Reducing Emission from Deforestation and Forest Degradation (REDD) is an incentive based approach for climate change mitigation that has gained global attention. Following the global discourse and trend, Nepal is preparing herself to participate in the REDD implementation process with the financing from the World Bank's Forest Carbon Partnership Facility (FCPF). Developing a measurement, reporting and verification (MRV) system of monitoring carbon emissions is one of the most important aspects of the REDD mechanism. In this article, we analyse the existing forest resource monitoring system in Nepal with reference to requirements for the REDD MRV design as suggested in the Intergovernmental Panel on Climate Change (IPCC) good practice guide. Our analytical focus revolves around understanding the current policy provisions and institutional infrastructure, as well as identifying existing gaps Similarly, we also analyse the national capacity gaps for designing and adopting the REDD MRV. Finally we have outlined possible issues and challenges for designing and implementing REDD MRV in Nepal. Reducing emissions from deforestation and forest degradation, and the role of conservation, sustainable forest management and enhancement of forest carbon stocks (REDD+) in developing countries requires a National REDD+ Strategy (NRS) to ensure effectiveness, efficiency and equity. So far, only a few countries have submitted their NRS to the United Nations Framework Convention on Climate Change (UNFCCC) to progress to the implementation phase of REDD+. To compare the NRS of eight countries from Africa and the Asia-Pacific region, we used content analysis to assess whether these countries have paid attention to the REDD+ design components and adhered to the UNFCCC REDD+ rules. Our results demonstrate that all eight countries have paid considerable attention to REDD+ activities, finance, measurement, reporting and verification (MRV), and safeguard systems, and most countries have not adhered to the UNFCCC REDD+ rules on scale including the definition of national and subnational forests, subnational projects to be nested into national systems, and subnational activities to be verified by experts. REDD+ countries must develop definitions for national and subnational forests to enhance forest monitoring and they must develop technical and institutional infrastructure for MRV and safeguard systems, to receive results-based payments, and for the sustainability of REDD+ projects.

El estudio se realizó con la finalidad de determinar el carbono almacenado en biomasa aérea del sistema agroforestal (SAF) del laboratorio natural Los Laureles de URACCAN en la comunidad de Hormiguero, municipio de Siuna, en el cual se utilizó el método (no destructivo) mediante aplicación de porcentaje de carbono (50%) sobre la biomasa seca, sugerido por Intergovernmental Panel on Climate Change, Winrock International, La Organización de Naciones Unidas – Programme on Reducing Emissions from Deforestation and Forest Degradation in Developing Countries. El estudio es cuantitativo, descriptivo y transversal.El sistema agroforestal es secuencial, con una extensión de 2.84 ha, en el cual se realizó un inventario al 100% de árboles forestales y frutales; sin embargo, en el cacao se realizó un muestro con una intensidad de 8.45% distribuyendo 12 parcelas rectangulares de 10 por 20 m distribuidas sistemáticamente a un distanciamiento de 48.65 m entre parcela. El Sistema tiene una biomasa aérea de 10.35 toneladas (t), distribuidas de la siguiente manera: árboles frutales, 0.44 t.; especies forestales, 4.70 t. y cacao, 5.21 t. Es una investigación cuantitativa, descriptiva y transversal.El sistema agroforestal como banco de almacenamiento de carbono hasta el momento de la recolección de datos tenía 1.44 t carbono por hectárea (C/ha) acumuladas en biomasa aérea de especies forestales y frutales; por otro lado, el componente cacao en su biomasa aérea posee 1.47 t C/ha, con un total de 2.91 t C/ha. El valor económico ambiental del almacenamiento de carbono en el laboratorio natural Los Laureles es de $53.36 por hectárea.

