In addition, because there are other alternative actions, this action research also aims to determine the class teacher's teaching preparation and the suitability, accuracy and integration of the online learning plans that have been prepared. Online or online learning is considered a solution for teaching and learning activities to continue in the midst of the corona pandemic. Online learning is learning without face to face directly between teachers and students, but is done online. Learning is done through video conferencing, e-learning or distance learning. Although it has been agreed, this method is controversial. For teachers, the online learning system is only effective for assignments. They consider that to make students understand the material, the online method is considered difficult. The implementation of continuous supervision in an effort to improve the pedagogic competence of teachers in Planning and Implementing Online Learning was carried out on 14 teachers at SDN Wonokusumo VI/45 Surabaya through a mechanism of 2 cycles, each of which used 11 effective school days. Cycle I, which was held on August 1-15, 2021, achieved 21% completeness in the poor category, while in cycle II, which was held on August 16-31, 2021, it was able to achieve 100% cycle completion in the very good category. With the advancements in communications technology brought about by the advent of the Internet and World Wide Web, attention has been drawn to Open and Distance Learning (ODL) as a mode for teaching and learning. In Malaysia, the establishment of ODL universities such as Open University Malaysia (OUM) has expanded the role of ICT in learning and knowledge generation. By leveraging on Internet technology, ODL universities are able to transmit education across the country and even globally. ODL sets about making quality e-learning and e-content more accessible to both facilitators and learners. Utilising this method, new opportunities are continuously created to make higher education more accessible to those who seek to improve and upgrade themselves. This paper examines OUM's practice of using the innovative technology of online learning and teaching to make higher education easily accessible to those that seek it. With greater advancements in technology, the future of higher education may lie more with ODL than with traditional face-to-face learning.

An e-learning system provides a platform for communication between the educators and the students. It facilitates the sharing of information and learning content in a form, which can be easily accessed by the users. In e-learning educational systems, a learning content management system (LCMS) is commonly used for developing and managing learning content. An overly comprehensive LCMS might not suit the needs for all domains such as learning programming for novice learners. Teaching novice programming learners is not an easy task as mentioned in many studies. Complicated explanations and boring teaching methods cause loss of interest in learning programming. Many educational studies have been carried out with different aspects and approaches to improve teaching and learning programming in school and tertiary levels of study. This paper proposes a conceptual framework for constructing effective learning content. It is challenging for Malaysian educators to design and prepare learning content that allows programming novices to learn at their own pace and skill levels. It is believed that an effective learning content framework would benefit educators who intend to start teaching programming to novices.
