The village Kalesang Program is a government business of Buru Regency to improve the lives of the village community with participatory planning patterns that come from the government and society. The Kalesang village includes the planning and implementation of Village development conducted jointly between the Government and the village community. This research is a qualitative study aimed at describing the implementation of the village's Kalesang program as a poverty alleviation instrument in rural communities. The research location focuses on Lala, Namlea and Marloso with the consideration of different social economic characters with other villages in Namlea subdistrict. The number of informant interviewed was 45 people divided into communities, village apparatus and community leaders. Analytical techniques used to follow the concept of Miles and Huberman where activities in the analysis of qualitative data are conducted interactively and continuously. The results showed that the village's Kalesang program was able to become a development instrument and empowerment that was able to foster cooperation from the Community and government to plan and implement development and to keep watching it Through active participation. The end goal of the village Kalesang in the form of poverty testing made easy in the frame of harmonization and synergy between the government and the community to cooperate in resolving the problem of Village development.

Customary clothing becomes an important part in every ritual and customary activities for the community in the island of Buru, the function of traditional clothing in addition to body armor is also a symbol of identity attached to the outfit. This research is a qualitative study aimed at describing indigenous fashion for the community. The research location focuses on three villages namely Kayeli village, Kubalahin Village and Wasi Village with consideration of the traditional clothing use which is more often found in comparison of other villages in Buru Island. The number of informant interviewed by 25 people, consisting of customary figures, community leaders, leaders of indigenous institutions and village apparatus as well as local people residing at the research site. Analytical techniques used to follow the concept of Miles and Huberman where activities in the analysis of qualitative data are conducted interactively and continuously. The results showed that customary clothing in all three locations had several similarities in the use as well as differences in the placement of custom fashions. The villagers of Kayeli and Wasi used traditional clothes for the activities of receiving indigenous guests and traditional activities that took place in the village, while the community was kubalahin using traditional clothes while the traditional ritual was carried out. For people of the village Kayeli customary clothing has a value of sacral that must be obeyed by everyone who uses it, as well as in the village of Wasi and Kubalahin, they assume that identity in the customary clothing should be maintained with not arbitrary use Or placing custom clothes in everyday life.

ABSTRAK   Pokok permasalah pada masalah kemiskinan di Indonesia khususnya kabupaten Bengkalis. Kemiskinan adalah masalah klasik dan terjadi hamper di seluruh Negara di dunia. baik itu kemiskinan absolut maupun kemiskinan relatif. Masalah tentang masyarakat  miskin ternyata sangat kompleks, sehingga meskipun sudah banyak program-program dalam upaya pengentasan kemiskinan, namun juga tak kunjung selesai.  Tujuan penelitian ini untuk mengetahui bagaimana manajemen pemberdayaan masyarakat di kabupaten bengkalis dan pemberdayaan masyarakat desa di kabupaten Bengkalis. Metode penelitian menggunakan pedekatan kualitatif studi kepustakaan,  jenis penelitian menggunakan studi literatur dengan mencari referensi teori yang relevan dengan kasus atau permasalahan yang ditemukan. Hasil penelitian ini menunjukkan bahwa manajemen pemberdayaan masyarakat di kabupaten bengkalis belum maksimal, hal ini terlihat dari lemahnya upaya pemerintah dalam upaya melinearisasi kebijakan hingga tingkat desa khususnya desa tradisional yang masih tertinggal, tentu butuh sentuhan-sentuhan khusus yang bisa di tuangkan ke dalam sebuah aturan/kebijakan. Dengan kata lain, factor administrasi dan organisasi sangat mempengaruhi keberhasilan dalam pencapaian tujuan. Pemberdayaan masyarakat desa di kabupaten bengkalis juga belum terlaksana dengan maksimal. Hal ini terlihat dari lemahnya upaya pemerintah dalam upaya menduplikasi strategi dari desa yang berhasil kepada desa-desa lainnya di kabupaten bengkalis. Dalam upaya pemberdayaan masyarakat desa di kabupaten bengkalis perlu menanamkan kesadaran kepada masyarakat yang menjadi sasaran pemberdayaan terhadap pentingnya pemberdayaan tersebut agar dalam pelaksanaan, masyarakat sasaran pemberdayaan dapat lebih partisipasif.   Kata Kunci: Manajemen, pemberdayaan, masyarakat.desa. Abstract: The main problem in the problem of poverty in Indonesia, especially Bengkalis Regency. Poverty is a classic problem and occurs in almost all countries in the world. both absolute poverty and relative poverty. The problem of the poor turns out to be very complex, so that even though there have been many programs in poverty alleviation efforts, it has also not been finished. The purpose of this study was to find out how the management of community empowerment in Bengkulu Regency and village community empowerment in Bengkalis Regency. The research method uses a qualitative approach to literature study, this type of research uses literature studies by looking for theoretical references relevant to the case or problem found. The results of this study indicate that the management of community empowerment in Bengkulu Regency is not yet maximal, this can be seen from the weak efforts of the government in an effort to line up policies at the village level, especially traditional villages that are still lagging, naturally requiring special touches that can be poured into a rule / Policy. In other words, administrative and organizational factors greatly influence success in achieving goals. Empowerment of rural communities in the Bengkulu district has also not been carried out to the maximum. This can be seen from the weak efforts of the government in an effort to duplicate the strategy of the successful village to other villages in the Regency of Bengkulu. In an effort to empower the village community in Bengkulu Regency it is necessary to instill awareness to the people who are the target of empowerment of the importance of empowerment so that in the implementation, the target community of empowerment can be more participatory. Bundesma empowerment is the  process of developing a village's economy. This program took the initiative to start a process of Social Economy activities that could improve the economic situation and conditions of the village community in Sukabumi, especially in the Warungkiara. In the  Empowerment activities, the participation of the Bundesma and the village community as a driving force for economic development is overseen by the Government.  The main objective of empowering Bundes and Bundesma is an independent village. This activity intends that rural communities in the Warungkiara area can turn their village into an independent village. The definition of an Independent Village is a village that is able to manage the economy of each citizen without the assistance of other parties. The creation of this condition reflects the strong willingness of the people of the village to move forward, the village that produces their products / works that are proud of and the ability of the village to meet their needs. In empowering Bundes and Bundesma  there are several problems that hamper them including; Difficulties in product marketing, financial limitations and limited human resources (HR).  In this study, the researchers used qualitative naturalistic methods. Qualitative naturalistic is a method that is carried out in the actual conditions that occur at the research location. This research method offers convenience and freedom for researchers to obtain accurate information from informants in the warungkiara sub-district. The results showed that in Warungkiara sub-district there were 12 Bundes in 12 villages and 2 Bundesma.  Keywords : Empowerment, Bundes, qualitative, marketing, financial, HRD

