The legitimacy of the state rests on individuals' perceptions of fairness when interacting with state institutions and state agents. The police as an institution and as individual agents have wide latitude to detain and use force against individuals. We argue that encounters with state bureaucracy and civil servants, specifically the police, can generate individual-level grievances against the state, and that these grievances make it more likely an individual participates in protest against the state. We study support for and the legitimacy of policing in the context of the anti-police protests in Baltimore, MD following the death of Freddie Gray in April, 2015. Using data from police records and social media, we show that individuals with higher exposure to discretionary arrests --- arrests that are potentially viewed as illegitimate or arbitrary --- are more likely to support protests against the police. In contrast, we demonstrate that exposure to arrests for major crimes such as murder does not follow the same pattern. Thus, support for the police as an institution varies systematically with exposure to arbitrary and capricious encounters with police agents. As these grievance generating encounters become more widespread, we expect to see increased protests against the police and further erosion in support of the police as an institution. Alternatively, shifting institutional resources to focus on major crimes and limiting the discretionary authority of police agents when interacting with the public may help to repair the legitimacy of policing institutions over the long term.

AbstractIn the context of the arrival of Syrians as of 2011 and the subsequent humanitarian assistance received in light of the EU–Turkey deal in 2016, there has been increased control over civil society organizations (CSOs) in Turkey. Through the case study of language education, this paper examines the relationship between the state and CSOs as shaped by the presence of Syrian refugees and how it evolved through the autonomy of state bureaucracy. It demonstrates that increased control led to the proliferation of larger projects, the deterrence of smaller CSOs, and a hierarchy between organizations prioritizing those that are aligned with the state. It argues that this policy is not only the result of the increased lack of trust between state and civil society but also an attempt to channel funds through state institutions to handle an unprecedented number of refugees while externalizing some of its functions. At the same time, this emerging relationship effectively allows the state to avoid making long-term integration policies and facing growing tensions among the public. This study is based on a qualitative study encompassing interviews with state officials as well as stakeholders in different types of CSOs that deliver language education for adults.

This chapter looks at cultural policy toward folk music (muzică populară) in socialist Romania (1948–1989), covering three areas: first, the state including its intentions and actions; second, ethnomusicologists as researchers of rural peasant music and employees of the state, and, third, the public as reached by state institutions. The article argues that Soviet-induced socialist cultural policy effectively constituted a repatriation of peasant music that was systematically collected; documented and researched; intentionally transformed into new products, such as folk orchestras, to facilitate the construction of communism; and then distributed in its new form through a network of state institutions like the mass media. Sources indicate that the socialist state was partially successful in convincing its citizens about the authenticity of the new product (that new folklore was real folklore) while the original peasant music was to a large extent inaccessible to nonspecialist audiences.

This conclusion to the special issue highlights the role of scholars in advancing the public discussion about forced migration. As countries around the world are adopting increasing restrictions on the entry of refugees, academic research can help to dispel some of the myths and apprehensions regarding the risks that forced migration entails. While refugees may be linked to conflict and violence in limited circumstances, the research generally demonstrates that robust international cooperation to manage refugee settlements, provide adequate humanitarian assistance, and integrate refugees into host communities, among other policies, can help to mitigate potential risks. Directions for future research and analysis are also discussed. Forced migration scholars should endeavor to collect more individual-level data; seek to understand factors that exacerbate or reduce security risks associated with cross-border militancy; conduct research on the long-term integration of refugees; and seek to understand the causes and consequences of resettlement and repatriation policies.

Bosnia and Herzegovina is in a state of long-term recession. Under these conditions, the State would have to apply the Keynesian economic policy instead of the neoclassical free market policy. This means that the State should take on the role of the main driver of economic development by increasing public spending and the fiscal consolidation. In doing so, it is very important to understand and evaluate the fiscal multipliers, as the successful application of the Keynesian policy depends exclusively on them. The aim of this paper is, after conducting an analysis of determinants and limitations of the fiscal multipliers within the conditions present in transition countries, to provide guidance on how to conduct the public spending policy, together with the monetary policy and structural reforms which would reduce the possible limitations regarding the effect of fiscal multipliers, thus increasing their impact on economic development. The analysis will be conducted on the example of Bosnia and Herzegovina.

