public is closer and can be done optimally. This implementation brings a lot of hope to the improvement, management, and quality of local performance. This study aims to examine the role of the Village Consultative Body (BPD) in the Village Government and what factors hinder the role of the Village Consultative Body (BPD) in the Village Government in Karang Jaya Village. This research is a descriptive type of research, namely a study that describes the phenomena of a BPD cooperation management with the village head, thus the approach used is the normative approach. The results show that the BPD in Karang Jaya village has not been able to carry out its role optimally because the human resources of BPD members are still low, especially in the education sector so that in carrying out its roles and functions the BPD does not understand what to do concerning the control and supervisory functions. becomes its authority in controlling and supervising the performance of the Village Government / Village Head.Keywords: BPD, Karang Jaya, Role

Abstrak: Undang-undang Nomor 6 Tahun 2014 tentang Desa merupakan sebagai salah satu bentuk kebijakan pembangunan dari pemerintah dalam rangka mempercepat proses pembangunan yang di atur secara teknis dalam Peraturan Menteri Dalam Negeri Nomor 20 Tahun 2018. Jenis penelitian yang digunakan adalah jenis penelitian kualitatif menggunakan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Sedangkan informan dalam penelitian ini adalah Pemerintah Desa, Badan Permusyawaratan Desa dan Masyarakat. pengambilan sampel secara Purposife Sampling. Untuk menguji keabsahan data, peneliti menggunakan teknik triangulasi. Analisis data dilakukan dengan cara reduksi data, penyajian data, dan penarikan kesimpulan. “Implementasi Kebijakan Pembangunan Melalui Dana Desa” di Desa Waturejo, Kecamatan Ngantang, Kabupaten Malang menunjukkan pada kriteria baik. implementasi kebijakan pembangunan diatas sudah bisa memaksimalkan pelayanan pemerintah Desa kepada masyarakat, Namun belum terlalu berpengaruh terhadap taraf hidup masyarakat secara berkeadilan. Dalam implementasi kebijakan pembangunan bidang pemberdayaan masyarakat mengenai pelatihan perangkat Desa dan keterampilan masyarakat terdapat kendala sebagai bagian dari faktor penghambat yakni: Sumber daya manusia, sikap apatis, serta jarang ada kondisi komunikasi dan kordinasi yang sempurna antara stake holder di Desa. Kata Kunci: Implementasi; Kebijakan Pembangunan; Dana Desa Abstract: Law Number 6 of 2014 concerning Villages is one form of development policy from the government in order to accelerate the development process that is technically set in the Minister of Home Affairs Regulation No. 20 of 2018. To test the validity of the data, researchers used triangulation techniques. Data analysis was performed by data reduction, data presentation, and conclusion drawing. "Implementation of Development Policy Through Village Funds" in Waturejo Village, Ngantang District, Malang Regency shows good criteria. The implementation of the development policy above has been able to maximize the services of the village government to the community, but it has not been too influential on the standard of living of the community in a just manner. In implementing development policies in the field of community empowerment regarding training of village officials and community skills there are obstacles as part of the inhibiting factors namely: human resources, apathy, and rarely have perfect communication and coordination conditions between stake holders in the village.