Objective: This study is aimed to examine the development of entrepreneurship to improve welfare in Jatimukti village, Sumedang Regency, is one form of activity in the economic field by empowering rural communities. Efforts to encourage the development of entrepreneurship in the village can be done by synergizing the existence and role of the stakeholders, including the village government with universities. Methodology: In the research process, the method used is qualitative, where data research is obtained from interviews and observations. The collected data is then classified based on its type, after that the verification and validation process is carried out through triangulation techniques. Main Findings: The results of this study indicate that the synergy between institutions in encouraging the development of entrepreneurship in Jatimukti village community, especially between the village government and universities, is important. Implications: In its implementation, the Padjadjaran University with the Government of Jatimukti Village has conducted a synergy with a series of activities and coordination to advance community entrepreneurship. Novelty/Originality of the Study: To achieve good results from the synergy process, effective communication, fast feedback, trust and creativity are needed. The value of such relationships, such as loyalty to partners, maintaining interdependence, adaptation to partners (cultural compatibility), integrity and intensity of relationships, and institutionalization (means acting on behalf of institutions and in the interests of shared institutions).

The essence of law is to provide welfare to the society. Law as a tool of social engineering for society makes people obey it. Dynamic legal developments encourage progress towards society from various aspects of people's lives. One of them, the enactment of Law No. 11 of 2020 on Job Creation, encourages changes to the order of setting norms that affect other laws that are affected by it. One of those affected by the Job Creation Act is the establishment of BUMDes (Village-Owned Enterprises). Through the provisions of Article 117 and Article 185 b of Law Number 11 of 2020 concerning Job Creation, the government needs to establish a derivative norm that regulates Village-Owned Enterprises. In 2021, the Government issued a regulation related to Village-Owned Enterprises, which is Government Regulation of the Republic of Indonesia Number 11 of 2021 concerning Village-Owned Enterprises. In this provision, it is stated that Village Owned Enterprises, hereinafter referred to as BUMDes, are legal entities established by the village and/or together with villages to manage businesses, utilize assets, develop investment and productivity, provide services, and/or provide other types of business for the maximum welfare of the Village community. In a nutshell, the existence of Village-Owned Enterprises aims to prosper the village community, with the type of business sector owned and support the productivity of rural communities based on village community empowerment. There are many regions in Indonesia that should be paid more attention by the government. Without us knowing and realizing, apparently there are still many people who really need it, whether it's clothing, food and shelter, and proper education. This study uses descriptive qualitative data in the eastern part of Indonesia, namely the village of Tooboun, Amarasi Barat, NTT. The houses are also not as good as in the area of Java. The existence of NTT communities like this, will cause a dehumanization of its own, due to lack of access to all needs, and ultimately lead to a decrease in Human Resources (HR) from the community itself. The existence of demographics like this, makes them feel discriminated from certain groups. So, in this study, the writer wants to do how to develop the human resources of the village community of Tooboun, Amarasi Barat, NTT by using Media Literacy as the feasibility of life as social beings, each of whom has independence in life. This research was created to provide a basis, evaluate media literacy efforts and contextualize them relative to the current scope of media. Penyebaran wabah COVID-19 (Coronavirus Disease Tahun 2019) yang bermula di bulan Desember 2019 dari salah satu negara di Asia semakin meluas dan berskala pandemi telah