Purpose – The purpose of this study is to estimate carbon mitigation impacts of project activities in a community forestry project in Andhra Pradesh, India. Measurement and quantification of carbon stocks, monitoring of these stocks over time and projections using models is necessary for assessing the climate change mitigation potential or impacts of all forest development and conservation projects. Design/methodology/approach – In this study, multiple mitigation assessment methods and models were used to estimate the carbon mitigation impacts – PROCOMAP, TARAM and CATIE, by adopting a three-tier approach similar to Intergovernmental Panel on Climate Change (IPCC) Guidelines. Findings – There are differences in mitigation potential estimates across models as well as across tiers. The study highlights the strength and weaknesses and/or limitations and advantages of adopting the different approaches and their applicability for estimating mitigation potential of a forestry project. The same could be adopted for a future Reducing Emissions from Deforestation and Forest Degradation (REDD) regime also, given countries may not have the necessary technical capacity and data needed during the post-2012 REDD scheme. While countries with advanced data, technical and research capabilities could use models or, in other words, adopt the Tier-3 approach, countries with data and technical limitations, as in India, could adopt a Tier-2 or Tier-1 approach to begin with. Research limitations/implications – The limitations and advantages of use of the multiple mitigation models is addressed. Originality/value – This work would help understand use of three mitigation models by prospective students and researchers and also the data needs and limitations for use of these models.

This study aimed to analyze Romanian (RO) involvement in the LULUCF sector by considering the Intergovernmental Panel on Climate Change (IPCC) good practice guidance (GPG). Trends were assessed using the Mann-Kendall (MK) test for trend estimation to determine the total greenhouse gas (GHG) (GHGCO₂-eq.) emissions/ removals. The results emphasized the increasing average annual levels of emissions/removals in both the EU-28 and RO when the subperiods from 1990-2005 and 2005-2017 were analyzed. Kendall’s analysis of GHG removal showed a positive trend in Romanian GHG removals, and no trend was observed for the EU-28. In comparison, the emissions indicated an increasing trend for RO and a decreasing trend for the EU-28. The GHGCO₂-eq. generated by the LULUCF sector decreased to an average annual rate of 0.5% per year in the EU-28. In Romania, these emissions increased by approximately 0.2% per year on average. Between 1990 and 2017, the CO2 total absorption increased to 0.9% per year. The methane absorption also increased by 11.7% per year, and no significant increasing trend was observed for methane. The dynamics of GHGCO₂-eq. emissions/removals in RO and LULUCF sectors showed that settlement had decreased in wetlands, and settlement of other land areas had increased. Assessing GHG gas emissions is essential for allowing each sector to promote specific strategies, policies and action plans. This will improve the national-level monitoring of the LULUCF sector and make this information more accessible to decision makers by raising awareness of the Romanian position within the EU-28

Completeness is an important element for Reducing Emissions from Deforestation and forest Degradation (REDD+) accounting to ensure transparency and accountability. However, including a full accounting for all emission sources in a REDD+ program is often resource-intensive and cost-prohibitive, especially considering that some emission sources comprise far less than 10% of total emissions and are thus considered insignificant according to Intergovernmental Panel on Climate Change (IPCC) guidance. This is evident in forest reference emission level (FREL)/forest reference level (FRL) submissions to the United Nations Framework Convention on Climate Change (UNFCCC). Of the 50 countries that have submitted FRELs to date, only half of them include degradation in their FRELs even though degradation is often a significant source of emissions. Half of the countries that do include degradation use satellite imagery without necessarily specifying degrading activities or separating anthropogenic activities. Guyana provides an example of an approach that enables inclusion of all emission sources while considering the significance of each when developing an accounting approach. Since submitting its FREL in 2014, Guyana has made stepwise improvements to its emission estimates so that the country is now able to report on all deforestation and degradation activities resulting in emissions, whether significant or not. Based on the example of Guyana’s efforts, the authors recommend a simple approach to move towards complete accounting in a cost-effective manner. This approach can be scaled to other countries with other activities that results in greenhouse gas emissions from deforestation and forest degradation. Such complete accounting allows for higher accountability in REDD+ systems and can lead to greater effectiveness in reducing emissions.

There is a new international policy focus on reducing emissions from deforestation and forest degradation (REDD), as well as promoting forest conservation, the sustainable management of forests and the enhancement of forest carbon stocks (REDD-plus). The recent Conference of Parties meeting of 196 countries of the United Nations Framework Convention on Climate Change (UNFCCC) in Cancun, Mexico (December 2010) was able to advance initiatives on REDD-plus even while there was limited progress on fossil fuel related aspects of an international climate change agreement. The Cancun meeting recognised that there was strong and broad support for REDD-plus and was able to agree to the development of a formal Mechanism under the UNFCCC for incentivizing REDD-plus activities. Implementing the Mechanism is another matter, and will require the development and coordination of country REDD-plus readiness and financing, including detailed consideration of country reference levels, measurement, reporting and verification methodologies, and sub-national and national program coordination.

