Improved governance at this time is encouraged through the implementation of bureaucratic reforms program that has entered the second stage (2010-2014). One considerable area of change in the bureaucratic reform that needs to be improved is public services, especially in the current era of regional autonomy nowadays where the regions have opportunity to innovate, be creative, and create the best model to achieve improved quality of service to the community. One important effort suggested by the author to improve the quality of public services is to do public service management reform, to fulfill completeness of organizational development, and implementation of zero management in public service activities. If this can be implemented, it is expected that people's satisfaction is achieved, which together will show the better performance of the government, and in the aggregate will show the successful implementation of bureaucratic reforms. Several European countries implemented initiatives to boost the growth of the domestic cleaning sector. Few studies investigated the quality of work in these initiatives, although effects on workers’ health and on social health inequalities can be expected. This study contributes to the scant research on this subject, by investigating the quality of work in the Belgian service voucher system – a subsidized system for domestic work. The applied research methodology includes a qualitative content analysis of parliamentary debates, legislation and previous research about the service voucher system and of 40 in-depth interviews with service voucher workers. The study shows that the legal framework that regulates the system must be further enhanced in order to improve the quality of work in the service voucher system. In addition, the actors involved must be better controlled, and sanctioned in case of non-compliance with legislation.

This review highlights recent doctoral research in English language education and related areas completed between 2007 and 2010 in three countries in Southeast Asia: Singapore, Malaysia and the Philippines. Out of sixty dissertations initially chosen from major universities in these countries, five from the Philippines, four from Malaysia and three from Singapore were selected for review, the selection being based mainly on their quality of work and representation of key areas of intellectual work in the field in these countries. This review shows how the shared postcolonial identities of these countries and their unique sociohistorical locations help explain the coalescing and diverging agendas and trajectories in English language education doctoral research in the region. Much of the work affirms the dominant intellectual position of the West as the producer of knowledge, so there is a need to reposition the intellectual stance of research in English language education in the region within and emerging from its multilingual but unequally globalizing landscapes. Thus, there is an urgent need for more nuanced attention to socio-cultural factors that impact on English language education in the three countries under review, which, in turn, can help scholars produce new knowledge that can contribute to academic conversations in the field.
