В данной статье рассматриваются особенности становления российских стартап-компаний, ключевые проблемы развития и пути их решения. Проведен сравнительный анализ отечественных и зарубежных стартапов, где инновационные компании стали опорой экономики. Проанализирована статистика по состоянию стартапов России в настоящее время. Авторами отмечены главные предпосылки, которые ведут стартапы к провалу. Особое внимание уделено современным возможностям их финансирования. В статье описаны такие технологии финансирования как венчурное инвестирование, спонсирование бизнес-ангелами, государственная поддержка инновационных компаний, многоаспектная помощь бизнес-инкубаторов. Учтены преимущества и пробелы каждой из приведенных форм. This article discusses the features of the formation of Russian start-up companies, key development problems and ways to solve them. A comparative analysis of domestic and foreign startups, where innovative companies have become the backbone of the economy. Analyzed statistics on the status of startups in Russia at the present time. The authors noted the main prerequisites that lead startups to failure. Particular attention is paid to the modern possibilities of their financing. The authors described such financing technologies as venture investment, sponsorship by business angels, government support for innovative companies, multidimensional assistance from business incubators. Take into account the advantages and gaps of each of these forms.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.

What kind of capacity is needed to improve the performance of start-ups? How effective are government support policies in improving start-up performance? Start-ups are critical firm group for ensuring the prospective and sustainable growth of an economy, and thus many countries’ governments have established support policies and they are likely to engage more widely in forward-looking political support activities to ensure further growth and expansion. In this paper, the effect of innovation capabilities and government support policies on start-up performance is examined. We used an unbalanced panel data analysis with a random effect generalized least squares. We investigated the effect of government support policies on 4368 Korean start-ups. The findings indicated that technology and knowledge capabilities had positive effects on the sales performance of start-ups, and government financial support positively affected the relationship between knowledge capability and firm performance. However, when government financial support increased, marketing capability was negatively associated with firm performance. These results demonstrate the significant role of government financial support, including its crowding in but also its crowding out effect. Practical implications: To be more effective, governments should employ innovation-driven entrepreneurship policy approaches to support start-ups. To improve their performance, start-ups need to increase their technology and knowledge capabilities. This study extends recent efforts to understand more fully the effect of government support policies on start-ups differing in their technology, knowledge, and marketing capabilities.

The article compares the Criminal Procedural Codes provisions of the Russian Federation and the Federal Republic of Germany that regulate conducting a search as an investigative act. It also provides and compares the definitions of the concept “search” and “dwelling” given in Russian and German criminal procedural legislation. The reasons for conducting the search in general and the search of dwelling are considered, similarities and differences are revealed in relation to the status of the subject who is under the search. The author characterizes the search of dwelling and gives a comparative analysis of this investigative action as well as the notion of “urgent cases” in both countries. The authors also proposed some brief recommendations for improving the norms of the Russian Federation Criminal Procedure Code.

Globally food shortage is still a problem for instance Africa, the most of popular region in the world still has the highest of under nourished. The probable answer to what are the factors influencing food shortage In Tanzania are not well known and documented. This study sought to assess the factors influencing the food shortage in Mtwara Mikindani Municipality by identifying factors influencing food shortage, determining the status of food availability and accessibility and finding out the possible measures to be taken in order to overcome the problem of food. Structured questionnaire, observation and Oral interview had been useful for collecting primary information in which the best recorded interviewees were analyzed supplemented by documentaries. Generally, this study concludes that food shortage in the study area is influencing by, climate change, bad tradition believe, poor government support, laziness culture, land degradation and infertility land. However, the government should not delay to implement its policies practically especially to the small producers so as to establish strong base on agriculture. Also, the government to employ as many as it can agricultural officers so as to allow farmers to get frequent visitors who will  advise them on how to produce efficiently their products by using irrigation methods and scientific methods like the use of improved seeds.

The land conflict has long been a type of actual conflict. There are land conflicts of various levels in Kazakhstan. There are different points of view related to the land conflict. There are many prerequisites for the emergence of these views. The study examined the views of representatives of various political and philosophical trends related to the status of the earth. Representatives of the liberal trend consider land as capital. The analysis of the works of representatives of the liberal movement considering land as capital is carried out. Representatives of the socialist trend consider land as state property. Lenin's works deal with issues related to the resolution of the land conflict. Representatives of postcolonialism explain the emergence of the earthly conflict by the influence of colonial empires. In connection with the land conflict, the positions of the Alash intelligentsia are considered. Meanwhile, the analysis of differences in the views of socialists and the Alash intelligentsia in resolving the land conflict was carried out. In traditional Kazakh society, land is considered as a value. This is not consistent with the concepts of capital or property. The earth is considered as a sacred concept. A comparative analysis of such different points of view is carried out. The historical prerequisites for the emergence of a land conflict at the present time are considered.

Results of comprehensive surveys (1980 and 1988) were compared relative to physical education for handicapped students. A direct, self-report methodology was used. Statewide (Ohio) samples of 241 (1980) and 242 (1988) physical education teachers participated. Data indicated that the status of physical education for handicapped students had remained the same. By 1988, only 14% of the teachers had contributed to a multidisciplinary staff for developing IEPs. Teachers’ lack of knowledge of PL 94-142 was revealed in both years, and interest in teaching handicapped students was no better than “neutral/mixed” (1988). A majority of teachers in 1980 and 1988 indicated a general need for assistance in motor behavior assessments. By 1988 a majority of teachers (51%) had not received encouragement/support from their administration. In both years, over 75% believed that handicapped students are excluded from participation in physical education due to “nature of handicap” and “functional ability.” Overall, results in 1980 were reaffirmed in 1988. Teachers lacked the ability to provide appropriate physical education for handicapped students.