This article identifies forest and climate change public policy instruments in Brazil. The country created a complex network of forest protection, deforestation control policies and Measurement, Reporting and Verification (MRV) instruments, culminating with institutional arrangements for Reducing Emissions from Deforestation and Forest Degradation (REDD+). Brazil’s positions at the United Nations Framework Convention on Climate Change (UNFCCC) negotiations relied on a diverse pattern of leadership, blockage, and flexibility. Under the Warsaw REDD+ Framework, Brazil reduced 8,2 billion tons of CO2 equivalent (tCO2e) and received almost 1,4 billion American dollars as results-based payments, by the end of 2018.

The United Nations’ expanded program for Reducing Emissions from Deforestation and Forest Degradation (REDD+) aims to mobilize capital from developed countries in order to reduce emissions from these sources while enhancing the removal of greenhouse gases (GHGs) by forests. To achieve this goal, an agreement between the Parties on reference levels (RLs) is critical. RLs have profound implications for the effectiveness of the program, its cost efficiency, and the distribution of REDD+ financing among countries. In this paper, we introduce a methodological framework for setting RLs for REDD+ applications in tropical forests in Xishuangbanna, China, by coupling the Good Practice Guidance on Land Use, Land Use Change, and Forestry of the Intergovernmental Panel on Climate Change and land use scenario modeling. We used two methods to verify the accuracy for the reliability of land classification. Firstly the accuracy reached 84.43%, 85.35%, and 82.68% in 1990, 2000, and 2010, respectively, based on high spatial resolution image by building a hybrid matrix. Then especially, the 2010 Globeland30 data was used as the standard to verify the forest land accuracy and the extraction accuracy reached 86.92% and 83.66% for area and location, respectively. Based on the historical land use maps, we identified that rubber plantations are the main contributor to forest loss in the region. Furthermore, in the business-as-usual scenario for the RLs, Xishuangbanna will lose 158,535 ha (158,535 × 104 m2) of forest area in next 20 years, resulting in approximately 0.23 million t (0.23 × 109 kg) CO2e emissions per year. Our framework can potentially increase the effectiveness of the REDD+ program in Xishuangbanna by accounting for a wider range of forest-controlled GHGs.

This article examines how the global climate change discourse influences the implementation of national science policy in the area of energy technology, with a focus on industry and science collaborations and networks. We develop a set of theoretical propositions about how the issues in the global discourse are likely to influence research agendas and networks, the nature of industry-science linkages and the direction of innovation. The plausibility of these propositions is examined, using Estonia as a case study. We find that the global climate discourse has indeed led to the diversification of research agendas and networks, but the shifts in research strategies often tend to be rhetorical and opportunistic. The ambiguity of the global climate change discourse has also facilitated incremental innovation towards energy efficiency and the potentially sub-optimal lock-in of technologies. In sum, the Estonian case illustrates how the introduction of policy narratives from the global climate change discourse to the national level can shape the actual policy practices and also networks of actors in a complex and non-linear fashion, with unintended effects.

AbstractConstraints and limits to adaptation are critical to understanding the extent to which human and natural systems can successfully adapt to climate change. We conduct a systematic review of 1,682 academic studies on human adaptation responses to identify patterns in constraints and limits to adaptation for different regions, sectors, hazards, adaptation response types, and actors. Using definitions of constraints and limits provided by the Intergovernmental Panel on Climate Change (IPCC), we find that most literature identifies constraints to adaptation but that there is limited literature focused on limits to adaptation. Central and South America and Small Islands generally report greater constraints and both hard and soft limits to adaptation. Technological, infrastructural, and ecosystem-based adaptation suggest more evidence of constraints and hard limits than other types of responses. Individuals and households face economic and socio-cultural constraints which also inhibit behavioral adaptation responses and may lead to limits. Finance, governance, institutional, and policy constraints are most prevalent globally. These findings provide early signposts for boundaries of human adaptation and are of high relevance for guiding proactive adaptation financing and governance from local to global scales.