This study reexamines the collective security hypothesis of gun ownership using data collected from residents of the city of Detroit, Michigan. In addition, we seek to determine whether the effects of perceptions of police, fear of crime, and victimization on individual-level gun ownership are attenuated by neighborhood levels of informal social control. Our findings indicate that police satisfaction remains a robust predictor of gun ownership, in that those who are less satisfied with police are more likely to own a firearm for defensive purposes. Moreover, the effects of this variable remain unaffected by the inclusion of informal social control. These results confirm a number of previously identified correlates of gun ownership remain influential and suggest that improving perceptions of police among the public may lead to fewer firearms in circulation among the public.

Abstract  This research examines the extent to which partisan agenda fragmentation is occurring within the American public. Though numerous scholars of public opinion and political communication have warned of the deleterious effects of agenda fragmentation, to this point such fragmentation has been demonstrated only across a small number of issues over short periods of time. This research is the first to utilize both a large set of issues and a long time frame to assess the state of partisan agendas from 1959 to 2015 through the use of individual-level Gallup’s “Most Important Problem” polls. Findings show that the public agenda has fragmented on a large number of issues, in terms of both the level of and shifts in attention that partisans accord to issues of the day. Additionally, this research highlights the importance of recent increases in agenda diversity and carrying capacity to fragmentation, demonstrating that while the presence of large, obtrusive issues tends to be associated with correspondence in partisan agendas, the ordering of partisan issue agendas has decoupled substantially in recent decades.

The public sector reforms’ programme in Kenya, has witnessed five state-owned corporations being privatised, and several more, from hotels to banks, have been scheduled to be privatised. However, many of Kenya’s state-owned corporations are in considerable debt, which reduce their value in the process of privatisation. This study attempted to determine the extent and the theory suitable for explaining debt-financing within the state-owned corporations in Kenya from 2007 to 2011. The study applied both descriptive statistics and a hybrid of cross sectional and longitudinal quantitative surveys. The results observed some level of stability on the aggregate long-term debt ratios, with minimal use of stock market instruments, which implied the application of the agency theory.

The article presents the results of studying the formation of institutional trust, which will help to clarify and, at the same time, raise questions regarding the determination of the level of trust in state and political institutions in Ukraine and in modern European countries. In the context of the study, the tasks were considered to identify the factors that influence the formation of citizens’ trust in political institutions, namely: the effectiveness of the activities of political institutions; personal experience of interaction of citizens with representatives of authorities; the level of trust in the state as a whole, which can be transferred to individual state institutions. Analyzing the data from the Rounds (waves) 1-9 of the European Social Survey (ESS) in 2002-2018, the level of confidence in Ukraine’s political and public institutions and in the other European countries is compared. The analysis makes it possible to determine the factors that are present at the supra-individual level (at the country level) and which can influence the public policy of the state. The results of the study can be used to suggest possible measures to increase public confidence in major public institutions.

The article presents the results of a study conducted by the author on the impact of trust between business and the state on the innovative development of the economy. A brief description of the phenomenon under consideration in the Russian Federation is given, and the main problems in the relationships of these entities are shown using specific examples. The crisis of confidence entails significant risks for the business, which in turn leads to a reduction in business activity and the outflow of capital. Overcoming this crisis is not possible with short-term targeted measures, since it is necessary to apply a long-term programmatic approach that combines various measures and mechanisms, as well as the interaction of the parties. The author, including, based on international experience, shows the mechanisms by which it is possible to structure relations between the government and the business community. According to the author, various measures, both general and specific, contribute to the improvement of the investment climate. The author sees the judicial system independent of the state as the main guarantee. Also, the article discusses issues of legislative guarantees of investments, providing for full compensation for damage when changing state policy in relation to specific types of activities; the introduction of public-private partnership models to address socially significant projects that are not of commercial interest to firms in the absence of state support; creation and functioning of entrepreneurial innovation infrastructure for the development of innovative firms through the combined efforts of state authorities and local self-government; improvement of civil society institutions and public discussion of the activities of state institutions and entrepreneurs.