mencapai hingga ke hampir di seluruh belahan dunia. Di Indonesia penyebaran COVID-19  ini telah menularkan hingga mencapai 307.120 orang, dengan korban meninggal sebanyak 11.253 jiwa (BNPB, 2020b). Situasi ini menggambarkan bahwa penyebaran virus corona adalah secara masif dan dengan korban jiwa yang besar. Hingga saat ini belum ada pengobatan yang dapat menyembuhkan virus corona ini. Penyebaran COVID-19 ini semakin meluas hingga ke seluruh wilayah di Indonesia, dan tidak terkecuali di wilayah pedesaan. Permasalahan yang dialami oleh masyarakat desa adalah kurangnya kepedulian masyarakat terhadap pandemi COVID-19 dan protokol kesehatan yang telah ditetapkan pemerintah sebagai upaya dalam memutus rantai penyebaran virus corona. Di satu sisi masyarakat desa berupaya untuk dapat mempertahankan ekonomi keluarganya dengan tetap melakukan aktivitas di luar rumah walaupun dengan risiko yang besar. Melihat situasi ini maka tergerak keinginan untuk melakukan program bakti sosial dengan tujuan sebagai salah satu bentuk kepedulian dan realisasi dari kegiatan pengabdian kepada masyarakat khususnya di pedesaan. Kegiatan dalam upaya bersama masyarakat untuk memperkokoh mindset masyarakat terhadap pencegahan penyebaran COVID-19 adalah melalui pembuatan spanduk himbauan di beberapa lokasi yang sering dilewati masyarakat, penyemprotan disinfektan ke rumah-rumah warga, penempelan stiker, dan sosialisasi protokol kesehatan sebagai wujud dari mengubah mindset masayarakat yang masih belum percaya. Seluruh kegiatan ini mendapatkan dukungan dan antusiasme masyarakat desa yang berjumlah 2.325 jiwa serta mampu mengubah mindset sebelumnya. The spread of the Coronavirus Diseases 2019 called the COVID-19 outbreak, which began in December 2019 from one of the countries in Asia. That is increasingly widespread, and the pandemic scale has reached almost all parts of the world. In Indonesia, the spread of COVID-19 has infected up to 307,120 people, with 11,253 deaths (BNPB, 2020b). This situation illustrates that the spread of the coronavirus is massive and with enormous casualties. Until now, no treatment can cure this coronavirus. COVID-19 is increasingly spreading to all regions in Indonesia, and rural areas are no exception. The problems experienced by rural communities are the lack of public awareness of the COVID-19 pandemic and the health protocols that the government has set to break the chain of the spread of the coronavirus. On the one hand, the village community strives to maintain the family's economy by carrying out activities outside the home even though it is at significant risk. Seeing this situation, the desire to carry out social service programs moved to concern and realization of community service activities, especially in rural areas. Activities in a joint effort with the community to strengthen the community's mindset towards preventing the spread of COVID-19 are through the making of appeal banners in several locations that are often passed by the community, spraying disinfectants into people's homes, sticking stickers, and socializing health protocols as a form of changing the mindset of people who still do not believe it. All of these activities received the support and enthusiasm of the village community, totaling 2,325 people, and were able to change the previous mindset.

Village-Owned Enterprises (BUMDes) is a village economic institution that aims to help support driving the economy of rural communities. Pamulihan Village, where the majority of the people were farmers, really needed BUMDes in order to support and improve the village economy. The research objective was to analyze the level of participation of the Pamulihan Village Community in the existence of BUMDes in order to support village economic development. This research is a type of qualitative research with data collection techniques in the form of interviews and documentation. The results showed that 1) BUMDes Pamulihan Village had succeeded in giving a positive impact on improving the village economy and community welfare. 2) Management of BUMDES by the management is very orderly based on the regulations that have been set by the government, 3) BUMDES Pamulihan Village although not maximized in running its business units, based on the data collected, it was found that high community participation in welcoming the existence of BUMDes .
